Singapore-Jiangsu focuses on financial and
modern services collaboration
15 project signings inked at the eighth Singapore-Jiangsu Cooperation
Council meeting in Changzhou today.

Singapore-Jiangsu collaboration is seeing good progress in financial services and
other modern services, including environmental services and smart city partnership. 15
project signings across these sectors were signed at the eighth Singapore-Jiangsu
Cooperation Council (SJCC) meeting held in Changzhou, Jiangsu province today. The
meeting was co-chaired by Minister for Education, Mr Heng Swee Keat and Jiangsu
Governor, Mr Li Xueyong. Deputy Co-Chairmen, Minister of State (MOS) for Trade and
Industry, Mr Teo Ser Luck and Jiangsu Vice-Governor, Mr Fu Ziying also attended the
meeting. Minister Heng and MOS Teo are currently on a business mission in
Changzhou with a 74-member delegation. (Pls see Annexes 1 and 2 for speeches by

Financial Collaboration

Singapore and Jiangsu province aim to deepen exchanges and collaboration in
financial services following the official announcement of the Suzhou Industrial Park
(SIP) cross-border RMB initiatives in June 2014 to promote the international use of
RMB and facilitate the growth of the RMB offshore market in Singapore. This is an
important conduit to promote investment facilitation into Jiangsu and support
internationalisation of Jiangsu enterprises. Corporates in the SIP have to-date
borrowed 1.5 billion yuan in cross-border loans from Singapore-based banks1.

The council meeting saw several agreements signed between financial institutions and
corporates from Jiangsu and Singapore:
i)
DBS Bank (China) and Bank of Jiangsu signed a Memorandum of
Understanding (MOU) to leverage their respective strengths and resources to
facilitate the overseas expansion of more Chinese corporates and jointly
contribute to the acceleration of RMB internationalisation.
ii) Oversea-Chinese Banking Corporation Ltd (OCBC Bank) and GCL-Poly Ltd
signed a Letter of Intent for the provision of RMB cross border loan facilities.
Deepening partnership in other Modern Services

As one of the most affluent provinces and developed economies in China, Jiangsu
sees increasing demand in sectors such as environmental services, modern logistics,
quality healthcare and elderly care services.
Environmental solutions

International Enterprise (IE) Singapore signed an MOU with the Jiangsu Environment
Protection Department (EPD) today to deepen bilateral exchanges in environmental
cooperation, jointly identify and support potential demonstrative projects, with a special
emphasis on the emerging markets of northern Jiangsu province.

This follows the first MOU that IE Singapore signed with the Jiangsu EPD in 2012 to
explore collaboration in environmental technology and services. This MOU resulted in
tangible outcomes, including a demonstrative project by Sembcorp Industries to
upgrade a wastewater treatment plant in Lianyungang city. The project is estimated to
cost around S$26 million and when completed by end 2015, the enhanced industrial
wastewater treatment plant will have a capacity of 20,000 cubic metres per day. With
the new MOU, IE Singapore and Jiangsu EPD will look at replicating the success of
this demonstrative water treatment project to other plants in the northern Jiangsu
region, as well as to support other water initiatives in the province. Both parties will
also support training and technical exchanges.
Logistics and healthcare

Several signings on logistics and healthcare services took place at the SJCC meeting:
i)
Global Logistics Properties and Changzhou Tianning Economic Development
Zone signed a MOU to explore collaboration in the development of the Puning
Logistics Park.

ii) Mapletree
and
Nantong
Economic
and
Technological
Development
Zone signed an agreement to develop the Mapletree Logistics Park in Nantong.
iii) Econhealth and Nanjing Qinglongshan Institute of Mental Health signed a MOU
to explore collaboration for Econhealth to provide management services for the
Institute through a “public-owned, private-operated” arrangement.
Steady progress for Singapore-Nanjing Eco High Tech Island (SNEHTI)

During the Youth Olympic Games 2014 held in Nanjing this August, Singapore
President Tony Tan and President Xi Jinping met and shared the common view that
the project could be developed into a “new model” for Singapore-Jiangsu Collaboration
( 新苏合作的新典范 ). The Nanjing Eco-Island JV Company will focus efforts on
attracting and developing high-value added industries and modern services on the
Island.

