Jammu and Kashmir Chief
Minister Omar Abdullah on
Tuesday said BJP's win in
Haryana and Maharashtra would
have some effect on the
assembly elections in the state,
but maintained that the influence
would not be as much as
previously expected.
"While obviously, the BJP
will have some effect in Jammu
and Kashmir, I don't think it will
be as much as previously
expected," Omar told reporters
here.
The chief minister said
though BJP did well in the
elections in the two states, the
results were not upto their
expectations.
The Chief Minister said, "Yes,
they (BJP) have done well, but
not nearly as well as they had
expected. If you compare BJP's
Parliament results in Haryana
and BJP-Shiv Sena results in
Parliament (polls) till now, they
haven't translated Parliament
results into Assembly results in
those states.
"In Haryana, they just about
crossed the half-way mark. In
Maharashtra, they need to go
back and eat a bit of a humble pie and look for an ally, where
they were talking about making
a government on their own," he
said.
Omar, whose party the
National Conference (NC) is in
favour of delaying the elections
in the state, said it was the
decision for the Election
Commission to take.
"I do not have to take a
decision on the elections. It has
to be decided by the EC. They
came here, had discussions at
official level and talked to
various political parties and
perhaps they will announce their
decision in the coming few days.
"If they decide on conducting
elections, then people have to be
ready for that. I cannot say
anything on it as the head of a
government, but the party's

stand on the issue has been made
clear to the EC and to the people
through the media," he said.
Earlier, the chief minister, in
his address at the Police
Commemoration Day Parade at
Zevan here, said the police had
to get ready for a new challenge
as elections were approaching.
"Now, we have to get ready
for a new challenge. There is a
possibility that the elections
would be announced in the
coming days and if it is so, then
you (Police) will have to do
your work.
"You should give confidence
to the people and provide a
sense of security to them, so that
they take their own decision. If
they want to vote, they should
do so in a polling booth. (You)
should rise above political
considerations and do your
work only. The voter will
himself decide on who wins and
who losses," he said.
Omar said the people should
not be forced to boycott the
elections and stay away from
their right to franchise.
"We cannot decide on who
votes and who doesn't. We
cannot pressurise the people to
come out to vote and they
should not even be forced to
stay away from voting and you
(Police) have an important role
to play in that," the chief
minister said.
Pakistan will "feel the pain"
of "adventurism" if it persists
with ceasefire violations, India
warned today as it said the
country now has "sword" along
with "shield" which existed
earlier.
Defence Minister Arun
Jaitley, at the same time, said
India is ready to have talks with
Pakistan if it creates the
environment for that.
He noted that for the last fews
days, there have been just
sporadic incidents unlike the
"huge number" of violations by
Pakistan earlier.
"… When Pakistan fires,
either in International border,
the BSF responds, they fire in
LoC, the Army responds. Our
conventional strength is far
more than theirs and therefore if
they persist with this, the cost to
them would be unaffordable.
They will also feel the pain of
this kind of adventurism,"
Jaitley told NDTV.
"…Ordinarily when Pakistan
used to have (indulge in) these
incidents, there was some
response that we would have.
But we always had a shield in
our hand. This time we also had
a sword in our hand," Jaitley
said.
Referring to the recent firing
and shelling by Pakistan on the
International Border and Line of
Control, he said this time the
violations were high and
therefore the response had to be
proportionate.
"When you cross the line, this
becomes wholly unacceptable,"
he said.
On dialogue, Jaitley said the
government has never said it
will not talk to Pakistan.
"Of course we are ready to
talk. It is for Pakistan to create
the environment for talk. That is
the message which has been
given to Pakistan".
Pakistan will have to stop the
"triggers" which upset the
environment in which talks are
held, Jaitley said, identifying
the "triggers" as cross-border
terror and tensions at LoC.
"If they dilute their stand on
these issues, perhaps you will
have an atmosphere of talks," he
said.

the organisers of "Million

Omar, however, maintained

"This is a matter for the

It is a fact that the further

"I think it is extremely
unfortunate if agencies like the

State
President, Ravinder Raina
visited border areas of
Sunderbani & Nowshera and
demanded immediate relief
and rehabilitation of all
those who have lost their
houses in the recent rains
and flood in Nowshera and
Sunderbani.
He said that the people are
still living under open sky
and did not get any
compensation. He said the

themselves
from
the
approaching harsh winter.
"The partially damaged
dwellings have not been
repaired due to which during
rains the people are forced to
leave their houses lest they
might get buried in there,"
Shahzad said adding that the
present government has totally
failed to rehabilitate the
displaced.
He said that the revenue
officials have not reached most
of the flood affected areas so as
to conduct a survey of the
quantum of the damage.
"While in most of the places
where they have approached
and relief distributed, it has
been just pick and choose
method. The lucky blue eyed
people have got the benefits.
The present scenario is such that
unaffected
families
are
receiving relief instead of the
affected ones," he maintained.
Talking
about
the
contributions on the part of J&K
Bank, he said it was unfortunate
that the Bank has donated only
Rs. 5 crore to CM's relief fund
when its annual turnover is
more than one lac crore and
profit more than a thousand
crore.
He said that the government
has not planned as to how to
disburse the huge rehabilitation
package among the victims. He
said that the recent cross border
firings have also forced a large
number to flee from their
residences to safer places but
here too the government has
miserably failed to rehabilitate
the displaced lot.
Shahzad said that the
government has totally failed to
handle both the situations as
there is no rehabilitation or
reconstruction to be seen
anywhere for anyone. He said
neither ration nor any concrete
dwellings have been provided to
any of the victims.
He has urged the government
to provide free ration for at least
a year to the affected people as
not only their dwellings but also
their fields have been washed
away since agriculture is the
their only source of their
income.

