SAILING INSTRUCTIONS
Based on Yachting New Zealand - Standard Format
1.0 RULES
1.1
The regatta will be governed by the ‘rules’ as defined in the racing rules of sailing 2013-2016.
1.2
The Yachting New Zealand Safety Regulations Part 1 shall apply.
1.3
A boat shall not discharge rubbish in the water.
2.0 NOTICES TO COMPETITORS
2.1
Notices to competitors will be posted on the official notice board located in Wakatere Boating Club.
3.0 CHANGES TO SAILING INSTRUCTIONS
3.1
Any change to the Sailing Instructions will be posted before 0900 hours on the day it will take effect.
4.0 SIGNALS MADE ASHORE
4.1
Signals made ashore will be displayed on the Club Signal Mast located on the Eastern deck of the
Clubhouse.
4.2
When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 20 minutes’ in race signal,
AP. When flag AP over flag B is displayed boats shall not go afloat.

5.0 SCHEDULE OF RACES
5.1
Seven races are scheduled.
5.2
The order of races may be varied by the committee boat.

5.3
The warning signal for a subsequent race where no lunch/break ashore is scheduled will be made as
soon as practicable but not sooner than 3 minutes after the last boat finishes the previous race.
5.4
On day 1, racing may continue, while conditions suit and light allows, for up to 5 races.
5.5
On day 2, no race shall be started after 4.30pm.
6.0 CLASS FLAGS
6.1
Class flag will be the class insignia on a light coloured background.
7.0 RACING AREAS
7.1
The racing area is on the waters East and North-East (but not South) of Narrowneck Beach.
8.0 THE COURSES
8.1
The diagram in Attachment A shows the courses, including the approximate angles between legs, the
order in which marks are to be passed, and the side on which each mark is to be left.
8.2
No later than the warning signal, the race committee signal boat will display the approximate compass
bearing from the race committee boat to Mark 1.
8.3
All marks are to be left to port except when there is a gate in which case rule 9.4 applies.
8.4
When there is a gate, boats shall sail between the gate marks from the direction of the previous mark
and round either gate mark.
9.0 MARKS
9.1
Marks 1, 2, 3 and 3A will be Orange & Cylindrical in shape.
9.2
The start/finish mark will be Orange and Spherical.
9.3
A race committee boat signalling a change in course is a mark as provided in instruction 13.2.

10.0 AREAS THAT ARE OBSTRUCTIONS
10.1 The following areas are designated as obstructions :
(a) Reefs to the southern and northern ends of Narrowneck Beach.
(b) All shipping marks and other fixed navigational markers of any kind.
11.0 THE START
11.1 The starting line will be between a staff displaying an orange flag on the committee boat at the
starboard end and the port-end starting mark.
11.2 A boat starting later than four minutes after her starting signal will be scored Did Not Start. This
changes rule A4.
11.3 If flag U has been displayed as the preparatory signal, no part of a boat’s hull, crew, or equipment
shall be in the triangle formed by the ends of the starting line and the first mark during the last
minute before her starting signal. If a boat breaks this rule and is identified, she shall be
disqualified without a hearing but not if the race is restarted or resailed or postponed or
abandoned before the starting signal. This changes rule 26. When flag U has been displayed as
the preparatory signal Rule 29.1 Individual Recall does not apply. The scoring abbreviation for a
flag U penalty is UFD. This changes Rule 11 Scoring Abbreviations.
12.0 CHANGE OF THE NEXT LEG OF THE COURSE
12.1 To change the next leg of the course, the race committee will move the original mark (or the
finishing line) to a new position
12.2 Except at a gate, boats shall pass between the race committee boat signalling the change of next
leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This
changes rule 28.1.
13.0 THE FINISH
13.1 The finishing line will be between an orange flag on a staff on the committee boat and the finishing
mark.
14.0 PENALTY SYSTEM
14.1 The penalties are as set out in rules 44.1 and 44.2.
14.2 A boat that has taken a penalty or retired under rule 31.2, or rule 44.1 shall complete an
acknowledgement form at the race office within the protest time limit.

