Welcome to the 2014 Royal Agricultural Winter Fair!
As we build on our traditions and
incorporate new features, this year’s Fair
promises to be our best ever. Showcasing
Canadian agriculture is our mission — it’s
in our history and it’s in our blood. The
Royal is passionate about providing an
opportunity for exhibitors to display their
very best, in competition with each other
and to showcase our best to the world
through shows and sales.

Royal Agricultural Winter Fair
This year, The Royal is pleased to once
again host multiple national livestock
shows including the Simmental, Ayrshire,
Brown Swiss, Holstein and Jersey shows
in addition to the Canadian Meat
Goat Association East National Show.
The TD Youth Congress Weekend
will showcase Canada’s young and
aspiring 4-Hers as they compete
in various venues and competitions.
Over 1200 youth will showcase
their talent and in the process, they’ll be
building their skills for future leadership
in agriculture.
The Road to The Royal is challenging
for these young people. The path to
The Royal takes on new relevance as
we increase the Fair’s exposure to local
food and cuisine through our Road to the
Royal Chef Challenge. Following regional
competitions at local fairs, The Road To
The Royal winners will come to this year’s
Fair to compete against other winners in
exciting, crowd-pleasing competitions.
That’s just the beginning of what you can
expect to see in food at The Royal. From
the For The Love of Food feature exhibit
to The Amazing Food Journey to jam
and jelly competitions, everyone stands
to learn and experience the farm-to-fork
story we present at The Royal. It all adds
up to “farm fresh fun” for city and country
visitors alike.

agricultural fair, this 10-day event
demands the dedication and support
of hundreds of exhibitors, staff and

PARKING VIOLATIONS
The RAWF will not be responsible for payment of parking
violations incurred by any person(s) prior to, during or after
the RAWF.
LIVESTOCK TRAILER PARKING
Exhibitor trailers can be parked OFF Exhibition grounds at
no charge during the RAWF. A map to allocated parking
locations will be provided upon arrival.
SHUTTLE SERVICE
A shuttle will operate between the Direct Energy
Centre/RICOH Coliseum Buildings and the Ontario Place
Parking Lot on a regular basis. There will be no charge for
this service.
ONTARIO HYDRO SAFETY REGULATIONS
The Ontario Electrical Safety Code Rule 2-022, requires
that all electrical equipment must be approved before it
may lawfully be advertised, displayed, offered for sale, sold,
or otherwise disposed of or used in this Province. It is, therefore, the responsibility of each exhibitor to ensure that all
electrical equipment in, on or about his/her booth comply
with the above regulations. This includes electrical merchandise as well as lighting and display equipment.
Should any of this equipment not comply, it is recommended that you request temporary permission to exhibit
while the necessary electrical approvals certification is
being sought:

Failure to comply could result in the equipment being
refused connection to the source of electrical supply and
may even be ordered removed from display.
ELECTRICAL POWER: The electrical power in all buildings
is 60 cycle. The outlets in most buildings have three prongs.
All electrical appliances used in buildings where such outlets
have been installed must be equipped with cords having
three-pronged grounded plugs.
COOKING APPLIANCES: No cooking units shall be allowed
in the buildings. All electrical appliances used must be
equipped with cords having three-pronged grounded plugs.
ELECTRICAL SERVICES: All exhibitors must use the services of the in-house electrical company contacted through
Direct Energy Centre.

EXHIBITORS
PAYMENT OF FEES
1. All fees must be paid in Canadian Funds.
2. In order to obtain maximum premium on US funds,
(1) pay by credit card, VISA or MASTERCARD accepted
or (2) purchase a Canadian Dollar Draft or Money
Order at your Bank or Post Office.
3. DO NOT SEND cheques drawn on US Banks marked
as “Payable in Canadian Dollars,” as we are unable
to negotiate same. International exhibitors MUST pay
the HST charges on their entries, as the service is being
provided in Canada.
CUSTOMS
Exhibits from the United States or any other foreign country will be admitted in bond without collection of duties, if
returned within ninety days from date of importation. Exhibitors from outside Canada should contact the RAWF’s designated customs broker:

U.S. Livestock Exhibitors – Import permits are necessary for
temporary entry to Canada. Please refer to the Rules & Regulations for detailed permit instructions and requirements
for Breeding Cattle imported from the United States to
Canada on temporary status.

those who are committed to the future of this
great Canadian institution. The demands today

WOMEN OF EXCELLENCE IN AGRICULTURE AWARD
Since 1996, the Federated Women’s Institutes of Ontario
(FWIO) have recognized the significant contribution
made by women in agriculture at The Royal Agricultural
Winter Fair by presenting them with the prestigious
Woman of Excellence in Agriculture Award.
Criteria for Selection
Open to all women currently or previously involved in
agriculture, The Royal Agricultural Winter Fair and their
community (i.e. 4-H, Fair Board or Plowing Match).
Nominations
Your nomination package must include:
A typed profile, not to exceed 500 words, describing
the agricultural work of the nominee, involvement at The
Royal Agricultural Winter Fair and in their community.
Three nominators, providing letters of recommendation
(not to exceed one page each) and the nominee’s contact information

FWIO invites you to recognize a deserving woman who
has tirelessly contributed to “excellence in agriculture”
at The Royal Agricultural Winter Fair. The winner will be
FWIO’s guest of honour at the Tribute to Agricultural
Excellence Luncheon, where the award will be presented.
Selection
The winner will be selected by an appointed committee
of FWIO representatives and notified by September 30.

MESSAGE
The following General Rules and Regulations of The Royal Agricultural Winter Fair are applicable and must be followed. Where there is an exception to any rule or regulation, it is duly
noted in the appropriate section and must be followed.
INTERPRETATION
ENTRY PROCEDURE
1. Throughout the Competition Book, The Royal Agricultural
Winter Fair Association of Canada and The Royal Agricultural Winter Fair shall be referred to as the “RAWF”
or “The Royal”
a.“Directors” means the Board of Directors of the RAWF.
b.“Chief Executive Officer” or “CEO” means the Chief
Executive Officer of the RAWF.
c.“Judge” means the person(s) contracted by the RAWF to
decide events/ competitions/shows at such RAWF.
d.“Exhibitor” means any owner signing an Entry Form and
/or the lessee, manager, agent nominator, driver, rider or
employee of such owner.
2. The RAWF Management has the final and absolute right
to interpret these rules and regulations and to determine
all matters, questions or differences in regard thereto, or
otherwise arising out of, or in connection with, or incident
to the RAWF.
3. The Management has the right to amend or add to these
Rules and Regulations from time to time.
4. Any exhibitor who violates any of the rules and regulations printed in the Competition Book will forfeit all privileges and premiums upon decision of the management.
This may include any or all of the following:
a.Prizes, awards, diplomas, certificates
b.Prize money
c.Forfeiture of any or all passes, entry fees and stall rental
fees
d.Banned from exhibiting at future Royals.
This exhibitor may also be subject to such penalty as the
Executive Committee may determine.
5. An entry will be considered valid only when the RAWF
receives a properly completed and signed Entry Form
including payment in full by no later than the entry closing date. The RAWF reserves the right to refuse any entry,
at its sole discretion, and to return any entry fee without
further liability. Closing dates are stated in each competition section.
6. If the number of entries exceeds the capacity of the facility, The Royal reserves the right to return entries.
7. If an Entry Form is sent by FAX machine:
a.Please indicate that you have faxed your entry, on the
entry form.
b.Entries will only be accepted if payment is made by
credit card and the credit card information is completed
on the form.
c.Do not FAX Entry Form more than once unless instructed
to do so by the RAWF.
8. Payment of entry fees will be accepted by MasterCard/
VISA or cheque. HST should be added to all fees quoted
unless otherwise stated, and must be paid in Canadian
funds. (US exhibitors please refer to the U.S. and Foreign
Exhibitors page).
9. Exhibits that have been erroneously entered, may, at the
discretion of the Agriculture Manager, be transferred to
their proper classes prior to judging.
10. No Substitution will be accepted after the entry closing
date, except as referred to in the appropriate section.
11. Firms and co-partnerships entering exhibits for competition must be in existence at the time of making the
entry and in all cases must be bona fide. Affidavits of
the particulars of firms may be required by the Executive
Committee.
12. Unless otherwise specified, no entry is required for
championships or specials, provided the animal or article is entered in the appropriate regular class. First
and second prize winners are automatically eligible for
championships.
EXHIBITS
13. All exhibits shall be under the control and direction of the
RAWF but solely at the risk of the exhibitor. The RAWF
will not be responsible for damage, injury, loss or theft
of any exhibit, irrespective of the cause of such damage,
injury, loss or theft. Each exhibitor will be solely responsible for any damage, injury, loss or theft occasioned by
or arising from any article exhibited by him/her and shall
indemnify the RAWF against all legal or other proceedings in regard thereto.
14. No exhibit shall be temporarily removed during the RAWF
without the written authority of the Chief Executive Officer and this written permission shall be given only on
leaving such deposit as the Chief Executive Officer shall
specify, and the written authority shall state the departure time and return time of the exhibit. If the exhibit is
not returned in accordance with the terms of the authority, the deposit will be forfeited to the RAWF.
15. Under no circumstances will articles which are offensive
by reason of their odour or appearance or which are
dangerous by reason of their combustible or explosive
character, be accepted or admitted, and if any such be
allowed admission, through misrepresentation or otherwise, they must be removed by order of the Chief Executive Officer.

