The Madison County Rescue Squad, Inc. has actively supported rescue schools in Richmond for more
than three decades. Since 2009 we have been the coordinating agency for the Madison County Rescue
School. We would like to thank the Kentucky Division of Emergency Management (KYEM), Richmond
Fire/Rescue, the Madison County Emergency Management Agency, Madison County Emergency Medical
Services, and other agencies and organizations who have contributed significantly to the school over the
years, and who are helping with the school again this year. We deeply appreciate their support.
This year was a tough year for our squad. Capt. Charles Stiles, our chief executive officer for over 20
years, passed away in early January. We moved our station location twice during the first four months of
the year. The site where our school has been held since 2009 is being remodeled and was not available
for the school this year. With these challenges, there was simply no way that we could host our annual
rescue school in April as we had originally planned. We are proud of the tradition that began with the
EKU Rescue School more than 30 years ago, that now continues as the Madison County Rescue School.
Our school this year is small, and we’re releasing this information to you on short notice, but we hope
that you will join us both this year and again in April, 2015 when we hold our next school.
In previous years we have charged a ten dollar ($10) registration fee to offset our costs for operating the
school. This year, in honor of Capt. Stiles and in recognition of the short amount of time that participants
have to register, we are waiving the registration fee for the 2014 Rescue School. Space in the classes is
limited, so please register immediately if you would like to attend this year’s school.
We hope you’ll join us for a fun weekend of training.

ONE-DAY CLASSES
Saturday, October 18 (Class begins at 8:00 AM)
Disaster Response and Light USAR Awareness (RS-101)
Limit: 20 students

Do you know what to do if a tornado, earthquake, or other severe incident strikes your
community? This course will cover initial response to disaster situations, with a particular focus
on incidents involving damage to buildings and collapsed structures. Topics will include
applying the incident command system (ICS) to “real world” incidents in a practical way,
establishing incident priorities, initial actions upon arrival at the scene, assessment of structural
stability in light construction, the START triage system, victim and patient evacuation, structure
safety markings and building search procedures. This is an Awareness-level course only, so
protective equipment is not required.

Emergency and Defensive Driving (RS-102)

There is much more to operating an emergency vehicle than simply climbing behind the wheel,
activating lights and a siren, and driving as fast as you can. This course will cover the legal,
ethical, physiological and mechanical aspects of operating an emergency vehicle in Kentucky.
The morning portion of the course will consist of classroom training, while the afternoon will be
spent on the driving track at the Kentucky Department of Criminal Justice Training academy.
Please bring a vehicle for the practical driving exercises.
Note: The track is suitable to for passenger cars and light trucks, including light and medium
rescue trucks and light fire apparatus. It is not suitable for full-sized fire engines, tankers, etc.
with water loads. Please do not bring heavy apparatus for the driving exercise.
TWO-DAY CLASSES (Classes begin at 8:00 AM on Saturday, October 18)
Basic Rope Rescue (RS-201)

This course is an introductory rope rescue course for those interested in becoming rope rescue
technicians. The course will cover the primary knots used in technical rope rescue, as well as
the use of personal protective equipment (harnesses, helmets, carabiners, etc.) and basic rope
rigging. The course will also cover basic free rappel techniques, belaying techniques and
rescuer safety. If time permits, we will also cover rope ascent and self-rescue techniques.
This course will cover approximately 40 to 50 percent of the material required to meet NFPA
and KYEM rope rescue standards. By itself, this course will not qualify graduates to perform
rope rescue operations. Graduates will need additional training to meet NFPA technician and/or
KYEM advanced rope rescue standards.

All students will need to wear sturdy footwear with ankle support and bring a pair of clean
leather gloves (or other gloves manufactured for use as rope rescue gloves). “Clean” means
that the gloves have not been used for firefighting, non-rope rescue work, or heavy labor. An
NFPA, ASTM or UIAA certified rappelling helmet is also needed; if you do not have one available, contact the course instructors; we have a limited number available for loan.
Most of this course will be spent outdoors, performing practical skills training. Please dress
appropriately for the weather and bring sunscreen, rain gear, etc. as appropriate.
Vehicle Crash Extrication (RS-202)

This 16-hour course will include a combination of classroom and practical skills training
designed to bring participants to the Operations level in vehicle crash rescue. Classroom topics
will include an overview of vehicle crash rescue, the stages of a vehicle rescue, rescuer safety,
collision trauma and initial patient assessment, pre-incident planning and preparation, ICS for
vehicle crash incidents, rescue tools and equipment, and vehicle rescue tactics and procedures.
Practical skills training will include hand tool and powered tool familiarization, glass removal,
door opening and removal, dash lifts, roof flaps and removal, vehicle stabilization and lifting.
Participants should bring full protective clothing (firefighting turnout gear, rescue or wildfire
jacket and trousers, or rescue jumpsuit), a helmet suitable for technical rescue work, eye
protection, and extrication gloves or heavy work gloves (not insulated firefighting gloves).
Participants should wear boots or high-topped shoes with ankle support; no sneakers, running
shoes or "street" shoes. SCBA is not required.
Most of this course will be spent outdoors, performing practical skills training. Please dress
appropriately for the weather and bring sunscreen, rain gear, etc. as appropriate.
THREE-DAY CLASS (Class begins at 6:00 PM on Friday, October 17)
ERI Search Management for the Initial Response IC (RS-301)
Limit: 40 students

