There are two (2) different locations for storing of bicycles. One location is in the 816 Congress Parking
garage on P1 by the parking booth and the other along 9th Street just to the east of the alley. Bicycles are
not allowed to be brought into the building.
Amenities: The Terrace
The Terrace is a building amenity space located on the 15th floor. The hours are from 7:00 am until 6:00 pm
each business day unless there is a scheduled event; if there is an event, access will be closed off at 5:00
pm. Additionally, it is open from 8:00 am until 12:00 pm on Saturdays as building amenity space.
If you would like to schedule an event for your organization at The Terrace; these events only apply to
company (organizational) events and not personnel events. The following options are available:
1. Bring in your own food and beverages (limited up to beer and wine) and rent furniture and décor if
necessary. We will bill you for the reimbursement of the actual cost associated with extra janitorial
service and after-hours air to condition the executive lounge space, but there will not be any additional
venue fees associated. The pricing varies depending on when the event occurs and the duration, but
could be as little as $70.00 for a 6pm to 8pm event, Monday-Friday, or $410.00 for a four hour event
that requires additional cleaning afterwards. You will schedule the use directly with the management
office and will be responsible for submitting contractor request forms for any deliveries.
2. Utilize a catering company to provide food and beverages (alcohol must be served by a TABC
Certified bartender) and rent furniture if necessary. We will bill you for the reimbursement of the actual
cost associated with extra janitorial service and after-hours air to condition the executive lounge
space, but there will not be any additional venue fees associated. The pricing varies depending on
when the event occurs and the duration, but could be as little as $70.00 for a 6pm to 8pm event,

services on top of the reimbursement of extra janitorial service and after-hours air. Kennedy Creative
will schedule all of the deliveries with the 816 Congress Management Office.
Personnel events, as well as those for outside organizations, will still need to be scheduled and coordinated

Holidays.
HVAC Hours are:

your Lease Agreement). At all other times, HVAC is available at the rate specified in your Lease Agreement.

Building Operations: Courtesy Patrol Officers
Courtesy Patrol Officers are on-duty, 24 hours a day, seven days a week, including holidays. Security
patrols are conducted on an ongoing basis in the Building, Garage, Courtyard Area and perimeter of the
Building. The Patrol Officers are also available to operate the service elevator, greet and register visitors,
provide escorts to vehicles, respond to emergency situations and enforce the following rules:
The after-hours move-in or move-out of any equipment, furniture, etc. must be approved through the
Property Management Office prior to 3:00 p.m. of the day it is to take place. Approval by the Property
Management Office and the authorization to the courtesy officer will only take place after we receive a
memo from the Tenant stating clearly that authorization is to be allowed.
Special guests will be admitted to the building only if Tenant makes a request to the Property Management
Office and the officers are notified in advance. Please send written request for admittance after hours. You
may authorize us to admit others on a temporary (one-time) basis by calling the Property Management
Office at (512) 703- 2700 prior to their expected arrival (during working hours only).
Sign-in and sign-out sheets must be fully completed by each visitor that enters and exits the building after
6:00 p.m. weekdays and anytime on weekends.
Employees who lock themselves out of a suite will only be admitted by verbal authorization of the authorized
contact name the property management office has on file. The tenant may supply management with a listing
of employees who are always allowed access to the suite.
The courtesy patrol officers are on-site to deter crime. They cannot physically stop a crime or forcibly
remove persons from the property. If you witness a crime, please contact the police immediately by dialing
911, and then contact the Property Management Office and courtesy officer.
If a client or employee becomes violent or unruly and you would like them to leave the building, please
notify the Property Management Office immediately. The courtesy patrol officer will ask them to leave;
however, if they refuse, the police will need to be contacted.
Stairwells are for emergency exits only. The stairwells are kept locked at all times to allow proper smoke
evacuation in the event of an emergency.

Emergency Procedures: Overview
The purpose of the Emergency Procedures section is to explain the life safety features of 816 Congress and
outline the specific steps for customers and emergency Floor/Suite Wardens to follow in the event of an
emergency. The safety of customers is the primary concern of this plan.
In the event of a fire or other emergency, following these emergency procedures will maximize the chances
of a safe and orderly evacuation and will minimize injuries, losses to the building and contents.
A coordinated effort by 816 Congress Property Management, Security, Floor/Suite Wardens, customers and
the Austin Fire Department personnel is required by this plan. Any suggestions or contributions that could
help make this plan more effective are welcomed and should be directed to the Property Management
Office.
BUILDING INFORMATION
816 Congress contains 434,801 square feet, has 20 floors of office space and an eight level garage.
There are four stairwells in the building:
Stairwell Number One is located on the West Side of the building and provides an emergency exit into all
levels of the garage.
Stairwell Number Two is located on the East Side of the building near the elevators on floors 1 through 20.
This stairwell exits into the alley/loading dock area (between the building and the garage) at ground level.
Stairwell Number Three is located on the South side of the building and transfers to the Southeast side floors
1 through 8 and exits onto Congress Avenue.
Stairwell Number Four is located on the Southwest side of the garage. This stairwell serves P1 - P3 only.
There is no access to this stairwell from the building. This stairwell exits into Colorado Street.
FIRE EXTINGUISHERS AND PULL STATIONS
Floors 1 through 8 and 15 through 20 have one fire extinguisher cabinet located in the hallway next to the
restrooms. Floors 9 through 14 have two fire extinguisher cabinets, one located in the hallway leading to the
West stairwell next to the restrooms and one located next to the elevator lobbies on the East Side. All the
cabinets contain an ABC fire extinguisher, which is effective on all types of fires.
There are pull stations located at each stairwell. The pull stations and fire extinguishers are shown on the
Individual Floor Emergency Evacuation Plans in the forms section.
Emergency Procedures: Bomb Threat
A large majority of bomb threat calls are false alarms, meant to disrupt the normal work of a person or
company.
However, at no time should any threat be regarded as a false alarm.
The following guide will be useful:
Keep the caller on the line as long as possible. Ask the caller to repeat the message.
Obtain as much information from the caller as possible.
Location of the bomb
Time of detonation
Outside appearance and description of the bomb
Reason for the bomb
Tell the caller the building is occupied and the bomb might cause the death of innocent people.
Listen for background noises that might help determining where the call was made.
At the conclusion of the call immediately report the call to the Police (911) to Security at 703-2716
and the Property Management Office at 703-2700, giving as much of the following information as
possible:
Your name
Your location and phone number
Name of anyone listening in on the line
TIME the bomb is supposed to detonate
Location where the bomb is supposed to be
OUTSIDE APPEARANCE and DESCRIPTION of the bomb
REASON given for the bomb
Time of the bomb threat
Notify your supervisor about the "Bomb Threat Call". Provide written records or notes of the "Bomb
Threat Call" to Property Management.
Please be advised that Property Management or Security will not make the decision to vacate your
floor(s) during a bomb threat. Only the Fire Department, Police Department or your company
executives can make that determination. If your company decides to evacuate, please notify Security
at 703-2716 and the Property Management Office at 703-2700.
If relocation is necessary as determined by the Fire or Police Department, they will notify you and
Security will notify other customers in the building.