while the remaining six are still vacant. The inconvenience to

Labour Reforms
Yet to Come
Rajinder Puri
rime Minister Mr. Narendra Modi has not
as yet introduced labour reforms. He has
introduced administrative reforms related
to labour. He has utilized digital technology to
ensure efficiency and transparency in
implementation of existing labour laws. This is
welcome and futuristic. But already trade union
leaders of AITUC and INTUC have condemned
the reforms for being pro-employers. Existing
labour laws need to be reviewed and amended
to ensure satisfaction to both owners as well as
workers. Mr. Narendra Modi’s announced
reforms related to labour are welcome and
signal the start of more that will come. Much
more is required to modernize work conditions
that make India a role model regarding its work

wages and security for workers, enhancement
of employment for the nation, and better
coordination between the central government
and state governments. Rajasthan Chief
Minister Ms Vasundara Raje has amended
central labour laws to promote jobs in her state.
Mr. Modi will have to do much more. He will
have to introduce legislation that will address
the interests of all stake holders participating in
his “Make in India” project a success. He will do
well to translate guidelines on labour reform
contained in our Constitution into practical
policies that deliver results.
Articles 38-39 and 41-43A of our Constitution
dealing with labour reform are not enforceable
by courts. These offer only guidelines. Thus
Article 38(2) suggests that the state should
“minimize the inequalities in income”. That
suggests need to enforce a difference of less
than one to fifty between the highest and lowest
emolument in every unit. Article 41 suggests the
right to work for which the Mahatma Gandhi
National Rural Employment Guarantee Act
(MGNREGA) was passed. Though the scheme
is very well conceived Rural Development
Minister Mr. Nitin Gadkari has pointed out huge
flaws in its implementation which need to be
rectified. For MGNREGA to really succeed
sectors of employment must be identified that
conform to the nation’s development agenda. It
must also be ensured that jobs are productive
and not merely a device to distribute doles.
Article 43A suggests “participation of workers
in the management of undertakings”. This writer
had outlined the concept of the Workers’ Sector
of industry in which following Mahatma
Gandhi’s plea for cooperatives workers would
participate in ownership, profit and floor level
management of industry. At one point of time
leading politicians cutting across parties had
endorsed the Workers’ Sector concept. Amul
and Mother Dairy offered models to emulate.
In short, Mr. Modi has started very well. Now
he will have to carry forward the process of
labour reforms with insightful legislation and
new policies. Economic growth and social
justice depend on it. Hopefully his zeal and
commitment will never slacken.

Art of Snatching Defeat from the Jaws of Victory-II
H.N. Bali
Capture of Aksai Chin
During the 1950s, China built a
1,200 km (750 mi) road connecting
Xinjiang and western Tibet, of which
179 km (112 mi) ran south of the
Johnson Line through the Aksai
Chin region claimed by India. We
did not even know about the
existence of the road until 1957,
which was confirmed when the road
was shown in Chinese maps
published in 1958.
For purposes of record, the Indian
position was that the Aksai Chin was
a “part of the Ladakh region of India
for centuries” and that this northern
border was a “firm and definite one
which was not open to discussion
with anybody”.
The Chinese maintain that the
Aksai Chin was already under
Chinese jurisdiction, and that
negotiations should take into
account the status quo. Incidentally,
we had the first Government of India
after Independence headed by
Nehru, which didn’t know what
precisely its frontiers were.
It is noted in Air Marshal
Cariappa’s biography of his father,
how a few years later, General
Cariappa asked Nehru for the reason
of the ceasefire. “You see the UN
Security Council felt that if we go
any further it may precipitate a war.
So, in response to their request we
agreed to a ceasefire,” Nehru added:
“Quite frankly, looking back, I think
we should have given you ten or
fifteen days more. Things would
have been different then.”
The book also mentions that in
1951, there were disquieting events
in the North-Eastern region when
Chinese troops were caught with
maps showing some parts of NorthEast Frontier Agency (NEFA) as part
of China. Because the Army had no
operational responsibility there, the
region being under the Assam Rifles
who were under the control of the
Governor of Assam, General
Cariappa brought this to the notice
of Nehru only to be rebuked that “it
is not for the Army to decide who the
nation’s likely enemies would be!”
Panchsheel Fetish
While ominous the Chinese threat
was building momentum, Nehru was
enamored of the much-trumpeted
and least honored Five Principles of
Peaceful Coexistence - popularly
known as Panchsheel - which are a
set of principles to govern relations
between states. (Their first formal
codification in treaty form was in an
agreement between China and India
in 1954.) So obsessed was Nehru
with Panchsheel that he completely
forgot the distinction, enunciated be
British historian E H. Carr, between
realistic international policies versus
utopian ones. Carr had argued that in
realism there is no moral dimension,
and that what is successful is right,
and what is unsuccessful is wrong.
That Nehru’s international vision
was completely blinkered was
proved by the drubbing which we
received at the hands of the Chinese
in the 1962 war. One often
overlooked fact of the Sino-Indian
conflict is the utter docility of the
armed forces to stand up to tell the
political establishment that they
weren’t prepared for an attack in
October 1962. Field Marshal
Manekshaw had the moral courage
to confront the Indira Gandhi
cabinet on April 28, 1971 to tell
some blunt home truths about the
situation. And that made the
profound difference between the
repeat of 1962 and the victory of
December 1971.
Tashkent Agreement
Following the cease-fire after the
Indo-Pak War of 1965, a Russiansponsored agreement was signed
between India and Pakistan in
Tashkent on 10 January 1966.
Under the agreement, India agreed
to return the strategic Haji Pir pass
to Pakistan which it had captured in
August 1965 against exceedingly
heavy odds and at a huge human
cost. The pass connects Poonch and
Uri sectors in Jammu and Kashmir
and reduces the distance between
the two sectors to 15 km whereas
the alternate route entails a travel of
over 200 km.
What did India get in return? A
bland undertaking by Pakistan to
abjure war! Even the unlettered
villager knew Pakistan had no
intention whatsoever to honor the
undertaking. It was just a maneuver
to wriggle out.
To add mystery to the whole
process, Prime Minister Shastri
died on 10th January, 1966 after
signing the Tashkent Declaration
with President Ayub Khan to return
Haji Pir Pass to Pakistan. There are
people who believe that the stress of
being forced to take a very
unpopular decision, under Soviet
pressure, in all probability
contributed to the fatal heart attack
that Prime Minister Shastri had on
that fateful night in January 1966.
Return of the vital Haji Pir pass
was, strategically, a mistake of
monumental proportions for which
India is suffering till today. In
addition to denying a direct link
between Poonch and Uri sectors,
the pass is being unabashedly used
by Pakistan to sponsor infiltration
of terrorists into India. Inability to
resist Russian pressure was a
manifestation of the spineless
Indian foreign policy and an
extremely short-sighted political
leadership.
History,
regrettably,
is
unforgiving. And since historical
mistakes cannot be undone, they
have complex cascading effect on a
nation’s future. However, the wise
ensure such mistakes are at least not
repeated. We, on the contrary,
repeat them with gay abandon.

