There are a couple of
election updates in which I
want to familiarize you.
One will take place during
the November 4, 2014 election; the other during the
April 7, 2015 election.
Both of these issues will
have a significant impact
on the North Platte R-I
School District.
Proposition C Rollback
Waiver - April 7, 2015
Ballot
The North Platte R-I
School Board has proposed
the following ballot language which will appear as
Proposition 2 to be placed
on the April 7, 2015 ballot:
Shall the Board of Education of the North Platte
County R-I School District,
Missouri, be authorized to
eliminate fully the Proposition C Sales Tax Rollback
in its operating tax levy under Section 164.013 RSMo
in order to maintain student programs, retain
qualified staff, maintain its
facilities, maintain adequate transportation services, and meet the operating expenses of the District?
(If this proposition is approved, the adjusted operating levy of the District is
estimated to increase from
$3.65, currently, to
$3.7545 per one hundred
dollars of assessed valuation in Tax Year 2015 and
thereafter.)
The District’s Prop C
full waiver expired in
2012 after a fifteen year
sunset. This ballot proposal is being created in
order to sustain the quality
programs North Platte R-I
provides.
The revenue
generated, currently calculated at $59,565 will help
bridge the gap from lost
state and federal revenues.
A simple majority is
needed for this ballot
measure to successfully
pass. Additional information will be provided over
the upcoming months.
Amendment 3 November 4, 2014
The North Platte R-I
Board of Education passed
a resolution during the October 16th meeting opposing Amendment 3 on the
November 4th ballot.

has been provided by the Missouri School Board Association.
Constitutional Amendment 3
A proposed amendment to
the Missouri Constitution,
Amendment 3, will significantly impact the way public
school districts hire, evaluate
and terminate certified staff. If
Amendment 3 is approved at
the General Election held on
Nov. 4, 2014, it will go into
effect Dec. 4, 2014. There are
still many unanswered questions as to how Amendment 3
will interact with the current
Teacher Tenure Act. The full

WEATHER
We are closing in on winter
and the possibility of hazardous
roads. When it is necessary to
close school, it will be announced
on all of the Kansas City and St.
Joseph television stations.
In
recent years the Kansas City stations have improved their method
of announcing closings so that
they are quicker at getting the information out. For this reason, I
recommend that you watch one of
these stations to get the information.


Applies to all certificated staff members in the district, including administrators and
the superintendent. The proposed amendment defines a certified employee as an employee who holds a valid certificate to teach in the state of Missouri.

Makes all certified staff at-will employees (without employment contracts) unless a
district chooses to enter into a contract with a staff member.
- Contracts may be for up to three years.
- Certified employees who were under contract prior to the effective date of the
amendment (Dec. 4, 2014) will continue to be under contract for the duration of
the contract.

Requires districts to adopt and implement a standards-based evaluation system approved by DESE for certified employees.
- The majority of the evaluation system must be based on quantifiable student performance data as measured by objective criteria.
- The evaluation must be used in all decisions to retain, promote, demote, dismiss,
remove or discharge certified staff, compensation decisions, modifying or terminating contracts and placing certified staff on unrequested leave (Reduction
in Force or RIF).

If the Board decides to issue a certificated staff member (not just teachers) an employment contract, that contract may be terminated for all of the reasons a tenured
teacher may currently be terminated, with the exception of “willful or persistent failure to obey the published regulations” of the district that employs him or her. That
provision, for some reason, is missing.

Requires that any employee who sues a district over an employment decision
(retention, promotion, demotion, dismissal, removal, discharge, modification or termination of contract or award of compensation that is not based on any of the permitted reasons for termination) prove that the district did not properly utilize its standards-based evaluation system.

Prohibits the design and implementation of the evaluation system from being the
subject of collective bargaining.
Community Survey
I alluded to a community survey being available on the District’s website during a
previous newsletter update. This survey will be available by going to our District website at www.nppanthers.org. The survey should not take more than 10 minutes to complete.