Emergency Procedures: Emergency Training Program
Emergency Floor/Suite Wardens
Emergency Floor/Suite Wardens are selected on the basis of two principal criteria.
1. They must be responsible individuals capable of performing in a leadership role an emergency
situation; and
2. They must generally be working in their respective company areas within the building, rather than
having primary duties and responsibilities elsewhere.
Emergency Floor/Suite Warden's Training
1. Be familiar with all of the information in this Emergency Procedures handbook.
2. Report any fire or other emergency to Security and the Property Management Office.
3. Know how to evacuate the building.
4. Know how to operate the fire alarm system and the fire extinguishers.
5. Know the layout of each floor, including the exits and location of fire equipment.
6. Be familiar with the personnel under their control with specific attention given to any occupants who
are mobility impaired and would require more than ordinary assistance if relocation were necessary.
Inform the Fire Department of the location of these personnel.
7. Be knowledgeable about what is not commonplace, i.e., "unusual" or "foreign" to the normal
environment or their respective customer areas, so that in the event of a bomb threat or other
emergency situations, they can assist in the identification of any suspicious situations.
8. Arrange for qualified replacements while away from the office.
Emergency Floor/Suite Warden's Responsibilities During an Emergency
1. Direct control and responsibility for customers employees during an emergency.
2. Instruct everyone on the floor to follow the directions provided through the public address system.
3. Assist any mobility-impaired visitors or employees with a safe evacuation.
4. Check all areas of their floor to assure that all occupants have safely relocated before proceeding to
relocate themselves.
5. Instruct employees to take their essential personal possessions with them because they will not be
allowed to re-enter during the emergency.
6. Remind everyone to remain quiet during the relocation so they will be able to hear and understand all
emergency instructions.
7. PLEASE DO NOT CALL THE PROPERTY MANAGEMENT OFFICE OR SECURITY DURING AN
EMERGENCY TO REQUEST INFORMATION BECAUSE IT TIES UP THE LINE.
8. Because of the importance of the Emergency Floor/Suite Warden in responding to an emergency in
the building, immediate replacement of any vacant position is necessary. Each floor has a minimum
of two Emergency Floor/Suite Wardens.
Stairwell Monitor
The Floor/Suite Warden will appoint a minimum of two people to act as Stairwell Monitors during an
emergency situation.
They will have the following duties:
1. Be the first at the entrance to their stairwell, as previously assigned by the Fire Warden, during an
emergency condition.
2. Verify that the stairwell is clear of smoke or other conditions that might prohibit the safe evacuation of
occupants. Notify the Fire Warden of the condition of the stairwell.
3. Assist the safe and orderly flow of occupants by alternating them with any whom might be evacuating
from the floors above. Evacuating occupants should be instructed to keep to the right as they descend
the stairs so as not to impede the response of Fire Department personnel who might be coming up
the stairs.
4. Securely close the stairwell doors after all the occupants have exited.
5. Notify responding fire fighters of the fire condition on the floor.
6. Verify that occupants who have mobility impairment have assistance to help them evacuate or notify
Fire Department or other personnel if assistance is required.
THE FIRE RESPONSE TEAM is headed by the Fire Safety Director (Security Director) and is composed of
816 Congress's Engineering Staff, Property Managment Office and other building employees as required.
Their duties and responsibilities include:
1. Verifying that the fire pump, emergency generator, and other emergency equipment are operating as
required.
2. Verifying that all valves controlling water flow to the fire sprinkler system are in the open position.
3. Meeting the Fire Department unit with any available information as to the location and extent of the
fire and to facilitate their access to the building as required.
Assistants for Mobility Impaired Occupants
On those floors that have mobility-impaired occupants, the Floor/Suite Warden should appoint two monitors
to assist with each of these occupants. The monitors will have the following responsibilities:
1. Notify their assigned occupants of an emergency situation.
2. Be trained in the proper methods of safely evacuating mobility-impaired occupants.
3. Assist their assigned occupants in evacuating to an area of safe refuge in accordance with the
following guidelines:
4. Communicate the status/location of any mobility-impaired occupant to the fire department.
Persons having any mobility impairment need to be considered prior to any need for evacuation. It is
necessary for Floor/Suite Wardens to notify the Fire Safety Director (Security Director) of any mobility
impaired customers who may require special assistance in the event of an evacuation. A list must be kept
updated as necessary and maintained in the Emergency Evacuation Plan in the Fire Command Center.
If there is evidence of a fire, persons having mobility impairment should be positioned near the fire exit stairs
that are located farthest away from the fire. If fire conditions pose a personal threat, the mobility-impaired
customer should be placed in the exit stairwell and the Fire Department personnel notified for assistance. If
conditions warrant immediate action, the mobility-impaired person should be evacuated to a safe area of
refuge utilizing the instructions contained in the Forms section.
Although sight and hearing impaired people can usually remove themselves from the building, they may not
hear or see an alarm and, therefore, may not perceive the need for evacuation. All hearing and
sight-impaired people should have a person assigned to them in the same manner as a mobility-impaired
person.
Classes of FIre Extinguishers
Fires are classified into four basic groups or classes according to the material involved. 816 Congress is
equipped with multi-purpose (ABC) Fire Extinguishers that can be utilized on Class A, B and C fires.
Following is a description of the types of fires:
Class A: Fire involving ordinary combustibles such as wood, cloth, paper, rubber and plastics.
Class B: Fire involving flammable liquids such as gasoline, acetone greases and oil. Also fire with
flammable bases like methane or hydrogen.
Class C: Fires involving energized electrical equipment, appliances, and wiring.
Class D: Fires involving combustible metals such as magnesium, lithium, potassium, etc.
Elements of Fire:
There are three components of fire. The removal of any one of these components will result in the
extinguishment of the fire.
How to use Fire Extinguishers:
Remember how to use an ABC Fire Extinguisher by PASS:
P - Pull the safety pin (usually a twist-pull action);
A - Aim the nozzle, horn or hose at the base of the fire;
S- Squeeze the trigger handle;
S- Sweep from side to side.
Points to remember:
1. Never place a used fire extinguisher back in a cabinet. Notify Security and the Property Management
Office.
2. Always keep a safe distance between you and the fire and maintain a safe means of escape.
3. Never attempt to extinguish a fire if it will jeopardize your safety.
Emergency Procedures: Evacuation
Emergency Plan
In the event of smoke and/or fire being detected, the following steps should be initiated immediately:
1. Isolate the fire by closing the door, if possible.
2. Pull the pull station. This will activate the building alarm system.
3. If it is safe to do so, call the Fire Department at 911, giving as much information as possible. Identify
the building as 816 Congress at 816 Congress Avenue, and give the floor number of the fire.
4. If time allows, notify Security (703-2716) and the Property Office (703-2700) giving as much
information possible.
5. If the fire is minor in nature (wastebasket, etc.), you may attempt to extinguish it with a portable fire
extinguisher, after first calling the Fire Department at 911 and Security.
6. Follow the directions provided over the public address system regarding relocation instructions.
Relocation Procedures
1. Follow the directions provided over the public address system during an emergency. The
programmed message will simply instruct occupants to go the nearest stairwell and walk down to the
assigned re-entry floor. It is important for the fire wardens to instruct people to walk down three floors
unless they are instructed otherwise.
2. During a full building evacuation, building occupants will be instructed over the public address system
to fully evacuate the building. The designated ASSEMBLY POINT during a full building evacuation is
the parking lot at the Northwest corner of 9th Street and Colorado Street.
3. If using stairwell number 3 located on the South side of the building which transfers to the Southeast
side floors 1 - 8, all evacuees should proceed to the Northwest corner of 8th Street and Congress
Avenue.
4. Important General Notes:
Use stairwells. The elevators should never be used in an emergency situation.
Remain calm and quiet.
Do not evacuate to the roof.
Do not prop open any stairwell doors.
Close doors behind you but do not lock office doors- this makes it more difficult for the Fire
Department
5. If smoke is present, stay low to the floor. If fire or smoke is encountered in the stairwell, re-enter the
floor and proceed to the secondary exit stairwell. If this stairwell is also blocked, take refuge on your
floor and notify the Fire Department or Security of your situation and your location. REMAIN CALM.
Emergency Procedures: Fire and Life Safety
Fire Command Center
The Fire Command Center is located on the lobby level and is monitored by Security 24 hours per day.
The Fire Command Center is equipped with the following systems:
Fire alarm and communication panels
Elevator position panel
Air handling unit and ventilating fan override control panel
Emergency generator auxiliary control alarm and status indicator
Fire pump alarms and status indicators
Emergency telephone
Smoke Detectors and Pull Stations
Smoke detectors provide an early and an automatic indication of fire or smoke. Detectors are located on
each level in the core of each floor area, several in the corridors and at each stairwell. The activation of a
single smoke detector will sound an alarm at the Fire Command Center. The elevators will only recall to the
first floor if one of the two smoke detectors located in each elevator lobby floors 2-20 are activated. If a
smoke detector is activated on the first floor elevator lobby, then the elevators will recall to the second floor.
Pull stations are manually operated fire detection devices. There are pull stations located at each stairwell.
Alarm Transmittals
All alarms are automatically transmitted to the Fire Command Center. Detection devices (smoke detectors,
sprinkler flows, and pull stations) are monitored on this panel. The alarm panel provides Security with
detailed information regarding the location of the alarm.
Upon receipt of an alarm from a specific floor, the building public address system is automatically activated
with alternating tones and a pre-recorded message will be broadcast on the floor of origin, one floor above
and one floor below, to advise any affected occupants of the possible emergency.
The recorded announcement is as follows:
ATTENTION ATTENTION ATTENTION
An emergency has been reported. All occupants walk to the nearest stairway exit and walk down to your
assigned re-entry floor or the main lobby. Do not use the elevators. Walk to the nearest stairway. Do not use
the elevators. Walk to the nearest stairway.
This message is then repeated in Spanish.
The building stairwell pressurization system and the evacuation alarm signal will automatically activate upon
receipt of a sprinkler flow alarm, a smoke detector activation or a pull station activation. Do not prop
stairwell doors open.
Upon receipt of an alarm, the Austin Fire Department is called by Security and they dispatch emergency
personnel to the building.
Communication
A public address voice communication system is available throughout the building and is utilized by Security
and the Fire Department to communicate with customers in an emergency situation. It is important to listen
carefully to announcements made over the public address system.
There are emergency telephones located in the East, West, South & Southeast stairwells. These are for the
Fire Department's use in communicating with Security in an emergency situation.
Fire Suppression/Sprinkler System
The building and garage are equipped with a diesel operated, automatic sprinkler system.
Standpipes for the Fire Department's use are located in each stairwell.
Smoke Control System
A smoke control system is provided for the building, which has the following features:
There are separate stairwell pressurization systems for each stairwell. This prevents smoke from entering
the stairwells. For this reason, it is imperative that stairwell doors are NOT propped open!
Emergency Power System
Two diesel-driven emergency generators, with automatic controls and a fuel storage tank to store at least a
4-hour fuel supply, are part of the building's fire system.
Stand-by power is provided for the following:
Fire alarm and public address system
Fire detection systems
Fireman's elevator
Stairwell pressurization fans
Exit way and other emergency lighting
Automatic sprinkler flow detection system
Stairwell electric door unlocking system
All power requirements for lighting equipment for Fire Command Center
Garage exit gates
Building smoke evacuation system
Charging system for the elevator cab battery packs
Emergency Lighting System
An emergency lighting system is provided for normal and stand-by power sources, utilizing automatic
transfer switches for the following lighting systems:
1. Stairwells and public exit ways
2. Exit Signs
3. Minimal lights in customer suites
Fireman's Elevator
Stand-by power and normal power is available to one elevator.
The main elevator control panel is located in the Fire Command Center. This panel includes an intercom
system for the Fire Department's use. Elevator controls are provided to automatically return all elevators to
the ground level when an alarm is activated. The Fire Department and/or Security provide fireman's key
operation to permit manual operation.
In the event the fire alarm in the elevator lobby on the 1st floor is activated the elevators will recall to the 2nd
floor lobby level.
Stairwell Door Unlocking System
An electrically supervised unlocking system for every stairwell door is provided. The stairwell doors
automatically unlock upon an alarm. There is also a manual control switch located in the Fire Command
Center.
Emergency Procedures: Medical Emergencies
Medical Emergency is defined as an incident/accident that needs immediate professional medical attention.
If you become aware of a medical emergency through information provided by others:
IMMEDIATELY UPON ARRIVAL, CHECK THE SCENE FOR SAFETY, AND VERIFY IF THE VICTIM IS
SUFFERING CARDIAC DISTRESS:
Verify the victim is unconscious
If no response, immediately activate the 911 system (call 911)
Open airway (if neck or back injuries are suspected, utilize jaw thrust technique)