Defense policy: Preparing for the unknown
Jaibans Singh
rime Minister
Narendra
Modi’s first
address to the
combined
commander’s
conference went
beyond the inane
utterances that one has got used to
in the last few years. Mostly, such
meetings were addressed by reading
out of a scripted message prepared
by the Ministry of Defence. The
proceedings used to be low in
inspiration as well as aspiration; one
would end up with a feeling that the
government was either unaware of
the importance of defence and
security or simply not bothered.
The address by Prime Minister
Modi had his distinct stamp and
signature; it exhibited a high degree
of clarity of thought; he gave the
Armed Forces a clear reading of his
world view and spelled out the
manner in which the forces would
be expected to contribute toward the
strategic goals of the new
government.
PM Modi spoke of a “changing
world” which would require a
rethink on the economic, diplomatic
and security policies. He spoke of
“less predictable situations that will
evolve and change swiftly wherein
the threats will be known but the
enemy will be invisible.” Beyond
this, he advocated his well known
emphasis on “technological and
P
digital advancement and economy
in the use of available resources.”
What Prime Minister Modi was
trying to convey to the forces was
the need to stay prepared for the
famous fourth option - “When you
discuss three options available to
the enemy he will invariably use the
fourth,” is a famous military
dictum. He stressed the fact that
even though open war between
Nations is now improbable, conflict
per se was attaining a new,
amorphous and more dangerous
dimension. He was clearly
referring to creation of adverse
situations to the Nation’s security
due to involvement, not only of
inimical Nation states but also
“non-state actors” sponsored by
them. The armed forces and other
agencies of the government would,
therefore, be required to evolve
innovative and joint responses to
situations that would rise out of the
blue.
The situation in the immediate
and extended environment of the
country gives ample reason to
support the strategic vision
enunciated by the Prime Minister.
Pakistan is at a cross road where it
can indulge in any type of
adventurism including a nuclear
stand-off. The rise of religious
fundamentalism worldwide can
impose problems of a unique
nature. China’s rising power and
increasing belligerence can take any
unanticipated turn.
The famous theory propounded
by Clausewitz, “war is a
continuation of politics by other
means” has witnessed a slow death
over the years post World War II. In
the world of today, the absence of
wherewithal to fight a conventional
war and the advent of nuclear
deterrence has made economy the
spearhead of diplomacy. This does
not mean that conflict has
disappeared; it means that it has
taken new and more dangerous
forms. Attempts have been made to
define these forms - low intensity
conflicts, sub-conventional warfare,
asymmetric warfare and the like;
however, the context is now
changing with the use of technology
and cyber assets to an extent that
was unimaginable just a few years
ago.
The modern day objective of
conflict is to create instability by
playing whatever cards are deemed
to be most effective and expedient. It
is this wider definition of conflict
marked by ambiguity, lack of
honourable rules of engagement and
the unknown that Prime Minister
Modi dwelled upon in his address.
Defence diplomacy, a hithertofore unexplored domain in the Indian
strategic thought process can go a
long way in meeting the “rethink on
economic, diplomatic and security
policies” enunciated by Prime
Minister Modi. India would benefit
by progressing in the strategic realm
from the existing "look inwards'
policy to embrace a concept of
"outreach."
India is well in sync with the
modern global thought process of
defence cooperation and preventive
diplomacy as concepts that can
mitigate security concerns. India has
been strengthening its linkages
through strategic engagement and
economic cooperation globally.
The inhibiting factor, however, is
the emotion driven ideological divide
between India and Pakistan which is
nowhere near being bridged; it seems
that there are no ways and means
available to reduce the trust deficit.
This malaise plays an inhibiting role
in defence diplomacy since the
military accretions to counter
Pakistan cause insecurity in the
neighborhood.
While staying militarily strong
India has the onerous responsibility
to convince the neighbouring
countries about its intention is to play
a benign role which accommodates
regional concerns.
India has to be convincing about
its commitment to increasing
international security and its
obligation to create stable, sovereign
and democratic regimes in the region.
To achieve this, defence
diplomacy has to be made integral to
the functions of the Ministry of
External Affairs. The objective would
be to evolve an integrated and
coherent approach that successfully
projects India as a responsible
regional player and breaks the barrier
of apprehensions that our
neighbouring countries harbour
against us.
Chief of Army Staff (COAS)
General Dalbir Singh has called upon
his commanders to continuously
assess the situation in the subcontinent with respect to the force
and security transitions that take
place and their resultant effect on the
Nation’s security. This missive is apt
but what is more significant is the
manner in which the assessment is
translated into integrated and
meaningful action on ground.
A nation is identified by three
main parameters - culture, economy
and military might. In the modern
context, any nation that has the
money and the muscle is taken notice
of in the world. However, achieving
both does not solve the problem; it is
their seamless application that is
necessary.
It is here that the military and
civil segments of the government
need to bring about a change in their
mindset and align themselves to the
required levels of integration.
Prime Minister Modi has set the
pace, how things move on ground to
the benefit of the nation remains to
be seen.

