Minimum Standards - Missouri
The minimum standards provide the surveyor and recipient of boundary surveys with a realistic
guideline for adequate survey performance. The minimum standards apply to all property boundary
surveys made for determining the location of land boundaries and land boundary corners, but do not
apply to preliminary plats or plans, plot plans, engineering surveys; geodetic surveys; or
cartographic surveys, or Surveyor’s Real Property Report.

FEMA Flood Elevation Certifications
The two hour class will go over completion of the elevation certificate form. Class will go through
elevation certificate forms line by line to discuss accurate completion of the forms. Special attention
will be placed on building diagrams and base flood elevations. These are two areas that have caused
some problems in the past and resulted in property owners having greatly increased flood insurance
premiums.

Preparing Data for 3D Scanning Operations - A Lucrative Revenue Source for the
Modern Land Surveyor
Most new dozers, motor graders, and excavators are being shipped from the factories with machine
control hardware and software already installed. These machines cannot work properly without
quality data files. Preparation of these data files can be a new revenue stream for a land surveyor.
This class will teach you how to clean up the data files submitted by the engineer or architect and
then prepare them for use in machines with Trimble, Topcon, Carlson, or Lieca machine control. We
will take you through the entire process using Carlson Survey/Civil to open up a raw DWG file and
produce the data files in the proper file format for the machines.

Modernization of the National Spatial Reference System Keeping Pace with
Changes in Positioning Technology and User Expectations in a Dynamic World
During the next decade enhancements and additions to the network of Global Navigation Satellite
Systems (GNSS) including; the U.S. NAVSTAR Global Positioning System, Russian GLONASS, European
Union GALILEO and China's BeiDou will significantly improve the use of space-based positioning
systems for surveying, mapping, charting, navigation and innumerable other applications. In order
to meet the anticipated demands for an improved geospatial framework that these developments
will require, the National Geodetic Survey (NGS) is implementing a plan for the modernization of the
National Spatial Reference System (NSRS).

Missouri vs. Kansas Border Wars: A Comparison of Their USPLSS
From reading about of the U.S. Public Land Survey System in most surveying textbooks, one would
get the impression the system is simple, regular and was uniformly applied from the Midwestern
states on west: Some USPLSS myths include: All Guide Meridians and Standard Parallels are

regularly spaced. All Townships have 36 sections and all Sections are a mile square and contain 640
acres. Yes, the textbook says there are a few exceptions, but they are not explained. The two
presenters, Elgin for Missouri and Brosemer for Kansas, go back and forth, discussing and comparing
the different components of the USPLSS for the two states, how they were surveyed and how they
differ. Both are surveying practitioners, teachers and authors. The seminar will be of particular
benefit to those intending to become licensed in either of those states. And, will probably contain new
information, even to those already licensed.