Deliver two (2) rescue breaths (using barrier device whenever possible)
Verify signs of breathing, coughing and/or movement
After Verification of Sudden Cardiac Arrest:
Perform CPR if there is a delay in obtaining or using the AED
When AED arrives, turn-on the AED per manufacturers directions
Bare and prepare chest (Cut or tear away clothing. If excessive chest hair, shave or clip. Dry the chest
if wet. Never use alcohol pads.)
Ensure you remove any trans-dermal patches (i.e. nitro patches) and wipe-off area where AED pads
are to be placed
Apply defibrillation pads as per manufacturer's directions
Allow AED to Analyze. If shock advised:
Ensure rescue personnel are not in contact with the patient by stating "stay clear of patient" and
visually verifying that no personnel are in contact with the patient prior to shock delivery
Deliver a shock when prompted by pushing the "shock" button as advised
Defibrillate as advised by the AED's voice prompts
Administer CPR as recommended by your training provider (American Red Cross, American Heart
Association, etc.)
If No Shock Advised:
Administer CPR as recommended by your training provider (American Red Cross, American Heart
Association, etc.)
Keep electrode pads attached to the patient and follow prompts until EMS arrives
Post-Use Procedure:
Contact your organizations' assigned Medical Director (if one is available)
Complete an "AED Usage Report Form" (see a sample form on pages 1 0-11)
When necessary, re-stock electrode pads, batteries, and other accessories
Inspect all supplies for any damage, expiration dates and required replacement

