DUTIES AND RESPONSIBILITIES QUALIFICATIONS (See reverse side) Education Advanced university degree in development management, project management, environmental management or a closely related field. A Ph.D or equivalent would be an advantage. Experience At least eight years of national and international progressively responsible experience in one of the four priority areas of the Global Framework for Climate Services (GFCS): disaster risk reduction, health, agriculture and food security, water, of which at least four years in an international organization. Experience in project development, implementation and monitoring. Proven experience in coordinating and in organizing training and capacity development activities, particularly in developing countries, including meetings and workshops. Experience in supporting capacity development activities. Other requirements Good understanding of the GFCS and WMO Programmes and activities. Excellent planning and managerial skills. Sense of responsibility, maturity of judgement and initiative. Excellent qualitative and quantitative skills in analysis, synthesis and computing. Excellent knowledge of Microsoft Office software. Excellent coordination, interpersonal and communication skills. Proven ability to draft and review. Ability to work in a multicultural environment and to foster team spirit. Languages Excellent knowledge of English or French and a good working knowledge of the other language. Knowledge of other official languages of the Organization would be an advantage. Date of issue of vacancy notice: 22 October 2014 WORLD METEOROLOGICAL ORGANIZATION ========================================================== VACANCY NOTICE No. 1907, ANNEX PROJECT OFFICER DUTIES AND RESPONSIBILITIES Under the supervision of the Director of the Global Framework for Climate Services (GFCS) Office, the incumbent will perform the following duties: (a) Assist the GFCS Office in the fulfilment of its responsibilities with respect to the development and update of relevant GFCS documents, including the Implementation Plan, its Annexes and Exemplars and the compendium of GFCS projects; (b) Support the work of the Management Committee of the Intergovernmental Board on Climate Services (IBCS), through preparation of appropriate documentation; (c) Contribute to the design and management of the implementation of pilot projects that focus on the process of developing a framework for climate services at regional and national level in close collaboration with the appropriate WMO Departments, constituent bodies and partner agencies. This shall include servicing the consultations and the development of approaches and methodologies for the effective implementation and scaling-up of such pilot projects; (d) Assist WMO Departments in carrying out projects and capacity-building activities in support of climate service in the four priority areas and pillars of the GFCS; (e) Be responsible for continuously maintaining and updating the GFCS website. Specifically: Maintain the homepage up to date; Maintain the events calendar; Tend to the GFCS Google Group; Produce the tri-monthly newsletter on the progress of GFCS (online as well as an inlay to MeteoWorld); Manage the discussion forum for collection of feedback on the GFCS and comments on the content of the website; (f) Support the preparation of GFCS technical documents, advocacy material and other outreach materials and publications; (g) Support the office in advocating the importance of climate services by participating at international events, providing inputs to relevant documents/newsletters, etc.; (h) Develop and maintain a database on projects and activities in contribution to the GFCS by Members and partners. This shall include making available the data and information through the GFCS website; (i) Develop a system for collecting national reports on GFCS activities through the website; (j) Support the preparation and servicing of GFCS side events at major international conferences and events such as Conferences of the Parties to United Nations Conventions, Global Platform for Disaster Risk Reduction, international and regional meetings, etc.; (k) Support the preparation of documentation for WMO constituent bodies; (l) Support the organization of sessions of the GFCS Project Oversight Board (POB) including production of the agenda for the meetings, meeting reports and relevant documents as necessary; (m) Liaise with United Nations bodies and other international organizations to facilitate joint activities and projects; (n) Support the Office in building partnerships for a successful implementation of the GFCS; (o) Assists the Director in preparing the annual work programme, determining priorities and GFCS position in relation to United Nations international processes (post 2015 agenda, etc.) and inputs into key international events; (p) Provide advice on new initiatives and approaches to facilitate the implementation of GFCS; (q) Carry out other relevant duties as required. ________________
