Summary
The City of Ontario (“City”) is pleased to announce the following Request for Proposals (“RFP”) to invite
artists to submit sealed proposals to provide design services to the City, specifically, create three scaled
renderings, one for each of the three constellation (moon & stars) themed bench insets, to be sited in
the City’s Civic Center Community Conservation Park, located on the grounds of City Hall, 303 E. “B”
Street, Ontario, CA. The designs can be in various media, including drawing, painting, or photography,
and must be scaled to the dimensions of the bench inset sections (see attached illustrations). The
selected artist will be paid a flat fee of $5,000 for the entirety of their work. The awarded design(s) will
be enlarged and printed onto 4” tiles, assembled onto the bench seatback insets. The artwork area of
each of the three seatback insets is formed by an arc, which is 76” in length. The height of the artwork
area is 13 7/8” at each end of the arc, rising to 23 ½” at the arc’s center.
Deadline for Submissions
The deadline for submission of artist proposals is 4:00 p.m., Friday, October 24, 2014 via the City’s
electronic bid management system, or in person, at the City Clerk/Records Management Department,
located at Ontario City Hall. Submissions delivered in person must be received and time-stamped at the
City Clerk/Records Management Department by 4:00 p.m. on Friday, October 24, 2014, at Ontario City
Hall, 303 E. B Street, Ontario, CA 91764, phone (909) 395-2009.
Project Scope and Budget
Upon selection of their work by the Artist Selection Committee, the selected artist will be required to
enter into the attached Artist Agreement with the City. The selected artist will receive a flat fee of
$5,000 for their work, which will consist of three designs.
Site Description
The Civic Center Community Conservation Park is located near the City Hall entrance, and so it will be
readily viewed by visitors to City Hall. It is also near the Ontario Public Library and the Ontario Senior
Center. The park will provide a much needed neighborhood gathering space for over 6,100 seniors,
adults, and children in the immediate area, providing them with an outdoor space to learn, enjoy the

outdoors, exercise, and gather for community events. Currently, there is limited park space in this
neighborhood, so the impact of a new park will be significant. The Civic Center Community Conservation
Park was planned with meaningful input from over 300 workshop participants. As a result, the artist will
want to consider a dynamic design proposal that will be fun and engaging to the neighboring public,
while at the same time befitting the park’s proximity to City Hall and surrounding environment.
Submission Process and Requirements
All artists wishing to submit proposal packages must be registered on the City’s PlanetBids website
portal. Qualification packages are to be submitted online through the City’s PlanetBids website portal or
to be delivered in person at the City Clerk/Records Management Department, located at Ontario City
Hall, 303 E. B Street, Ontario, CA 91764, phone (909) 395-2009.
All submissions must be made by 4:00 p.m. on Friday, October 24, 2014, with no exceptions. Artists may
download copies of the above mentioned proposal requirements by visiting the City’s web site,
www.ci.ontario.ca.us, and selecting “Bids and Proposals” under “E-Government” at the home page. To
download bid information and submit proposal packages, new vendors will be required to register. For
this project, artists should be registered under at least one of the following category codes: 96104
Artists, 96207 Arts Services. If you are a first time user of BidsOnline, please allow adequate time to
learn the use of this system.
The artist is asked to submit three designs, one for each of the three seatback insets. Each design should
be submitted as a separate proposal.

Address of the artist.
Artist Statement, describing the artist’s approach to their submission, no more than one page in
length.
Curriculum Vitae (CV) in PDF or MS Word format, one page maximum.
References – Provide list of references from past and current clients within the last five years.
Public sector clients are preferred, but not required. Please verify accuracy of contact
information. If no references from past or current clients are available, please provide character
references.
1 to 3 images of artist’s previous work in JPG Format, 72 DPI, each no larger than 10” x 14” and
no smaller than 8” x 10”, and 1 MB or smaller, with each file numbered 01 up to 03.