is available to help in any way possible. Your first call for any problem or question can always be directed to

Policies and Procedures: Deliveries
Building deliveries and moving should be scheduled through Property Management in order to avoid any
conflict in schedules. This is done to make sure that Management is aware of all tenant moves and can
obtain certificates of insurance, meet with movers, etc.
All deliveries for floors nine (9) through nineteen (19) in the building should be made through the
garage freight elevator by way of the loading dock located in the alley.
For freight deliveries and Tenant moves to floors two (2) through eight (8) in which there is no freight
elevator a passenger elevator will be padded.
Any moving of equipment or furniture, which requires use of an elevator in excess of 30 minutes, or
require more than 2 trips, must be scheduled after 6:00 p.m. Monday through Friday or on weekends
through Security.
For less than one hour a padded elevator can be used following Management approval during the
following times:
Monday through Friday-9:00a.m. to 11:00 a.m. or 2:00p.m. or 4:00 p.m.
When a passenger elevator is padded, it is the Security Officer's responsibility to inspect the cab prior
to the activity and to carefully install the pads. Once the move is completed, the pads are removed by
Security and the elevator is again inspected for any damage.
Policies and Procedures: Moving Procedures
The Property Management Office requests that you engage a reputable moving company, provide us with
your sales representative's name and company address, and coordinate your move with the Property
Management Office. Please note the following when scheduling your move:
All elevator use must be scheduled through the "Elevator Management System" under Quick Links "Elevator
Reservations". The exclusive use of the freight elevator for any moving in or out of the building anytime
during your tenancy must be done after 6:00p.m. Monday through Friday, or any time on the weekends
when scheduled.
The freight elevator is accessed through the alley and garage and only serves floors 9 through 19.
Certificate of Insurance Requirements for Vendors
The Service Contractor shall provide the following minimum insurance coverage:
Commercial General Liability - $1,000,000
Worker's Compensation - Statutory Limits
Automobile Liability- $1,000,000 combined single limits per occurrence
Excess Liability (Umbrella Policy) - $1 ,000,000 per occurrence
Employer's Liability- $1,000,000
All Certificates of Insurance should include the following as additional insured interests.
Cousins 816 Congress LLC, a Georgia limited liability company, and Cousins Properties
Incorporated, a Georgia corporation are to be named as Additional Insured on the Commercial
General Liability policy as Manager and Landlord, respectively.

