LEGOLAND udvikles og udvides konstant. Vi foreslår et scenarie hvor LEGOLAND udvides over Nordmarksvej med en form for bro med natur og dyreliv,
der på den ene side gør udvikling i stor skala mulig og samtidig giver en
sikker forbindelse over den meget trafikerede vej. For bedre at integrere og
gøre LEGOLAND mere tilstedeværende i Billund, foreslås to nye indgange;
mod den fremtidige togstation og det nye LEGO Campus. Forbedrede
visuelle forbindelser og kig indtil parken ville give spændende udsigter for
omgivelserne.
7. LEGO CAMPUS
LEGOLAND is constantly developing and expanding. We propose a scenario
where LEGOLAND expands across Nordmarksvej in a form of fauna bridge,
at the same time allowing for a large-scale development and creating a safe
connection across the heavy traffic of the road. To make LEGOLAND better
integrated and more present in Billund, two new entrances are proposed towards the future train station and the new LEGO Campus. Improved visual
connections, sneak peaks into the park, would create exiting views from the
surrounding areas.

In the city-vision of Billund a phase-plan is presented as
an example for a meaningful development of Billund over
time. The vision works with a general phase division, which
starts with the development of the city center.

Billunds bymidte er under forandring. LEGO House er under opførelse og
kan fungere som katalysatoren i transformationen fra en mindre bys døende
bymidte med flere biler end mennesker til en legende, mixed-use bymidte
med reduceret trafik. Blandingen af boliger, virksomhedsfaciliteter og en
stærk turistattraktion danner en bymidte for lokale, ansatte og besøgende.
Åbne og aktive stueetager styrker betingelserne for et offentligt og aktiv
legende landskab, der flettes sammen med bæken og naturen som et grønt
bindeled gennem den tætte urbanitet.
Billund city center is changing. LEGO House is currently under construction and
could work as the catalyst in the transformation from a dying small town center
with more cars than people to a mixed use, playful center with less traffic. The
mix of housing, business facilities and a main tourist attraction creates a center
for locals, workers and visitors alike. Open and active ground floors give conditions for an active public playscape which merges with the creek and nature as
a green link through the dense urbanity.

INSTITUTIONS
De centrale institutioner skal gøres mere synlige og tage større del i det offentlige liv. Den Internationale Skole udvikles hurtigt og kunne udvides med
en ny bygning. Kulturcenteret er ved at undergå en omprogrammering til
at blive børnenes kulturcenter og kunne transformeres til at blive Billunds
offentlige dagligstue. Overlappende aktiviteter mellem ældre borgere på
plejehjemmet og skolebørn, så som urban farming eller dyrepasning, kunne
bringe generationer tættere sammen.
The central institutions should be made more visible and take a bigger part in
public life. The International School is developing fast and could expand with a
new building. The culture center is undergoing a re-programming to become
a children’s culture center and could develop into the common living room for
all of Billund. Overlapping activities between the elderly at the care center and
school children such as urban farming or animal care could bring generations
closer together.
It is a fact that Billund will have a train station connecting the city to Vejle and
the rest of the country. A location immediately to the west of LEGOLAND and
as close to the city center as possible would bring tourists to the doorstep of
the attraction and the commuting workforce near LEGO Campus. Around the
infrastructural hub and adjacent to LEGO Campus an incubator for play-related
business could blossom and become the Silicon Valley for anything play, learning and creativity related – Billund’s very own Play Valley.

Travbanen er centralt og smukt placeret langs bæken men lider under finansielle vanskeligheder. I fremtiden har området potentiale til at blive et nyt
mixed-use urbant nabolag, tæt forbundet med naturen. Området vil fokusere på boliger men også inkorporere arbejdspladser og servicefunktioner
til lokalmiljøet. Som et minde fra travbanen vil den ovale form blive bevaret
som en park eller en ny turistattraktion.