DISPLAYS
16. No exhibit shall have overhead storage of any kind as it
does not comply with the RAWF safety protocols.
17. No pets will be allowed in the facilities with the exception
of service dogs.
18. If required by the RAWF Management, an exhibitor shall
make a statutory declaration that the article exhibited by
him/her is exhibited in accordance with and in all respects
comply with the rules and regulations of the RAWF. In
case any exhibitor refuses to make such declaration, all
premiums awarded to him/her shall be forfeited and all
such articles shall be removed forthwith if so ordered by
the Executive Committee.
24. Exhibitors will not be permitted to call attention to their
exhibits in a noisy or disorderly manner. Only such signs
and placards may be used throughout the buildings as
the Chief Executive Officer shall approve and allow. The
Executive Committee reserves the right to prescribe the
dimensions and regulate the position of all signs, and
generally to direct the arrangement of the exhibits, so
far as the same may be necessary to secure harmony
and an attractive appearance. Except with permission
of the CEO, no person(s) will be permitted to distribute
advertising matter in the RAWF Coliseum except from
his/her exhibit, nor tack up or post any advertisement, bill,
card, etc., except in the space occupied by the exhibitor.
25. Undue noise or unseemly methods of demonstrations
made in the operation of displays will not be tolerated.
Noise levels of sound amplification equipment must not
interfere with any other persons. RAWF may terminate
the use of any such equipment or methods. The final
decision of what constitutes undue noice and unseemly
methods shall rest with the RAWF.
26. In an effort to best utilize the space in the barn for animal
and exhibitor use, tents and displays will only be permitted once the stalling plan has been finalized. Exhibitors
wishing to have a display and/or tent must complete the
tent/display application and submit it to the Agriculture
Show Office along with entries before the respective
entry closing date of each section.
EXHIBITOR CONDUCT
19. Any false representation, interference or unacceptable
conduct on the part of an Exhibitor will be dealt with by
the RAWF according to the circumstances of the case.
20.Upon the discovery of any fraud, deception or dishonest
practice, either in the preparation or ownership or of any
misrepresentation concerning any article exhibited, which
may have affected or have been intended to affect the
decision of the judges, the Executive Committee has the
power to withhold the payment of any prize awarded.
The Executive Committee may prohibit any such party
or parties from exhibiting at the RAWF for one or more
years and may also publish the names of such persons as
may be deemed expedient.
21. Consumption of alcoholic beverages outside of designated licensed areas of the RAWF will not be tolerated.
Violators of this rule will be dealt with accordingly
22. In accordance with the Smoke-Free Ontario Act, smoking
is not allowed in the barns or indoor area.
23. Professional displays are encouraged. Space visible to
the public and/or your neighbouring exhibitors must be
finished attractively. Please see the display/tent sectio on
the entry form to apply.
Tents/displays that are approved by RAWF Management
will be subject to a fee. Tent space will be limited to 10x10
and display space will be limited to 10x7. Tents and displays are to be incorporated into the stalling area. Tents
and displays will not be permitted on the stalling row
ends or against the building walls due to fire and safety
protocols.
Only one tent and/or booth is allowed per string. A tent
is to be used for tack storage. A display booth is to be
used for farm or animal promotion only. Any tents or displays that are not utilized in the appropriate manner, as
deemed by management, will be removed.All tents and
display must post their permit for the clear view of the Fre
Marshall and RAWF staff.
27.Pop-up tents will be required to have an operable fire
extinguisher positioned on the outside of the tent. The
Fire Marshal has the authority to look in any pop-up
tent, at any time, if there is probable cause. If possible,
the Fire Marshal will check with string personnel prior
to entry.
28. Remember: Fire Regulations and enhanced grounds
safety measures are designed for the protection and
safety of you and your property.
JUDGES AND JUDGING
29. Judges are expected to familiarize themselves with all
the rules and regulations of the RAWF and to particularly
note those bearing on the classes to be judged by them.
30.In the absence of competition in any class, the judge will
award such premium as he/she determines the exhibit
deserves. He/she will exercise his/her discretion as to
whether first, second or any premium will be awarded.
Judges may not award prizes to unworthy exhibits.
31. If there is any question regarding the legitimacy of an
entry, or the right of an article to compete in any section
or class, the judge shall report this to the superintendent
or clerk in charge.
32. All judging documentation (each page initialed) must be
signed with the judge’s regular signature and returned to
the Agriculture Show Office as soon as the awards are
completed. Judges should not leave the RAWF until they
have ascertained that there are no protests against any
of the awards in the classes they have judged.

PROTESTS
33. The decision of the judges shall be final in all cases. However, should an exhibitor have a protest, the following procedure must be followed:
a.All protests must be in writing and must state plainly the
cause of complaint or appeal and must be delivered to
the Chief Executive Officer’s Office within two (2) hours
of judging (for livestock). For all other competitions, complaints must be delivered to the CEO’s office within 48
hours.
b.The protest must be accompanied by a deposit which will
be forfeited if the protest is not sustained.
c.Deposit amounts are as follows:
$100 Livestock (this includes livestock youth shows)
$50 Agriculture Product and Dance Competitions
d. No appeal from an award based upon a statement that
the judge has overlooked an exhibit will be considered
by the Executive Committee.
34.Any exhibitor who by himself/herself, his/her agent or
employee interferes or shows disrespect to any judge
during the performance of his/her duties on the premises
occupied by the RAWF or is guilty of conduct calculated
to bring the RAWF into disrepute shall be subject to any or
all the forfeitures and/or penalties provided for in rule #4.
35. All other protests must be made out to the RAWF in writing and accompanied by a deposit of $50. Such protests
must plainly state the cause of complaint, concern or
appeal and must be delivered to the CEO’s office within
48 hours of the event or visit.
SUPERINTENDENTS AND ASSISTANTS
36. Subject to the direction of the RAWF Agriculture Manager, each superintendent and/ or assistant is responsible
for the section to which he/she is assigned. Consequently,
exhibitors are required to follow his/her instructions in
matters pertaining to the placing and showing of exhibits.
AWARDS
37. Prize money will be mailed as soon as possible after the
close of the RAWF and will be paid in Canadian funds.
Exhibitors who do not receive their prize money by January 5 of the year following the RAWF, must apply to the
Agriculture department for payment thereof, in writing,
before January 10, quoting specifics of the competition,
class and placing.
38. The Royal Agricultural Winter Fair reserves the right to
not process cheques in the amount of or less than $25.00
for all shows where prizes are being offered.

