Rs 60 cr to
repair roads

Chennai, Oct 28:
Chief Minister O Panneerselvam today said Rs 60 crore will be allocated
to repair roads and ponds which were
affected in the recent rains.
In a statement here, he said a high
level meeting was held at the Secretariat today, during which relief works
were reviewed.
At the meeting, it was decided to
enhance solatium to the family of
victims who died due to rains from the
existing Rs 1.50 lakh to Rs 2.50 lakh.
Owners of cattle which died due to
the downpour have also been given
compensation, he said.
The Chief Minister said officials
concerned have been advised to assess rain damage to crops after the
flood subsided.
Since the rains are expected to last
till the end of this year, Ministers and
officials have been directed to take
necessary steps.
The meeting was attended by
Electricity Minister Natham R Viswanathan, Housing Minister R Vaithilingam, Highways Minister Edappadai
Palanisamy and higher officials.
AIADMK man
murdered
at Velacheri

A member of the AIADMK
was murdered while he taking a morning stroll near
Housing Board quarters in
Velacheri.
According to police sources, Ezhumalai (45), a ward
secretary of the AIADMK
and a resident of Ambedkar
Nagar in Adambakkam, was
taking his routine walk at
around 6.30 am, when he
was attacked and killed by
unknown persons.
Police said there have been
reports of dispute within his
family and his brother’s son is
suspected to be involved in the
murder.
The Velacheri police have registered a case and further investigations are on.

Najeeb Jung, for delay in taking decision regarding government formation
in the national capital.
Resuming hearing on the petition
filed by the Aam Aadmi Party (AAP)
seeking dissolution of the Delhi Assembly and fresh polls, the court
said that the LG should have taken
decision on government formation at
the earliest and should not have taken
five months’ time.
The apex court said that people of
Delhi have a right to have a government and not be under President’s Rule
even if the Lieutenant Governor calls

At a time when plain-clothed policemen are making rounds to catch offenders in the city, a peculiar case took
the department by surprise on Monday.
Here was a man. who dressed up in
police uniform and drove around in a
vehicle with a police sticker, only to
gain the ‘respect’ normally associated
with police personnel.
According to police sources, a Traffic Sub Inspector who was on duty
near Maduravoyal in Koyambedu,
pulled up a car for driving on the
wrong side. However, the man behind
the wheel, who claimed to be an IPS
officer, sped away when asked to
produce the identity card.
The traffic personnel at subsequent
signals were alerted and he was caught.

(43) was carrying a fake ID issued from
the ‘Metropolitan police’ and travelled
in a car with police sticker. He had
convincingly behaved like a top officer,

Shiv Sena, the latter, in an apparent attempt to mend ties with its former
ally ahead of government formation in Maharashtra, praised Prime Minister
Narendra Modi for hosting a Diwali tea party for NDA allies.
The Sena had yesterday spoken openly in favor of a BJP-led coalition government for the first time and today it showered praises on Modi for changing the
cultural face of the country. ‘Prime Minister Modi has changed the cultural face of India
after coming to power. This is commendable. Until yesterday only Iftar parties were
being held by leaders during the Eid festival, today Diwali is being celebrated as well.
This is an important change,’ the Sena said in an editorial in its mouthpiece Saamana.
Notably, the editorial is in stark contrast to an article published in ‘Saamana’
earlier this month, when the Sena had accused the BJP of not recognising the
party (Sena) after winning the State Assembly elections.
However, softening its stand, the Sena had yesterday said, ‘If Shiv Sena
and BJP come together to form a government it will be stable. Our ties with
BJP are very old. Whatever happened during the elections we have forgotten.’
The party today praised the Prime Minister saying that, ‘Modi used the occasion (the high tea organized for NDA MPs on Sunday) to put forward his
schemes for the development of the poor. He asked all the MPs to work for
the benefit of common man. Whatever he said was true.’
‘Lakhs of crores have been spent on development schemes, but nothing
substantial has been done by the previous governments in the last 50 years.
The new government should now find out where did all that money go and
whom did it benefit,’ the editorial stated.