NEWS FROM THE SCHOOLS
Elementary
The 2014-2015 school
year excitement began on
August 7th when parents
of kindergartners visited
the elementary and received information from
the kindergarten teachers.
The next morning, the kindergarten students came to
ride on the bus, see their
classroom, and meet their
teacher. The fun began on
August 14th, when the
halls became flooded with
smiles and laughter. On
August 19th, the elementary had the first character
education assembly of the
year. It focused on showing respect. Every Friday,
one student from each
classroom receives a certificate for showing that
month’s character trait.
On August 25th, the Elementary Open House was
well attended. Family and
friends were welcomed to
walk through the building,
view classrooms, and meet
their child’s teacher. On
August 28th, fall school
pictures were taken. Everyone looked great wearing their smiles that day.
The elementary conducted
a tornado drill, a fire drill,
and an intruder drill on
separate days to start off
the school year on a safe
note.
The first week of September, we celebrated
September birthdays.
Electronic Bookshelf
opened for student use.
The students take quizzes
over books they’ve read
and earn points towards
incentives. The evening
of September 9th, the PTA
Unit Meeting covered Self
Defense with demonstrations and Officer Penix
speaking. On September
10th, North Platte PTA
Burger King Night was
full of patrons showing
support for North Platte.
North Platte PTA Subway
Night also had a good
showing.
Elementary
Grandparent’s Day was
the highlight of the month.
Each grade level performed two songs. Then
the grandparents joined
their grandchildren in the
classrooms where they enjoyed lemonade and cookies. The PTA Book Fair
provided a lot of interesting reading material. On
September 19th, progress
reports went home to keep
parents and guardians up
to date on their child’s
progress. On September
22nd, Big Smiles Dental
Program provided dental
cleaning and work for
those who requested it.
Kindergarten enjoyed Ap-
ple Day with Living History on September 25th.
They made apple snacks,
apple wreaths, seasonal apple trees, tissue paper apples, apple bookmarks, lace
up apples, and apple bundles. We appreciate Living
History creating wonderful
memories for our students.
Also on September 25th,
Third Grade Art Club took
place. They discussed fish
and created holographic
foil fish. During Homecoming Spirit Week, students dressed as cowboys,
showed off their crazy hair
and hats, enjoyed their pajamas, sported their camouflage, and wore their purple
and gold. The students
were bussed to the high
school to watch the Homecoming Parade on Friday,
September 26th.
The first quarter ended
with vision and hearing
screenings taking place.
On October 1st, the elementary celebrated October
birthdays. On October 3rd,
Nutrition Club started. We
appreciate Harvesters contributing to our community.
On October 8th, second
grade visited the Camden
Point Mid Continent Library to see the animal
show put on by the Kansas
City Zoo. Also on October
8th, North Platte Burger

Intermediate
What a great first
quarter NPI students have
had! We have been actively involved in academic and extracurricular
activities that have kept
them busy.
The intermediate
school added three new
members to our staff. Katie Shank is the new
speech and language pathologist, Daniel Atkinson
is the new computer literacy teacher, and Kyle
Minx is the new music
teacher. We are pleased to
welcome them into our
school.
The fourth grade
teachers welcomed the
fourth graders and their
parents into our new
school on August 13, at
the Fourth Grade Orientation. The students spent
their evening visiting with
the fourth grade teachers
and getting their lockers
and desks organized. The
fifth grade students had
the opportunity to rent or
purchase shiny new instruments on August 27 from
Meyer Music.
Open
House was held on August
26 and it was well attended.
On September 12 we
welcomed many grandparents into our building for
the afternoon. The PTA
prepared cookies and
drinks for the grandparents. Mr. Minx directed
each grade level as they
entertained the crowd, and
Mr. Kauffmann directed
the sixth grade band. The
grandparents had the opportunity to visit their
grandchild’s classroom
and participate in activities. The special help was
appreciated to make
Grandparents’ Day a success.
The week of September 21st was NPI’s Spirit
Week!
The students
dressed like their favorite
TV character, wore crazy
socks and hats, wore their
favorite sports attire, had
crazy hair, and displayed
their spirit by wearing purple and gold the Friday of
Homecoming.
Student
Council elections were
held the morning of September 26th. That same
day the students traveled
to Dearborn to watch the
Homecoming parade. The

every week. Play 60 is
also under way at the intermediate. Our goal this
year is to log 2,000 physical activity hours in the
month of October.

Donuts 4 Dads and Trunkor-Treat in October.
Donuts 4 Dads was well
attended on October 10,
and the 3rd annual Trunkor-Treat was also a great
success.
Grade cards were sent
home on October 15, and
parent teacher conferences
were held on the evening
of October 23.