40. Each exhibitor shall agree that photographs taken of the
exhibitor and/or exhibits by any photographer approved
by the RAWF may be used for purposes of promotion by
the RAWF or its official sponsors.

SECTION ###
LIVESTOCK RULES AND REGULATIONS
1. OWNERSHIP: All entries must be the bona fide property of the exhibitor; owned by and registered in the
name of the exhibitor at the time of entry closing. The
breeder of the animal will be the person(s) recorded as
such on the registration certificate. An animal owned
jointly by more than one individual, firm or institution
must be registered in the names of the joint owners. In
the event that one of the joint owners is the breeder of
the animal, he may include it in a group class having a
bred and owned requirement.
2. CANCELLATION AND REFUNDS:
a. Entries and full payment are due on or before the
posted closing date.
b. Entries received after the posted closing date will
be accepted at the discretion of the RAWF and
late penalties may apply (See individual competition section)
c. Cancellations received due to extraordinary circumstances (eg. Natural disasters, storms, accidents or
emergencies) will be addressed on a case by case
basis by RAWF Management.
d. Cancellations or scratches received prior to the
closing date will receive a refund of 100% of entry
fee less the administration fee and related costs.
e. Refunds for entries following the closing date will
only be accepted if accompanied by a signed veterinary or medical certificate. In this event 25% of the
entry fees and administration fee will be withheld.
Refunds will be paid within 30 days of the close of
the Fair. In the event that an animal’s entry is cancelled for health issues and a refund is awarded no
substitution will be allowed.
3. The competence of the handlers and show-people is
considered essential. Untrained individuals, including
show personnel and visitors, should not be permitted to
handle animals or equipment. Exhibitors are expected
to provide adequate training for anyone handling their
livestock. Any exhibitor who cannot handle their animal
will not be allowed in the show ring, at the discretion of
the RAWF management.
4. All livestock entered in purebred classes for show or
sale at the RAWF must be recorded as Purebred as
determined by the by-laws of an Association authorized
to register animals of that breed.
Each breed association shall:
a. Be solely responsible to assure that its breed registration rules, regulations and by-laws, including
those relating to ownership and to those relating to
criteria defining “purebred” for that specific breed
are adhered to.
b. Be solely responsible to verify and assure, prior to
the competition, that each entry made in a breed
association sanctioned show is eligible to compete
in the class or classes declared by the exhibitor.
c. Indemnify the RAWF against all legal or other proceedings related to the implementation of the breed
association’s rules, regulations and by-laws.
5. PRODUCTION OF CERTIFICATES: Exhibitors of animals entered in the purebred classes must have original
certificates of registration available for inspection by
the relevant Breed Association or RAWF officials.
6. CFIA TAGS: All livestock must arrive with CFIA tags
and they are to be tagged before leaving the farm.
Exhibitors with animals that arrive without tags are
subject to a $1,300.00 personal fine, and a fine of
$1,300.00 for the trucker and another $1,300.00 fine
for the site of acceptance (RAWF). The exhibitor will be
responsible for the total fine payment of $3,900.00.
The RAWF is NOT a tagging station for livestock.
7. GROUPS: Animals comprising an exhibit in a group
class must have been entered and shown in their
respective sections for single animals, except in cases
where it is permissible to include an animal for which
no section for single animals is provided.
8. BARREN ANIMALS: The Association debars and will,
to the utmost of its power, discourage and prohibit the
showing of barren animals in breeding classes/shows.
9. STALLS: Stalls and pens for livestock will be allotted
by the Superintendent of the division. No exhibitor has
the right of use to any stall at succeeding Fairs. Consequently, exhibitors installing fittings in a stall do so subject to the RAWF’s right to enter the stall and remove
such fittings when, in the opinion of management, it is
desirable to do so to cope with stabling requirements
or to comply with fire safety regulations. No overhead
storage will be permitted as per general rule #16.
10. ACCOMMODATION FOR LIVESTOCK: It shall be the
duty of the Superintendent of the division to prevent an
exhibitor from utilizing too many stalls or pens or from
unduly crowding their animals; to regulate the use of
stalls or pens for purposes other than the accommodation of exhibits and to require the use of sufficient bedding by each exhibitor, at the expense of such exhibitor,

to provide a neat and attractive exhibit. NOTE: Stalls
will be assigned at the complete discretion of the Superintendent with regard to the number of entries an exhibitor brings to the RAWF. The Superintendent’s decision
is final. Any exhibitors who do not tie their entries as
assigned may be asked to leave the grounds and forfeit
their entry fees. For Display and pop-up tent regulations,
refer to General Rule #26.
11. STALL BED (BEEF): A standard amount of first bedding
pack will be provided for Beef Cattle and Youth Cattle
shows.
a. Shavings may be used at the owner’s expense.
b. Beef and youth cattle exhibitors will not be permitted
to use straw in the designated stalls. Straw will only
be allowed for tie-outs.
12. FORAGE AND BEDDING: Hay, straw and grain may be
purchased on site at reasonable prices from an authorized contractor. To prevent congestion in the aisles
during the hours of peak attendance, no deliveries of
feed will be made after 10:00 a.m. Exhibitors may bring
in feed and bedding for their own livestock, but delivery
of such feed and bedding will be restricted to the period
between the hours of 10:00 p.m. and 6:00 a.m. NO
SELLING OF HAY, STRAW OR GRAIN BY ANY PERSON
OTHER THAN THE RAWF’S AUTHORIZED CONTRACTOR WILL BE PERMITTED. Extra bales of straw may be
placed in feed aisles. All feed buckets, forks and other
equipment used in connection with the exhibit must be
stored in the feed aisles when not in use and nothing
may be stored in such aisles to a height greater than
that of the partitions. NO LARGE ROUND or SQUARE
BALES (of any kind) ARE ALLOWED TO BE STORED IN
THE BARN.
13. MANURE: We ask for all exhibitors’ cooperation in keeping the barn as clean as possible. If your animal drops
manure in the aisles or on the carpet, we ask that you
clean it up immediately. Manure must be removed by the
exhibitor and taken to the specified containers outside
the barn for the duration of the show. It must not be piled
in the aisles or in the barn during the day. This rule will
be in effect from November 4 to November 16, inclusive.
Wire, bottles or other solid objects must not be disposed
of in the manure. Exhibitors must bring their own manure
carts to move their manure to storage.
14. ELECTRICAL APPLIANCES: To avoid accidents and
subsequent claims for damages that could involve an
exhibitor; no milking machine or other electrical appliance without a guard over its moving parts is to be
placed in the public aisles or beside animals. No electrical appliance may be used unless it has a three-pronged
plug and a ground wire.
15. ARRIVAL OF EXHIBITS: No exhibitor or exhibit may be
brought into the RAWF prior to Wednesday, Nov. 5, 8:00
a.m. except when otherwise specified. All articles and
animals must be in place and all rubbish waste material
cleared away by 7:00 p.m. on Thursday, Nov 6, the day
prior to the opening of the RAWF and shall remain in
place until the time authorized for their release.
16. RELEASE OF EXHIBITS: See departure times within
appropriate competition sections. These times will be
strictly adhered to. Any exhibitor who moves out before
designated time will be subject to a $400 penalty and
may not be permitted to exhibit at the RAWF in future
years. Management reserves the right to allow for special circumstances.
17. All livestock entries are eligible for an environmental fee.
HEALTH OF LIVESTOCK
The health regulations are subject to change without notice.
18.CANADIAN CATTLE
a. There is no official (CFIA) testing or certification
required. Individual classes may have specific requirements and certification.
b. All cattle entering the RAWF premises must have
a Canadian Cattle Identification Agency (CCIA)
Eartag.
19.AMERICAN CATTLE: see page 5 for Import Permit
requirements for Breeding Cattle Imported from the
United States to Canada. Testing Requirements:
Tuberculosis
a. The herd of origin must be a Tuberculosis accredited herd and certified as such by the United States
Department of Agriculture, and must have been
tuberculin tested within twelve months preceding the
date of animal importation; or
b. The herd of origin is a herd of negative status in a
modified Tuberculosis accredited area, and is recognized by the United States Department of Agriculture and the animal proved negative to a tuberculin
test performed within sixty days preceding date of
importation.