Two bodies found

The bodies of two persons who had
been missing since Saturday after they
drowned at the Kaup beach in Udupi,

area last evening, police said.
Of the three persons of a family who
were washed away by the waves, the
body of Jagadish Rao (40 )was recovered on Saturday itself. The bodies of

found yesterday after two days of
search by rescuers, police, fire force

case, was seriously injured when he
was assaulted by unknown person(s)
on New Avadi Road this morning.
According to police sources, Gopinath
(18), a first year B, Com student from
Lakshmi Nagar Third Street at Villivakkam, was on his way to college when
unidentified person(s) attacked him.
On sustaining severe injuries on his
head and hands, he was rushed to
Rajiv Gandhi Government Hospital
where his condition is said to be critical.
Police said that Gopinath is an accused
in the murder of one Sathish, and he must
have been attacked for revenge. The
Villivakkam police has registered a case.
US court summons

The Federal court of Los
Angeles has summoned
top Bollywood actor Amitabh Bachchan for allegedly instigating violence
against the Sikh Community in 1984.
The petition against Bachchan was
filed by Sikhs for Justice legal advisor
Gurpatwant Singh Pannun.
According to the petition, Bachchan
instigated the attacks. He allegedly
raised slogans saying, ‘Khoon ka
Badla Khoon se lenge’ (‘Blood for
Blood’) after former Prime Minister
Indira Gandhi was assassinated.
The actor has 21 days to respond.

A special poster was unveiled to mark Vigilance Awareness
Week at Chennai Petroleum Corporation Limited (CPCL).
The week long observance was inaugurated by former Central
Vigilance Commissioner P Shankar at CPCL’s Manali Refinery
here on Monday.
Speaking on the occasion, Shankar complimented CPCL
for their continuous effort in implementing systems and
p r o ce d u r e s. H e a l s o unveiled a special poster prepared for the
occasion.
In his presidential address, CPCL Director (Operations) S Venkataramana said CPCL has continuously strived to enhance transparency in its functioning by adopting innovative methods leveraging
technology.
He mentioned that more than 90 per cent of the value of tenders floated
by CPCL are in the form of e-tendering.
Earlier, CPCL Chief Vigilance Officer, Y Ravindranath, explained the
importance of observing the Vigilance Awareness Week every year and
the programmes lined up for the week.
During the week-long programme, CPCL has planned a number
of events for students, employees, interaction meet with the
vendors/customers, apart from a number of vigilance awareness
programmes.

A total of 7,45,177 applications were
submitted to election officials at a special campaign held all over the State
on Sunday.
Around 6. 17 lakh applications were
for inclusion of names; 9,229 for deletion; 91,396 for correction in voter
details; and 26,708 for a change in
address within the constituency. Furthermore, 9,536 applications were
submitted online.
The next round of campaign will take
place at designated places on 2 November. In Tuticorin, it will be held on 1
November. Officials would be present
at the designated locations to receive
the filled in forms between 10 am and
5 pm on the campaign day, an official
press release said.

companies with an annual salary
ranging from 3 to 3.5 lakh.’

very little. However, now with lot of
awareness programmes and scientific and testing methods, reality about
diabetes is emerging clearly.