Win It is a game-style

Northland Coalition and

Services, Inc. This program is designed to educate the community, especially the youth, about the
negative impact of drugs
and violence and the resources available to help
them make good life
choices. It teaches youth
lifelong skills for finding
accurate alcohol, tobacco,
and other drug information
from local resources. This
year’s winners were 1st
place - Ty French, 2nd
place - Savannah Lingle,
and 3rd place - Paulina
Pena. The first junior high
dance of the year, sponsored by our local Community In Action, was
held after the competition.

follow. Junior high basketball practices began October
15, with the first games on
November 11 during the
North Platte Tournament.
NPJH will be continuing with the Character Program this year. Each month
a character term is featured
and the faculty will select
one female and one male
student who exemplify that
word. Those two students
will receive recognition on
the Character Board, a fast
pass to lunch for the following month, and a
homework pass. The word
for the month of September was “responsibility.”

We have recently completed an outstanding first
quarter at the high school.
Our students and staff have
done a great job to start the
year and have laid the
foundation for a successful
2014-2015 school year.
Our students have been
busy with many activities
both in and out of the
classroom.
On September 11 the
high school and junior
high held our annual Patriot’s Day Commemoration.
Area emergency
workers were treated to
breakfast and honored during the ceremony, which
featured a performance by
the choir.
On September 24 and
October 22 the high
school held Parent/
Teacher Conferences.
Parents were able to meet
with instructors to collaboratively discuss the
educational progress of
their students.
On October 1, our
National Honor Society
inducted 22 new members. These students have
demonstrated a great commitment to academics,
character, and service and
are to be commended for
their dedication.
On October 6, the
high school juniors had
the opportunity to attend
the Kansas City College
Fair. Universities, colleges, and trade schools
from all across the United
States were in attendance
and students were able to
learn more about a variety
of educational opportunities.
On October 8, the
high school sophomores
had the opportunity to attend the My Success
Event in St. Joseph. Students were able to explore
career opportunities and
converse with experts in
fields in which they may
be interested in pursuing.

opportunity to take the
ASVAB and PSAT tests
recently to assess their
knowledge base and skill
levels.
On October 18 our
band competed in the
Trenton Music Festival. It
was a successful day with
our flag corps winning its
division and the band
placing in the top five.
The band has also been
very active at our football
games and is certain to
provide quality performances throughout the rest
of the year in concerts and
competitions.
On October 21, our
junior and senior students
had the opportunity to
travel to Weston for the
Platte County Arrive Alive
event. Area emergency
workers and civic groups
presented on various topics, including the dangers
of distracting and impaired
driving.
On October 25, our
choir students had the opportunity to participate in
District/State Choir auditions. It was a great experience for them and
gave them the opportunity
to grow musically.
On October 27, district staff members partici-
pated in in-service training. Teachers were engaged in curriculum updates and learning about
the new digital library
which has been made
available by DESE to assist in the transition to the
Common Core Standards.
On November 7 the
Academic Bowl Team and
the FBLA will sponsor
Trivia Night. Four person
teams may enter the competition, which is being
used to raise money for
the two programs.
On November 11 the
high school will host our
annual Veteran’s Day
ceremony. Area veterans
will be served lunch and
honored at a district-wide
ceremony. Band and choir
students will perform and
our Veteran’s Day Art
Contest winners will be
announced.
Our fall sports seasons
are winding down and our
students have done a fine
job of representing North
Platte High School. The
coaches and players
should be proud of their
efforts and many have already begun being honored on all-district, allconference, all-region, and
soon all-state teams.
Our softball team finished with an outstanding

27-3 record which was
highlighted by a trip to
Springfield for the
MSHSAA Softball State
Championships. The girls
lost a nail biter in extra
innings to finish fourth in
the state of Missouri.
Our volleyball team
has emerged as a powerful
program in the area and
concluded their season
with a 26-9 record. The
girls finished second in the
KCI Conference and in
district play. They also
won two tournaments and
finished second in another
during the regular season.
Our cross country team
will enter districts with a
strong possibility of advancing both our boys’
and girls’ teams to the
state meet, while our football team represented our
school well and looks to
build to the future with a
solid group of hardworking young men. The
North Platte athletes and
coaches are to be commended for a great fall
season in which they represented our school well
through good sportsmanship and fair play. The
Fall Awards will be held
on November 17 at 6:30

SOFTBALL AWARDS
The North Platte Academic Bowl Team and Future Business Leaders of
America Chapter are sponsoring a Community Trivia
Fun Night on Friday, November 7th, 2014, at the
High School in Dearborn,
Missouri. Competition starts
at 6:30 p.m. with check-in
starting at 6:00 p.m.
The competition consists of ten rounds of ten
questions from various categories.
Prizes will be
awarded to winners. Teams
can consist of up to four
members. We encourage
you to come join the fun and
register your team as soon
as possible. Cost is $40 per