19. Brucellosis
a. If the animal originates from a Brucellosis-free herd,
certified as such by the Department of Agriculture of
the United States from any State irrespective of the
status attributed to the State, it must either:
i. Prove negative to serum agglutination test at a
dilution of 1:50 for Brucellosis performed within
thirty days preceding the date of importation or,
ii. A female, if less than 18 months of age at the date
of importation has been vaccinated with a Brucella
abortus strain 19 vaccine not less than two months
and not more than eight months after birth.
iii. The animal to be imported must not have been
vaccinated for Brucellosis under the whole herd
vaccination program for the Department of Agriculture of the United States.
b. In the case of an animal that does not originate from
a Brucellosis-free herd, the following certification
and/or testing applies:
Free States
i. Established Herd: No clinical or serological
evidence of Brucellosis in herd the previous
24 months. No additional tests to the above
requirements.
ii. Assembled Herd: No clinical or serological evidence of brucellosis in herd since established. Additional test 30 days prior to above requirement.
Class A or B States
iii. Established Herd: No clinical or serological evidence of brucellosis in herd the previous 24
months. No additions to herd except by natural
increase unless tested negative at least 60 days
prior to the test. No additions to herd except
spayed heifers tested above.
iv. Assembled Herd: All animals except those under
six months of age, official vaccinates under 18
months of age, steers & spayed heifers tested
negative in the preceding 12 months. Animal was
present and identified in above test or was natural increase since test. This test was performed at
least 60 days prior to the above test.
Anaplasmosis
a. Established Herd: Herd of origin was inspected within
30 days of importation and no clinical evidence of
Anaplasmosis was found. To the best knowledge and
belief of the veterinarian making or endorsing the
certificate, no clinical or serological evidence of Anaplasmosis has occurred in the herd of origin during
the previous 24 months. Animal was negative to a
cELISA for Anaplasmosis performed within 30 days
preceding importation.
b. Assembled Herd: All cattle proved negative to a test
for Anaplasmosis performed within 12 months preceding date of importation. The animal was present
and identified in this test or was a natural increase to
the herd. The animal was negative to a complement
fixation test performed within 30 days of importation
and at least 60 days after the herd test.
Bluetongue (State of Florida only)
a. Breeding cattle imported from the state of Florida
require a negative test for bluetongue using the
c-ELISA test methodology within thirty (30) days prior
to import; OR,
b. In the case of a positive result, a polymerase chain
reaction (PCR) test must be performed with negative
results for virus within 30 days of import.
c. It is suggested that animals being sampled have both
a serum sample and blood sample drawn at the same
time and be sent to the lab with the request that, if
the c-ELISA test is positive, then a PCR test is to be
conducted.
20. CANADIAN SHEEP and GOATS
a. Producers must ensure that an approved Canadian
Sheep Identification Program (CSIP) eartag is applied
to all sheep and lambs on their premises before they
leave their farm of origin.
b. All sheep and goat entries must be inspected at the
RAWF for freedom from infectious and contagious
diseases.
21. DISEASED ANIMALS: In the interest of maintaining a
high standard of animal health, all livestock are subject
to inspection upon arrival and throughout the show by
inspectors appointed by the RAWF, officers of Agriculture Canada and veterinarians. If evidence of an infectious or contagious disease is discovered, the owner of
the infected animal shall be required to move it to a designated area within the building or, on order from the
RAWF or breed association officer, immediately remove
it from the premises.

22. TREATMENT OF ANIMALS: Abuse of animal(s) in any
form will not be allowed. Any violation of this rule will
result in immediate disciplinary action. In all aspects of
the RAWF, the well-being of animals shall take priority
over the demands of owners, sellers, buyers, organizers,
sponsors and officials.
a. Recommended Codes of Practice are currently in
place for poultry, hogs, dairy cattle, beef cattle,
horses, sheep, goats, rabbits and livestock transportation. These Codes have been designed to guide farmers, handlers, transporters, and processors in their
practices. The codes have been drafted through close
consultation with producers, government researchers
and industry and it is the responsibility of the exhibitor
to familiarize themselves with their species codes of
practice and put these recommendations in practice
at the RAWF.
b. Animal health, stall/animal sanitation, and safety
should be considered at all times. Adequate provisions must be made for ventilation, feeding, and
watering throughout the show. All handling, housing
and veterinary treatment must ensure the health and
welfare of the animals.

of any act, operation to exaggerate the natural conformation of the animal.
a. Every exhibitor, in consideration of their entry being
accepted, specifically undertakes that no animal
entered by him/her has been or will be before entering the judging ring, unethically fitted. The exhibitor
agrees to submit for inspection any animal entered by
him/her, at any time required before any inspector(s)
or appointed for this purpose by the RAWF/affiliated
association. They further agree that the opinion of
such inspector(s) be valid and their call to be final and
conclusive and without recourse against the RAWF/
affiliated association. The exhibitor, by entering the
animal for exhibition, hereby releases the RAWF from
all claims and demands whatsoever in connection
with the disqualification of any animal under the provisions of this section.
b. If an animal which in the opinion of an inspector
or inspectors appointed for the purpose has been
unethically fitted, the incident will be reported and
the RAWF/affiliated associations will adhere to the
penalties outlined by the RAWF/affiliated association.
23. TAMPERING WITH LIVESTOCK: The unethical fitting
of livestock entered for competition is prohibited. For
the purpose of the RAWF, unethical fitting is deemed to
consist of any treatment or operation materially altering
the structure or natural conformation of any part of an
animal’s body such as: the introduction of air, liquids, or
other substances subcutaneously in any part of the body,
24. The RAWF reserves the right to collect urine or blood
samples from any animal for laboratory analysis. An
exhibitor of an animal producing a sample having a
quantity of diuretic or unapproved medication of any
kind will forfeit all rights and privileges to exhibit at any
future RAWF and forfeit any prize money earned by the
present exhibition of the animal or animals in question.
25. No artificial colouring of hair or wool will be allowed.
26. REFUSAL TO SHOW OR PARADE: Exhibitors refusing
to lead out their animals for parade or for competition in
the show ring, when called by the official in charge, will
forfeit all prizes previously won and may be debarred
from further participation in the RAWF and be required
to remove their animals from the premises within six
hours after such refusal.
27. TIME OF SHOWING: The livestock judging schedule
will be published in the livestock prize list and repeated
in the livestock catalogue. Exhibitors are required to act
accordingly; any animal not presented in the ring at the
time the class is scheduled will be barred from showing.
28. SPECTATORS BARRED FROM LIVESTOCK RING(S):
No persons other than judges, officials and attendants
holding animals being exhibited will be allowed in the
show ring during the time of judging.
29. CANADIAN CATTLE IDENTIFICATION AGENCY: The
Royal Agricultural Winter Fair requires our exhibitors to
ear tag EVERY animal for health purposes.

