Have you ever wondered just how 600 businessmen
can prevent millions of Hoosiers from breaking free
from our archaic, inconvenient alcohol laws?
!
The answer is quite simple. For a number of years,
the liquor store industry has amassed power and
influence in the statehouse hallways.
!
Look at the election reports of the most powerful
state legislators setting alcohol policy and it is no
surprise what you will discover. You will find that
these lawmakers are receiving significant amounts
of money from interests that are contrary to our
industry. !
There is no reason why the liquor store industry
should carry more influence than the convenience
store industry. We need to change this dynamic,
and by so doing, we can affect change in Indiana.
!
As important as it is for us to match opponents of
our industry, it is equally important that we
support those legislators who have supported a
strong ELTF program and have been with us on
other industry issues, such as the Consumer
Fairness Act.
!
Unlike the PMAA PAC, the IPCA PAC is allowed
to accept both personal and corporate funds.

YOUR
VOICE
MUST
BE
HEARD!
Become an IPCA Diplomat
!
PMAA represents your industry in Washington.
They are aware of which representatives have the
most influence over our issues. supporting
candidates through PMAA’s PAC is the most
efficient way to make certain our industry’s views
are heard.
!
Often the legislator who wields the most influence
over your business is not from Indiana, but from a
state in which many of your colleagues may
operate. In fact, it maybe a legislator who lives
thousands of miles away and who sits on a key
committee or holds an important leadership
position. Thus, the importance of our network.
The Reality
Decisions are made on a daily basis that have a
profound impact on your business. !
Whether it be in the marble hallways of the U.S.
Capitol or on the third floor of the Indiana
Statehouse, the success of your business is
constantly threatened and your voice needs to be
heard. !
Please note, all contributions to PMAA’s PAC must
be personal in nature.
!
It is very challenging for individual IPCA
members to carry enough clout to make a
difference. However, by pooling our resources
together as an industry, we can indeed make a
difference.
This is why we have formed the IPCA Diplomatic
Corps. We are asking members to come together
and support the industry by participating at one
of the following levels. !
All contributions are carefully targeted to help elect
candidates who share your interests. The bulk of
contributions go to support those who serve on key
committees for our industry or who support our
industry’s national goals. Your support for PMAA’s PAC will help the
petroleum industry unify our interests and continue
our strong commitment to electing candidates to
Congress who sympathize with our positions.
Frankly, we haven’t paid a lot of attention to
building either the IPCA PAC or helping PMAA
on the national level. This needs to change.

The Challenge
!
And although we really don’t like to talk about it,
money plays an important role in ensuring that
your voice is indeed heard. !
The fact is elections are expensive. And
lawmakers count on their friends and supporters
for financial help in running a successful
campaign.
While political contributions cannot guarantee a
certain outcome or buy a promised vote on a
certain bill, they can guarantee the ability to have
access to make your case.
!
Simply put, you need to be sure that your views
are represented and that your interests are
represented. !
You have too much at risk to remain silent.