Steve Brosemer, PS, owner of Geotech, Inc, was licensed by examination in 1980. He is a graduate of Wichita State University in History and Secondary
Education. Steve has been an owner and partner of Geotech for over thirty years. He has provided land surveying services to both private and public sectors.
Professionally Steve has served as President of the Kansas Society of Land Surveyors in 1988 and 1989. He is currently a member of the KSLS Charitable
Foundation Board and a land surveyor member of the Kansas State Board of Technical Professions. He is a regular presenter of seminars to licensed land
surveyors and other related professions. Steve is also a past chair of the Emporia Area Chamber of Commerce and serves on the Board of Trustees of the Lyon
County Historical Society. Steve also performs historical re-enactments at various events as a GLO Surveyor.
Tom Bryant is a professional land surveyor with more than 30 years of experience working in surveying. He graduated from Southeast Missouri State
University in 1978 with a Bachelor of General Studies degree, studied at the University of Missouri-Rolla under Dr. Richard Elgin, and graduated from the
University of Arkansas-Fayetteville, where he studied under Dr. David Knowles, with an Associates degree in Surveying in 1984. Tom worked for several
surveying and engineering companies in the Saint Louis area, implementing field to finish techniques, robotics and GPS into daily usage, until 2005 when he
became employed by Siler Instrument Company to head their Technical Support and Training activities in Saint Louis. In April of 2008, Seiler Instrument
Company was awarded the contract to build and implement a state wide Real time VRS network for the Missouri Department of Transportation and Tom was
assigned the position of Project Manager tasked with getting the Missouri Real Time Network operational. This was accomplished on February 1, 2010. Tom is a
past President and newsletter editor for the Saint Louis chapter of MSPS, and has been a presenter at several MSPS workshops. Since October of 2010, Tom has
been Technical Support and Training Manager for Seiler Instrument Company’s Survey Division.
Dave Doyle joined the National Geodetic Survey in 1972, and held the position of chief geodetic surveyor until his retirement in January, 2013. He was
responsible for the development, technical design and management of plans and programs that enhance the United States National Spatial Reference System. He
has provided technical assistance in Geodesy to International, Federal, State and local surveying, mapping and GIS agencies.
Dick Elgin is a second-generation surveyor, and was raised in his father's surveying business in Rolla, Missouri. After serving meritoriously as an Army
helicopter pilot in Vietnam, he returned to Rolla and received the degrees B.S. and M.S. in civil engineering from the Missouri University of Science and
Technology (S&T). After working for a consulting engineer in the Kansas City area for several years, he attended the University of Arkansas and received the
degree Doctor of Philosophy. Leaving Arkansas, he joined the faculty of the Department of Civil Engineering at S&T as an Assistant Professor (1980-1984). He
currently serves as an Adjunct Professor at the school. He is a former member of the Missouri Board for Architects, Professional Engineers, Professional Land
Surveyors and Landscape Architects. From 1984 until 2008, Dick was the President and owner of Elgin Surveying & Engineering, Inc. in Rolla. He currently
works for Archer-Elgin Engineering, Surveying and Architecture in Rolla. Dr. Elgin is a member and past president of Missouri Society of Professional Surveyors
(MSPS). He is a member of S&T’s Academy of Civil Engineers, and its Order of the Golden Shillelagh. He is a recipient of the "Presidents Award" from ACSM, and
MSPS’s "Robert E. Myers Service Award". Dick is the author of “The U.S. Public Land Survey System for Missouri.”
Bill Haverkamp, L.S., is the Survey Coordinator for the Kansas Department of Transportation. He began his surveying career in 1977 on a KDOT preliminary
design crew, became licensed in 1986, and has been in his present position since Nov, 1990. He is past president and board member of the Kansas Society of
Land Surveyors.
J. Paul Maurin began his surveying career in 1994 working part time during the summer for Rhodes Land Surveying. He graduated from Benedictine College in
1998 with a BA in Sociology, later graduating from Washburn University School of Law in 2003. Paul practiced law for two years specializing in insurance
defense and real estate. In 2006 he became Assistant Right of Way Supervisor at Aquila and in 2008 became the Right of Way Specialist with the Kansas City
Power and Light.
Bradley McCloud is a Professional Land Surveyor with combined experience in route, office, construction, and boundary surveying that encompasses almost 18
years. He is currently the Land Survey Coordinator for the Missouri Department of Transportation. In this role Brad is responsible for overseeing the
Departments’ Land, Route and Construction surveying policies for MoDOT. He is also the lead contact for department on all surveying matters.
Dr. Joseph V.R. Paiva, is principal and CEO at GeoLearn, LLC (www.geo-learn.com) which is an online provider of professional and technical education since
February 2014. He is also faculty at GeoLearn, teaching courses on a wide variety of topics including unmanned airborne systems (UAS), state plane coordinates
system use, errors analysis, instrumentation theory and practical use. He also instructs courses across the surveying spectrum for those preparing to take the
FS, PS and state specific parts of the land surveying licensing examination.
Steve Samuelson, CFM, has been the National Flood Insurance Program Specialist at Kansas Department of Agriculture/Division of Water Resources since
2007. From 2005 to 2007 Steve worked for Lyon County as the Zoning Administrator and Floodplain Manager. Steve graduated from Emporia State University
in 1982, and is a Certified Floodplain Manager.
Dale Schmutzler
Curtis W. (Curt) Sumner is the Executive Director of the National Society of Professional Surveyors (NSPS) whose mission is serving the interests of
professional surveyors nationwide, and in their relationships internationally. He is a primary point of contact and liaison for the surveying profession with
numerous national and state organizations in the geospatial community and the U. S. Congress, and is a member of the NSPS/ACSM Delegation to the
International Federation of Surveyors (FIG).
David Widmer is currently the President of Widmer Engineering Inc., with offices in Beaver Falls, Beaver County, Connellsville, Fayette County and
Washington, Washington County. As President of the firm, he is responsible for human resources, finance, policy decisions and general profitability. Mr.
Widmer has been involved with the National Council of Examiners for Engineering and Surveying (NCEES) since he first attended a zone meeting in 1992 and
his first annual meeting in Portland, Oregon that same year. He has served on the Law Enforcement Committee, Uniform Procedures and Legislative Guidelines
Committee, Finance Committee, and Nominations Committee. Mr. Widmer served as the Northeast Zone Vice President from 2009 until his election as National
Treasurer of NCEES, He has been a member of the Board of Directors of NCEES since 2009 and was elected President-Elect of NCEES in August of 2013. He has
devoted the past 22 years to NCEES and values the many professional colleagues he has gotten to know and work with along the way.
Scott Zeller, EIT, CFM is the Floodplain Management Section Engineer for the Floodplain Management Section of the State Emergency Management Agency
(SEMA). As floodplain engineer, Mr. Zeller is currently responsible for aiding local officials, consulting engineers, and other interested parties to comply with
the rules and regulations of the National Flood Insurance Program (NFIP). Daily activities include explaining the different Letter of Map Change (LMOC)
processes, reviewing of technical data submitted to communities for compliance, and aide in determining Base Flood Elevations (BFE’s) for participating
communities. Mr. Zeller is also SEMA’s Cooperating Technical Program (CTP) coordinator. These duties include communication with FEMA on engineering
related activities as well as outreach to counties and/or communities. Mr. Zeller earned a Bachelor of Science Degree in Civil Engineering from the University of
Missouri/Columbia in 2004. Mr. Zeller is a Registered Engineer In Training (E.I.T.) in the State of Missouri (plans to sit for the P.E. exam) and is also a Certified
Floodplain Manager (CFM). Further, he is a member of the American Society of Civil Engineers (ASCE) and the Association of State Floodplain Managers
(ASFPM).

J. Michael (Mike) Flowers retired in June 2008 from the position of the Missouri State Land Surveyor, within the Missouri Department of Natural Resources,
Division of Geology and Land Survey. Mike was also the Director of the Land Survey Program. Mike began his surveying career as a technician in 1970 at Big
Piney Surveying and Engineering in Houston, Missouri. During his tenure with the Land Survey Program he served as a Land Survey Technician, Project
Surveyor, State Parks Surveyor and Geodetic Section Chief. Mike was appointed as the State Land Surveyor in 1997. He currently serves as a member of the
Land Survey Division of the Missouri Board of Architects, Professional Engineers, Professional Land Surveyors and Landscape Architects.