REQUIREMENTS FOR BREEDING CATTLE IMPORTED FROM THE UNITED STATES TO CANADA
The definition of “breeding cattle” includes animals imported
for breeding purposes as well as for show, exhibition or feeding but does not include animals imported for immediate
slaughter, feeder cattle consigned to an approved feedlot
under the Restricted Feeder Program or calves 8-14 days of
age imported under the Feeder Bob Calf Program.
General Requirements
1. All breeding cattle require an Import Permit ($100)
issued by a CFIA office prior to the arrival of the animal
at a port of entry.
2. Breeding cattle imported into Canada must be born
after January 1, 1999 and the animals must be identified
with a permanent identification recognized by the United
States Department of Agriculture (USDA) and are not
under restriction for movement, slaughter or destruction
control.
3. Breeding cattle are required to be identified with an
official USDA metal eartag or a National Animal Identification System (NAIS) compliant “840” radio frequency
“RF” eartag and a tattoo. The tattoo must be in the right
ear and show the letters “USA” at a minimum of 1 cm in
height, or the case of a female animal, it may be the
official United States calfhood vaccination tattoo that
includes the US registered shield and “V”. Animals for
temporary entry of a period of ninety (90) days or less
bearing an NAIS compliant “840” RF eartag are not
required to have a tattoo.
4. Breeding cattle imported into Canada must have a tag
applied before import or as soon as they arrive at initial destination under the national livestock identification program as per section 189 of the Health of Animals Regulations unless they have been identified with
a NAIS compliant “840” radio frequency “RF” eartag.
The importer must report the tag information to the
administrator of the program as required and within the
time period specified, and as well, to the CFIA location
where the importation of the animal occurred if the tag
is not already present in the animal at the time of import.
5. Breeding cattle may only be imported into Canada from
the United States if the animal is transported directly
to the Canada-United States border from the place of
origin in the United States where it was tested in accordance with the Import Permit conditions. Breeding cattle
may be transported directly to the Canada-United States
border from a consignment sale or a show in the United
States if the animal was tested in accordance with the
Import Permit conditions on the farm of origin and the
animal was transported directly to the consignment sale
or show from the place at which it was tested. All breeding cattle and other ruminants at the consignment sale or
show must have the equivalent herd status as the animals
to be imported into Canada.
6. An animal that was born after its mother was tested is
not required to meet the test requirements of this document if the animal is imported into Canada at the same
time as its mother. An animal that was born after its
mother was tested, unless it was born en route to Canada, must be identified with permanent identification and
recorded on the health certificate of its mother.
7. Breeding cattle must be accompanied by a certificate of
an official veterinarian of the United States or a certificate of a veterinarian licensed in the United States and
endorsed by an official veterinarian of the United States.
The certificate must contain the name and address of the
consignor, the location where the animal is exported from
and the name and address of the consignee. The certificate must also clearly identify the animal and show that
the animal was inspected by a veterinarian within 30 days
preceding the date of importation, that the animal was
found to be free from any communicable disease and that
the animal was to the best of the knowledge and belief of
the veterinarian, not exposed to any communicable disease within 60 days preceding the date of the inspection.

SALES AND MARKET LIVESTOCK INFORMATION
1. All Market Livestock exhibited at the 2014 Royal
Agricultural Winter Fair must be sold through auction sales.
2. The selling weight of Market Lambs and Queen’s
Guineas steers will be recorded on the day previous
to the sale. The Ontario Junior Barrow animals will
be sold on the basis of live weight.
3. In the operation of these sales, the RAWF acts in the
capacity of agent, and as such undertakes to collect
the proceeds of sale from the buyers and to remit
same, less commission and any other charges, to the
exhibitor.
4. The person signing the sale ticket or identified by
the auctioneer as the buyer will be deemed to be
the buyer and will be required to make settlement to
the RAWF or the retained sale management group
within 72 hours of the conclusion of the sale in which
the animal or carcass was purchased. If groups are
purchasing, the person identified as the buyer on the
sale ticket will be billed by the RAWF for 100% of
the purchase. It is the responsibility of all members
to manage their own settlement within the group.
5. Every animal shall be at the risk of the purchaser
when the auctioneer declares it to be sold.
6. Purchasers of live animals will be responsible for pick
up and delivery of their purchases to the slaughter
plant of their choice immediately following the sale.
7. Except in cases where management may order top
prize winners to be retained on the premises until
the conclusion of the RAWF, animals sold in these
auctions must be removed from the premises by the
buyers or their agents within 12 hours of the conclusion of the sales in which they were sold.
8. Exhibitors must:
a. Provide attendants to conduct their animals to and
from the weigh scales and sale ring.
b. Present their animals in the sale ring in the order
indicated by the sale catalogue.
c. In the case of single steers: leave a suitable halter
with the animals.
d. Animals sold by one exhibitor may be offered for sale
and sold as a group.
e. The committee reserves the right to combine into
groups of 5 or less, any steers, lambs or hogs exhibited in the same class. In the event that this right is
exercised, the grouping will be done at the conclusion of the judging of the class and while the animals
are still in the ring.
9. Exhibitors are not permitted to display ribbons or
banners won at other shows when presenting their
animals in the auction ring.
10. A selling commission will be charged as outlined in
Table: Market Livestock Sales Commission Rates.
11. The buyer will also be charged 1.5% of the purchase
price as an administration fee.
12.Exhibitors of animals placed in the Championship
row are responsible for providing feed for their animals until the close of the Show.

1. GLASS BOTTLES ARE NOT PERMITTED IN THE BARNS
for safety and environmental reasons.
2. The Royal Agricultural Winter Fair has banned the use
of aerosol cans in the Marshalling area. Failure to comply with this rule will result in disqualification.
3. This show (sections 300-305) is recognized as a purebred show and as such, registrations will be governed
by Livestock Rules and Regulations Rule #4 which
states all livestock entered in purebred classes for
show or sale at the RAWF must be recorded as Purebred as determined by the by-laws of an Association
authorized to regerster animals of that breed.
4. There shall be no limit on the number of entries that
may be made by an exhibitor. Notwithstanding this
provision the maximum number of animals and groups
that may be shown by an exhibitor shall be as follows:
a. In classes for single animals: No restriction on the
number of animals shown by an exhibitor.
b. In classes for groups: One group.
c. The maximum number of animals of one breed that
an exhibitor may bring to the show in classes for
single animals is 16 for all breeds.
d. A breeding unit may show 2 additional exhibits provided these are 4-H animals shown by 4-H members. These exhibits will not be eligible to compete
in the Breeders Herd and Get of Sire Class.
5. There will be a MINIMUM 50 animals SHOWN in
any beef breed show. The RAWF reserves the right to
cancel a show if insufficient entries are received by the
entry deadline.
a. The cow/calf classes are considered one animal
entry as the cow/calf must be shown as a single
unit to be eligible for placement by the judge.
b. If a breed does not show the minimum number, that
breed will be placed on probation for two years. If
that breed does not reach the minimum number of
animals shown during the probation years the association will not have representatives appointed to the
RAWF show committee, the show will be dropped and
the breed association will be given the opportunity to
put on a live animal display.
6. At the time of entry the following information must be
given with respect to each animal entered, including
calves with cows:
a. Name and registration number
b. Tattoo number (MUST BE LEGIBLE)
c. Date of birth
d. Name of sire and dam
e. All calves must be entered on the Entry Form along
with their dams including calves with cows

NOTE: The entry fee is for making the entry ONLY. It
is not a stall fee and does not guarantee stall space.
You will be allocated space based on the number of
animals you bring to the show.
7. No animal may be shown in more than one class for
single animals except championships, special prizes
or groups. To be eligible for showing in a group class,
every member of the group must have been exhibited in its appropriate class for single animals. Calves
shown in single classes will not be allowed to be shown
in a single class with their dam, unless otherwise stated
in the individual breed section.
8. The original registration certificates of all entries must
accompany cattle to the show and must be checked by
an official of the breed association concerned.
9. Ear tagging and animal identification must be in compliance with mandatory traceability rules and regulations of Agriculture and Agri-Food Canada.
10. Requirement for entry in classes for breeding animals:
All calves and yearlings must be weighed at the show
prior to showing with their birth date, show weight,
and weight per day of age posted in the stall. All
other entries must be weighed with their weight
posted (at the breed association’s discretion and
decision).

