OVERVIEW OF THE FUNCTIONS OF THE POST
I. Background
Somalia has had a stable government and is advancing well on the establishment of a good quality education system. In
support of Somalia Government’s education strategic plan and within the framework of UNESCO’s mandate to support
national education sector development in Somalia and in line with two priority areas of comparative advantage, namely
sector-wide policy and planning, adult literacy development, and quality education through teacher education, as
indicated in the UNESCO Education Strategy for Somalia, a National Project Officer will undertake the following duties
and tasks.
II. Duties and requirements
Under the overall authority of Director of the Regional Office for East Africa based in Nairobi, the overall supervision of
the Programme Coordinator , for Somalia based in Nairobi, the incumbent will assist the Director and the Programme
Coordinator in planning and implementing Somalia Education Programme and in strengthening liaison and
coordination with the Somalia Ministry of Education in Mogadishu and Hargeisa. Specifically, s/he will undertake the
following tasks and responsibilities:

Participate in the development and preparation of the sector work plan, and ensure compliance with
specific assigned objectives.
Contribute towards the formulation of projects by compiling data, analyzing and evaluating information,
and drafting the documents.
Contribute towards the design, preparation, implementation, monitoring, and evaluation of programmes,
projects, and activities.
Prepare analytical and periodic reports and documents for all sector activities.
Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with
government counterparts and other partners.
UNESCO DOES NOT CHARGE A FEE AT ANY STAGE OF THE RECRUITMENT PROCESS.
Contribute in providing technical advice and assistance to government officials and other partners in the
planning, management, and implementation of programme / projects.
7. Liaise with the national and international agencies and counterparts, with regard to the management of
programme/projects, as well as participating in meetings and ensuring follow-up on implementation of
recommendations and agreements.
8. Contribute in the planning and organization of capacity building programmes, including organization of
training workshops, field visits, and seminars.
9. Coordinate with the Operations / Procurement staff on timely delivery of assistance activities, as well as
requesting disbursement of funds, and monitoring of programme financial status.
10. Ensure the accurate and timely input of programme information in computerized programme system and
the issuance of status reports for monitoring and evaluation purposes.
11. Receive and screen all internal and external communications, attaching necessary background information
for review by supervisors, and maintaining the sectors records and reference files.
12. Perform other duties, as required by the supervisor and the Director of the Office.

REQUIRED QUALIFICATIONS
EDUCATION
 Advanced degree in education (Master’s degree), preferably education planning, basic education, teacher
education.
WORK EXPERIENCE

At least 4- 7 years of relevant work experience, both at the national and international levels, in the field of
education, with at least two years in the non-formal education and literacy.

Good computer and other IT skills.
SKILLS/COMPETENCIES
 Extensive professional knowledge and experience, holistic understanding of formal and non-formal education.
 Knowledge and expertise in teacher education, non-formal education and literacy.
 Sensitivity and adaptability in cultural, gender, religion, race and nationality.
 Experience and understanding of the country and region and a clear understanding of development work.
 Extensive experience in programme planning, monitoring and evaluation.
 Strong strategic and analytical skills.
 Excellent organizational, networking, partnership building and interpersonal skills.
 Excellent communication skills, including writing and oral expression.
LANGUAGES

Excellent knowledge of English and Somali
DESIRABLE QUALIFICATIONS


WORK EXPERIENCE
Experience in working with/on national projects that involve development partners, would be an asset.
Fluency in the national language and other regional languages would be an advantage.