increase in its nuclear weapons.
Various think-tanks in the US
suggested China’s nuclear stockpile
anywhere between 500-2,000 weapons.
The Stockholm International Peace
Research Institute in 2013 estimated
over 250 nuclear weapons for China,
between 80-100 for India and 90-110
for Pakistan. A former head of the
Russian Strategic Rocket Forces
Colonel General Viktor Yesin suggested
China could produce as many as 3,600
nuclear warheads while Alexei Arbatov
estimated between 1,000 and 3,500.
Fourthly, while Beijing had shown
much enthusiasm for its ‘all-weather’
friend Pakistan in the civil nuclear
cooperation, including ‘grandfathering’
of the Chashma 3 and 4 projects in
March 2011, this policy proved to be
only selective, not universal claim. For
instance, despite ‘strategic and
cooperative partnership’ with India
since 2005, Beijing chose to resist the
debates in the IAEA and Nuclear
Supplies Group in 2008 and is still
reluctant to give consent to India’s
candidature at the NSG.
All the above inconsistencies in
China’s nuclear policy have negative
implications for India. Several
similarities exist though.
Both China and India are declared
no first use states. Both share the view
that the nuclear weapons are last-resort
defensive political weapons and that
these can be used only for counternuclear retaliation efforts.
According to several reports, both
have not placed their respective
strategic forces on launch on warning
and possibly un-fuelled and hence
exhibit strategic restraint.
However, differences and acute
competition exist between the Chinese
and Indian positions today and these
are partly aggravated by continuing
transfers of weapons of mass
destruction to Pakistan. While both
intended to cooperate on the nuclear
issue -- as reflected in the November
2006 and September joint statements
between the two leaders, no concrete
progress has been achieved on the
ground.
Despite four disarmament section
talks and six strategic dialogues
between the two foreign ministries,
China’s intransigence on recognising
Indian nuclear status resulted in no
confidence building measures in the
nuclear field between the two,
including either escalation control
procedures (necessary given the tactical
nuclear weapons) not a de-targeting
agreement, although a general purpose
24-hour hotline exists between the two
Premiers (although China’s Premier has
no role in the nuclear command issues).
More significantly, Indian defence
ministry estimates in its annual reports
that China had been targeting ‘several’
Indian cities and strategic hubs.
This has triggered Indian efforts to
strengthen its strategic deterrent
capability with the Agni-series and
ballistic missile defence tests recently.
The previous government had also
decided in November 2009 to place
‘strategic assets’ in the north-eastern
region of the country and the armed
forces to fight two-theatre front under
nuclear threshold.
Clearly tempers are rising in the
region.

Burdwan blast: Wrong to blame an entire
community, says Mamata Banerjee
Kolkata, Oct 21: Under fire
from BJP over her government's
handling of the Burdwan blast,
West Bengal Chief Minister
Mamata Banerjee on Tuesday
said that it was wrong to blame
an entire community for the
misdeeds of the handful.
"Those who commit offence
are criminals but that does not
mean putting an entire
community on the dock. A
crime should not be attributed to
people going by their religion.
None have no right to say that,"
the chief minister said.
She said, "It is like playing
with fire. I fear communal riots.
Communal fire can be far more
dangerous than (playing with)
political fire."
On Saradha scam, Banerjee
said her government had
arranged to return the money to
five lakh de-frauded investors
by arranging money from the
government despite its financial
constraints.
"If we had more money we
would have returned more", she
said.
"We had thought we will give
money (to the cheated
depositors) through the state
government and the Justice
Shyamal Sen Commission
(which was set up by the state
government earlier to inquire
into the Saradah scam and
similar

operating in the state).
"But now it has been given to

do not have any problem, the
chief minister said at a Kali puja
inauguration programme here.
Two suspected militants were
killed in the blast in Burdwan
on October 2 in which terror
link is suspect.
NIA has since launched a
probe into it after the Centre

Banerjee had earlier said,

Congress dismisses NCP's claim
on govt formation in Maharashtra
New Delhi, Oct 21: Congress on Tuesday
described as "preposterous" the claims by
the NCP that they approached them to
jointly support Shiv Sena to form a
government in Maharashtra.
"It is preposterous. The Congress Party
has never in the past supported parties like
Shiv Sena and will never support it in the
future too," Congress general secretary incharge of the communication department
Ajay Maken said in a statement.
There are parties who have never
remained out of power and they may still
like to be in power, but the Congress Party
in the past also has bounced back after
playing the role of a vigilant opposition.
"Even now we intend to play this role,"
Maken said.
NCP leader Ajit Pawar had yesterday
claimed he was approached by a Congress
leader who proposed forming a coalition
government with Congress, NCP and Shiv
Sena as constituents.

New Delhi, Oct 21:
Prime
Minister
Narendra Modi Tuesday
pitched for revamping
urban governance while
linking it to the 'Digital
India' mission and
'Swachh

campaign.
Chairing a meeting on
urban development here,
he said programmes
should be implemented
in close consultation and
coordination with states,
generally based on the
PPP model and a special
module
on
urban
governance should be a
part of the IAS officers`
training.
"The Prime Minister
said revamping urban
governance should be at
the core of the vision of
the Ministry of Urban
Development
while
chairing a high-level
meeting
on
urban
development issues," a
PMO statement said.
He also called for
complete
synergy
between the Digital
India Mission, and the
urban renewal mission.
This should include
objectives such as
mobile governance, egovernance, solid waste
management,
waste
water management etc.
There is need for
extensive brainstorming
on these issues, Modi
said.
"The Prime Minister
outlined the details of
his vision for solid waste
management and waste
water management in
500 towns across India,"
the PMO said.
This would help spur
the growth of organic
farming,
especially
vegetables, in the area
surrounding
these
towns,
as
organic
fertilizer would be
readily available, he
said.
"This would also lead
to abundant supply of

benefits in health and
tourism sectors," he

government that also includes Shiv Sena...I
told him together we have 146 MLAs and

With BJP in the process of forming
government in Maharashtra, Maken also
took potshots at it, questioning whether it
will ally with a "Nationalist Corrupt
Party", a name given to NCP by Prime
Minister Narendra Modi during the
campaigning.
"It is for the BJP to now decide whether
it will join hand with the 'Hafta Wasuli
Party' or the 'Naturally Corrupt Party'."
"They also need to explain as to what
has happened in two days time that has
changed their hearts," Maken said.
During campaigning, Modi had described
NCP as the "Nationalist Corrupt Party".
While talking about the party "which
extorts money", Maken appeared to refer to
Shiv Sena, with which BJP had parted
ways ahead of the Assembly polls.