Cong conundrum
Unless they have no other option, most Congressmen tend to stay,
at least publicly, loyal to the Gandhis who seem to have a vice-like
grip on the party. Those devoid of any hope of getting any crumbs
from the Congress’s high table, or are foolhardy enough to speak
their mind openly, often dare to call a spade a spade --- and end up
immediately being silenced by the high command. Post-Lok Sabha
poll, a number of mid-level Congress leaders have been made to pay
the price for daring to express their true views about Rahul Gandhi,
with one of them actually calling him a ‘joker’ Privately, however,
a vast majority of Congressmen share their dissatisfaction with the
Gandhi scion. Now, following the drubbing in the Assembly polls in
Maharashtra and Haryana, there is a fresh wave of resentment and
anger against the high command. Indeed, even before the party could
absorb the shocks from Mumbai and Chandigarh, the announcement
of the poll schedule for Jammu and Kashmir and Jharkhand has lent
a sharper edge to the sense of despondency in the party.
With prospects in the two States set to go to the polls next no
better than the outcome in Maharashtra and Haryana, the downcast
mood in the party is easy to understand. But it is the failure of senior
Congress leaders to do an honest post-mortem of a series of abject
defeats this year that is mainly to blame for the party’s failure to come
to grips with its major ailment, that is, the lacklustre leadership of
the Gandhis. Even those Congressmen who ought to know better
refrain from calling the problem by its name. And, in one word, its
name is Rahul Gandhi.
The other day P. Chidambaram, surfaced on television to talk
about this and that but he fell well short of naming the malaise
that has hollowed the Congress from within. That he is keen on
entering Parliament through the backdoor is widely suspected. He
had chickened out of contesting the Lok Sabha poll, fielding his
son instead, who got a few more votes than the bank ATMs his
father had got opened in the constituency thanks to his stint as the
country’s Finance Minister. But the very articulate and very clever
Chidambaram was unlikely to reveal his real motive of wanting a
Rajya Sabha seat, so he talked in generalities about the revival of
the Congress.
Instead of admitting that Rahul Gandhi had given no indication
of possessing any leadership qualities, he merely suggested that
the mother and son duo engage with the media more often. This
was a rather polite way to evade the real issue of the Gandhis’ lack
of leadership. Indeed, if the Gandhis were to heed the sole piece
of advice Chidambaram offered for the revival of the Congress,
wouldn’t it expose them further to public ridicule for their lack of the
gift of articulation and more than a nodding familiarity with current
affairs, domestic and global?
A complete leader wanting to rule India ought to have the mental
wherewithal to grasp broadly major problems facing the country
and be in a position to outline, again broadly, the solutions he or she
canvasses for resolving them. Chidambaram himself is a clever talker,
but when he says that the Gandhis too should interact with the media
more often, is he sure that they can handle the two-way dialogue?
For the record, he conceded that it was possible for someone else
other than a Gandhi to lead the party.
Of course, the possibility was always there but the question is who
will bell the cat? Who will muster the courage to gather support
within the higher echelons of the serried ranks of yes-men for
replacing at least the non-performing Congress vice-president with
someone more dynamic, more articulate, more go-getting than the
Gandhi scion? The fear that without the Gandhis acting as the glue
the party will disintegrate cannot be allowed to perpetuate their
stranglehold even as the Congress tests ever new lows of defeat and
rejection. Someone who has the good of the party at his heart, and
does not merely want a seat in Parliament, ought to have the courage
to call a spade a spade and rescue the Grand Old Party from further
marginalisation. Alas, are there such men left in the Congress?

P V Vaithiyalingam Road, which leads to a leading college in Pallavaram
is in bad condition and filled with potholes. Due to this, frequent accidents
are reported with people falling off from their two-wheelers. Even going in
car is becoming difficult and frequently tyres gets punctured.
This road is being used by students and parents dropping wards to the
schools on the stretch and also members of the public to reach the main
road leading to 100 feet Pallavaram chrompet Radial Road for going to
their offices. Residents staying in Zamin Pallavaram area have to use P V
Vaithiyalingam Road only for going to the main road.
This road was laid with sub-standard concrete blocks somewhere in 2010.
And after that it has been never laid. Monsoon rains in the last two-three
years, have battered the road completely making it unusable. It is high time
that the Pallavaram Municipality relay this load on a war- footing.

Construct over-bridge
Sir,
I am writing this to bring to attention the plight of residents of Sanatorium
and Chitlapakkam, who use the (Sanatorium) subway daily to reach the
Railway station or GST Road. Some years back the subway was constructed
and subsequently walls were constructed in front of Railway gates on both
sides to prevent passengers from crossing the tracks. This is for public
safety, we agree. But the problem is, there is no alternative for pedestrians
to enter the station or to reach GST Road except through this subway.
This results in lots of sufferings to the public during rainy seasons as
the subway becomes unusable. These problems can be avoided if an
overbridge is constructed so that public get an alternative to enter station
or reach GST Road.

