According to local historians, the first cake in the country was baked by an Indian in the historic town of Thalassery in north Kerala over a century ago. Due to various regulatory issues in big export markets like Algeria and Sri Lanka and slowdown in Europe, in the April-September period, passenger car exports are down 8.27 per cent to 2,68,727 units as compared to 2,92,952 units in the same period of previous fiscal. As of 30 June, 2014, DCB Bank’s capital adequacy ratio (CAR) was 13.63 per cent (of which tier I capital was 12.77 per cent and tier II at 0.86 per cent as per Basel III norms). Telecom Panel defers plan on licence fee for ISPs New Delhi, Oct 19 (PTI): The Telecom Commission has deferred a proposal on imposing an annual licence fee of 8 per cent on Internet service providers (ISPs) as this could lead to a hike in Internet charges and impact the government’s ambitious Digital India project. The Department of Telecom (DoT) Secretary Rakesh Garg, who also chairs the Telecom Commission, at a meeting of the commission last week said the proposal needs to be discussed further as levying an annual fee may lead to a rise Internet tariffs and charges, sources said. The proposal could hit government’s plans to successfully implement the Digital India programme, a pet project of Prime Minister Narendra Modi, they added. ‘DoT is of the view that imposing a fee on ISPs could hinder their efforts of connecting the cities and rural area through Internet and that will in turn impact Digital India,’ sources said. Digital India is an umbrella programme with an outlay of Rs 1.13 lakh crore, which includes projects that aim to ensure government services are available to citizens electronically and people get benefits of the latest technology. Mathur said issues like tariff barriers, high taxation and change in technical parameters in some of the major export markets has led the Indian automakers to look out for additional markets. ‘Europe has been a big export market for us but it is not doing well,’ Mathur said. Earlier this year, sectoral regulator TRAI suggested a new definition of revenue for ISPs on which the government should levy 8 per cent annual fee. TRAI had suggested a uniform licence fee of 8 per cent of the AGR (adjusted gross revenue) for all ISP and ISP-Internet Telephony licences. The government levies licence fee on AGR of telecom firms after deducting some components that are not earned from telecom services. TRAI had earlier also recommended that government levy 8 per cent licence fee from 1 April, 2013, but the proposal was deferred then, after questions raised on revenue items that should be considered for calculating the final charges. Industry body Internet Service Providers Association of India had said the move to increase licence fee on Internet services will adversely affect its target to achieve 175 million broadband connections by 2017 and 600 million by 2020 as it will increase service tariffs. A top health department official said no one has tested positive for the deadly virus that has claimed large number of lives in Africa and in some other parts of the world. Besides airports, the screening will soon be extended to sea ports also to check possible threat of its spread in the state, State Health Secretary K Elangovan said. ‘No Ebola positive case has been reported so far in the State. We have already taken strict measures to monitor the situation and stepped up screening at the airports. We are now mulling extending similar checks at seaports also,’ he told PTI. Of the total 469 persons screened, blood samples of two, who had fever, were collected and sent for analysis which tested negative, he said. ‘If any suspected case comes across during screening, we will keep them on observation. Generally, the observation will be extended from two to 21 days. Junior health inspectors are assigned to keep frequent contacts with them and continuously monitor their health during the period of observation,’ he said. A meeting of health officials in the State will be held here tomorrow which will discuss further measures to be taken in this regard, the official added.
