Over the last 40 years, there is much to be proud of in
Australian public sector performance and its inextricable
link to economic and social reform. As we increasingly
place citizens as central to public sector concerns,
public servants must respond to the transformational
forces that change society’s expectations. Inevitably,
the shape of progress is ever evolving and public
sector success will be determined by its ability to
embrace reinvention, productivity and change
as societal objectives and goals are determined.

The best intentions are not sufficient to drive the
agenda for better public policy outcomes. It is the
commitment of the public sector to look within,
to transparently assess and improve capacity,
effectiveness, efficiency and innovation; to reach out
across and beyond government in order to encourage
collaboration and partnership; and to focus beyond
our shores from Asia to further afield for lessons,
linkages and the global shape of best practice that will
support successful policy-making and implementation.
Correspondingly, these are the three major themes
that will provide the key learning platforms at the
IPAA 2014 International Conference. In the spirit of
HG Wells ground breaking 1933 text “The Shape
of Things to Come”, it is our capacity for ideas, our
energy and our ability to work together to implement
ideas that is critical to shaping successful society.

I think we’ve had seven years of
plenty and we’re about to have seven
lean years. One of the confidences of
plenty is you stop making hard decisions.
One of the consequences of scarcity is
you start to make much more difficult
decisions. That has big implications for
the public sector as there hasn’t been
a particularly high premium on difficult
policy analysis. How do you make the
case for really difficult reform? I think
there is going to be a lot more priority on
that over the next 10 years and for me
that is probably the biggest shift we will
see both in Australian policy making and
for Australian policy makers.
The fuel source for an advanced
economy is ideas. For Australia and the
OECD this fuel source is running low
as evidenced by productivity decline.
We desperately need to refuel our
economy with new ideas and fresh
innovation to ensure our children have
a prosperous and happy future.

be ‘fit for purpose’ in the context of our
operating environment. To do this, we

Garran Oration
The pre-eminent lecture on public policy and administration in Australia
Each year the IPAA invites an eminent Australian
to address a matter of outstanding importance to
public policy and administration in this respected
oration. In 2014 we have invited Mr Noel Pearson
to address the future role of the public service
in addressing the inequality that exists in many
Aboriginal communities around Australia.
Mr Pearson delivers thoughtful, compelling
presentations and in his delivery of the 2013
Gough Whitlam Oration, identified a source of
such inequality as being “..two problems with our
Constitution...non-recognition of Indigenous peoples
and racial discrimination”. Beyond this fundamental
problem how can the public service assist the
Aboriginal community in achieving a better future?”
Noel Pearson, Chairman of the Cape York Group
(CYG), will provide a significant statement on this
and other questions in his delivery of the IPAA’s
2014 Garran Oration on 30 October 2014.
Mr Pearson has been strongly involved in campaigning
for the rights of Cape York Aboriginal people and
played a pivotal role in the establishment of the
Cape York Land Council in 1990.
The Land Council was the first organisation established
by Cape York Aboriginal people to work with and fight
on behalf of Traditional Owner groups for the return of
their homelands. Successful outcomes from this include
the return of traditional lands known as Starcke and
more recently Silver Plains. He was elected Chairman
of the Cape York Land Council from 1996-1997, before
resigning. He still acts for the Land Council in an advisory
capacity from time to time.

Day
The IPAA 2014 International Conference will be
followed directly by a Research Day on 31st October
2014. The Research Day will be held at the Sir Walter
Murdoch School of Public Policy and International
Affairs, Murdoch University. The School provides
a key platform to bring together practitioners,
academics and researchers to share ideas for the
future of the public sector.