The moving company is responsible for providing the following protective covering in the building:
Clean Masonite sections will be used as runners from the curb to the edge of the carpeting in the lobby
where heavy furniture or equipment is being moved with wheel or skid-type dollies. The masonite must be at
least one-forth inch thick, 4' x 8' wide sheets in elevator lobbies and corridors and 34" wide sheets through
doors into tenant space. All sections of Masonite must be taped end-to-end and not to any walls or flooring.
The movers must provide and install protective coverings on all walls, door and elevator facings and other
areas along the route to be followed during the move. These areas will be inspected for damage after the
move.
Prior to a scheduled move, the corridors will be inspected by a representative of the moving company/tenant
and the Property Management/Security officer. Any damage will be noted and agreed upon by both
companies on the attached inspection form. Following the move, the same two parties will do a follow up
inspection and any problems will be noted at the time. Any damage to the building or fixtures caused by the
move will be repaired or paid for by the moving company and/or Tenant.
The alley is one way and can only be entered by 8th street. No vehicles should be left unattended without
the approval of security.
No vehicles are to be left running in the alley due to exhaust fumes that enter the buildings air system.
The moving company will be responsible for removing all of their trash from the Building site (including
boxes).
All moving company employees will sign in at the security console and will receive and identification badge.
This badge must be worn at all times. At the end of the move, the badges should be returned to the security
console. There will be a $25.00 charge for any badges that are not returned.
Moving personnel are required to be properly dressed and follow all building rules and regulations.
Policies and Procedures: Remodeling and Alteration
Subsequent to the completion and occupancy of your new office, all alterations and improvements to the
premises must be approved by the Landlord. This approval is necessary to make certain that the proposed
work not only meets the same standards of original construction, but also complies with all building codes
and regulations. Any request of this nature should be directed to our Construction Coordinator in the
Property Management Office at 512-703-2700.
The Construction Coordinator will work closely with you in formulating your ideas, providing you with
detailed plans if the proposal requires, and be responsible for coordinating all the work. An example of items
that should be directed to the attention of the Construction Coordinator are any alterations to the fixed walls
within the premises, door changes, any electrical changes, additional telephone outlets, lock rekeys,
computer or telephone work.
A service order will be provided to you with the breakdown of charges for your approval prior to any work
being done.
Policies and Procedures: Smoking
All common interior areas of 816 Congress are considered to be "smoke-free environments" and are
designated "non-smoking".
There are designated smoking areas located on the 8th floor of the 816 Congress parking garage. To
access this area take the building elevators to the 8th floor and exit the building/garage crossover door into
the parking garage.
Smoking within each tenant's lease space is prohibited. 816 Congress is a nonsmoking facility and complies
with the City of Austin Clean Air Ordinance and strictly enforces a no smoking policy.
There is no smoking allowed at the front entrances, garage entrances, in the courtyard between the parking
garage and back lobby entrance or at the loading dock. For safety purposes, please utilize the designated
smoking areas.
Policies and Procedures: Indoor Air Quality Reporting
Any issues or complaints related to Indoor Air Quality should be reported to the Property management office
through the online work request system or by phone. Building engineering staff will make the initial
investigation into the complaint. Property Management will then take appropriate actions to mitigate any
issues that were discovered. Lastly, the Tenant's office manager will receive a report of the investigation and
the resolution undertaken.
IAQ Complaints: Response Procedures
Security: After Hours Access
After hours access to the building is provided by a card reader access system at the Lobby entrances and
loading dock. Access cards are needed to enter the building after-hours and on weekends. Prior to move-in,
the Property Management Office should be notified of those individuals needing cards. Only the
Leaseholder or tenant contact can approve access cards. An Access Card Request form can be found in
the Forms section of the Portal. Access Card Readers for entering and exiting after business hours are
located on all exterior doors.
In order for the system to work effectively, it is imperative that the Property Management Office be updated
on all employee changes that would affect the security access system, such as terminations and additions.
If after hours HVAC use is needed, you must notify the property management office in writing to request it
or, if you are an authorized user you can dial into the Building Manager automated system and set up the
run time. Please contact the Property Management Office for your access code. There is a two (2) hour
minimum run time. There is a fee for this service please refer to your lease agreement for the rate per hour.
Contractor Access
Entry and Exit from building - Prior to any construction, the contractor must make contact with the
Security Supervisor and Chief Engineer for work authorization and plan approval. This approval is obtained
through the Property Management Office by submitting a Contractor's Request Form. Click here to
download the necessary Contractor's Access Form. After the contractor or job site foreman reads and signs
the form, the appropriate identification cards, access cards and keys will be issued to the foreman in
exchange for his/her driver's license. The driver's license will be returned when the cards and/or keys are
returned. All access cards and keys will be returned before leaving the property on a daily basis.
Parking - Parking for all construction personnel must be arranged prior to the commencement of work, and
will be provided in designated areas only. Vehicles in unapproved areas will be subject to citation and
towing without notice. Any costs assessed by the parking operator are the sole responsibility of the
Contractor. Bobtails, semi tractor-trailers, etc. are authorized to park in the loading dock only for the time
needed to unload or load equipment. Unless prior authorization is obtained from either property
Management or the Security Supervisor. Vehicles left at the dock will be towed at the owner's expense.
After Hours Work - All contractors who require after hours access, must submit a Contractor Request
Form to the Property Management Office for approval.
Normal building hours are as follows:
Weekdays-7:00 a.m. to 6:00 p.m.
Saturday-8:00 a.m. to 1:00 p.m.
Sunday and Holidays - Closed
If Security does not have an authorized contractor request form, access will be denied. If contractors are on
property prior to the building closing and intend to remain on property, a contractor request form must be
filed with the Security Department. If one is not on file, the job will be closed down until verification can be
obtained.
Elevator Usage - Contractors must use the freight/service elevator unless it is impractical. All materials are
to be moved prior to 7:00 a.m. or after 6:00 p.m. if the use of a passenger elevator is required. In such
instance, Contractor must ensure that elevator pads and flooring protection are in place prior to using the
elevator for stocking or removing materials from the job site. The elevator shall be cleaned after each use.
Elevator lobbies are not to be used as a staging area for materials. The General Contractor should pay
particular attention to the cleanliness of the elevator tracks so that the doors open and close smoothly.
If construction is on an unoccupied floor, all passenger elevators will be marked off with caution tape. This
will keep the curious off the floor and limit access to contractor personnel.
When the freight elevator is used to move materials, Contractors will be required to release the elevator
immediately after unloading is completed. The elevator will not be placed on independent operation unless
authorization is granted by the Property Management Office.
Damage - Any damage to tenant spaces, occupied public areas or common facilities of the building is to be
reported immediately to the Property Management Office. Contractors are expected to repair any damage
caused by their personnel. If corrections are not made, property management personnel will make the
necessary repairs and charge the service contractor the cost of the repairs plus a 25% management fee.
Telephone - The telephone in the Property Management Office is not to be used by the contractor.
Smoke Detectors and Fire Alarms - No work is to be done affecting any aspect of the building's fire/life
safety system without specific approval from the Chief Engineer and Security Supervisor. Smoke detectors
will be covered during all phases of work, which can generate dust and uncovered at the end of each
workday or after-hours work. Building security must be notified prior to covering and uncovering the
detectors.
Drain down of the sprinkler system will be scheduled with the building security at least 12 working hours in
advance of sprinkler work and security will be notified prior to the refill of the system each day.
Use of Facilities - Contractor personnel are not to use tenant occupied areas, including vending machines
and break rooms, at any time. Contractor personnel are to use the restrooms on the designated floor
assigned and are not to use restrooms on the other tenant occupied floors.
Trash Removal - Removal of trash and construction debris is to be monitored by a Security Officer. The
freight elevator is the only elevator to be used in trash removal. The contractor is responsible to provide their
own trash receptacle. The building dumpster is not to be used unless prior approvel has been granted by
the Property Management Office. Once the contractor has removed their trash receptacle, they are to police
all loose debris insuring no additional waste is left in the dock area. If the area is left in an unclean condition,
Property Management Personnel will clean the area and charge the contractor. Contractor shall dispose of
all construction trash and sweep the site daily. At no time shall the Building dumpsters be used by the
contractor for disposal of any trash or debris accumulated during construction. Contractor is responsible for
obtaining permit from the City of Austin for construction bin placement. The Building assumes no liability for
the contractor's bins. Contractor shall monitor and resolve any problems that may occur with bin usage.
Bins shall be emptied as needed and never allowed to overflow. Trash shall be placed in the bin and the
Building will back-charge the contractor for any additional clean up that is required due to contractor's failure
to comply.
Keys and Access Cards - As previously mentioned in Item #1, keys and access cards are controlled and
distributed by the Security Department. Keys and access cards are not to be taken off property for any
reason. If any keys or access cards are lost, the Service Contractor will be subject to a replacement fee.
This may also include a re-key of the affected areas or possibly the entire building.
Cleanliness - Contractors are to make every effort to minimize the amount of dirt, dust and debris
generated in and around their work areas. Walk-off mats, plastic taping and masonite will be used to avoid
unnecessary debris buildup. If cleanup does not meet with Property Management satisfaction, building
personnel will clean the area and charge the Service Contractor. Upon completion of work in the affected
areas, the Chief Engineer reserves the right to instruct the Service Contractor to replace any and all air
filters with building specification filters. Depending on the scope of work, the Chief Engineer may also
require a filter media coverage of the affected air handlers. Dusty work such as major demo will be required
to be performed after normal business hours.
Safety Standards - Contractors will maintain all applicable OSHA requirements, federal, state, and local
rules and regulations, as well as building rules and regulations concerning hot work and lock out tag out.
Deliveries - No contractor deliveries will be accepted at anytime by building personnel. The Service
Contractor is responsible to make the appropriate arrangements for the handling of these materials, i.e.,
building permit. Contractor deliveries are to be made between 6:00 p.m. and 7:00 p.m..
Loading dock access is controlled by the Security Department. Scheduling conflicts in loading dock usage
will be resolved by the Security Department. Tenant deliveries will be given priority over construction
deliveries.
No materials are to be transported across or through the lobbies, public access points, or common areas
unless prior approval is obtained from the Security Supervisor. No materials are to be transported through
or across carpeted areas without adequate protective covering on the floor and the wall corners.
Usage and Storage - Electrical, telephone, janitor and other closets are not to be used for contractor
storage or office use without prior approval by the Management Office. No contractor materials are to be
stored in any public and/or occupied areas of the building at any time. Use of odor-causing or toxic
chemicals is prohibited during normal hours and will be deferred to after-hours only. The use of such
chemicals must be scheduled with the Chief Engineer so that scheduling of the HVAC and related systems
may be programmed to accommodate the use of such chemicals.