New Delhi, Oct 21: Shedding
its initial reservations, BJP
Tuesday signalled it could do
business with estranged ally
Shiv Sena which sent two
emissaries
here
for
discussions with its leadership
on government-formation in
Maharashtra.
At the same time, BJP also
appeared not to close the
option of taking NCP's
outside support in case a deal
with Shiv Sena does not
materialize.
Shiv Sena, which had
breathed fire against BJP
during the assembly poll
campaign, has deputed two
senior leaders for discussions
with the BJP leadership,
sources said.
Anil Desai, a Rajya Sabha
member and Subhash Desai,
another senior Sena leader,
arrived in Delhi late in the
night for discussions with the
BJP leadership, sidelining its
hardliner Sanjay Raut.
Apparently with an eye on
Shiv Sena, BJP deferred the
visit of Home Minister
Rajnath Singh who was
chosen as a central observer
for election of the leader of
BJP Legislature Party in
Mumbai. He will now go to
Mumbai after Diwali as back
channel
talks
on
the
possibility of getting Shiv
Sena back on BJP's terms
continued, party sources said.
In the midst of hectic
consultations on governmentformation, senior BJP leader
from Maharashtra Vilas
Mungantiwar gave a new twist
to the leadership race by
favouring Union Minister
Nitin Gadkari for the post of
chief minister.
That the party has not
closed the doors for Shiv Sena
was evident from the remarks
made by Finance Minister
Arun Jaitley and Om Mathur,
the party's election incharge
for Maharashtra. Keeping all
its options open, Jaitley
referred to the congratulatory
telephone calls made by Sena
chief Uddhav Thackeray to
Prime Minister Narendra
Modi, BJP president Amit
Shah and some other leaders,
saying that itself sends
"signals" (of possibility of tieup).
"...We have two proposals
on hand. Sena has been a
natural ally, NCP has
announced
unconditional
support...For BJP and Sena to
become
allies
in
the
Maharashtra
government
could be a matter of course
but if there is some difficulty
that arises, you also have
unconditional offer as far as
NCP is concerned," he said.
Jaitley said there have been
"not much" talks with Sena so
far but emphasised that the
two parties are still together in
the central government and
the municipal corporation in
Mumbai.
"Surely, in two out of the
three tiers of government we
are allies... The fact that we
are congratulating each other
itself is a signal," he said.
BJP's Maharashtra election
in-charge Om Prakash Mathur
also made suggestions on the
similar lines and said his party
would be "happy" if "natural
ally" Sena comes back.
"We think the party which
has been with us for years...If
the natural ally which was
with us returns, we will be
happy. But if it doesn't, then
all options are open in
zero,” she added.
Speaking to a thousandstrong crowd at the Forbes
summit, Lewinsky added how
after the scandal was reported,
the pre-dominant thought in her
mind was “I want to die”.
“There was no Facebook,
Twitter or Instagram back
then..But there were gossip,
news
and
entertainment
websites replete with comment
sections and emails which could
politics," Mathur said.
BJP has won 122 seats in
the
288-member
state
Assembly, falling short of the
majority mark by 23 seats.
Sena has 63 seats while NCP
has 41.
Shiv Sena has emerged as
the second largest party in the
assembly, bagging 63 seats.
NCP has 41 seats.
Asked if he was ruling out
an alliance with Sharad
Pawar-led NCP, Jaitley said
"nothing is ever ruled out in
politics...When
you
are
negotiating, the party has a
tight lip."
When pressed further if he
was saying no to NCP, he said
"I am not saying yes to
anyone."
BJP and Shiv Sena were
caught in a battle of nerves
with the former making it
clear that it will not blink
first.
Union Minister and former
BJP chief Nitin Gadkari today
met Finance Minister Arun
Jaitley at the latter's residence
and spent about half an hour
discussing the party's strategy
ahead
of
governmentformation.
Jaitley and Gadkari are
reported to have discussed the
party's choices available in
Maharashtra. NCP has already
offered unconditional support
to BJP but the saffron party
has not decided on whether to
accept it or not.
Sources say if Shiv Sena
rides the high horse, BJP may
elect its leader and form a
government and prove on the
floor of the House its majority
with the tacit or open support
of NCP.
After the meeting, Gadkari
left for Nagpur to hold
discussions with the RSS top
brass on its options ahead.
RSS is keen that the saffron
forces should united but have
left it to BJP to decide.
Meanwhile, the name of
BJP's Maharashtra chief
Devendra Fadnavis emerged
as the front runner for the
Chief
Minister's
post
overcoming challenge from
other veterans including
Eknath Khadse and Vinod
Tawde.
Meanwhile in Nagpur,
Gadkari received a boisterous
welcome on his reaching there
from New Delhi and later a
group of newly-elected party
MLAs from Vidarbha region
assembled
outside
his
residence and raised slogans
hailing his leadership.
When reporters asked
Gadkari about Mungantiwar
demanding that he should
become
chief
minister,
Gadkari refused to comment,
saying he had already
clarified that he did not want
to return to state politics.
A good number of MLAs
who had flown to Mumbai
yesterday for the BJP
Legislative Party meeting,
which could not take place,
returned to the city today and
drove straight to Gadkari's
house in Nagpur and raised
slogans in his favour.
The development is being
viewed as a show of strength
to signal to the BJP leadership
which is yet to name the chief
minister. Earlier in the day,
Mungantiwar, former state
unit BJP chief and a member
of the party's core committee,
told reporters in Mumbai that
Gadkari should come to state
politics.
"State BJP leaders feel that
Nitin Gadkariji should come
back to the state politics and
take up the position of the CM
of Maharashtra. He has a lot
of administrative experience
behind him which makes him
an ideal candidate," he has
said.
The Vidarbha region, where
the statehood is a contentious
issue, has overwhelmingly
come out in support of BJP
which won 44 seats out of 62
seats in the region.

London, Oct 21: At least three
persons were killed in the UK as
the remnants of Hurricane

causing
rush-hour
travel
disruption with cancellation of
several flights at the country's
biggest airport Heathrow.
A woman has died after being
hit by a falling tree in high
winds in Knightsbrige area of
central London, while two men
died in separate accidents in
Essex and Merseyside across
Britain. In another incident, a
man hit by a tree blown over in
Belgravia, central London, has
been taken to hospital with
head, chest and leg injuries.
Heathrow Airport said 10 per
cent of flights with the 20
biggest carriers into and out of
the London airport were
cancelled. Indian airlines such
as Air India and Jet Airways,
however,
reported
no
disruptions and said they were
"operating on time".
Gusts of up to 70 mph have
been recorded in north Wales,
and a Met Office low-level
yellow wind warning remains in
place for much of the UK.
"The strongest winds are
expected on Tuesday as the low
pressure clears eastwards. There
remains the potential for
localised disruption to travel,
especially as the strongest
winds will coincide with rush
hour in places," a Met Office
spokesperson said.
"Fallen leaves impeding
drainage increases the risk of
surface water affecting roads,
while some damage to trees is
possible, given that many are
still in full leaf," he added.
Forecasters predict the worst
of the storm will affect
commuters during rush hour on
Tuesday morning and gradually
die down in intensity as the day
progresses.