To date, the project has attracted a total investment of RMB 8 billion. The JV company
will embark on several new initiatives with support from the SJCC:
i)
Smart City Development Strategic Cooperation Framework Agreement (SCFA)
– IDA International (IDAI) and SNEHT I will explore collaboration opportunities
starting with a smart transportation consultancy project given to IDAI, which will
be built upon Nanjing Eco High-Tech Island’s Pedestrian-Vehicle Separation
master-plan earlier proposed by Japanese urban design company Nikken
Sekkei. Other potential collaborations would include smart governance, smart
street lighting solutions and smart land management systems. IDAI will lead
the overall development and implementation of Smart City Solutions on the
Island, with the goal to infuse Singapore’s Smart Nation elements into the
project.
ii) Yanlord Nanjing Ming Dynasty Cultural Tourism Resort – Yanlord will sign an
agreement with SNEHTI for the development of a Ming dynasty cultural theme
park and resort destination on the SNEHTI.
iii) Nanjing International Water Hub – Sembcorp Properties will explore the setting
up of a centre for research and development, incubation and localisation of
water technology.
iv) Tasty Singapore Food Product Centre will work with SNEHT I to explore setting
up an experiential and interactive showcase centre to promote Singapore food
products, our manufacturers and brand name.

Fostering exchange among SMEs and youth entrepreneurs
10. Mirroring findings of this year’s DP SME Development Survey, which highlighted that
overseas expansion continues to be critical for Singapore SMEs seeking sustainab le
revenue growth, the Council will also encourage SMEs to explore business
opportunities in Jiangsu province. This business mission saw active participation from
Singapore SMEs, with half being SMEs. They include ACE Equipment (1985) Pte Ltd,
Econ Healthcare Group, Killiney, Pacific Integrated Logistics, VEEV Interactive Pte Ltd,
Yang Kee Logistics and more. IE Singapore will continue to help SMEs expand
overseas and facilitate business activities for SMEs with the help of partners, trade
associations and chambers. To increase the exchange between SMEs and youth
entrepreneurs from Singapore and Jiangsu, the Young Business Leaders Alliance , led
by the Singapore Business Federation, signed an MOU with the Jiangsu Youth
Alliance.

The Singapore-Jiangsu Cooperation Council (SJCC) was officially launched on 1
November 2007. Mr Heng Swee Keat, Singapore Minister for Education and Mr Li Xueyong,
Jiangsu Governor are Co-Chairmen of the Council. Mr Teo Ser Luck, Minister of State for
Trade & Industry and Mr Fu Ziying, Jiangsu Vice Governor, assumed the positions of the
Vice Co-Chairmen of SJCC and are assisting the two Chairmen in work relating to the
Council.

Ladies and Gentlemen，
Good morning!
1.
Before I begin, I would like to thank Jiangsu Governor Li, and officials from the
province and Changzhou city for the warm hospitality extended to the Singapore
th
delegation. It is my pleasure to be in Changzhou today to co -chair the 8 SingaporeJiangsu Cooperation Council (SJCC) meeting with Governor Li. I arrived in
Changzhou yesterday from Suzhou, following the successful conclusion of the 11th
Meeting of the Singapore-China Joint Council for Bilateral Cooperation (JCBC), as
well as the celebration of Suzhou Industrial Park’s 20 th anniversary.
Stable Singapore-China relations

China and Singapore have come a long way; we will commemorate the 25th
anniversary of our diplomatic relations next year. Our bilateral relations have been
substantive and broad, complementary and mutually beneficial. In 2013, Singapore
became China’s top foreign investor, with investments increasing about 16% to
exceed US$7.3 billion. Meanwhile, China was Singapore’s largest trading partner last
year, with bilateral trade increasing by 11% to reach US$73.1 billion.