Annotated Image List, in PDF or MS Word format, corresponding to each of the images,
including artwork title, dimensions, media, year of completion, and a brief description of each
image.
Three renderings (one artist rendering for each of the three seatback sections of the
moon/constellation theme bench), with a scale factor to match the seatback size. The
renderings can be an original or digital version, minimum 300 dpi.
Informational Meeting
Artists interested in submitting a design proposal are strongly encouraged to attend an informational
meeting, to be held on Saturday, October 4, 2014 at 9:00 am, at the Museum of History and Art,
Ontario. The museum is located at 225 S. Euclid Avenue, Ontario, CA 91762. For further information,

Selection Process
Artists are being solicited through open call and by invitation. The City will form an Artist Selection
Committee to review proposals and select an artist. The Artist Selection Committee will consist of
representatives of the City, artists, and stakeholder/community members.
The City reserves the right to reject any or all proposals, waive any errors or omissions in any proposals
received and to modify or terminate this RFP for any reason and without prior notice.
Selection Criteria
The moon/constellation theme bench will be located in a newly constructed park that emphasizes
environmental conservation and a fun, family-oriented outdoor environment, while also providing a
peaceful, natural refuge. The Conservation Park will also include a separately commissioned public
artwork, a “Recycled Sculpture.” The Artist Selection Committee will be looking for moon/constellation
theme bench designs that complement this park setting and that are engaging to the neighboring public.
In addition, the Artist Selection Committee will use from amongst the appropriate following selection
criteria during the selection process:

Recommendations of references
Attendance of the artist at the October 4 informational meeting
Aesthetic quality of the proposal
Reproducible quality of the artwork at actual scale
Community Background
Ontario is located in southwest San Bernardino County, with a population of 163,925, as of the 2010
Census. The city was incorporated in 1891, as the Ontario Model Colony, by Canadian engineer George
Chaffey and his brother, W. B. Chaffey. The city attracted citrus farmers and ailing Easterners seeking a
drier climate. Agricultural opportunities also attracted vintners and olive growers. The Graber Olive

House, still in operation, is one of the oldest businesses in the community. A major pre-war industry
was the city’s General Electric plant that produced clothing irons. During and after World War II, Ontario

Artist Agreement
No agreement shall be binding upon the City until an Artist Agreement is completely executed by the
artist and the City. Failure to execute and return the signed agreement and acceptable insurance
certificates as described in Attachment C – Insurance Requirements of the Artist Agreement, within ten
(10) calendar days of notification of intent to award may be just cause for the City to rescind the
contract offer.
Ownership of Materials
All documents, including sketches, plans, and all other materials, submitted as part of the RFP will
become the property of the City upon the execution of the Artist Agreement and payment of the artist
fee to the artist.
As set forth in the attached Artist Agreement, the selected artist will be required to waive their rights of
integrity to commissioned artwork under the Federal Visual Artist Rights Act, the California Art
Preservation Act, and any other local, State, Federal or international laws that convey rights of the same
nature as those conveyed under the California Civil Code or any other type of moral right protecting the
integrity of works of art.

RECYCLED SCULPTURE

Summary
The City of Ontario (“City”) is pleased to announce the following Request for Qualifications (“RFQ”) from
artists interested in creating site specific, original, high quality public artwork for The City of Ontario’s
Civic Center Community Conservation Park, located on the grounds of City Hall, 303 E. “B” Street,
Ontario, CA. An Artist Selection Committee will then review qualifications packages and select a small
number of artists to be invited to submit complete proposals, from which a finalist artist will be
selected. The commissioned artwork will be a “Recycled Sculpture,” with the overall purpose of
creatively demonstrating and celebrating the value of environmental conservation practices in a newly
created park environment. True to the theme of environmental conservation, the artwork must be
constructed out of recycled materials. The City is not looking for artwork that is an assemblage made
out of found objects or materials. Instead, competitive proposals will emphasize the creative
transformation of recycled materials so that the original form of the materials is not readily apparent. A
proposed sculpture made out of aluminum, for example, would not retain the shapes of aluminum cans.
Whatever materials are chosen, the sculpture is expected to be a long-lasting public artwork in an
outdoor environment. The minimum dimensions of the sculpture are 46” in diameter and 4’ in height.
The maximum dimensions of the sculpture are 56” in diameter and 6’ in height.
Deadline for Submissions
The deadline for submission of qualifications is 4:00 p.m., Friday, October 24, 2014 via the City’s
electronic bid management system, or in person, at the City Clerk/Records Management Department.

Project Scope and Budget
The project budget of $40,000 is anticipated to be awarded in one contract to the selected artist, with a
contingency of an additional $10,000 for exceptional work, at the discretion of the City. The artist will be
solely responsible for all labor, materials, and equipment necessary for the completion of the project.
The budget is inclusive of travel, research, design, fabrication, site preparation, installation, insurance,
taxes, and any modifications to the site proposed by the artist that are beyond the scope and/or budget
of the park site’s construction.

that the commissioned sculpture should be fabricated and ready for installation by mid-March 2015.