11. Substitutions will be allowed, as follows:
a. 2 substitutions within breed per exhibitor.
b. If a change of ownership occurs to an animal entered
in the RAWF after the entry closing date and a copy of
the transferred registration paper is presented to the
RAWF Agriculture Show Office prior to the printing
of the catalogue the new owner will be credited as
the exhibitor.
c. If made with the RAWF Agriculture Show Office staff
upon arrival.
14. Provision has been made whereby the RAWF will supply an area for tying out beef cattle at night, between
the hours of 5:30 pm and 7:00 am. Cattle will be
allowed in the designated area only. [The tie-out fee
is included in the entry fee.] No first bedding will be
provided.
12. A joint ownership entry must be made on a separate
Entry Form, and the entry must be registered under
the names of the owners. In the event that one of
the joint owners is the breeder of the animal he may
include it in his exhibit in a group class having a “bred
by” requirement.
16. In an effort to improve the traffic flow the following
restrictions have been placed on the number of blocking chutes that an exhibitor may bring to the RAWF:
a. less than 3 head stabled - no chute
b. 3 - 6 head stabled - 1 chute
c. 7 or more head stabled - 2 chutes
d. Chute tags can be purchased on entry form. All chutes
must have tag attached to a visible bar.
e. Chutes must be placed in an area as directed by Beef
Cattle Superintendent.
f. Chutes will not be provided by the RAWF.
13. An exhibitor is not required to list the names and numbers of the animals comprising a herd or group at
the time of entry, but must give such information to
the official of the breed association concerned with
checking registration certificates before the commencement of judging of the herd or group.
15. Any male over a year must have a ring or lead when
out of stalls. Any male over a year found to be out
of stalls without a ring or lead will be barred from
showing.
17. Blocking chutes found in the barn that have not
been paid for or are not located in a designated
area will be charged a fee of $100.00 per chute and
impounded.
18. A standard amount of a first bedding pack of wood
bark will be provided for Beef Cattle. NO STRAW
WILL BE ALLOWED IN THE BEEF BARN. Shavings may
be used at the owner’s expense. Straw will ONLY be
allowed for tie-outs.
19. No butt fans. Only overhead side mounted fans will
be allowed.
20.A maximum of 1 head fan per 5 animals will be permitted.
21. Fire Marshall orders prohibit the stacking of feed and
straw against the wall of the cattle barn.
22. All exhibitors are requested to show in dress approved
by the breed association while showing animals in the
ring. Such apparel shall not bear any letters, marks
or labels purporting to reveal the identity of the
exhibitor.
23. All animals must be identified in the show ring by numbers only displayed on the backs of the exhibitors. In
order that these numbers may be displayed properly,
a special harness is necessary. The numbers will be supplied at no cost to the exhibitor. No ear tags which
identify the exhibitor will be allowed.

24. The following criteria will be used to determine the
winners of the Premier Exhibitor and the Premier
Breeder Awards for each beef breed (sec. 300 - 305):
Premier Exhibitor Award: An award is presented
to the breeding unit (exhibitor) with the most points
for animals owned and shown by the breeding unit,
based on their highest six (6) placings in the individual classes. All animals accumulating points for this
award must be the entries of one breeding unit. A
breeding unit is defined as “that person whose name
appears on the Certificate of Registration as owner or
partner, who pays the entry fee, and has the animal in
their show string.”
Points shall be awarded as follows:
1st – 7 2nd – 6 3rd – 5 4th – 4 5th – 3 6th – 2 7th – 1
To be eligible for this award the exhibitor must have
entered and shown in a minimum of five single classes.

2014 ANGUS COMPETITION EXHIBITORS PLEASE NOTE
These rules will be strictly enforced:
1. All Ontario exhibitors must be a member of the
Ontario Angus Association.
2. All entries MUST be registered with the Canadian
or American Angus Association.
3. Registration papers MUST be presented at time of
processing. ‘C.M. numbers,’ ‘pending,’ or ‘applied for’
will not qualify for the Angus Show. All animals must
be legibly tattooed.
4. Any Angus shown at the Royal Agricultural Winter Fair
(RAWF) is subjected to parentage tests. Tests to be
supervised by the Ontario Angus Association.
5. Exhibitor Attire – A Canadian Angus Show Vest must
be worn, over a light coloured or white shirt. Exhibitors
failing to comply with this rule will not be allowed in
the ring.
6. Vests can be purchased from the Canadian Angus
Association. Pre-order your vest to ensure the proper
size.
7. The Canadian Angus Association has passed a resolution “that all paint products be banned from Canadian Angus sponsored shows.” The Royal Agricultural

Winter Fair has also banned all aerosol cans from the
marshalling area, as per rule #2 of the General Beef
Rules and Regulations.
The Ontario Angus Association is enforcing this ban.
By entering your animals you are agreeing to abide
by these rules and failure to comply will result in

2014 HEREFORD COMPETITION EXHIBITORS PLEASE NOTE
CLASSES
1. Exhibitors MUST advise the Ontario Hereford Association by October 21st, 2014 of their final number of
exhibits. Space will not be allocated for those exhibitors who fail to provide this information.

2. A copy of the registration certificate must accompany
entries. Exhibitors are reminded that entries must be
made in the exact ownership as it appears on the
pedigree.
3. The red show vest or show shirt must be worn by all
exhibitors.
4. Prior to entry, all animals must have a legible tattoo
corresponding with the pedigree.
5. No tattoo altering will be allowed after arrival.
6. These rules will be strictly enforced by the Ontario
Hereford Association. Any animals found not meeting these requirements will not be permitted to be
exhibited and must be removed from the barns for the
duration of the show.
7. The Canadian Hereford Association, Mark of Excellence (MOE) rules and regulationswill be followed.
8. The Royal Agricultural Winter Fair has banned the use
of aerosol cans in the marshalling area as per General
Beef Rule #2. Failure to comply with this will result in
disqualification.

2014 SHORTHORN COMPETITION EXHIBITORS PLEASE NOTE
1. Any Shorthorn shown at the RAWF is subject to parentage tests and/or mouthing.
Tests will be supervised by the Executive Committee
of the Canadian Shorthorn Association. In the event
that the veterinarian determines that the animal’s age
is incorrect, that animal will be barred from showing. American registration papers will be evaluated
according to the Canadian Shorthorn Association’s
Rules of Eligibility for Registration in Canada.
2. ALL CATTLE ENTERED MUST BE REGISTERED
PRIOR TO MAKING ENTRIES TO THE RAWF (entries
with “registration applied for” will not be accepted).
3. Shorthorn exhibitors are required to wear designated
burgundy show shirts when competing at the RAWF. The
cost is $40 per shirt and they are available in men’s
and women’s sizes. Please order IN ADVANCE from
the Ontario Shorthorn Association through Michael
Ormiston (705) 340-1858 or email ontarioshorthorns@
gmail.com. Cheques are payable to Ontario Shorthorn
Association and should be mailed to Dale Asser, Box 83,
Duntroon, ON, L0M 1H0.

pure and females must be at least 87.5% pure.