Such progress was possible due to the solid foundation built over th e years. These
include our government-to-government projects with China like the Singapore
Suzhou Industrial Park (SIP) and the Tianjin Eco-city (TEC); as well as engagement
platforms such as the JCBC and the bilateral councils that Singapore has establish ed
with seven provinces in China. The SJCC is one of them.
Strong relations with SIP

The 20th anniversary of the SIP was an occasion of shining achievements. At the
JCBC meeting, we discussed the important role that SIP played in China’s economic
transformation, serving as a pilot for China’s socio-economic reforms. In trade and
economy, we saw the introduction of the ground-breaking, cross-border RMB
initiatives by the People’s Bank of China and our Monetary Authority of Singapore in
both the SIP and the TEC. This will increase economic transactions between both
countries. To date, companies based in SIP have borrowed over 1.5 billion yuan from

Singapore-based banks. Good progress has also been made in Smart City
collaborations between SIP and Singapore. Following the MOU signed by
International Enterprise (IE) Singapore, Infocomm Development Authority of
Singapore and the SIP Administrative Committee at the sidelines of the 15 th SIP Joint
Steering Committee last year, the Working Group convened its first meeting in July
this year. Singapore companies such as NCS and ST Electronics have been
awarded projects in education portals and smart transportation respectively.

In education, three new research centres2 under the NUS Research Institute would
be set up in the SIP. At the JCBC meeting two days ago, NUS and the SIP
Administrative Committee signed a five-year Framework Agreement to deepen
strategic collaboration. Singapore remains committed to SIP’s efforts to transform
Jiangsu’s economy. We will continue to explore new areas of cooperation in software
exchange and modern services such as financial cooperation, smart city
development and healthcare services.
Deepening cooperation with Jiangsu

Building on the partnership with the SIP, our relations with Jiangsu have been
growing. Last year, Singapore’s bilateral trade with Jiangsu grew 6.3% to reach
US$13.6 billion in 2013, making us Jiangsu’s fifth largest trading partner. We were
Jiangsu’s third largest foreign investor in 2013, with actual investments in the
province rising 15.5% to hit US$2.4 billion. To date, Jiangsu remains Singapore’s
largest investment destination in China, accounting for one third of the total
investment in China.

Since the council was established in 2007, Singapore-Jiangsu bilateral cooperation
has developed in tandem with our respective needs. There is much scope for us to
share experiences as we transform and restructure our respective economies. As
China opens up, our collaboration will deepen and expand to new sectors with
China’s liberalisation measures. Let me briefly share my thoughts on these.
Platform Projects

In 2012, the Singapore-Nanjing Eco Hi-Tech Island and the Sutong Hi-Tech Park
were elevated to provincial-level status. Both platform projects are supported under
the Council. The projects have achieved good progress with the strong support of
Party Secretary Luo Zhijun and Governor Li. In August during the Youth Olympic
Games in Nanjing, the Singapore-Nanjing Eco Hi-Tech Island won praise from both
President Xi Jinping and President Tony Tan when they visited. President Tony Tan
commended the island’s innovative and sustainable master -plan and positioning,
while President Xi highlighted the project as a new model of bilateral cooperation for
Singapore and Jiangsu after the SIP.

Following guidance from our respective leaders, it may now be timely for both sides
to work towards a few milestones. First, developing the island as a showcase for

administrative and economic reforms in Jiangsu and hopefully within China; second,
as an international showcase for world-class urban planning and hi-tech,
environmentally-sustainable solutions.

I am happy to note that some plans in this direction are already underway for the Eco
Hi-Tech Island. First, the JV company is looking to develop a ‘Water Hub’ to attract
global industry leaders to set up and test-bed new technologies for the China market,
paving the way for Jiangsu to become the thought leadership hub for environmental
technologies in China. Second, Singapore’s IDA-International would be embarking on
smart transportation master-planning on the Island. Third, the implementation of the
‘pedestrian-vehicle segregation’ master-plan and other leisure and tourism
developments will take off next year. For these initiatives to be successfully
implemented, we must now adopt the first-mover principle [先行先试] and keep an
open and innovative mindset.
Deepening cooperation in modern services

As China embarks on its next phase of growth with emphasis on market forces,
urbanisation and liberalisation of its services sectors, Singapore can contribute in key
services sectors including financial services, environmental services, logistics and
transport, and Infocomm Technology (ICT). For Jiangsu, we have started to explore
partnership in financial services, environmental services and ICT. These are
important sectors that will continue to feature strongly in our council collaboration
next year.