UN concludes visits to
Ebola-affected countries
‘Robust’ recovery plan in pipeline
UNITED NATIONS:
The head of the United Nations Mission for Ebola Emergency Response
(UNMEER) has wrapped up his visits
to the three West African countries
battling the Ebola outbreak as part
of the Organization’s ongoing efforts
to drum up international support in
tackling the deadly crisis, it was announced today.
Over the past week, UNMEER
chief, Anthony Banbury, met with the
Presidents of Guinea, Sierra Leone
and, on Friday, Liberia, in a series of
consultations focusing on how an operational framework for international
efforts could be ‘adapted and implemented to best support the ongoing
national responses,’ the mission said
in a press release.
In addition to his consultations with
the leaders, he also engaged in a
series of meetings with national and
international partners and visits to
health facilities under construction to
hear and see first-hand how efforts to
stop the Ebola virus are progressing.
According to the UN World Health
Organization’s latest situation report, there have
been 9,936 cases of Ebola and 4,877 deaths so far

birthday of Dr Jonas Salk, the American scientists who developed the
first successful polio vaccine, with a
doodle on its homepage.

a disease whose main victims were

In the two years before his vaccine
was made widely available, the average number of polio cases in the US
was more than 45,000. By 1962, that

Salk graduated from New York
University School of Medicine in 1939
with his MD degree, and soon started
work as a staff physician at Mount
Sinai Hospital in New York City.
He would then apply his talents to
the field of research, becoming a
fellow at the University of Michigan
where he worked to develop a flu vaccine at the request of the US Army.

Salk chose not to patent the vaccine

discovery, preferring to see it distributed as widely as possible. He died
at age 80 on 23 June, 1995.

Stanford engineers have designed
and built an earthquake-resistant
two-story house which can withstand
destructive tremors and shakes.
The house stayed
staunchly upright even
as it shook at three
times the intensity of the
6.9 magnitude destructive 1989 Loma Prieta temblor in northern
California, researchers
said.
The engineers outfitted their scaled-down,
boxy house with sliding
‘isolators’ so it skated
along the trembling
ground instead of collapsing.
They included extra-strength walls
to create a home that might replace
the need for residential earthquake insurance, said project leader Gregory
Deierlein, Stanford University’s John
A Blume Professor in the School of
Engineering.
The modifications are inexpensive
and could be incorporated into new
homes as soon as designers and
contractors decide to try them, according to the researchers.

‘Making mistakes while
learning good for memory’
TORONTO:
Making mistakes while learning can benefit memory and
lead to the correct answer, as long as you are not blindly
guessing, a new study has found.
‘Making random guesses does not appear to benefit later
memory for the right answer, but near-miss guesses act
as stepping stones for retrieval of the correct information
- and this benefit is seen in younger and older adults,’ said
lead investigator Andree-Ann Cyr, a graduate student with
Baycrest’s Rotman Research Institute and the Department of Psychology at the University of Toronto.
Cyr’s study expands upon a previous paper she published in 2012 which found that learning information the
hard way by making mistakes (as opposed to just being
told the correct answer) may be the best boot camp for
older brains.
Cyr’s latest research provides evidence that trial-and-
error learning can benefit memory in both young and old
when errors are meaningfully related to the right answer,
and can actually harm memory when they are not. In the
study, 65 healthy younger adults (average age 22) and
64 healthy older adults (average age 72) learned target
words (eg, rose) based either on the semantic category
it belongs to (eg, a flower) or its word stem (eg, a word
that begins with the letters ‘ro’).
For half of the words, participants were given the answer
right away and for the other half, they were asked to guess
at it before seeing the answer.
On a later memory test, participants were shown the
categories or word stems and had to come up with the right
answer. The researchers wanted to know if participants
would be better at remembering rose if they had made
wrong guesses prior to studying it rather than seeing it
right away.
‘The framework sets out the stepby-step process on how the UN and
international partners could support
the three governments on achieving
the overarching objective of assisting
them to become Ebola-free,’ UNMEER explained, while underlining its
‘immediate objective’ of 70 per cent
of Ebola cases treated and 70 per
cent of burials carried out safely by
properly trained and equipped teams
by 1 December.