Exhibitors must have their animals in the marshalling
area prior to entry of the class into the ring. Late arrivals will be refused entry into the show ring.
2. All exhibitors MUST wear a clean pair of pants, blue
Simmental show shirt or Simmental wind shirt in the
show ring.
3. All Simmental exhibits must meet a minimum requirement of 7/8 purebred for females, and 15/16 purebred
for males, as recognized by the Canadian Simmental
Association.
4. The Royal Agricultural Winter Fair has banned the use
of aerosol cans in the marshaling area, as per rule #2 of
the General Rules and Regulations. Failure to comply
will result in disqualification
5. Where numbers warrant (minimum five (5) head) in
the heifer calf, yearling female and bull calf divisions,
class splits will be made using fullblood and purebred
criteria according to the Canadian Herd Book.

SECTION 105
RULES AND REGULATIONS
1. Open to bona fide 4-H members over 10 years of age
to 21 years of age, as of January 1, 2014 who have
successfully completed a 2014 4-H Beef Heifer Calf
project.
2. The heifer is to be certified by the respective 4-H Club
Leader as the contestant’s 4-H project.
3. Only one 4-H calf may be entered by each contestant.
Each contestant must show his/her calf in both showmanship and conformation. Contestants must leave
cattle in their stalls and stay until the completion of
the show. Any contestant who dismantles their display
and moves out before the printed move out period without special permission will be barred from showing at
The Royal in the future.
4. No substitutions of calves or contestants will be
allowed after the closing date of entries.
5. Registered heifers must provide pedigree, complete
with tattoos, and are subject to verification at the
show. Calves must be tattooed and original pedigree
must accompany heifer to the show and be presented
at registration.
6. All heifers competing in the National Junior Beef
Heifer Show must be tagged with approved CCIA
National Identification tags. Age verification is
recommended.
7. A 4-H member may compete in only one Junior Livestock (Bovine) Show at the 2014 RAWF. As with all
RAWF Youth Activity events, 100% participation is
expected by all participants.
8. Arrival times must be between 6:00 a.m. and 10:00
a.m. on Saturday, November 8, 2014. Exhibitors may
not set up prior to this time. Entries must be tied
with their respective County/Province exhibit at all
times. The committee will designate a tie space to
each County/Province prior to 6:00 a.m. November
8, 2014 and all calves and exhibits must be set-up
within that area.
9. In an effort to improve traffic flow restrictions will be
placed on the number of chutes a county/province
may bring to the Royal;
One (1) chute for up to four (4) head to a maximum
of six (6) chutes per county.
10. The number of entries that will be accepted is as
follows:
Ontario: A maximum of sixteen (16) calves per
county — if a county had more than 16 entries in 2013
the number of entries in 2014 will be frozen at 2013
levels.
Thunder Bay District: A maximum of Fourteen (14)
calves.
Other Provinces — A maximum of Fourteen (14)
calves. Contestant selection is the responsibility of
the county/province.
11. SHOWMANSHIP CLASSES – Contestants age
classifications
a. Junior: 10 – 13 as of January 1, 2014
b. Intermediate: 14 – 17 as of January 1, 2014
c. Senior: 18 and over as of January 1, 2014
12. CONFORMATION CLASSES: Classes will be offered
for the following breeds listed below. Heifers must
be registered as a pure-bred by the respective Breed
Association and meet the purebred percentages set
out by the respective Breed Associations.
• Angus 100%
• Hereford 100%
• Shorthorn 87.5%
• Charolais 96.88%
• Simmental 87.5%
• Limousin 90%
• Maine Anjou 87.5%
• Any Other Pure Breed (example: Blonde, Galloway, Highland,) must meet the required percentages as set out by the respective Breed
Association.
• Commercial – all other female animals
• To have individual breed classes, the breed
must have a minimum of eight (8) entries in the
National Junior Beef Heifer Show. Any registered breed that does not have sufficient numbers (less than 8 entries) will show in an ANY
OTHER PUREBRED BREED class and a Breed
Class will not be offered. When a Breed attains
eight (8) entries for two (2) consecutive years
in the National Junior Beef Heifer Show, then a
Breed Class will again be offered at the discretion of the committee.

15. TAMPERING WITH LIVESTOCK: Unethical fitting of

14. It is the responsibility of the exhibitor to arrive on time
for his/her class. If you arrive late for your class the
committee reserves the right to disqualify you from

17. BEST EXHIBIT: In an effort to keep the barns neat
and tidy, an award will be presented to the county/
province with the best exhibit. Judging will take place
on Sunday, November 9, 7:00 a.m. to 6:00 p.m. and
Monday, November 10, 7:00 a.m. to 4:00 p.m.

further agrees that the opinion of such an inspector
or inspectors shall be final and conclusive and without
recourse against the RAWF or any office thereof, or
any person appointed by the Executive to act in the
matter in respect to any action which may be taken
under the regulations as set forth herewith and he,
by entering the animal for exhibition, hereby releases
the RAWF from all claims and demands whatsoever
in connection with the disqualification of any animal
under the provisions of this section.

18. DRESS CODE: All contestants will be provided with a
shirt. Contestants are required to wear black or navy
trousers or slacks —NO BLUE JEANS, NO BALL CAPS,
NO HATS AND NO RUNNING SHOES. This will apply
throughout the show. Contestants must wear their
show shirt in the ring at all times including the Opening and Ceremonies.
19. ALCOHOL: Contestants found consuming alcohol
on the show premises will be disqualified without
recourse to the committee in charge.
20.Exhibitors are required to participate in the show
both days. If an exhibitor does not participate fully
then they will not be welcome to the following years
show. Special circumstances will be reviewed by the
committee who hold the right to the final decision.
21. TRAVEL/MEALS/PASSES: British Columbia, Alberta,
Saskatchewan, Manitoba, Nova Scotia, New Brunswick,
Prince Edward Island, and Newfoundland.
a. The Royal has agreed to reimburse 50% of the airfare
cost for up to ten (10) competitors and one leader per
province to a maximum of $150.00/person.
b. Each province is to make their own travel arrangements and purchase their tickets.
c. Each competitor is to bring a photocopy of their
ticket or the actual airline ticket to the registration
desk. The airfare reimbursement will be based on
the ticket cost information being presented at the
registration desk. No payment will be made without
ticket cost information being presented at the time
of registration.
d. The reimbursement cheque will be mailed to the Contact Person after the show.
e. Ontario and Quebec: No travel assistance.
f. Competitors are responsible for transportation to
Toronto and return.
All Provinces:
The RAWF will provide some meals and receptions
while in Toronto.
The RAWF will provide passes to competitors to get into
the buildings/grounds.
22. CHAPERONES: It is the responsibility of the chaperones to make sure all rules are adhered to by their
participants. It is the responsibility of the county
or province to select the volunteers and have them
adhere to the rules and regulations. There must be a
minimum of two (2) chaperones per county/province.
For counties with more than 16 exhibitors, passes will
be provided based on one (1) chaperone for every
eight (8) youth exhibitors. A chaperone must be an
approved screened volunteer.
23. PASSES: Registered participants and chaperones
will receive 2 Entry Passes each good for one person,
for one day. Passes are not provided for parents or
additional chaperones. Passes will be distributed at
Registration on Saturday, November 2.
24. REGISTRATION: Registration will be held on Saturday,
November 2. The time and location will be announced
upon arrival. Each participant must be registered to
compete. Participants must present the animal’s pedigree at registration for all calves entered in the purebred classes. Failure to do so could result in your calf
being moved to the Commercial classes
25. BEDDING & FEED: The RAWF has agreed to provide
shavings for the National Beef Heifer Show exhibitors
with a chip base provided. Exhibitors are responsible
for their own hay and feed requirements. Exhibitors
are also responsible for their own grooming and clean
up supplies. NO STRAW WILL BE ALLOWED IN THE
BEEF SECTION OF THE BARN.
26. CONDUCT: All participants are expected to conduct
themselves in a courteous, respectful and lawful
manor. Remember that you are representing your 4-H
club, your County/Province and the National Junior
Beef Heifer Show. Inappropriate conduct, including
disrespect shown to any of the sponsors, will result in
the committee disqualifying you from the 2014 show
and future shows at their sole discretion.
27. Entries - Entry Closing Date: Monday, September 29,
2014.