Det er et faktum at Billund får sin egen togstation, der forbinder byen med
Vejle og resten af landet. En placering lige vest for LEGOLAND og så tæt på
bymidten som muligt ville bringe turister direkte til turistattraktionens dør
og ansatte, der pendler, tæt på LEGO Campus. Omkring det infrastrukturelle
midtpunkt og det tilstødende LEGO Campus kunne væksten for virksomheder relateret til leg stimuleres og området blive svaret på Silicon Valley
indenfor leg, læring og kreativitet - Billunds helt eget Play Valley.
The horse track is centrally and beautifully located along the creek but is
suffering from financial difficulties. In the future the area has the potential to
become a new mixed-use urban neighborhood, closely connected to nature.
The area would be focused on housing, but also incorporate workspaces and
neighborhood services. As a memento of the past the oval shape of the horse
track would be kept open as a park or a new tourist attraction.
LEGO is planning a new campus in central Billund. With a key location as a link
between the tourist attractions and the city center, the campus could become
an urban, open work place allowing the public to pass in between buildings
and experience the “ real LEGO atmosphere”. In certain areas, such as a cafés or
the lobby, the public could even be invited inside.

CENTRAL FOREST AND CREEK
Området syd for lufthavnen, mellem hovedturistattraktionerne, er en god
placering til et større konferenceområde, der kan tiltrække besøgende til
Billund under lavsæsonen for turisme. Langs konferencesalen, der er integreret i landskabet, vil der ligge hoteller af forskellig karakter og skabes en
forbindelse over Nordmarksvej til Lalandia. På den anden side af vejen på
lufthavnens område foreslår vi en Aerotropolis, som bringer virksomheder,
hoteller, underholdning sammen, de vil nyde godt af nærheden til lufthavnen
og danne en forbindelse mellem byen og lufthavnen.
LEGO planlægger et nyt campus i det centrale Billund. Med en nøgleplacering, der forbinder turistattraktioner og bymidten kunne campusset blive
en urban og åben arbejdsplads, der tillader at offentligheden kan passere
igennem mellem bygningerne og opleve ”den ægte LEGO atmosfære”. I visse
områder, som cafeen eller foyeren, kunne folk blive inviteret indenfor.
The area south of the airport, between the main tourist attractions, is well
located to house a major conference venue attracting visitors to Billund during
tourism low-season. The conference hall will be integrated with the surrounding
nature and would be aligned with hotels and bridge across Nordmarksvej to
Lalandia. On the other side of the road on the airports land we propose an
Aerotropolis, bringing together business, hotels and entertainment which
would benefit from the airport proximity and create a link between the city and
the airport.
Der er et uudnyttet potentiale i den centrale skov så vel som området
omkring åen. Ved at oprette aktiviteter i naturen og reetablerer åen, kunne
området blive et mødested for alle aldre, hvor naturen opleves på mange
forskellige måder. Med naturlegeplads, bmx-bane, en overdækket sti i
skoven, en labyrint, en skovhave, urbane køkkenhaver, Billund sø, platforme
til fiskeri, en kunst café, pavillion og skulpturer, kunne området virkelig blive
Billunds grønne hjerte.
There is unfulfilled potential in the central forest as well as the creek. By creating activities in the green area and re-establishing the creek the area could
become a meeting place for all ages, where nature is experienced in many
different ways. Through a forest playground and bmx-track, a tree canopy walkway, a labyrinth, forest-gardens and urban farming, the Billund Lake, fishing
platforms, an art café, pavilion and sculptures the area truly could become the
green heart of Billund.