Diesel deregulation
credit positive for
India: Moody's
MUMBAI, OCT 21: The
decisions to deregulate diesel
prices and hike the natural gas
prices are "credit positive" as it
would bring in fiscal discipline,
ratings agencies Moody's said
on Tuesday.
"The decision to fully
deregulate diesel prices signals
fiscal discipline on the part of
the sovereign, which we view
as credit positive," Moody's
Investors Service said in a note.
It said the diesel deregulation
will reduce the subsidy burden
for the government, although
fiscal savings are "likely to be
limited".
Total
fuel
subsidies
accounted for less than 1
percent of GDP in 2013-14.
After a long wait, the
government on Saturday
deregulated diesel prices and
raised the natural gas rates.
While diesel deregulation is an
important reform initiative,
hike in gas prices will directly
benefit
oil
exploration
companies.
Another rating firm Fitch
said that the decision to
deregulate would have a
positive effect on the national
oil marketing companies.
"The expected direct impact
of both the diesel reform and
natural gas price hike on Fitch's
headline fiscal forecasts is
limited.

Online shopping versus offline shopping, the unending debate
Bollywood stars Shah Rukh Khan, Deepika Padukone, Abhishek
Bachchan, Boman Irani, Sonu Sood and Vivaan Shah during press
conference to promote their upcoming film Happy New Year, in
Indore, Madhya Pradesh.
NEW DELHI, OCT 21:The
big debate that is going on these
days is whether to shop online
or offline (good old brick and
mortar stores) and which mode
of shopping gives one a better
experience.
The ongoing festive season
spares none and everybody is
literally on a shopping spree for
gifts and household items.
My question is why are more
people, especially youngsters,
making a shift towards online
shopping?
Don't we get the real feel of
shopping only when we actually
visit markets, shopping malls,
stores and hunt for the best
deals, where a bit of haggling
can also be done (not in branded
stores though).
I feel the good old way of
shopping is the best. Shopping
for me is an event in itself,
whereby a full day is dedicated
to it.
Don't we look forward to the
day we've marked on our
calendar
exclusively
for
'shopping' amidst our day-today chaotic schedule. At least, I
am a kind of person who enjoys
retail therapy every now and
then.
Picture this! I have to buy a
pair of jeans or a top. Why
would and how could I order for
clothing online? I mean how can
I purchase a piece of clothing
without trying it or even feeling
it? Everyone has a different fit
and a size and it is not necessary
that a top that a mannequin is
wearing will also look good on
me.
In situations like these, it is
best to try on whatever you are
purchasing and see for yourself.
Offline shopping has a sense
of immediacy. You get to posses
the item you've purchased the
very moment. Who has the
patience to wait for two to three
days before the product is
delivered when purchased
online?
At least I can't! The instant
gratification comes when you
get to shop right then and there.
Having said this, I'm not
completely against online
shopping.
There are certain items that
are best purchased online such
as watches, gadgets, decorative
items, kitchen appliances.
\As technology has changed
our lives, there is no running
from it. We can use the
technology i.e. online shopping
experience for a better,
comparative experience.
The 'click click' experience
can come as a saviour when you
face a time crunch and need to
purchase something urgently;
and also the cut-throat
competition of predatory
pricing between online and
offline retailers, especially for
electronic items.
I am aware that online
shopping is the best experience
at least for people living in
smaller cities of our country
where they fail to get latest
gadgets, electronics and other
items
as
not
all
stores/showrooms are located in
Tier 2 and Tier 3 cities. Here
online shopping comes to the
rescue.