28. PROTESTS: The decision of the judges shall be final in
all cases. However, should an exhibitor have a protest
about the judging results, it must be in writing and
must state plainly the cause of complaint or appeal
and must be delivered to the RAWF. Livestock show
protests/complaints must be received within (2) hours
of judging with a deposit of $100.
29. All other protests must be made out to the RAWF in
writing and accompanied by a deposit of $50 cash.
Such protests must plainly state the cause of complaint, concern or appeal an must be delivered to the
CEO within 48 hours of the event or visit.
30.The National Junior Beef Heifer Show Committee has
the discretion to take appropriate action if anyone
does not adhere to any of these rules.

CHARLES JOHN WATSON V MEMORIAL AWARD
This award is presented to the top female that is bred and owned by a 4-H member, in memory of Charles
John Watson, Wat-Cha Farms, Mount Forest, Ontario.
Charlie was a major supporter of many junior shows, and the one that he held closest to him was the junior
show at the Royal Agricultural Winter Fair. Both of his children exhibited at this show for many years, which he
felt was the highest accomplishment they could achieve during their years in 4-H.
Although Charlie judged countless shows throughout North America and the rest of the world, the pinnacle
of his judging career was to be selected to take part in the 2004 Junior Beef Heifer show as the conformation
judge. He had waited many years for his children to finish their tenure with this show, with the hopes that one
day he would have the privilege of being selected to judge it himself.
It is with his spirit and memory in mind, that we, the Watson Family offer this award. The Wat-Cha name has
been synonymous with world-class breeding and home-grown genetics. As such, it is with great pride that we
designate the Charles John Watson Memorial Award to the person who has both bred and raised the best 4-H
animal.
Exhibitors must check the appropriate box on the Youth Livestock Entry Form to be eligible for this award.

SECTION 100
RULES AND REGULATIONS
1. Open to bona fide 4-H Beef Members in the Province
of Ontario, with a 2013 beef steer or market heifer,
who has not previously exhibited the Grand Champion Queen’s Guineas.
2. Entry will be nominated noting the CCIA tag number
when nose printed. If for any reason an animal loses
its CCIA tag, notification in writing must be made
to the Royal Agricultural Winter Fair (RAWF). One
acceptable nose print, along with the Queen’s Guineas Nomination Form must be mailed to The Royal. If
the first nose print is not acceptable, the second one
must be, or exhibitor will be barred from show. Nose
print is the responsibility of the exhibitor. Please note
in 2014 no additional ear tags are required to enter
the Queen’s Guineas Show.
3. Calf must reside in Ontario at the location specified
at the address stated on the NOSE PRINT card as
of May 29, 2014. If the location of calf housing must
change, the RAWF must be notified in writing of the
change.
4. Exhibitor must submit a Royal Youth Entry Form
confirming entry to the RAWF by the closing date
for entries of September 29, 2014, signed by the
4-H member, their parent/guardian and verified by
the appropriate signing authority in your county.
No online entries will be accepted. Animals must be
shown at your local Achievement Day and/or County
Show to qualify for entry to the RAWF.
5. The Queen’s Guineas Competition is a multi-element
show and all exhibitors must participate in all elements
of the show. As with all RAWF Youth Activity events,
100% participation is expected by all participants.
6. The committee may inspect calves anytime and calves
will be nose printed.
7. All cattle presented to be shown at the Queen’s Guineas will be less than 30 months of age.
This rule will be enforced by a combination of dentition (looking at the teeth) and the use of pedigrees
or CCIA age verification if available.
If a pedigree or CCIA age verification cannot be
presented, the animal’s age will be determined solely
by its teeth. The animal will be ineligible to be shown
if it has more than 2 adult teeth present. Should the
animal have 3 adult teeth present it will be allowed to
be shown if either a pedigree or CCIA age verification
for that animal can be provided.
In the event that more than 3 adult teeth are present, the animal will be determined to be older than
30 months of age regardless of the pedigree and/or
CCIA age verification.
This rule is consistent with rules applied by inspectors at abattoirs.
8. The height division and sale weight of each animal will
be determined at the RAWF, based upon verifications
prior to the show. Weight will be displayed on exhibitor number card in the show ring
9. Steers or heifers may be culled for any of the following
reasons:
a. The presence of horns or stubs over 2 inches in
length
b. Overfinish, underfinish or inferior type
c. Any condition that in the opinion of the culling committee is undesirable (e.g. staginess)
10. At the time of measuring and identification verification, entries will be examined for evidence of tampering (RAWF LIVESTOCK RULE # 23).

12. Animals will be exhibited in classes of similar numbers, divided first by sex, second colours, and third
hip height, as determined by the Queen’s Guineas
Committee
17. Contestants must lead their animals in the sale ring
and must be wearing their Queen’s Guineas Sweater.
If a contestant is late their animal will be sold at market price and not placed at the end of the sale.
13. A substitute show person will be allowed to show the
designated animal if the exhibitor is sick (accompanied by a signed statement from the Doctor). The substitute must be a 4-H Beef Club Member in Ontario.
If other conditions exist the committee will rule on its
merit.
18. No butt fans will be allowed in the barns for Queen’s
Guineas animals. Only overhead side mounted fans
will be allowed and restricted to 1 fan per 5 head per
county.
14. The Queen’s Guineas Committee has the power to
excuse an exhibitor and/or an animal, and the committee may make further rules to compliment the show.
Failure to comply with these rules will result in the disqualification of an exhibitor from the Queen’s Guineas
competition.
15. All Queen’s Guineas animals MUST be tagged with
CCIA (Canadian Cattle Identification Agency) identification tags and the tag number noted on the nomination and entry forms.
16. The judge will determine the sale order from the
Champions and Reserves from each division.
19. CHUTES: Chutes will be restricted to 1 chute per 2
head per county and will be placed within the county
display if possible, as mapped out by the Queen’s
Guineas Committee
20.All exhibitors must have a stall card posted above their
animal with the exhibitor’s name and county listed on
it. If required, a limited number of stall cards will be
available from the Queen’s Guineas Committee.
21. The RAWF will provide breakfast for exhibitors and
leaders on Friday, November 7, 2014.
22. Exhibitors will receive confirmation of entry from the
RAWF along with a card to gain initial admission to
the grounds.
23. Contestants are to wear BLACK pants when showing.
NO BLUE JEANS IN THE SHOW RING.
24. Showmanship: Queen’s Guineas contestants will be
judged on showmanship during the conformation
judging. Finalists will be announced following each
class. Showmanship finals will be judged immediately
following the selection of Grand and Reserve Grand
Champion animals. Previous Grand Champion Showpersons are not eligible to compete.
25. Special Awards:

26. Herdsmen’s Competition: Each county is required to
set up their assigned area in the barns as a distinct
“County” exhibit. You may wish to post a sign with
your county name in a prominent spot, sweeping the
straw from the aisles and answering questions from
the public. The prime objective of the competition is
to keep the barn area neat and tidy.
Rules & Regulations:
1. The display must not take up a stall space usually
occupied by an animal.
2. Judging of the competition will take place between