This twenty (20) hour course meets the minimum search management training requirement specified
in 106 KAR 1:390 for local search and rescue coordinators. The class is designed for individuals
responsible for investigating reports of lost or overdue individuals and for initiating appropriate search
responses. It is designed to provide a systematic and logical method whereby incident commanders
and managers are able to make rapid decisions on tactics and the application of resources. Class will
begin at 6:00 PM Eastern daylight time on Friday night and 8:00 AM on Saturday and Sunday.
This course is open to emergency management, rescue, fire, EMS and law enforcement personnel, as
well as to members of any other organization having responsibility for searching for missing or lost
persons. A pre-requisite for this course is completion of the twenty (20) hour Basic Search and Rescue
Course (BSAR) course offered by the Kentucky Division of Emergency Management (KYEM). A copy of
each participant’s BSAR course completion certificate must be faxed, e-mailed or mailed to the rescue
school coordinator before the beginning of class. If you have questions regarding this requirement,
please contact the school coordinator.
Note: To hold this class, we must have a minimum of twenty (20) students registered by Oct. 12.

INFORMATION REGARDING OFFICIAL TRAINING CREDIT
All courses offered at this school meet the requirements for annual training for rescue squad
members established by KRS 39F.120. The EMT and EMR Continuing Education course
meets KBEMS requirements for emergency medical technician and emergency medical
responder continuing education credit.
Individuals who need credit for fire service, law enforcement, or emergency medical services
continuing education for other courses should contact the school coordinator, since some
classes may not meet the criteria for Fire Commission, KLEC or KBEMS training hours, or
may require special arrangements.
IN MEMORIAM
Capt. Charles "Charlie" Stiles, unit 705, was a founding
member of the Madison County Rescue Squad, Inc. He
was born on May 1, 1928 and grew up in Benham,
Kentucky. He served as chief executive officer of the
squad for more than 23 years. He was a widely known
authority in vehicle crash extrication and water body
recovery who enjoyed passing on his extensive knowledge
to others. Prior to being elected as the captain and chief
executive officer of the squad, he served as lieutenant
(equipment officer). He maintained a record of perfect
attendance at squad meetings for almost his entire career
and was honored by several organizations on his 80th
birthday as the oldest serving rescue officer in Kentucky.
He responded to more than 4,500 calls for rescue service
during his career.
Capt. Charles Stiles
May 1, 1928 – January 2, 2014
During his career, Capt. Stiles was the recipient of numerous awards and recognitions from
organizations such as the Kentucky Division of Emergency Management, the Kentucky State
Police, the Madison County government and others. In 2009 he was recognized by the
governor of the Commonwealth of Kentucky for his lifetime of volunteer service. In addition to
his nearly 40 years of rescue service, he served for many years as a deputy coroner. He
previously served as a deputy sheriff, special police officer and volunteer firefighter. His
achievements as a peace officer and emergency responder are simply too numerous to list.
In addition to his public safety work, Charlie owned and operated an auto service garage for
most of his adult life. Over the years he quietly donated a vast amount of labor and parts to
individuals in financial need, providing free repair services to those who had difficulty paying.
He supported a variety of charitable causes and was always willing to help those in need. He
adored animals, particularly cats, and provided a home and care for innumerable wild and
domesticated animals during his life. Captain Stiles passed away on January 2, 2014.

IMPORTANT REGISTRATION INFORMATION
The Rescue School registration desk and all classes, will be located at the Richmond Fire
Training Center at 255 Four Mile Avenue in Richmond, KY.
On-site registration will be open from 5:30 PM to 7:00 PM on Friday, 7:30 AM to 8:15 AM on
Saturday, and 7:30 AM to 8:15 AM on Sunday. Due to the relatively small number of classes
and the limited number of seats in each class, we strongly recommend early registration.
All classes offered at the school have been approved for rescue squad training credit. Kentucky
Law Enforcement Council credit may be available for the ERI Search Management for the Initial
Response Incident Commander course, but officers attending the course will need to submit a
request form to the Council. Please contact us at [email protected] if you
have questions about fire service, EMS and/or law enforcement training credit for other courses.
Registration forms can be submitted online or by mail. There is no registration fee for the
school this year!
You can also register online by visiting our web site ( www.madisoncorescue.org ). We
strongly recommend that you use this option, since online registration allows you to reserve a
seat in a course immediately. To register online, go to our website, click on the Rescue School
link, then click on the link for the class you wish to register for.
Please register early if you plan to attend the school. Classes that do not meet minimum
enrollment requirements by Sunday, October 12 may be canceled.
Class schedules are 8:00 AM to 5:00 PM on Saturday and Sunday, October 18-19 unless
otherwise noted. ERI Search Management for the Initial Response Incident Commander will
also meet from 6:00 PM to approximately 9:00 PM on Friday, October 17.
DIRECTIONS TO THE SCHOOL SITE
The 2014 Madison County Rescue School will be held at the Richmond Fire Training Center. To
get to the Training Center:
Take the most direct route from your location to Interstate-75.
Take I-75 to Exit 90.
At the top of the exit ramp, turn eastbound onto the Robert R. Martin Bypass (US 25).
Travel about 2¾ miles to the intersection of the Robert R. Martin Bypass with Four Mile
Avenue.
Turn right (southbound) onto Four Mile Avenue.
Travel about 1 mile. The Richmond Fire Training Center will be on your right, just west of the
CSX Railroad tracks.
