Permanent Aadhaar card
centers to come up by Nov. 15
The Census Department will set up permanent Aadhaar
card centers in all the wards of the city by Nov. 15.
The delay in covering the entire population has caused some
hiccups in the machinery as the government would have to rely
on the biometric database for its proposed smart ration cards.
The cards presently in circulation were issued in 2005 and
their validity extended with additional sheets since 2010. The
Aadhaar exercise began in 2011 under the direct supervision
of Unique Identification Authority of India (UIAI). The Census
Department took over it in 2012 and began registering the
biometric parameters under its National Population Register
(NPR) program and began capturing the biometric parameters.
More than 60% of the populations in the city suburbs have
received the cards.

5.18-km-long elevated road
between Raja Muthiah Road
near Rippon Building (Poonamallee High Road) and
Pulla Reddy Avenue (Shenoy

The corridor will have
several arms for vehicles to
enter and exit along Guruswamy Bridge, New Avadi
Road, EVR Sampath Road
and Nair Bridge. The corridor
is considered essential as the
arterial stretch carries around
2.5 lakh vehicles every day and
among them two-wheelers
constitute the most, 60 per
cent of the traffic, cars 30 per
cent and buses and other heavy
vehicles the remaining.
Presently, the micro plan of
the various roads running
parallel and perpendicular to
this arterial stretch is being
prepared.
After this, the alignment will
be sent to the designs wing
and thereafter the land plan
schedule will be made ready, a
senior official of the department said.
The existing market rates
for the cost of construction are
estimated to be Rs.450 crore
and a similar amount will be
required for land acquisition.
After design approval and
drawing up of estimate, it will
have to get administrative
sanction from the government
for funds, he added.

proposed power tariff at a
public hearing conducted by
Tamil Nadu Generation and
Distribution Cororation
Limited (TANGEDCO) in its
corporate office in Chennai
last week.
They criticized the state’s
electricity utility, TANGED
CO, for its mismanagement
and unsound business
practices, which included
buying power from private
producers at expensive rates
in violation of an order passed
by the Tamil Nadu Electricity
Regulatory Commission
(TNERC) in 2012.
The Neyveli thermal plant
is able to sell power at Rs.2 per
unit. But TANGEDCO buys
power from some private
players who sell at Rs.12 and
Rs.16 a unit, said District
Secretary, Center of Indian
Trade Union (CITU).
Braving incessant rain and
flooded roads, a sizable number of the city’s residents
turned up at a public hearing
here on Friday to register their
protest against the proposed
power tariff hike.
It was a clash of two world
views, as those advocating an
increase in the power bill
considered electricity as a
commodity that can vary in
price based on the profit
margin, while angry consumers held on to the view that
power supply is public
goods.
He also pointed to the
thousands of crores of rupees
of arrears that TANGEDCO
has failed to collect and
insisted that by taking action
against errant consumers and
by curbing electricity theft, the
need for a tariff hike could be

20 per cent,” he said.

they would consider the proposed hike said they could do
so only if “uninterrupted power
supply” is promised.

Long long ago when we, the present old men, were
young worshippers of beauty projected by Hollywood on
cinema screens, Elizabeth Taylor, the trophy winning
creation by God, made a triumphant trip to Casino
Cinema as Cleopatra through a sea of humanity after
laying low all her lovers and self proclaimed enemies.
I must have been in college then and gripped by the
thought that life is so beautiful as concocted by good old
Shakespeare. It is good to be taken for rides by humanists
like the Bard of Avon. He probably had nothing else to
do but to create dreams for fools like me and the drunken
mob in his home city drama halls.
Let us skip a century and focus on a triumphant
motorcade from Chennai airport to Poes Garden, a
locality in Chennai rendered holy by Amma’s presence
in a palace where she is the deity. I had the good fortune
to visit it many years back when she was the Chief Deity
of Tamilnadu and I was designated her Government
Pleader in the High Court until an Iago contrived a
situation in which Amma, in a hurry to catch a flight to
Kodaikanal, went on a signing spree of papers, one of
which was my sack order which she had not even read!
Well,the history of the world would have been dull
without Iago and similar creepy crawlies!
If good old Nariman with his magic tongue and fund of
legal lore is able to extricate good old Amma from the
Karnataka High Court, it would be a tribute to all
Ammas who do things for the general welfare of all as all
mothers do!