Det er de værdier, der skal guide Billunds fremtidige udvikling.
Hvad er ambitionen for Billund, hvis man skærer helt ind til
benet? At fokusere fremtidig udvikling, der, hvor det skaber
mest mulig værdi for de mennesker, der bor og arbejder i Billund - og dem, som kommer på besøg.
Visionen rummer en række konkrete forslag til byudvikling og peger på en
mangfoldighed af elementer, der skal spille sammen. Men alle visionens
forslag er baseret på fire grundpiller, som skal tegne Billunds fremtid. Det
handler kort og godt om at skabe et Billund, der udtrykker kreativitet,
leg og læring, er tæt og mangfoldig, integrerer natur og har en innovativ
udviklingskultur.
OM TILBLIVELSEN AF BILLUND BYVISION OG BYCHARTER
Visionsplanen er udarbejdet af Bjarke Ingels Group og Urgent.Agency i
samarbejde med Billund Kommune, Realdania og KIRKBI. Visionsplanen
tager udgangspunkt i en omfattende kortlægning af byens eksisterende
kulturelle og rumlige kvaliteter og udfordringer. Udarbejdelsen af helhedsplanen har involveret et stort dialogarbejde, hvor mange af byens børn,
beboere, medarbejdere og erhvervsdrivende er kommet til orde. Det er bl.a.
sket gennem fokusgruppeinterviews, mere end 30 stakeholderinterviews
og en række workshops for børn og voksne. Endvidere er der lavet omfattende analyser af lokale og internationale trends i forhold til udvikling
inden for bl.a. familiemønstre, bosætning, infrastruktur, erhvervsudvikling,
arbejdspladsudvikling og turisme.
Billund Bycharter er formuleret på baggrund af den samlede arkitektoniske,
kulturelle og strategiske analyse, der er gennemført. I analysen har vi fokuseret på 7 temaer, der har særlig betydning for Billunds udvikling. Udgangspunktet er en analyse af Billunds historie, landskab, by og kontekst – og de
forandringer Billund står overfor. De 7 temaer er:
1. Tættere på Børnenes Hovedstad: Hvad betyder Billunds ambition og
målsætning om at være Børnenes Hovedstad?
2. At bo i Billund: Hvor og hvordan bor man i Billund – og hvilke nye behov er
der inden for bosætning?
3. At vokse op i Billund: Hvordan er det at vokse op i Billund – og hvilke
muligheder ser børn i byen?
4. Arbejde og erhverv i Billund: Hvad kendetegner Billunds arbejds- og
erhvervsliv – og hvordan udvikler forholdet sig mellem arbejde, erhvervs og
byudvikling?
5. At besøge Billund: Hvad kendetegner Billunds som turistdestination – og
hvordan udvikler turisme sig internationalt og lokalt?
6. Infrastrukturelle forandringer: hvilke infrastrukturelle forandringer står
Billund overfor – og hvordan skabes en god sammenhæng mellem de forskellige infrastrukturer?
7. Landskab og bæredygtighed: Hvad er Billunds grønnne potentialer – og
hvordan kan Billund forholde sig til landskabet omkring byen?
Billund Bycharters grundelementer er blevet kvalificeret yderligere gennem
møder med centrale stakeholders og borgere i byen, blandt andet på et stort
bymøde d. 9. September 2015.

A vital tool for realizing the Billund City Vision is a set of common
principles for action. Therefore we have formulated the Billund City
Charter. It sets out the values that will guide the future development
of Billund. What is the ambition for Billund when cutting it to the
bone? To focus on future development where it generates most possible value for those who live, work, and visit Billund.
The city vision prescribes a series of concrete recommendations, pointing towards diverse elements that need to work together. All the recommendations
are based on four pillars, which are at the core of Billund’s future. In short, it is
all about creating a Billund, which expresses creativity, playfulness and learning;
which is dense and diverse; integrates nature and cultivates an innovative development culture.
THE MAKING OF THE BILLUND- CITY VISION AND CITY CHARTER
The vision is developed by the Bjarke Ingels Groups and Urgent.Agency in cooperation with the municipality of Billund, Realdania and KIKKBI. The vision is
based on extensive mapping of existing cultural and spatial qualities and the
challenges Billund face. The mapping has been transformed into physical and
organizational proposals. Developing the overall plan has involved extensive dialogue with children, citizens, employees and business-actors in Billund. This has
been facilitated through focus-group interviews, more than 30 stakeholder interviews and a workshop series for children and adults. Furthermore, extensive
analysis of local and international trends bearing on family patterns, settlement,
infrastructure, business development, workplace development, and tourism, has
been carried out.