With the pilot cross-border RMB measures, I hope to encourage more regular
exchanges and collaboration between the Singapore Monetary Authority of
Singapore and the Jiangsu Financial Services Office. Yesterday, a financial
roundtable was conducted. This is a good start and more can be done to promote
and facilitate greater use of RMB among individuals and corporates to deepen twoway trade and investment flows.

We have also made good headway in smart city collaboration and environmental
protection services. A Smart City roundtable was organised yesterday to update
Singapore companies on Jiangsu’s developments and potential business
opportunities as the province pushes for smart city implementation. In environmental
services, Sembcorp has secured a water treatment demonstrative project in Guanyun
county of Lianyungang city. This is a direct outcome of the MOU signed between IE
Singapore and the Jiangsu Provincial Department of Environmental Protection in
2012. In a second MOU that both parties will sign today, one of its targets is to look
at replicating the success of this demonstrative project to other northern Jiangsu
cities.

Beyond these modern services, we see good opportunities for Singapore companies
to participate in emerging sectors such as healthcare and senior living services.
There is also potential to further our exchanges and partnerships in social
management, tourism, education, training, SOE reforms and internationalisation of
Jiangsu enterprises.

At the same time, we will look at expanding geographical coverage of our partnership
in view of Jiangsu’s urbanisation drive. We hope to raise awareness of market
opportunities in less trodden cities in Jiangsu. These include those in the north (such
as Huai’an, Xuzhou), northern coastal area (such as Lianyungang, Yancheng) as
well as central area (Taizhou, Nantong). For the mature and developed Jiangsu cities
such as Changzhou, Nanjing, Wuxi and Suzhou, both sides will encourage and
support our Small and Medium Enterprises (SMEs) to utilise the relatively open, well connected and high-tech business environment to seek opportunities in high-end
manufacturing and modern services.
Conclusion
16.
In closing, I would like to thank Party Secretary Yan Li and Changzhou officials for
your warm hospitality and comprehensive introduction of the city. The site visits were
well-planned and insightful. I was impressed with Changzhou’s advanced operating
environment and development of strategic industries. I would also like to thank
Governor Li and your provincial government officials for the continued support of the
SJCC and our Singapore companies. I sincerely hope to return the hospitality by
hosting Governor next year in Singapore for the 9 th SJCC meeting. On this note, I

各位理事成员，
女士们、先生们，
大家上午好！
1.
我很高兴今天能来到美丽的江南文化古城--常州，再次与江苏的朋友们集聚
一堂，共同参加新苏合作理事会第八次会议。刚才，我们已经听取理事会双
方过去一年中所取得的成绩，以及未来一年的工作计划。
2.
自 1994 年新中苏州工业园区建设开发以来，新加坡始终积极参与江苏的经
济发展。两地的合作基础深厚、成果丰硕、前景广阔。双方立足各自优势和
发展战略，不断与时俱进，实现了互利双赢。
加强各领域战略合作
3.
新加坡与江苏的合作随着中国经济的转型发展，已逐渐向着现代服务行业前
进，其中包括了金融服务，医疗保健服务，研发与科技发展，和环保服务等
相关产业。随着江苏的蓬勃发展，新加坡也将积极分享这些领域的优势与成
功理念。今天，我们将见证的 15 个项目签署正体现了新苏双方之间在这些
领域的大力合作。

值得一提的是在环保服务方面，我们取得了很好的成果。两年前，新加坡国
际企业发展局与江苏环保厅在新苏合作理事的第六次会议上签署了合作备忘
录。在该备忘录框架下，双方共同促进环保服务技术，培训交流，一同推进
示范性项目的合作并应用新加坡企业在该领域的先进技术。在江苏环保厅的
大力支持下，双方促成了胜科公用事业于连云港市灌云县临岗化学科技园的
示范性污水处理项目。这也体现了未来江苏在环保服务产业上的发展方向。

