DEEP DRAWN STAINLESS STEEL SINKS
EXPORTED FROM THE PEOPLE’S REPUBLIC OF CHINA
Measures
Provisional anti-dumping measures in the form of ad valorem dumping securities (DSA) have been imposed on deep
drawn stainless steel sinks exported from the People‟s Republic of China (China).
All exporters and suppliers of deep drawn stainless steel sinks exported from China are subject to DSA as advised in
Tables 2 and 3.
Preliminary Affirmative Determination (PAD) number 238 and Anti-Dumping Notice (ADN) 2014/70 provide further
information to assist importers and customs brokers.
Description of the goods
The goods subject to anti-dumping measures are deep drawn stainless steel sinks:
 with or without integrated drain boards;
 whether finished or unfinished;
 regardless of type of finish, gauge, or grade of stainless steel; and
 whether or not including accessories; and
 either:
o with a single deep drawn bowl having a volume of between 7 and 70 litres (inclusive); or
o with multiple drawn bowls having a combined volume of between 12 and 70 litres (inclusive)
Identifying the goods subject to measures
For clarification, the goods subject to the measures include:
 stainless steel sinks with multiple deep drawn bowls that are joined through a welding operation to form
one unit; and
 deep drawn stainless steel sinks whether or not they are sold in conjunction with accessories such as
mounting clips, fasteners, seals, sound-deadening pads, faucets (whether attached or unattached),
strainers, strainer sets, rinsing baskets, bottom grids, or other accessories.
Excluded from the goods subject to the measures are stainless steel sinks with fabricated bowls.

DSA rates were revised on 24 October 2014.
Direction for collection of dumping securities
Goods exported from China are subject to DSA in the form of an “ad valorem” measure. The DSA liability is
calculated by multiplying the dumping export price (DXP) by the DSA ad valorem duty rate, where the DXP is the
total invoice price for the line on the invoice/entry expressed in the export price terms for the respective DSN shown in
Table 4.

DSA ad valorem duty rates are shown in Table 4.
For goods entered for home consumption (EFHC) on or after 13 August 2014 to 23 October 2014, DSA ad valorem
rates reflect the preliminary dumping margins calculated at the time of making the PAD and are shown in Table 4. For
goods EFHC on or after 24 October 2014, DSA ad valorem rates reflect revised dumping margins and are shown in
Table 4.
As advised in ADN 2014/115, new rates of DSA have been determined for all exporters. ADN 2014/115 provides
further information to assist importers and Customs brokers.
Lodging an entry for goods subject to these measures
Goods subject to the securities must be entered using the dumping specification number (DSN) for the nominated
exporter/supplier as shown in Table 2 and the export price terms as shown in Table 3.
The DSA ad valorem rate for All Other Exporters will apply unless an importer/broker can provide proof that
the goods are being supplied either directly by a named exporter or through a linked supplier(s).
Importers/brokers will need to submit a „dumping security undertaking‟ form when lodging an entry for goods
subject to these measures. The dumping security undertaking form is available at

Importers and Customs brokers should contact the National Temporary Imports and Securities Section (NTIS) of
the Australian Customs and Border Protection Service (ACBPS) at [email protected] to lodge the
undertaking form and for further information relating to the operation of securities.