Passport mela today

In a move to assist passport applicants, the Passport Seva
Kendra (PSK) on Nelson Manickam Road, Aminjikarai, will
hold a mela at its office on Saturday, Nov. 1.
C. Senthil Pandiyan (Regional Passport Officer) told media
personnel that the Kendra will also clear passport applications
of children below 3 years. The number of appointments
received every day for tatkal applications was recently
increased from 110 to 180.
To participate in the mela, one should access the website
www.passportindia.gov.in and generate the application
registration number (ARN), pay the requisite fees and take
an appointment. Applicants should bring the printout of
ARN with appointment details to the Kendra along with the
required documents in originals, plus a set of self-attested
photocopies. During the mela, applications under tatkal and
PCC categories will not be accepted. Walk-ins, including onhold and refuse tokens, will not be entertained.
To clear pending applications, it has also been decided to
observe all Tuesdays as internal review day. All officers and
staff members will focus on clearing the pending cases, he
added.

Civic body launches
drive to reduce
mosquitoes

The health department of
Chennai Corporation launched a drive to reduce mosquito breeding in all the zones
across the city last week. This
is a usual practice normally
undertaken by the department in view of the onset of
northeast monsoon rains.
Conservancy workers are
collecting discarded tyres,
plastic containers, coconut
husks and other possible items
in which rain water could
stagnate and turn into
breeding spots for the insects.
The department has also
removed 7.35 tonnes of
discarded materials that could
collect rainwater and turn into
mosquito breeding spots.
An official of the department
said that they have vigorously
intensified their fogging
activities to tackle the menace.
A senior official told this
reporter that awareness
campaigns are being planned
for school students and youths
in the city.
Other measures to tackle
the menace like clearing
hyacinth from lakes, introducing gambusia fish into
water bodies, distribution of
mosquito nets and free
distribution of nochi plants to
residents are on the agenda,
he added.

Building on Millers Road collapses

A two-storey building,
believed to be more than 60
years old, on Millers Road,
Kilpauk, suddenly collapsed
at 11 p.m on Oct. 27.
A number of shops, including a cell phone outlet, a
tailoring unit and an
automobile spare parts retail
shop, all beneath the building,
were damaged in the inci-
dent.
There were no causalities
as all the shops had been
locked from outside.
A four-wheeler parked
nearby was completely crushed by the falling debris.
Fire and rescue personnel
swung into action with a JCB
excavator to remove the debris
from the spot.
Gokula Indira, Minister for
Handloom and Textiles,
immediately visited the site
and was present till all the
rescue operations were
completed.
Chennai Corporation has
issued notice to Uttam Chand
Jain, owner of the building,
for poor maintenance of the
house.
Kilpauk Police are investigating the case.
Sindhi School alumni have get-together
in school

get-together in the school to
refresh their memories last
week.
This batch of past students,
most of them professionals in
various disciplines and a few
others in business, organized
such a meet for the first time.
Almost all of them had studied
from L.K.G to Std. 12, a span
of 14 years, in the school.
As a mark of respect they
welcomed the teachers by
playing the instrument dhol.
In order to bring cheer and
happiness, the students
conducted written quiz for the
teachers and staff of the
school.
A past student told this
reporter that it was a pleasure
attending the event. Overall
the students had an
interactive session with the
teachers for nearly three
hours. Lunch was served to
all at the end of the program.

