1. 2. 3 RULES 1.1 The regatta will be governed by the Racing Rules of Sailing. 1.2 The prescriptions for RRS 60, 63.2 & 62.4 are not in effect. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located at The Race headquarters The Branch House Tavern, 5466 McEver Rd, Flowery Branch. It is the responsibility of each registered skipper to monitor the notices posted on the notice board. CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 8:30 a.m. on the day it will take effect, except that any change to the schedule of races will be posted by 6 p.m. on the day before it will take effect. 4 5 SCHEDULE OF RACES Saturday March 28, 2015: The warning for the start of the first race will be at 1055. Subsequent races to follow. Sunday March 29. 2015: The warning for the next race will be at 1055. The Lima flag will be flown at the finish of a race to signal that an additional race will follow. CLASS/FLEET FLAGS 5.1 We will use one color streamer for all fleets. The colors of the class flags may not necessarily match the color of the streamers. The PHRF fleets will be designated yellow, green, red, or light blue flags. The colors and corresponding fleets will be posted on the RC boat. The one design fleets flags will be designated by the RC boat. 5.2 Fleet designations will be determined and posted on the official notice board at the Skipper's Meeting 6 7 8 RACING AREAS 6.1 The racing area for the Racing Fleets will be in the vicinity of Corps of Engineers Marker 16 for the one design fleets. The PHRF fleets will start in the vicinity of X Island.. THE COURSES 7.1 The Race Committee will post the following on the course board at the stern of the Signal Boat: Order of starts, and courses. MARKS 8.1 The marks may be either Corps of Engineers permanent markers, LARC permanent marks or temporary marks. If temporary marks are used, they will be either orange, red or yellow tetrahedrons or balls. 8.2 The starting pin and finishing marks will be either a yellow tetrahedron or red ball. 9 THE START 9.1 Any boat that fails to have a proper start within 4 minutes of its fleet start will be scored as Did Not Start (DNS) for that race. All boats are required to check in with the race committee prior to the first race of each day. Boats will hail their sail number as they take the stern of race committee on starboard. The race committee will acknowledge that boat checking in by returning the hail. 9.2 Boats whose warning signal has not been made shall avoid the starting area. Any boat which is not in its starting sequence but interferes with a boat that in its starting sequence may be protested. 9.3 The Cruising Fleet will be given latitude to execute a pursuit start with details to be determined in the Friday Skippers meeting at The Branch House Tavern, 5466 McEver Rd, Flowery Branch, GA 30542. 10 THE FINISH 10.1 For the racing fleets, the finish line will be between a staff displaying an orange flag on the Race Committee boat and the finishing pin or a nearby mark. 10.2 For the PHRF Cruising Fleet, the finish line will be between Marker X and the nearby temporary mark or may be between an orange flag on the committee boat and the finishing pin. This will be determined at the skipper’s meeting. 11 12 13 TIME LIMITS 11.1 The time limit for each race is three (3) hours. If the cruiser fleet elects to sail only one race, the time limit shall be four hours for that fleet. 11.2 Any boat that fails to finish within 30 minutes after the second boat in her fleet sails the course or finishes beyond the time limit, whichever is greater, shall be scored Did Not Finish (DNF). PROTESTS AND REQUESTS FOR REDRESS 12.1 In addition to the requirements of rule 61, a protesting boat shall notify the Race Committee the boat she is protesting of its intent to protest at the conclusion of the race in which the incident occurred. {This changes rule 61.} 12.2. Protest forms are available at Race Headquarters The Branch House Tavern, 5466 McEver Rd, Flowery Branch.. Protests shall be delivered there within the protest time limit. 12.3 For all fleets, the protest time limit is 90 minutes after the last boat has finished the last race of the day. Notices will be posted on the Official Notice board within 30 minutes of the protest time limit to inform competitors of time and location of the protest meeting. 12.4 The race committee will post a list of penalties being assessed by the race committee prior to the end of protest time limit. The deadline for requesting redress based on these scores will be either 30 minutes after posting of the penalty notice or the protest time limit, whichever is later. This changes RRS 62.2. 12.5 Notices will be posted within 15 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held at the Branch House Tavern, beginning as soon as practical. 12.6On the last day of the regatta, a request a request for reopening a hearing shall be delivered (a) within the protest time limit if the party requesting reopening was infirmed of that decision on the previous day ; (b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes RRS 66. 12.7 On the last scheduled day of racing a request for redress on a jury decision shall be delivered no later than 30 minutes after the decision was posted, changing RRS 62.2 SCORING The Low Point scoring system will apply. If there less than four races, all scores will be included for the total of this regatta. However, if there are four or more races, a boat’s worst score will be excluded. One race is required to be completed to constitute a regatta. 14 15 SAFETY A boat that retires from a race shall notify the race committee as soon as possible. (VHF Ch. 69) RADIO COMMUNICATION Courtesy broadcasts of the race courses and the starting sequences Area one may be made on VHF channel 69. The failure of any boat to have a working radio, the failure to send or hear the courtesy broadcast, the timeliness of the broadcast or failure to broadcast shall not be grounds for granting redress. } 16 DISCLAIMER OF LIABILITY Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor agrees to release the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law. The Skipper/Owner shall be responsible for the actions of his or her crew and guests. The legal drinking age in Georgia is 21, and minors are not permitted to consume alcohol. In the event of a serious breach of conduct, sportsmanship, destruction of property, under age drinking, or failure to comply with the request of any Race Officer, Committee Member or AISC board Member, the Skipper/ Owner will be held responsible and the boat, competitor, crew or guest may be subject to expulsion from the regatta by the Event Director. The Skipper/Owner shall release and hold harmless AISC; it’s Officers, Director’s and agents for the Skipper/Owner, his/her crew or guest(s) violation of any of the provisions of these Sailing Instructions
