The Taxicab, Limousine & Paratransit Foundation (TLPF) is an
IRS-approved non-profit, charitable and education foundation
established in 1987.
TLPF is dedicated to sponsoring research and education to
promote, improve and benefit our industry.

What is TOP?

A few days after initial launch in Denver in 2011

More TOP Success Stories
On January 30, 2013, a driver for ABC Taxi, Tampa, Florida,
notified emergency responders of a van that had run off the road
and crashed into the woods. He rescued two women trapped in
the upside down vehicle.
In March 2013, a taxicab driver for Yellow Cab of Biloxi/Gulfport
(Miss.) captured a fatal hit and run on his in-vehicle camera. The
company turned a copy of the video over to the police to assist in
their investigation.

On March 27, 2013, the New York City Livery Roundtable
announced that the TOP training program would be made
available before the end of the year

to the 24,000 livery cab drivers in New York City

to the 8,000 NYC black car drivers.

“This program will result in an additional 64,000 eyes looking out for our
neighborhoods and our residents, serving as a force multiplier for public
safety agencies at zero cost to taxpayers,” said LRT founding board
