DUTIES AND RESPONSIBILITIES QUALIFICATIONS (See reverse side) Education ORGANIZATIONAL UNIT Masters degree or equivalent in meteorology or closely related field. A Ph.D. or equivalent would be an advantage. Experience At least five years of national and international progressively responsible experience in one of the four priority areas of the Global Framework for Climate Services (GFCS): disaster risk reduction, health, agriculture and food security, water, of which at least three years in an international organization including a minimum of one year in WMO. Experience in project development, implementation and monitoring. Proven experience in coordinating and in organizing training and capacity development activities, particularly in developing countries, including meetings and workshops. Experience in supporting capacity development activities. Other requirements Good understanding of the GFCS as well as WMO and the European Commission Programmes and activities. Excellent planning and organizational skills. Sense of responsibility, maturity of judgement and initiative. Excellent qualitative and quantitative skills in analysis, synthesis and computing. Excellent knowledge of Microsoft Office software. Excellent coordination, interpersonal and communication skills. Proven ability to draft and review documents and reports. Ability to work in a multicultural environment and to foster team spirit. Languages Excellent knowledge of English or French and a good working knowledge of the other language. Knowledge of other official languages of the Organization would be an advantage. (Note: the working languages of the WMO Secretariat are English and French. The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) * The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance. ** The position is funded from extrabudgetary resources and its renewal or extension depends on the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years. Date of issue of vacancy notice: 28 November 2014 WORLD METEOROLOGICAL ORGANIZATION ========================================================== VACANCY NOTICE No. 1913, ANNEX PROJECT OFFICER DUTIES AND RESPONSIBILITIES Under the administrative supervision of the Director of the Global Framework for Climate Services (GFCS) Office, the incumbent will perform the following duties to the benefit of the European Commission Directorate-General for Research and Innovation (RTD), Directorate I: Climate Action and Resource Efficiency, I.4: Climate Action and Earth Observation Unit: (a) Provide expertise and advice on the development of research programmes in view of the development of climate services in Europe; (b) Prepare and support the participation of the European Commission delegation to the Partners Advisory Committee of the GFCS; (c) Contribute to the drafting of future DG RTD Horizon 2020 work programmes in the field of climate change and climate services; (d) Identify relevant European Commission programmes and departments engaged in supporting implementation of climate services in Europe and globally (DEVCO, AGIR, etc.) and assist in coordinating GFCS engagement; (e) Assist the relevant DG RTD in its duty of contributing to the European Commission interservice consultation on climate-related issues; (f) Provide climate expertise and support the European Commission in its role of GEO co-chair and associated European coordination mechanisms (GEO High Level Working Group); (g) Support the ad hoc Expert Group on the Development of Climate Services in Europe; (h) Assist the DG RTD in the drafting of its future Communication to Council and Parliament on the development of a European Market for Climate Services; (i) Support the subgroup on climate services of the Advisory Group of Horizon 2020 Societal Challenge 5; (j) Liaise with other units of the European Commission which are in charge of Copernicus (Directorate-General for Mobility and Transport (MOVE)); (k) Liaise with the Copernicus Climate Change Service operator (ECMWF); (l) Maintain a permanent link with the WMO Brussels Liaison Office; (m) Support the preparation of the European Commission’s participation to major international conferences and events such as Conferences of the Parties to the United Nations Conventions, the Global Platform for Disaster Risk Reduction, international and regional meetings, etc.; (n) Support the European Commission in the organization of meetings, workshops and consultation exercises in the climate services domain; (o) Provide the European Commission with advice on new initiatives and approaches to facilitate the implementation of GFCS; (p) Carry out other relevant duties as required. ________________