The Billund City Charter is formulated on top of the overall architectural, cultural, and strategic analysis. Our analysis focus on 7 themes with particular
consequence for Billund’s development. We begin with an analysis of Billund’s
history, landscape, city and context – and the challenges Billund face. Following
this the vision explores a number of themes surrounding play and learning. The
7 themes are:
1. Exploring the Capital of Children: What does the ambition to be the Capital
of Children mean for Billund?
2. Living in Billund: What is it like to live in Billund and which current trends and
needs shape settlement?
3. Growing up in Billund: What is it like to grow up in Billund and how do children relate to the city?
4. Work and business climate in Billund: What is shaping business climate and
employment in Billund and how are relations between work, business and urban development changing?
5. Visiting Billund: What is the hallmark of Billund as a tourist destination and
how is tourism developing globally and locally?
6. Infrastructural change: which infrastructural changes and challenges are Billund facing and how do we ensure integration between different infrastructures?
7. Landscape and sustainability: What are the green potentials of Billund and
how might the city relate to its surrounding landscape?
The main elements have been qualified further, through meetings with central
stakeholders and citizens of Billund, as well as a town hall meeting on September 9th 2015.

Ved at blande og flette beboelse, virksomhedsfaciliteter og turistattraktioner sammen i bymidten kan synenergi opstå og det offentlige rum blive
aktiveret. Det centrale Billund vil blive et sted hvor indbyggere, turister og
ansatte alle føler sig hjemme og tager ejerskab.
Kigger man nærmere på bymidten er det tydeligt at den rummer størstedelen af byens hovedfunktioner der er vigtige for beboere, ansatte og turister.
Vi foreslår en serier af udviklingsområder formet omkring nøglefunktionerne, der dermed kan danne en ring af urban vækst. Eksisterende
funktioner og ny udvikling kan transformere Billunds centrum til en levende
mixed-use bymidte.
One of the main challenges for Billund today is that the city is divided between
three main groups: inhabitants, workforce and visitors - none of whom use and
occupy the city or feel ownership to it.

Looking closer at the central area it is obvious that it houses the main part of the
city’s key functions for inhabitants, workers and tourists alike.
By mixing housing, business facilities and tourist attractions in the city center synergies can occur and public spaces are activated. Central Billund will be a place
where inhabitants, tourists, and workers all feel at home and take ownership.
We propose a series of development areas formed around the key functions creating a ring of urban growth. Existing functions and new development can transform the center of Billund into a lively mixed-use center.

Med Billund Byvision er det ambitionen at sætte nye
standarder for helhedsorienteret byudvikling for både børn
og voksne. Ambitionen er at realisere visionen om Billund
som Børnenes Hovedstad i alle aspekter af byens udvikling –
til glæde for beboere, besøgende og medarbejdere i byen.
The ambition of Billund’s City-Vision is to set new standards for
holistic urban development for both children and adults. The
goal is the realize a vision of Billund as the Capital of Children
in ways that can delight of citizens, visitors and employees in
Billund.
Der er nogle helt særlige vilkår til stede for spændende byudvikling i
Billund By. Med kun lidt over 6.000 indbyggere er Billund en relativt lille
by, men samtidig har den arbejdspladser og turistattraktioner, som kan
måle sig med de helt store byer i Europa. Den dobbelthed giver Billund
unikke muligheder og udfordringer, som understreges i takt med byens
høje udviklingstempo. Byen står overfor store forandringer: I midtbyen er
LEGO House under opførelse; idéfasen til nye jernbanestationer ved Billund
Lufthavn og ved LEGOLAND / Lalandia er i gang. Og LEGO er ved at udvide
deres aktiviteter i byen. Billund Kommune, KIRKBI og Realdania er på den
baggrund gået sammen om at skabe en ny, bæredygtig visionsplan for udvikling af Billund, der skal give retning for de kommende års investeringer.
Målet er at understøtte byens særlige karakter som Børnenes Hovedstad,
hvor leg, læring og kreativitet er omdrejningspunktet.
The city of Billund contains exceptional conditions for interesting urban development. With a population of 6000 citizens Billund is a relatively small city, but
has businesses and tourist attractions, on level with the biggest cities in Europe.
This duality gives Billund unique possibilities and challenges, which are being
stressed by the high-tempo development of Billund. The city is facing big challenges: the LEGO House is being build in the city center; the idéphase for the
new railroad station at Billund Airport and LEGOLAND is already initiated; and
LEGO is expanding their activities in the city. On this background the municipality of Billund, KIRKBI, and Realdania are collaborating on the development
of a sustainable vision plan for the development of Billund. This plan aims to
inspire the next big investments. The goal is to support the unique character as
the Capital of Children by keeping play, learning and creativity squarely at the
center of activities.