Va. Vu. Chidambaram Pillai was imprisoned in the Coimbatore
and Cannanore (now Kannanoor) jails. He was not treated as a
‘political prisoner’nor was the sentence ‘simple imprisonment’. He
was rather treated as a convict sentenced to life imprisonment and
required to do hard labourwhich caused his health to suffer.
The historian and Tamil scholarR. A. Padmanabhanwould later
note in his writings that Chidambaram was ‘yoked’ (in place of bulls)
to the oil press (known in Tamil as ‘Chekku’) like an animal and
made to pull it in the cruel hot sun.
It was a traditional method to extract oil from seeds. The chekku
would be in the middle, yoked to bullswhich would walkround and
round along a circular groove. In his case, VOC was forced to take
the place of the bulls - a cruel sadistic form of punishment inflicted
on a patriot and a great son of India.
From the prison Chidambaram continued his correspondence,
maintaining a steady stream of legal petitions. He was finally
released on December 12, 1912.
On release, to his shock, he found thatthe Swadeshi Steam
Navigation Company had already been liquidated in 1911 and the
ships auctioned to their competitors. The company’s first ship, S.S.
Gallio, was sold to the British Shipping Company.
Though released from prison, VOC was not permitted to return
to his Tirunelveli district. With his law license stripped from him,
he moved to Madras (now Chennai) with his wife and two young
sons. Living in Perambur where nobody recognised him, he ran a
provisions store selling rice and kerosene.
In 1920, Chidambaram withdrew from the Indian National
Congress, citing ideological differences with Mahatma Gandhi. He
focussed his efforts on establishing labour unions in Madrasand in
writing.
After moving to Coimbatore, Chidambaram worked as a bank
manager. Dissatisfied with the meagresalary, he petitioned the
court seeking permission to practise law again. The Chief Justice
of Madras High Court, E. H. Wallace, gave him permission to
restore his pleadership license. To show his gratitude Chidambaram
named his last son Valacewaran.
When he was released from prison, there was nobody to receive
him at its gates. That was not all. To make both ends meet, often
he was forced to sell some of his law books to make a little bit of
money. Nobody cared about him and he was left severely alone to
wallow in his grinding poverty and drudgery.
Chidambaram later moved to Kovilpatti and practised as a
lawyer. He rejoined the Congress party in 1927 and presided over
its third political conference held at Salem. He said that he wanted
to join the Congress again because he noticed a remarkable change
in the policies of the party and he was happy to note that the policies
which he did not approve of had been withdrawn one by one.
However, after the Salem conference, Chidambaram again severed
his contact with the Congress Party.
In 1932, he moved to Thoothukudi, where he spent his time
writing and publishing Tamil books.
He passed away in 1936.
In 1961,the noted south Indian filmmaker and multilingual staractor B. R. Panthulu made a film on Chidambaram’s life titled
‘Kappalottiya Thamizhan’. Chidambaram was portrayed by Sivaji
Ganesan, Subramania Siva by T. K. Shanmugam and Subramanyam
Bharathiyar by S.V. Subbaiah. The story of this movie is based on
his biography ‘Kappalottiya Tamizhan’. byMa.Po.Sivagnana
Gramani.
One political leader, who wished to remain anonymous, told this
writer that, if Gramani’s biography on VOC had not been written,
nobody today would have bothered to know who on earth was Va.
Vu. Chidambaram Pillai. There is more than a grain of truth in this
comment by the political leader. Very sad perhaps, but that is the
stark truth.
Long after his demise and more so in the recent decades, many
places were named after him, stamps were released, statues were
erected by political leaders who used his name as part of vote bank
politics and little else.

The compound wall of the Metrowater department premises
on New Avadi Road, Kilpauk, is cracked.

A burglary attempt to break
into the residence of K. S.
Kayalvizhi, XIV Metropolitan
Magistrate Court, Egmore,
last week failed.
The apartment complex
located next to the Magistrate
Court has 60 flats and entry is
restricted with security
manning the entrance round
the clock.
According to the police, the
magistrate was out of town at
the time of the incident. The
lock on the entrance door of her
apartment was tampered
with a heavy object. The breakin attempt was unsuccessful
as the door also has a second
inbuilt lock.
A burglary took place at the
residence of Justin David,
judge, in the same apartment
complex during August this
year when he and his family
had gone to their hometown
near Nagercoil for a holiday.

The Rs. 42-crore eco-restoration project work on the
banks of Chetpet Lake (behind
Kilpauk Medical College
Hospital, Poonamallee High
Road, Kilpauk), one of the
remaining water bodies in the
neighbourhood, is progressing
fast.
The massive water body
spread to an extent of 15 acres
belongs to Fisheries Department. The state government
has assigned the project work
to Sripathi Associates, Erode.
An official of the Department
said that the lake will have
recreational facilities soon. It
will become a tourist attrac-
tion spot in the near future
and to cope up traffic
congestion in the vicinity, a
multi-level parking lot is being
constructed near the water
body.

Gang of six fatally attack convicted student
N. Gopinath, a first year B. Com student and resident of New Avadi Road, Lakshmipuram,
was attacked with knives by a six-member gang on the morning of Oct. 28. He succumbed to
the injuries in Government General Hospital the next day.
All the men involved in the crime and two of their accomplices were arrested. According to
the police, the gang chased and attacked him while he was on his way to board a bus near Adi
Naidu Street. Somehow he victim managed to escape from the clutches of the attackers. He
was then admitted in General Hospital.
The victim was convicted in a murder case a year ago and was lodged in a juvenile home.
The assailants attacked him to settle the score.