15.0 TIME LIMITS AND TARGET TIMES
15.1 The time limits and target times in minutes for the first boat are as follows:

15.2 If no boat has passed Mark 1 within the Mark 1 time limit, the race will be abandoned. Failure to
meet the target time will not be grounds for redress. This changes rule 62.1(a).
15.3 Boats failing to finish within 15 minutes after the first boat sails the course and finishes will be
scored Did Not Finish. This changes rules 35 and A4.1.
16.0 PROTESTS AND REQUESTS FOR REDRESS
16.1 Immediately after finishing a boat intending to protest shall, in addition to the requirements of rule
61.1(a), inform the race committee boat at the finishing line of her intention to protest and the
identify of the boat(s) protested against. The protesting boat must receive an acknowledgement
from the race committee. This changes rule 61.
16.2 Protest forms are available at the race office. Protests shall be delivered there within the protest
time limit.
16.3 The protest time limit is 90 minutes after the last boat has finished the last race of the day. The
same protest time limit applies to all protests by the race committee and protest committee and to
requests for redress. This changes rules 61.3 and 62.2. Protest time limits will be posted.
16.4 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings
in which they are parties. Hearings will be held at Wakatere Boating Club or as advised by the
race committee.
16.5 Notices of protests by the race committee or protest committee will be posted to inform boats
under rule 61.1(b).
16.6 A list of boats that, under instruction 15.4, have acknowledged breaking rule 42 or have been
disqualified by the race committee will be posted before the protest time limit.
16.7 For the purpose of rule 64.3(b) the ‘authority responsible’ is the measurer appointed by the
organising authority.
16.8 Breaches of instructions 1.6, 4.2, 12.3, 15.3, 19, 20.2, 23, 24 and 25 will not be grounds for a
protest by a boat under rule 60.1(a). This changes rule 60.1(a). Penalties for these breaches
may be less than disqualification if the protest committee so decides.

16.9 On the last day of the regatta a request for reopening a hearing shall be delivered:
(a) within the protest time limit if the party requesting reopening was informed of the decision
on the previous day;
(b) no later than 30 minutes after the party reopening was informed of the decision on that day.
This changes rule 66.
16.10 Decisions of the protest committee will be final as provided in rule 70.4.
17.0 SCORING
17.1 The Low Point scoring system of Appendix A will apply.
17.2 Two races are required to be completed to constitute a series.
17.3 When five or more races have been completed, a boat’s series score will be the total of her race
scores excluding her worst score.
17.4 The scoring abbreviation for a discretionary penalty given under instruction 17.9 will be DPI.
18.0 SAFETY REGULATIONS
18.1 All competing boats are required to sign in before going a float and sign off when coming ashore.
Sign in and sign off sheets will be located inside the Wakatere clubhouse entrance facing the
shore.
18.2 A boat that retires from a race shall notify the race committee as soon as possible.
19.0 REPLACEMENT OF CREW OR EQUIPMENT
19.1 Substitution of competitors will not be allowed without prior written approval of the race committee.
19.2 Substitution of damaged or lost equipment will not be allowed unless approved by the race
committee. Requests for substitution shall be made to the committee at the first reasonable
opportunity.
20.0 EQUIPMENT AND MEASUREMENT CHECKS
20.1 A boat or equipment may be inspected at any time for compliance with the class rules and sailing
instructions. On the water, a boat can be instructed by a race committee appointed measurer or
representative to proceed immediately to a designated area for inspection.
21.0 OFFICIAL BOATS
21.1 Official boats can be identified as follows :
(a) Committee Boat: Wakatere will have a staff with an Orange Flag.
(b) All other boats will be listed on the Roster Board in the Club House.

22.0 SUPPORT BOATS
22.1 Except when participating in rescue operations, team leaders, coaches, parents and other support
personnel shall stay outside areas where boats are racing from the time of the preparatory signal
for the first class to start until all boats have finished or the Race Committee signals a
postponement, general recall or abandonment of all classes. The areas the boats are racing is
defined as the area inside the course and within 100 meters of any mark, lay line, starting line,
finishing line or any area where any boat that is racing is sailing or may sail.
22.2 The Race Committee or the Protest Committee may protest any boat whose support boat is in
breach of Instruction 23.1 penalties imposed as a result of a protest under this rule will result in a
penalty being imposed on the boat(s) supported by the support boat.
22.3 Support boats will be listed on the Roster Board in the Club House.
23.0 RADIO COMMUNICATION
23.1 A boat shall neither make radio transmissions while racing nor receive radio communications not
available to all boats. This restriction also applies to mobile telephones.
24.0 PRIZES
24.1 Prizes will be arranged by Wakatere Boating Club and the New Zealand OK Dinghy Association
Incorporated.
25.0 DISCLAIMER OF LIABILITY
25.1 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The
Organising Authority will not accept any liability for material damage or personal injury or death
sustained in conjunction with or prior to, during, or after the regatta.
