NOTICE FOR TENDERS/ QUOTATIONS:
Sealed tenders/quotations are invited for hiring of office space at Cuttack,
Angul & Dhenkanal for a period of minimum five years for offices as
detailed below.

Interested parties with clear title alone may apply. The premises
should be ready for occupation at short notice.
The offer should be sent simultaneously in two parts, namely,
Technical Bid & Financial Bid. The finalisation of rent based on location
& quality of construction is subject of certification by CPWD / hiring
committee, subject to final approval and sanction by the Government of
India, as per the rules framed in this regard. The technical bid will be
opened in the first instance and the financial bid shall be opened only in
respect of those parties which are short listed on the basis of their
Technical bids.
Interested parties can obtain the details of technical / financial
bids from office of the Deputy Commissioner, Central Excise, Customs &
Service Tax, Cuttack Division, Sec-6,CDA,Cuttack-753014 or download it
from http://www.cbec.gov.in/tender/tenders-idx.htm. The offers should be
submitted in two separate envelopes superscribed as „Technical bid‟ and „Financial

bid‟ and should be sent in a single envelope
superscribed as
“TENDER / QUOTATION FOR HIRING OFFICE ACCOMMODATION AT
CUTTACK / ANGUL / DHENKANAL” & should be addressed to the Deputy
Commissioner, Central Excise, Customs & Service Tax, Cuttack
Divison,Sec-6, CDA, Cuttack-753014.
The last date of receipt of Tenders at the address mentioned
above is 24/10/2014 at 1730Hrs. Receipt of documents beyond the
specified date and time will not be entertained. The Department takes no
responsibility for delays/ loss of documents sent by post/courier/ or any
other means.
Terms & Conditions:A. The following terms and conditions need to be fulfilled/followed:
1. Full postal address of the building proposed for hiring to be given.
2. Key plan/Blue print of the building to be given.
3. Easy access/non congested area.
4. Quality/year of construction.
5. The building should be fit for commercial/office use and should
preferably be on the same or on continuous floors.
6. The legal owner should provide assured sufficient parking space for
vehicles.
7. There should be a provision for 24 hours Electricity supply preferably
with 100% power backup round the clock.
8. The legal owner will undertake to carry out annual repairs and
maintenance every year.
9. In case of high rise building, provision of lift is essential.
10. The building should have appropriate fire safety compliance
mechanism.
11. The space offered should free from any liability and litigation with
respect to its ownership, Lease/renting and pending payments against the
offered space.
12. There should be sufficient provision of toilets for ladies and gents
separately with sanitary and water supply installation.
13. The building should have adequate security cover to protect
government property intended to be acquired.
14. The owner should clearly mention the fixtures provided by him at the
time of renting the accommodation.
15. Exact super-built-up area and carpet area should be specified
separately.
16. Clearances/No Objection Certificate from all the relevant
Central/State/Municipal authorities and Fire Department for use as office
premises, conforming the municipality law including NOC from the
Municipal Dept. should be provided; and
17. Facilities and amenities available with the building

B. Financial terms & conditions:
1. Monthly rent & all other charges are to be given.
2. Lease period and extension/termination of lease after giving notice as
per legal requirements.
3. Mode of periodical revision of the rent by mutual agreement.
4. Undertaking given by the owner regarding Fair Rent Certificate issue by
CPWD.
The bidder should give these details & accept the terms and conditions.
They should fill the details in the following proforma (Technical BidAnnexure-‘A’ & Annexure-‘B’ and Financial Bid- Annexure-‘C’ &
Annexure-‘D’) and submit the same alongwith the copies of such
supporting documents etc.

2. The area proposed to be preferably on the floors contiguous
to each other.
3. The building should be in a ready to use condition with
electricity, water, lifts, sewerage, fire fighting equipments and
adequate toilet facilities. The electric power available should
be indicated.
4. Whether there are suitable built cabins ready to use or the
bidder is willing to make cabins as per requirement

borne by the Department. Service Tax will