London, OCt 21: Daley

Hagley Oval receives
ICC accreditation
Christchurch, Oct 21: The
Hagley Oval, New Zealand’s
newest cricket ground and
venue for the opening game of
the 2015 World Cup, Tuesday
received
the
official
accreditation
from
the
International Cricket Council
(ICC).
The Christchurch venue,
developed in the wake of the
2011 earthquake, has been
granted its ICC Warrant of
Fitness - the ground’s final
accreditation hurdle ahead of
the first Test match against Sri
Lanka Dec 26 and start of the
World Cup 14 Feb.
ICC officials assessed the
ground’s on and off-field
facilities, weighed them against
the required criteria for new
venues, and concluded they
were of "good standard” to host
international fixtures.
ICC Cricket World Cup 2015
Head of New Zealand Therese
Walsh says Hagley Oval is now
ready to shine on the world
stage. “From the earliest days of
tournament planning, knowing
what
sport
means
to
Cantabrians and the challenges
the city has faced, we had a
vison of Hagley Oval playing a
key role in the Cricket World
Cup,” Walsh said in a statement
Tuesday. “The oval and pavilion
are truly world class, and it will
be a very special occasion when
Hagley Oval is beamed around
the world for the opening match
on Feb 14.” New Zealand play
against Sri Lanka in the opening
match of the World Cup.
New Zealand Cricket Chief
Executive
David
White
welcomed the accreditation,
saying the ground was sure to
become an important venue on
the organisation’s schedule for
international cricket.
“The Hagley Oval offers rare
flexibility,” said White.
“It can operate in boutique
mode when smaller attendances
are expected, or can expand to
cater for a crowd of about
20,000 when required. We’re
delighted to have another
quality international venue
approved by the ICC.”
Lee Germon, canterbury
cricket chief executive, said the
latest decision reflected well on
the co-operation between the
many stakeholders in the
project - among them the
Christchurch City Council, the
Canterbury Cricket Trust, New
Zealand Cricket and 2015
Cricket World Cup.
“We call it a ground for all
generations,” said Germon.
“The Hagley Oval balances
nicely the heritage of the
precinct, and all the modern,
high-tech innovation that is
needed for an international
cricket venue.
South Africa beat New Zealand
by six wickets in 1st ODI
Mount Maunganui, Oct 21:
South Africa cruised to a sixwicket win over New Zealand
in the first one-day international
at Mount Maunganui on
Tuesday, guided home by a
captain`s knock from AB de
Villiers.
The Proteas ended their run
chase at 236-4 in 48.1 overs,
easily overhauling the 231
target New Zealand set after
losing the toss and being sent in
to bat.
De Villiers top-scored for
South Africa with 89, ably
supported by JP Duminy (58),
who combined with his skipper
for a 139-run partnership when
the Proteas were looking
wobbly at 97-4.
Wicketkeeper Luke Ronchi`s
gritty 99 was the standout
performance for the Black Caps
but he had little support apart
from unlikely strike partner
Trent Boult, with whom he set a
New Zealand record 10thwicket stand of 74.
The three-match series is
essentially a World Cup warmup for both sides as New
Zealand prepares to co-host the
tournament next year.
However, South Africa could
also overtake Australia as the
world`s top ranked ODI team if
they complete a 3-0 whitewash
over the Black Caps, who are
ranked seventh.
De Villiers said he was
pleased with the side`s
performance, aside from his
bowlers` failure to snuff out the
dogged resistance of Ronchi
and Boult.
"We`ve got to finish big
games of cricket, especially big
games of cricket coming up, I`m
thinking of World Cups and
must wins," he said. "In the
World Cup, if you get teams to
nine down you have to finish
them off." New Zealand captain
Brendon McCullum said he was
pleased at his side`s fightback
after losing early wickets and
the return of veteran all rounder
Dan Vettori after 15 months on
the sidelines. "There were some
fighting qualities there but
unfortunately the class of AB
and JP towards the end meant
we couldn`t win," he said.
New Zealand, in their first
ODI since January, looked rusty
at the crease.
They opened cautiously after
losing the toss and being sent in
to bat, with Jimmy Neesham
waiting until the third over to
score the first boundary.
The hosts slumped to 68-5
before Ronchi and Tom Latham
(29) set about rebuilding the
innings, only for their 67-run
partnership to end when
wicketkeeper Quinton de Kock
stumped Latham after he
strayed from his crease pursuing
a shot.
Ronchi continued to run out
of partners and New Zealand
slumped to 156-9, with not
much expected when Boult
arrived at the crease boasting a
previous ODI high score of five.
The paceman dug in, even
managing a six off Morne
Morkel, before the innings
ended with South African
bowlers Vernon Philander,
Morkel, Imran Tahir and Ryan
McLaren all taking two wickets
apiece.
South Africa received a
minor scare when Boult
dismissed de Kock and Faf du
Plessis cheaply but the rest of
the attack struggled for wickets
as New Zealand attempted to
defend a modest total.
Renee Roussouw (26) and
Hashim Amla (38) kept the runs
ticking over but failed to
capitalise after making good
starts.
De Villiers then lived up to
his ranking as the number one
ODI batsman in the world,
combining with Duminy to
comfortably seal the victory.
The next match on Friday is
also in Mount Maunganui, with
the series wrapping up in
Hamilton on October 27.
to our call: Zaka Ashraf
Karachi, Oct 21: The
former chairman of the
Pakistan Cricket Board
(PCB), Zaka Ashraf has
claimed that they only
appointed Australian Dav
Whatmore as the head coach
of the national team in 2012
after then serving coach
Mohsin Khan didn't respond
to the board.
Mohsin, a former Test
batsman, served as chief
selector before he was
appointed interim head
coach by the PCB headed by
Ijaz Butt in September
2011. He led Pakistan to
Test series wins over Sri
Lanka, Bangladesh and a
whitewash over England in
the UAE before Ashraf, who
had replaced Butt as
chairman,
surprisingly
didn't extend Mohsin's
contract instead bringing in
Whatmore on a two-year
contract.
Ashraf and the board
were criticised for not
trying to extend Mohsin's
contract.
But Ashraf said on Geo
super channel that it was a
wrong impression that they
didn't want Mohsin.
"I think people should
know that while the team
was in the UAE and after it
had beaten England in the
Test series we did try to
contact Mohsin several
times. Our officials tried to
call him but he didn't
respond," Ashraf said.
"It was only after we
didn't get a response from
Mohsin who didn't respond
to our calls that I told
Intikhab Alam who was
heading
the
coaches
committee in the board to
decide what was best for
Pakistan team after which
Whatmore was contacted
for an interview," Ashraf
claimed.
Interestingly
Mohsin has all along said
that the board didn't try to
contact him to continue as
head coach nor were they
interested in him staying on.
During
Whatmore's
tenure Pakistan didn't win a
Test series while their only
notable achievement was
winning the Asia Cup and a
one-day series in India.
West Indies players to play
in IPL: Ranjib Biswal
Hyderabad, Oct 21: Indian
Premier League (IPL) chairman
Ranjib Biswal said Tuesday that
despite the West Indies players
cancelling their tour of India
mid-way last week, they will
play in the cash-rich league next
season. "There will be no
sanction against the West Indies
players and they will be allowed
to play in the IPL," Biswal told
reporters after a Board of
Control for Cricket in India
(BCCI) working committee
meeting here.
Associate ICC nations confident
ahead of World Cricket League
Kuala Lumpur, Oct 21: Three
associate member nations of
the International Cricket
Council
(ICC)
Uganda,
Bermuda and Singapore
Tuesday exuded optimism of
their teams' chances of winning
the World Cricket League
(WCL) Division 3, beginning
here Wednesday.
Uganda finished second in
the last edition of the league
and captain Frank Nsubuga
said his side is looking to win
this year and gain promotion to
Division 2.
"This tournament is a
massive opportunity. We were
obviously disappointed not to
win the tournament last time
round after a consistent run of
victories. So we will be
looking to do one better," said
Nsubuga. "We have just had a
very good build-up tour in
South Africa, playing tough
games that helped us prepare
for the tournament."
Bermuda skipper Janeiro
Tucker, whose team finished
fourth in the division last year,
said his team is motivated
ahead of the competition.
"The only objective is to
qualify for Division 2 so we
can try to set Bermuda cricket
back where it belongs. The
team has been training three
times per week and trying to
improve," he said.
Singapore captain Saad
Janjua said he is delighted by
his side's recent performance
having gained promotion to
Division 3 after earlier this
year on home soil.
"Our hard work has paid off.
We planned and practiced hard
for promotion and it has
definitely helped the team's
morale," he said, adding that
new coach Mansoor Rana will
provide an added dimension to
the team.
"Rana is working hard with
the team. His guidance and
experience is helping us a lot in
the preparations for big
tournaments. He is tactically
very good and is a big boost to
the team. This tournament is
very important for the profile
of Singapore cricket. It is our
dream to win Division 3. We
will give our best shot."
The eight-day tournament
will see six teams -- Uganda,
Bermuda and Singapore,
Nepal, Malaysia and the
United States -- face-off in a
round robin format for a
chance to finish in the top-2
and progress to WCL Division
2 which will be played in
Namibia from Jan 17, 2015.
Opening batsman Chris
Gayle (Royal Challengers
Bangalore),
all-rounders
Dwayne Bravo and Dwayne
Smith (Chennai Super Kings),
power-hitting batsman Kieron
Pollard (Mumbai Indians) and
mystery spinner Sunil Narine
(Kolkata Knight Riders) are
many of the Windies players
who have star-value in the
Twenty20 tournament.
Following the fourth OneDay International (ODI) at
Dharamsala, the West Indies
players chose not to complete
the tour because of an ongoing
payment structure dispute with
the West Indies Cricket Board
(WICB) and the West Indies
Players' Association (WIPA).
The West Indies were yet to
play the fifth ODI at Kolkata
and a one-off Twenty20
International
at
Cuttack
followed by three Tests at
Hyderabad, Bangalore and
Ahmedabad when its players
decided to withdraw from the
tour.