No flammable, toxic, or hazardous materials or supplies will be allowed in the building unless specifically
approved by the Property Management. Storage of such materials is to be in a manner and location
designated by Property Management. All chemicals must have MSDS sheets attached or posted while on
property.
Conduct - All workers will act in a professional manner while at the building to include, but not limited to, the
following:
No abusive language.
No smoking, eating, lounging, or drinking in tenant and/or public areas except in areas designated by
the Property Management Office.
No standing in lobbies except to board elevators.
No use of radios.
No alcoholic beverages.
No firearms allowed on property.
Insurance Requirements - Minimum insurance requirements shall be met by all. General Contractors and
their subs. A sample form may be obtained from the Property Management Office.
For the safety and comfort of tenants and contractors, the Building reserves the right to add other rules to
these listed above.
Security: Deliveries
816 Congress is conveniently equipped with separate high speed passenger elevator banks serving the
low-rise and high-rise floors and one service elevator.
The passenger elevators are for passenger use only. No wheeled vehicles are allowed in these elevators.
The service elevator is available for deliveries and moving. If you are having a large delivery or are moving,
please schedule the use of the freight elevator through our Tenant Handbook "Tenant Freight Elevator
Management Services". For more moving information please see the moving section of the Handbook.
The service elevator is available for the movement of random deliveries that may be made during the
working day (ie: Office Depot, Federal Express, UPS). Service elevators may not be taken out of service or
utilized for large or lengthy deliveries (i.e., furniture or large pieces of equipment) between the hours of 8
am- 6 pm.
Please use the Tenant Freight Elevator Management Services for scheduling use of the service elevator.
Usage is on a "first come, first served" basis. After hours use of the service elevator will only be scheduled
for those who have reserved the service elevator in advance.
If you receive frequent deliveries from service companies, please provide the names of these companies to
the Property Management Office so that they can be given access to the loading dock without daily
scheduling.
Additionally, it is the Tenant's responsibility to ensure that your movers and or delivery companies are
protecting the Building corridors and common areas in their path of travel (i.e. painted walls, wall coverings
and flooring). Any damages incurred to the Building's common areas during such moves or deliveries will be
charged to the subject Tenant.
Security: General Office Security
Property Management takes a serious stand on crime prevention and although several levels of defense are
in place at 816 Congress, we want to encourage our tenants to practice these crime prevention reminders:
Solicitation is not permitted anywhere in or on the premises. Please notify the Property Management
Office immediately if you notice a solicitor in your area.
Report all thefts, no matter how small, to the police and the Property Management Office so that the
proper reports can be filed. Personal property recovery and insurance is the responsibility of the
tenant.
Secure your premises at the end of the business day. We recommend locking your suite entry door
after hours even if people are working late.
Do not leave attaches, brief cases or handbags in clear view. Coats should be hung in a coat closet
since thieves often rifle through pockets looking for keys or money.
Notify the police immediately if you notice a suspicious person loitering in or about your premises.
After contacting the police contact the Property Management Office and security officer. Be
suspicious of any person who enters your suite and when confronted makes excuses that they are
lost or looking for another company.
Put serial numbers on all business equipment to aid police in locating stolen equipment.
If an employee is terminated for any reason, consider re-keying your space and resetting any security
access codes. Also, contact the Property Management Office to cancel any access codes or card
keys.
Never leave your reception area unattended when your suite entry door is unlocked.
For your protection, office equipment, computers, etc. may not be removed from the property unless
the Management Office has been previously notified.
If you witness a crime on property, please notify the police immediately. After the police have been
notified contact the Property Management Office so that security can be dispatched. If after regular
business hours, call security at 512-703-2716.
Security: Theft
Notify the police of any suspected theft regardless of the importance of the missing item. Also notify the
Property Management Office immediately so that an incident report can be completed.
816 Congress will not be responsible for theft of a tenant's personal belongings within the tenant's suite, the
parking garages or parking areas. Personal property insurance is the responsibility of each tenant and
should be addressed in the insurance policy to fulfill the insurance obligation specified in the lease.
Security: Key and Lock Policy
Upon occupancy, you will be issued two suite keys (unless stipulated otherwise in your lease) and one
mailbox key free of charge. All lock and/or key change requests must be made in writing to the Property
Management Office and will be at Tenant's expense. In order to ensure consistency in our key/lock system
all requests for lock changes must be routed through the Property Management Office.