The starting point for the vision is to integrate play, creativity and learning in the
urban development of Billund. This goes for new buildings, landscape architecture, infrastructure, and in the design of urban spaces. This is also the case for
the development of new initiatives in terms of organization and culture and
event planning.
Visionen arbejder med en fortætning af bymidten, øget variation i boliger
og nye måder at forbinde arbejdspladser og byrum på. Visionen peger på
nye centrale forbindelser, attraktioner og oplevelser i Billund. Ambitionen
er at koncentrere og styrke byliv i gode byrum og skabe en grøn, tryg og
fodgængervenlig by, hvor børn har optimale udfoldelsesmuligheder.
En fokuspunkt i visionen er at forbinde byens adskilte byområder og brugergrupper – beboere, medarbejdere og besøgende. Dette sker gennem
etableringen af ”Krussedulen” – en ny oplevelsesrig og legende gang- og
cykelforbindelse for både borgere, besøgende og medarbejdere i Billund.

Visionsplanen er et svar på en forventelig vækst i Billund og en del af
planens elementer er allerede undervejs. En central udfordring er at sikre,
at byvisionen kommer til at leve over tid. Byvisionen inkluderer derfor en
række anbefalinger for, hvordan Billund kan styrke tværfagligt samarbejde og eventbaseret involvering af byens aktører i byens udvikling. Det er
forudsætningen for, at den ambitiøse vision for Billund kan realiseres.

Udviklingsringen er godt forbundet i et globalt, nationalt, regionalt og lokalt
perspektiv. For at gøre hele byen mere tilgængelig for børn foreslår vi at omdanne en af hovedforbindelserne i nord-syd til en børne-prioteret gade.

The central area is connected by the Squiggle - a safe, social and playful infrastructure for walking, running, biking, playing and in the future also electric driverless pods.
The development ring is well connected in a global, national, regional and local
perspective. To make the entire city more accessible for children we propose to
turn a key North-South connection into a kids-prioritized street.
Et skovområde udgør sammen med Billund Bæk midtpunktet i udviklingsringen. De grønne områder kan opgraderes og revitaliseres for at skabe
mødesteder, varierede oplevelser og optimere den bynære rekreative anvendelse.
The forest area and creek forms the heart of the development ring. The green
area could be revitialized and upgraded to create meeting places, varied experiences and increased recreational use.
There are a series of examples of innovative, public spaces and connections
around the world where kids specifically and the human experience in general is
at the heart of the design.
The vision works with a concentration of the city center, increased variation in
residencies, and new ways to interconnect work- and urban spaces. By pointing
at new central connections for children and recommendations and experiences in the center of Billund, the ambition is to concentrate and reinforce urban
life in good urban spaces and to create a green, safe, and pedestrian friendly
city, where children have optimal opportunities to play and learn.
A focal point in the vision is to connect separated urban spaces and user groups:
citizens, employees and visitors. This will be done by establishing the “Squiggle”
– a new playful and experimental walking and bicycle connection for citizens,
visitors and employees of Billund.
A TIME-CONSCIOUSNESS DEVELOPMENT STRATEGY
The vision planning is an answer to foreseeable growth in Billund and parts of
the plan are already on their way. A key challenge is to ensure, that the city-vision will come to life over time. The city-vision therefore includes a range of recommendations for how Billund can strengthen interdisciplinary cooperation
and event based involvement in the development of the city. This is done by
giving a range of ideas for how an innovative urban development culture can
be enhanced.