direction for the refining and updating of the operational framework,

App to track
Ebola epidemic
NAIROBI:
A new mobile telephone based
mapping service has been created in
a bid to track Ebola and better help
communities hit by the virus in west
Africa, developers said.
The system, a collaboration between technology giant IBM, mobile
telephone companies and academics, allows people in affected areas to
send free text messages about Ebola
to track problems and trends, with the
program mapping the exact location
from where it is sent.
‘It has already brought to light specific regions with growing numbers
of suspected Ebola cases which
require urgent supplies like soap and
electricity, as well as faster response
times for body collection and burials,’
IBM said.
The company claims it can create
a range of maps to track needs and
problems, to better allow health workers and governments tackle them.
‘We saw the need to quickly develop
a system to enable communities
directly affected by Ebola to provide
valuable insight about how to fight it,’
IBM Research Africa’s chief scientist
Uyi Stewart said in a statement.
‘Using mobile technology, we have
given them a voice and a channel
to communicate their experiences
directly,’ Stewart said.

of ‘Mein Kampf’
may fetch $100k

German dictator Adolf Hitler’s personal copy of ‘Mein Kampf’ - believed
to be the only existing author-owned
copy of the book - is expected to fetch
over $100,000 at an online auction.
‘This is not your run-of-the-mill
copy of Mein Kampf,’ said antiquities dealer Craig Gottlieb, who is
auctioning the book online at www.

‘Obviously Hitler must have had
multiple editions of his own book, but
this one was in his Munich apartment
and Hitler’s eyes almost certainly
scanned its pages at some point,’
Gottlieb said.
The 1932 edition of the book bears
Hitler’s own bookplate affixed to the
inside front cover. The auction began
on 18 October and will end on 1 November, 2014.
Mein Kampf - or My Struggle - is an
autobiographical manifesto by Hitler,
where he outlined his political ideology and future plans for Germany.
The book was written by Hitler following the failed Munich Putsch in
November 1923 and was first published in July 1925.
The book was part of a group of
Hitler’s personal belongings that
was liberated from Hitler’s Munich
apartment in 1945 by US Army 1st

Shanthi Gears Limited announced its unaudited results for the quarter ended 30 September 2014.
According to a press release, the turnover for the quarter was Rs 36.77
crore against Rs 40.64 crore in the same quarter last year. The net profit for
the quarter was Rs 2.27 crore against Rs 6.73 crore in the previous year. The
profit for the half year ended 30 September was Rs 4.12 crore against Rs
10.09 crore in the previous year.
Company built its order book by Rs 54.6 crore (PY Rs 33.7 crore) under difficult market conditions. The increase in the orders booked during the quarter
represents a growth of 62 per cent over the previous year. The company’s
order book currently stands at Rs. 92 crore, the release said.

position, Competition Commission
on Monday asked the State-owned
miner to cease and desist from unfair business practices.
Competition Commission of India
(CCI), which last year slapped a
penalty of Rs 1,773.05 crore on Coal
India for indulging in unfair business
practices, on Monday passed two
fresh orders on different complaints.
The two complaints, filed last year,
pertain to anti- competitive practices
in an e-auction scheme and fuel
supply pacts, respectively.
In recent times, the Commission
which keeps a tab on unfair business
practices at the market place has
passed quite a few orders against
Coal India and is also probing certain complaints against the miner.