BCCI to initiate legal
proceedings against WICB,
suspends all bilateral tours?
Hyderabad, Oct 21: BCCI
today decided to initiate legal
proceedings against West Indies
Cricket Board and suspended
all bilateral tours between the
two nations. This decision was
taken due to abrupt cancellation
of the current India tour by the
WICB. Hours after the West
Indies pulled out of the tour, the
BCCI approached the Sri Lanka
Cricket (SLC) and quickly
cobbled up a five-match ODI
series to be played from
November 1 to 14. The Indian
board also confirmed the
venues for the the Sri Lanka
series during this meeting. The
venues for the 5 ODIs against
Sri Lanka will be Cuttack,
Hyderabad, Ranchi, Kolkata
and Ahmedabad.
Oscar Pistorius sentenced to 5 Shane Watson fit ahead of long summer
yrs in prison by Judge Masipa
Pretoria, Oct 21: South
African Paralympian star
sprinter Oscar Pistorius was
sentenced to five years in prison
Tuesday for the killing of his
girlfriend last year, as his
sensational trial reached a
climax.
Pistorius, who had vomited
and wept at times during the
trial, stood stock-still in the
dock as he was sentenced, veins
bulging in his forehead and his
jaw muscles clenched.
"Count
one,
culpable
homicide: the sentence imposed
is five years," judge Thokozile
Masipa said.
Masipa said she wanted to
find a balance between
retribution, deterrence and
rehabilitation,
dismissing
defence claims that the disabled
athlete would face particular
suffering in prison. "It would
be a sad day for this country if
an impression were to be
created that there was one law
for the poor and disadvantaged
and another for the rich and
famous," said Masipa. She also
weighed his ability to cope with
incarceration given his physical
disability. "Yes the accused is
vulnerable, but he also has
excellent coping skills," she
said.
Discussing the gravity of
Pistorius`s crime, the judge said
he had been responsible of
"gross negligence".
"Using a lethal weapon, a
loaded firearm, the accused
fired not one, but four shots into
the door," said Masipa.
"The toilet was a small
cubicle and there was no room
for escape for the person behind
the door," she said.
The double amputee sprinter
was acquitted of the more
serious charge of murder over
Reeva Steenkamp`s death on
Valentine`s Day last year.
The prosecution has called
for 10 years in jail. The defence
pleaded for house arrest and
community service.
Pistorius testified that he shot
Steenkamp, a 29-year-old law
graduate and model, four times
through a locked bathroom door
at his upmarket Pretoria home
after he mistakenly believed she
was an intruder. His lawyers,
arguing that Pistorius would be
more vulnerable than most in
prison because of his disability,
had argued against jail time, and
called instead for the equivalent
of house arrest and community
service.
Sydney, Oct 21: Australian
allrounder Shane Watson said
Tuesday he was over the injury
which has sidelined him for
months and ready for a long
summer schedule, beginning
with a Twenty20 series against
South Africa.
The injury-prone star has not
played since the Indian Premier
League in May after sustaining
a calf injury from stepping on a
ball during training.
"I have had time to freshen up
and it has made me very excited
to be playing again," he said.
"To be able to start with T20
cricket and lead into the other
cricket is a nice way to be able
to build up my endurance over
the next couple of weeks and
couple of months leading into
the summer."
Watson, who was forced to sit
out Australia`s tours of
Zimbabwe and the United Arab
Emirates, will make his return
in the three-match Twenty20
series against the Proteas which
kicks off at Adelaide Oval on
November 5.
Australia`s cricket season
runs until late March and
includes a five-match ODI
series with South Africa, a fourTest series against India and a
ODI series with India and
England before culminating in
the World Cup in Australia and
New Zealand.
"I haven`t played any cricket
up until this point so I will be
fresh going into the time when I
am going to have to make the
most of my freshness especially
at the back end of the summer,
towards the back end of the
World Cup," said Watson.
"The most important thing is
to be performing over the next
couple of months to give myself
a chance to stay in the summer
for the whole time.
"To be a big part of the World
Cup campaign as well."
Young
paceman
Pat
Cummins is also back from
extended injury leave to play in
the Twenty20 series against the
Proteas.
Cummins made a stunning
Test debut against South Africa
in 2011, taking 6-79 in the
second innings to help win the
match, but has not played in a
Test since.
The 21-year-old appears to
finally have overcome lower
back and foot problems which
have kept him out of selection
and has modified his actions to
reduce wear on his body.
"My running and my action is
a little bit straighter to be more
efficient," he said.
"But it`s more about getting
older and stronger and getting
some more overs into the body."
