Florida Hospital’s Cycle The City,
Ride To Wellness
Starting October 1, The ARRL Foundation will begin
accepting scholarship applications from eligible young
radio amateurs pursuing post-secondary education.
Individuals and clubs support many of the 80
scholarships, ranging from $500 to $5,000, that are
awarded annually. In addition, one applicant may be
selected to receive the prestigious William R. Goldfarb
Memorial Scholarship, a “gap” scholarship that assists
with the cost of college throughout four academic years
to earn a bachelor’s degree in a business, computer,
medical, nursing, engineering, or science-related field.
Applicants for all scholarships must be active radio
amateurs and must complete and submit the online
application, which will be available on October 1.
Florida Hospital's Cycle the City, Ride to Wellness event
will be held on Sunday, November 2. Positions needed
include: Sags, Rovers, Rest Stop Operators, Command
Post Operators, and Shadows.

Late last month, a security breach occurred, involving a
web server at ARRL Headquarters. ARRL IT Manager Mike
Keane, K1MK, said that League members have no reason
to be concerned about sensitive personal information be­
ing leaked.

Keane said that servers were taken offline and isolated
from the Internet when the hack was discovered. Certain
ARRL web functions -- online DXCC in particular -- were
temporarily disabled.
What's Better Than An ICOM 718 Ham Radio
The ARRL Executive Committee has adopted an
updated Policy Statement on Amateur Radio mobile
operation. While agreeing that driver inattention is a
leading cause of auto accidents and that concern over
driver distraction "is not unreasonable," the policy cites
Amateur Radio's 70-year history of two-way mobile
operation as evidence that such radio use does not
contribute to driver inattention. The policy points out
that Amateur Radio operation differs from cell phone
communication, in part because the device need not be
held to the face to listen, no text messaging is involved,
and mobile ham operators only need to pick up a
microphone to make "brief and infrequent"
transmissions.
"Legacy" URLs (ones containing "p1k.arrl.org") have been
restored, as has access to the ARRL Periodicals Archive.
Prompting the policy update is the 2012 federal law
"Moving Ahead for Progress in the 21st Century" or MAP21, which requires states to enact and enforce statutes
that prohibit "texting through a personal wireless
communications device while driving" in order to qualify
for federal grants to support a state's program. The
League "encourages the use of the language in MAP-21 in
Keane said that his department is still looking into what
types of information may have been vulnerable to the
hack.

Keane stressed that it is highly unlikely that any sensitive
information was compromised. Any information the hack­
er might have been able to glean from the ARRL server,
he said, is already publicly available -- data such as
names, addresses, and call signs that appear in the FCC
database.
The hacker may have been able to obtain site usernames
and passwords that were established prior to April 2010,
and that have not been changed since then. Members
who have not changed their ARRL website passwords
since early 2010 should do so at this time.
Keane said that in addition to reporting the security
breach to federal law enforcement authorities, his de­
partment is working to increase the League's Internet se­
curity posture.

Exams are on the third Saturday of each month at the Lake Amateur Radio Association in Tavares on Highway 473,