gender equality: WEF
Poor performance in R&D and economic ownership

India has performed poorly in removing gender-based disparities,
ranking 114 out of 142 countries in
World Economic Forum’s 2014 gender gap index, scoring below average on parameters like economic
participation, educational attainment
and health and survival.
India’s slipped 13 spots from its last
year’s ranking of 101 on the Gender
Gap Index by the World Economic
Forum. India is part of the 20 worstperforming countries on the labour
force participation, estimated earned
income, literacy rate and sex ratio at
birth indicators.
On the other hand, India is among
the top 20 best-performing countries on the political empowerment
subindex.
The index was first introduced by
the World Economic Forum in 2006
as a framework for capturing the
magnitude of gender-based disparities and tracking their progress. The
index benchmarks national gender
gaps on economic, political, education and health criteria.
‘Workplace equality in
distant future’
If you’re waiting for gender equality in the workplace, be prepared
to wait a long time. While women are rapidly closing the gender gap
with men in areas like health and education, inequality at work is not
expected to be erased until 2095, according to a report published by
the World Economic Forum (WEF) on Monday.
The organisation said that the worldwide gender gap in the workplace had barely narrowed in the past nine years.
Since 2006, when the WEF first began issuing its annual Global
Gender Gap Reports, women have seen their access to economic
participation and opportunity inch up to 60 per cent of that of men’s,
from 56 per cent.
On the criteria of economic participation and opportunity, India was
ranked 134. Its female to male ratio in labour force participation was
0.36. The disparity in estimated
earned income was high with females earning $1980 compared to
$8087 earned by their male counterparts.
On educational attainment, India
ranked 126 with female to male ratio
in literacy rate at 0.68. India was the
second-lowest performing country

According to a press release, the eHealth Centres will be launched
in a phased manner across Orissa, Chattisgarh, Jharkhand. In the first
phase, the eHealth Centres will be introduced at Tamnar, Patratu, Barbil
and Jeraldabaru. The initiative is part of JSPL Foundation’s sustained
effort to facilitate affordable and accessible healthcare to local communities and society at large.

the quarter ended 30 September 2014.
An official statement said, the dividend of Rs nine per share has been paid
during the quarter. With this, a total dividend of Rs 17 per share has been
paid during H1 FY 2015. The net profit for the quarter was Rs 448.3 crore
as against Rs 370.4 crore in the corresponding quarter of the previous year,
showing a growth of 21.0 per cent.
The net interest income (NII) was Rs 737.4 crore as against Rs 644.9 crore
in the corresponding quarter of the previous year, showing a growth of 14.3
per cent.
The net profit for the financial year period was Rs 872.1 crore as against
Rs 721.9 crore in the corresponding period of the previous year, showing a

ReGen Powertech has introduced
India’s largest wind turbine WD 2.8
with a rated power output of 2.8 MW
and rotor diameter of 109 meters. This
is the largest capacity turbine with the
biggest rotor diameter to be developed in India.
According to a press statement, this
turbine is entirely designed and developed by ReGen’s own R & D subsidiary in Germany, Wind Direct GmbH,
and is primarily developed for the medium and high wind regions. Intended
for export to the emerging markets
outside of the Indian subcontinent, the
generator of WD 2.8 offers IP 54 protection compared to IP 23 protection
normally available for generators of
other gearless wind turbines.
The generator is of segmental design and has two fully independent
power systems, each of 1.4 MW capacities. This allows operation of the
turbine at half the rated power in case
of any maintenance to some of the
segments of the generator, the statement said.

invest $627 mn
in Snapdeal
Snapdeal has said Japanese
telecom giant Softbank will invest $627 million (about Rs 3,762
crore) in the company, becoming
the largest shareholder in the online marketplace major.
This is the largest investment
made by a single investor in an
e-commerce company in India.
Other existing investors have also
participated in this round of investment but the company declined to
disclose the amount.
Snapdeal will use the investments in expanding its chain of

short story writer. My first play

was a regional variation of
Indian theatre and wanted
to pursue it as I discovered
my passion for playwriting.