Security: Lost and Found
Please contact security at 512-703-2716 to claim items that have been lost or found in the building.
Services: Building Signage and Directory
Other than original and approved identification signs, no advertising is to be posted on or in
common area walls, sidewalks, parking lot areas, tenant windows or pedestrian areas without
Property Management's approval.
All Tenants signage must conform to the standard graphics and materials designed for the property.
The Property Management Office must approve all exceptions such as special logos, colors or letter
styles.
Property Management shall not permit the use of any advertising, which can be heard or
experienced, OUTSIDE the Tenant's premises. Such items include flashing lights, buzzers,
loudspeakers, phonographs, radios, televisions, video screens, or any other item, which can be heard
or experienced in a disruptive manner.
Permission to exhibit or display any banner, pennant, sign, trade or seasonal decorations of any size
or material, outside the tenants leased premises, such as an easel stand, must be obtained from the
Property Management Office. All signs must be professionally produced. No hand-made signs will
be allowed. Permission to exhibit is at the Property Management's sole discretion and may be
limited to a specified length of time.
Services: Cleaning
Janitorial services are performed at night in all tenant suites and common areas. Offices are cleaned five
evenings each week, Monday through Friday, except on designated holidays. This includes all normal
cleaning such as spot dusting, emptying wastebaskets, vacuuming carpet, and sweeping and mopping
floors.
Should you have special minor janitorial requests or complaints regarding cleaning, please contact the
Property Management Office immediately. The washing of dishes is not considered a "normal" cleaning
procedure.
Porter service is available during the day for any spills or cleaning accidents that may occur. Please contact
the Property Management Office if you need assistance.