为了进一步加强该领域的合作，我们在今天的会议上也将看到企发局，江苏
环保厅和江苏科技厅再次签署合作备忘录，以推进苏北城市在各环保领域的
技改工程。

今年 5 月我前去南京，与南京市缪瑞林市长共同主持新加坡-南京重点项目
合作委员会第二次会议。会议期间，委员会双方同意将携手探讨经贸、教
育、培训、科技、环保以及新宁企业双向投资等各大领域的潜在合作。该会
议也邀请到了多位企业代表，探讨未来在南京合作的可能性。当时，新加坡
工商联合总会傅春安副主席率领了商会的青年商业领袖联盟会员，与南京的
领导和江苏企业进行交流学习。今天，商会的青年商业领袖联盟将于江苏省
青年联合会签署合作备忘录。这将促进双方的青年企业家和中小型企业之间
的交流。

企发局也在此会议上与南京市卫生局签署合作备忘录，针对医疗卫生服务领
域探讨合作以及促进双方在该领域的互动交流。其中包括培训和深入探讨在
宁建设发展国际医疗领域平台的可能性。
巩固合作平台项目，推动双边中小企业合作

在重点合作平台项目方面，王部长刚才也提到了新加坡-南京生态科技岛项
目所取得的快速进展。该项目是新宁委员会支持的重要项目。它所取得的成
绩，功归于双边不遗余力的努力与支持。在此，我深切希望该项目能继续获
得江苏省的高度关心与大力推动，特别是在引进高端服务业与研发科技等相
关企业与投资方案等。

基于生态科技岛的成功模式，新加坡企业仁恒也将于南通市海门县打造中新
仁恒（海门）长江生态科技岛。该项目将极大地提升海门的创新能力、城市
宜居度和对外的吸引能力，成为新苏双方的又一个旗舰项目。我希望更多的
新加坡企业能以这些成功合作模式为学习楷模，积极在江苏省，特别在江苏
的新兴城市寻求合作机会。
10. 我也非常欣慰今天能在新苏理事会上看到食尚新加坡食品中心与中新南京生
态科技岛开发有限公司签署合作备忘录。食尚新加坡食品中心于去年底由企
发局和新加坡食品厂商联合会共同成立，旨在推动新加坡食品、品牌和厂商
在中国的发展。本次合作将探讨在生态科技岛设立一个体验、互动、展示中
心，推广新加坡食品、厂商和品牌。

江苏企业迈向国家化，与新加坡携手进军区域
11. 与此同时，在去年新苏理事会第 7 次理事会的推动下，许多江苏企业也已经
“走出去”，积极地拓展海外业务。新加坡一直是中国“走出去”战略的支
持者，我们也非常欢迎中资企业选择落户新加坡，利用新加坡作为门户进军
东盟和全球的市场。东盟身为一个正在起步的年轻市场，具有不可忽视的潜
能与商机。
12. 新加坡的三大银行，星展银行、大华银行和华侨银行都已进军中国，而中国
的七大商业银行也在新加坡布点，进一步加强了中新金融合作力度。中国企
业应该利用新加坡的这些优势，以便为在亚太地区甚至全球市场拓展业务版
图时积蓄力量。
13. 为了提倡并推动江苏企业走出去和两国之间在金融服务业务的合作，昨天新
加坡金融管理局连同江苏省商务厅与江苏省金融办率先联合举办了“新加坡
-江苏金融合作，服务企业”圆桌会议。其间，江苏与新加坡双方企业代表
分享了在各国展开业务所需的金融服务支持，同时新加坡三大银行代表也分
享了各创新金融服务与产品，协助企业 “走出去”。我相信参与的企业必
定收益良多，我真诚希望新加坡与江苏在金融服务领域能继续加深合作力
度，并提倡人民币的金融活动。

14. 最后，我要真诚的感谢理事会全体成员和企业代表前来常州参加第 8 次江苏
理事会会议，以及在座各位为新苏合作做出的卓越贡献。我也感谢所有领导
给予的鼎力支持，也希望双方的合作继续获得大家的关心与推动。
15. 随着明年新加坡与中国建交 25 周年，新苏双方在新一轮的合作中，应当继
