Subject: Tender Enquiry for supply of Dual Syringe Infusion only Syringe Pump.
Duly sealed tenders are invited on behalf of Director, National Brain Research Centre,
Manesar (Gurgaon) under two bid system (Technical bid and Financial bid) from reputed
manufacturers/authorized distributors/dealers for supply of Dual Syringe Infusion only Syringe
Pump strictly as per below mentioned specifications and terms and conditions.

TERMS AND CONDITIONS
1. The technical bid shall be opened at 3.00 PM on the date mentioned above. If the said
date is declared as holiday tender will be opened on the next working day at 12.00 noon.
Fax/email bids or Late/Delayed tenders shall not be considered.
2. Bid shall remain valid for 90 days after the date of bid opening. The bid valid for a
shorter period shall be rejected by the NBRC as non-compliant.
3. In exceptional circumstances, the NBRC may request the consent of the bidder for an
extension of the period of bid validity. A bidder accepting the request and granting
extension will not be permitted to withdraw.
4. The institute reserves the right to accept or reject in part or full any or all the tenders
without assigning any reason.
5. Since NBRC is being a research institute, you are requested to quote your educational
price for the above-said items.
6. You are requested to kindly mention the warranty period, minimum delivery period,
payment terms etc..

7. Please quote your rates in INR (FOR NBRC Manesar basis) as well as Foreign Currency
(CIF IGI Airport basis).
8. We are exempted from paying Customs Duty against exemption certificate.
9. Liquidated Damages:- L.D for the late delivery will be 0.5% per week subject to a
maximum of 10% value of the order.
10. Bidders should not have been blacklisted by Departments/Ministries of the Govt.of India
or PSUs for which declaration has to be submitted.
11. NBRC Payment Terms:- 100% payment will be released after receipt & successful
installation:a. For Foreign Currencies:- By Wire Transfer
b. For INR:- By Cheque.
The sealed tender should be submitted in two parts viz:

Technical Bid and
b)
Price Bid.

Technical bid shall consist of firm registration certificates and technical details etc.
Deviations (if any) from tender specifications, clause-wise and commercial terms and
conditions should be clearly mentioned in the offer. The tender form shall be submitted
with this bid duly signed by the bidder agreeing to our terms & conditions. A signed
declaration in this regard is mandatory to be submitted along with the Technical Bid as
per the proforma given in the Tender documents. Compliance statement shall be part of
the technical bid.
Price bid shall consist of item-wise price details (In organized way).
The technical bid and price bid should be submitted in individual separate sealed
envelopes, which shall again be put in another envelope duly sealed and superscribing the
tender reference number.
At the time and date of opening of the tender only technical bids shall be opened.
Technically qualified bidders will only be notified about the time and date of opening of
price bids.
Tenders not complying with the above conditions are liable to be rejected without any
further reference.
General: National Brain Research Centre reserves the right to choose, accept or reject any
or all requests/offers, in full or part, at any stage, reduce or increase the quantity, spilt the
order and place order in a staggered manner over a period of 90 days. NBRC will not be
responsible for any postal losses or delays in receipt of documents. The tender documents
are non-transferable
No person making a tender shall be allowed at any time on any account whatsoever, any claim
for revision or modification of the rates quoted by them. No request for correction of clerical
error, typographical error will be considered after the opening of the tender. Conditions such as
“subject to the availability of stocks, supplies will be made as and when received from the
principals” etc. will not be considered under any circumstances.
The quotation should be typewritten; the tenderer should invariably initialed at every correction
if any in the tender, failing which, the tender will be rejected.
The tenderers should specify the minimum period required for arranging shipment/supply from
the date of receipt of firm supply order contract. Further extension of time will not be provided

for supply, than the minimum time indicated in the tender by the supplier after firm supply
orders are placed by National Brain Research Centre, Manesar.
The Director, NBRC reserves the right of ordering/not ordering/altering any of the quoted parts.
The rates quoted should be inclusive of transportation, delivery of the equipment at the
Centre premises (FOR NBRC, Manesar/CIF IGI Airport), installation and commissioning.
Bank Charges inside India will be borne by NBRC and outside India are to be borne by the
supplier.
The loss to National Brain Research Centre, Manesar, if any incurred on account of purchase or
failure, neglect or refusal on the part of the tenderer to supply according to the terms of
agreement will be recovered from them. If any equipment or its part, accessories spare parts or
components supplied by the tenderer have been partially or wholly used or consumed in the
laboratory and they are subsequently found to be in bad order, unsound, inferior in quality or
description not in accordance with the samples/specifications or otherwise faulty or unfit for use,
the wholesome of the contract price or price of such articles or things will be recovered from the
tenderer. The tenderer will not be entitled for any payment whatsoever, for such articles for
infringements of the stipulation of the conditions or for justifiable reasons, the contract may be
terminated by the Director and the tenderer shall be liable for losses sustained by the NBRC on
the consequences of the termination which may be recovered from Bank guarantee or from their
invoices which become due to them without prejudice to other means of recovery for making the
loss good.
JURISDICTION: Disputes, legal matters, court matters, if any, shall be subject to Gurgaon
Jurisdiction only.
“Corrigenda/Addendum/Clarification (if any) in the tender will only be published on our
website www.nbrc.ac.in, at least 7 days before the tender closing date”
All tenderers should forward a declaration in the enclosed format, which should form a
part of tender documents. Tenders received without this declaration will not be considered

DECLARATION
I/We declare that I will abide by all the terms & conditions set forth in the Tender Enquiry No.
No. NBRC/I&P/VariousEquipments/63/2014 (6) issued by the Director, National Brain
Research Centre, Manesar calling for tenders for supply of Dual Syringe Infusion only Syringe
Pump.
I/We further declare on solemn affirmation that whatever information submitted in this tender is
true and correct to the best of my/our knowledge and belief. I /We hereby declare that my/our
firm has not been blacklisted/suspended by any department/unit/Autonomousbody/PSU of
Central/State Government.

The tenderers should also quote their rates for extended warranty and AMC on per year
basis towards regular servicing/maintenance duly mentioning the number of visits per
annum after
the guarantee/warranty period (during the period of warranty
servicing/maintenance/ replacement of defective part is to be done free of cost/s) is over.
LIST OF USERS AND COMPLIANCE STATEMENT MUST BE ENCLOSED.
The tenderers should supply the instructions manual of the equipments in question at the time of
supply of the equipment. Electrical circuit diagram also should be supplied, if applicable.
Onsite necessary training/instructions on operation of the system should be given by the
installation Engineer to NBRC technical staff at the tenderers cost after completion of the
installation. In addition, training for one week every year for a total of three trainings by an
application specialist should be provided.
The decision of the Director, NBRC, Manesar shall be final in entire dispute that may arise in the
matter.