Services: Overtime HVAC
Air Conditioning and heating will be provided from 7:00 a.m. until 6:00 p.m., Monday through Friday
(excluding
holidays), upon request, it will be provided from 8:00 a.m. until 12:00 p.m Saturday (or as stipulated in your
Lease
Agreement).
Air Conditioning and heating during hours other than those stated above can be provided at an extra charge
upon written request, or submit an Electronic Tenant Solutions "Overtime HVAC" service request from a
designated contact within your company. After-hours HVAC request require 24 hours written notice to the
Property Management Office and weekend request need to be submitted no later than 3:00 p.m on Friday.
Building Automated System
This is a dial-up system that allows air conditioning and heating to be scheduled or turned on without prior
coordination with the Property Management Office.

A fee for after hours HVAC usage is charged per the terms of the Lease Agreement or at a rate of $35.00
per hour if not addressed in the Lease. The Landlord reserves the right to change this rate in the future with
adequate notice. Please make note the system will be on for a minimum time period of two hours unless
otherwise written in your lease.
Services: Mail Service
U.S. Mail is delivered to assigned post office boxes located in the mailroom on the 2nd floor. Prior to
move-in, each
tenant is assigned a lockbox number.
Delivery and pick-up times for the U.S. mail are determined by the Post Office and are posted at the drop
box location.

For your protection, packages of any kind may not be left unattended at your front door or with courtesy
personnel. Should you have need for a delivery to be received while your office is closed as a requested
service Security will accept delivery of packages after normal business hours and hold such packages for
tenant pickup, if the tenant so authorizes Security to do so. Please fill out and return to the Property
Management Office a Package Acceptance and Liability Agreement Form.

The Property Management Office does not handle complaints about postal delivery, etc. To file a complaint,
please contact the Austin Downtown Post Office at 1-800-275-8777.
Overnight Delivery Service:
There are several overnight carries, dropboxes and supplies located in the mailroom on the 2nd floor for
your use. If you have a package that will not fit inside one of the dropboxes please call the carrier to
schedule a pickup at your office. DO NOT LEAVE PACKAGES OUTSIDE THE BOXES.
Services: Maintenance Requests
Standard service requests should be made through the Maintenance Request System. The Maintenance
Request System can also be found on the Quick Links list at the top of the page.
Emergency Requests (plumbing, electrical, fire system, etc.) should be made through the Property
Management Office by calling 512-703-2700.
All repairs should be coordinated through the Property Management Office, including those that are not the
responsibility of the Landlord (ex. telephone installation & repair).
Should a problem persist for an extended period of time, or if there are any questions, please call the
Property
Management Office at 512-703-2700, or email [email protected] and/or
[email protected] and state that it is a second request.
The Property Management Company's primary job is to maintain the property and service you, our tenant.
Your cooperation in promptly notifying us of any problems will be greatly appreciated.
Response times will be as follows:
Light bulb replacement- same day
Hot & Cold calls - 1 hour
Plumbing Leaks - Immediately
Stopped drain/toilet- 1 hour
Tripped Breaker- Immediately
Electrical Problem - 1 hour
General Maintenance request - 24 hours
Key Duplication - 24 hours
Lock changes - Judgement Call
Services: Parking
Parking is provided at 816 Congress. There is an access card controlled tenant entrance and exit located on
9th Street, between Colorado Street and Congress Avenue. There are spaces in the parking garage marked
"IBC VISITOR", "LEASING RESERVED" and "HANDICAP". All Parkers are expected to follow the parking
designations 24 hours per day.
Visitors and approved tenants may enter the parking garage via the 9th Street Entrance.
Reserved and Unreserved Parking allocations are designated per your Lease. Contact the Property
Management Office for details at 512-703-2700.
Before gaining an access card to the parking garage, all employees must fully complete the Parking
Application Form.

All parking is at your own risk and it is tenant's responsibility to carry the proper insurance coverage against
theft or damage.
Landlord reserves the right to change parking rates and locations as they deem necessary.
Per your lease, monthly parking fees are due and payable on the 1st of the month prior to which parking
privileges are to be granted. Past due accounts are subject to suspension without further notice until
payment is made in full.
Courtesy Parking
If an employee of 816 Congress does not normally park in the 816 Garage, they are allowed to move their
vehicle into the 816 Garage after 4:30 pm. The employee should push the intercom button at the entrance
gate to notify Security they are utilizing courtesy parking and provide their name and company (DO NOT
PULL A TICKET). When the employee is leaving the garage they should push the intercom button at the exit
gate and notify security they utilized Courtesy Parking along with their name and company information. In
the event the parking attendant is still at the booth when the employee leaves, the employee will still need to
notify security by pushing the intercom and let the attendant know as well that they utilized courtesy
parking.
Services: Tenant Maintenance Items
Plumbing
Plumbing located inside a tenant's suite, dishwashers, garbage disposals and sinks are tenants
responsibility. Management will make every effort to assist in repairs for interior plumbing; however, repairs
are made at tenant's expense. Please help maintain your interior plumbing by not disposing any of the
following items in sinks or commodes:
paper towels
plastic products or bags
straws or cups
sanitary napkins
coffee grounds
tea bags
cooking fats or oils
duplicating toner or powder
petroleum products
paint products
Specialty Lighting
Only building standard lights are provided by the Landlord. Down lights, spotlights, cubicle lighting, etc. are
the tenant's responsibility. The Property Management Office will purchase and replace any non-standard
lighting at tenant's expense.
Miscellaneous Building Maintenance
Any work performed by engineers that does not fall under a general building issue, is billable back to tenant
at the following rates:
$45.00 per hour.
Services: Trash Disposal
Responsibility for trash removal from the premises may vary by type of tenant; however, these general
rules apply to all tenants.
Boxes must be broken down and labeled "TRASH" before they are placed in trash dumpsters. Prior to
removal from the premises, each tenant is responsible for the storage of trash.
Waste must be kept in containers inside the tenant premises until ready for removal. No construction debris
shall be placed in trash dumpsters.
