implement tuition fees
◦ To establish a scholarship scheme for highly
qualified students from countries outside the
EU/EEA

• Elimination of ”meter-based” financing of
programmes for students outside the EU/EEA. PhD
programmes not be affected
• Implementation of 2 scholarship schemes
— Academy profession programmes/Professional bachelor
programmes
— University Bachelor’s and Master’s programmes for
students enrolled in a full degree programme – Cost
neutral
• Decentralised administration and possibility of
charging tuition fees higher than the actual
expense
• Act effective in August 2006

Europe studying in Denmark

20 pct. of the new international students from outside the
EU/EEA by 2020 (in 2012: 12 pct.)

Still a challenge to attract students outside the
EU/EEA to Denmark – but we keep on trying!
