CITY OF ONTARIO REQUEST FOR PROPOSALS CONSTELLATION (MOON & STARS) THEME BENCH INSETS CIVIC CENTER COMMUNITY CONSERVATION PARK DEADLINE: FRIDAY, OCTOBER 24, 2014, 4:00 PM Summary The City of Ontario (“City”) is pleased to announce the following Request for Proposals (“RFP”) to invite artists to submit sealed proposals to provide design services to the City, specifically, create three scaled renderings, one for each of the three constellation (moon & stars) themed bench insets, to be sited in the City’s Civic Center Community Conservation Park, located on the grounds of City Hall, 303 E. “B” Street, Ontario, CA. The designs can be in various media, including drawing, painting, or photography, and must be scaled to the dimensions of the bench inset sections (see attached illustrations). The selected artist will be paid a flat fee of $5,000 for the entirety of their work. The awarded design(s) will be enlarged and printed onto 4” tiles, assembled onto the bench seatback insets. The artwork area of each of the three seatback insets is formed by an arc, which is 76” in length. The height of the artwork area is 13 7/8” at each end of the arc, rising to 23 ½” at the arc’s center. Deadline for Submissions The deadline for submission of artist proposals is 4:00 p.m., Friday, October 24, 2014 via the City’s electronic bid management system, or in person, at the City Clerk/Records Management Department, located at Ontario City Hall. Project Scope and Budget Upon selection of their work by the Artist Selection Committee, the selected artist will be required to enter into the attached Artist Agreement with the City. Currently, there is limited park space in this neighborhood, so the impact of a new park will be significant. The Civic Center Community Conservation Park was planned with meaningful input from over 300 workshop participants. As a result, the artist will want to consider a dynamic design proposal that will be fun and engaging to the neighboring public, while at the same time befitting the park’s proximity to City Hall and surrounding environment. An Artist Selection Committee will then review qualifications packages and select a small number of artists to be invited to submit complete proposals, from which a finalist artist will be selected. The commissioned artwork will be a “Recycled Sculpture,” with the overall purpose of creatively demonstrating and celebrating the value of environmental conservation practices in a newly created park environment. True to the theme of environmental conservation, the artwork must be constructed out of recycled materials. The City is not looking for artwork that is an assemblage made out of found objects or materials. Instead, competitive proposals will emphasize the creative transformation of recycled materials so that the original form of the materials is not readily apparent. A proposed sculpture made out of aluminum, for example, would not retain the shapes of aluminum cans. Whatever materials are chosen, the sculpture is expected to be a long-lasting public artwork in an outdoor environment. The minimum dimensions of the sculpture are 46” in diameter and 4’ in height. The maximum dimensions of the sculpture are 56” in diameter and 6’ in height.
