My new portfolio as Parliamentary Secretary for Accessibility has
allowed me during the month of October to visit many Service
Providers under the Community Living BC umbrella and celebrate
with them Community Living Month.
The work being done by these agencies focusses on adults with
developmental disabilities and connects them to meaningful
employment where possible in addition to enhancing their lives
in many other ways. I have been humbled by this experience and
thankful to the many employers throughout this constituency and
Province who have opened their doors to employing adults with
developmental disabilities.
In October, we also recognize the many small businesses who are the
backbone of all of Rural BC. Our wonderful communities would not
exist were it not for the entrepreneurship and investment of individuals
who chose to live and work in our area. In BC Small Business is big
business, more than a third of the Provinces GDP and over half of all
employees work for small business. It is important that we all support
our local businesses and keep our communities alive and well.
This is also what is often referred to as ‘silly season’- local Election
time. I want to thank all local politicians, regional directors and school
boards who are stepping down for their service to their communities
over the last 3 years. A mostly thankless job. I can assure all of you
that no one puts their name on a ballot looking for fame and fortune.
The people I have had the privilege of working with all had one thing
in common, the desire to serve their Communities and to make a
positive difference in the future of their areas. They have to develop
a ‘thick skin’ and try to separate their personal and professional lives.
Congratulations to all of you who have put your name and face on the
ballots for what will be a 4 year term of service.
The only disappointment is the apathy that is always evident at the
polls and the poor turnouts that are the legacy of elections. Many
individuals have given up their lives for a democracy that gives us all
the right to vote without duress.
So please, get out and vote on November 15!!
Thank you to all of those who work in the Agricultural sector. Your
hard work has resulted in the rest of us, once again, able to enjoy an
amazing harvest time and celebrate it with many events throughout
the region. Take a moment to thank these hard working individuals
and visit one of the many fruit stands and wineries in our area before
the regular season ends.
November 11th is also rapidly approaching. Wear a poppy and show
your support for our local Legion associations and recognize our
Veterans. They fought for our freedoms and many made the ultimate
sacrifice with their lives. So, thank you to all of our armed forces
personnel past and present for their sacrifices making it possible so
we all could live in peace and safety.
And finally, as our weather starts to cool down - be safe and stay warm.

Area ‘D’ Economic
Development Office

The Okanagan Falls Economic Development Action
Plan continues to be a key guiding document for the
Area “D” Economic Development Office in Okanagan Falls. Of course,
the Economic Revitalization of the Town Centre is an important
element of this strategy and much has been said and done about this
over the course of this year. We are working to complete this process
early in 2015.
I have done some work this month to update the Okanagan Falls
website www.okfalls.ca. While there is more to do, a part of the update
so far includes some quick link buttons on the home page that will
allow you to quickly access some key components of the site. The
following quick links will take you to the latest information relating to
key community projects and topics of interest:
I hope that these improvements will make it easier for everyone to
stay in touch - particularly if you’re lucky enough to be flying south for
the winter.
Following last month’s request for information about upcoming events
for the remainder of this year and into 2015, the response has been
... slow. In addition to updating our community calendar for the benefit
of the community, I am also working with my counterparts in the wider
region, to develop a regional events calendar that will make it easier for
locals and visitors alike to find out what’s happening in the region. It’s
no coincidence that this calendar is being created to coincide with the
launch of Westjet flights between Penticton and Calgary. Please help
us to fly the Area “D” flag and support Area “D” businesses through the
slow winter months by submitting event information that will appeal to
Southern Albertans and visitors from the Lower Mainland. (Don’t forget
that Air Canada will continue serving Penticton from Vancouver).

I am working with my regional counterpart in Penticton to update our
regional economic profile. This business attraction document currently
covers the Okanagan Valley from Vernon in the north to Okanagan
Falls in the south. Our objective in this update is to significantly
expand the information pertaining to the South Okanagan and ensure
that the entire South Okanagan is better represented. This document
covers every aspect of life in the Okanagan including the economy
and economic sectors, population and demographics, infrastructure,
education, housing, transportation, taxation and recreational and
cultural opportunities. It will be a comprehensive document that will
give potential investors a good overview of our region.

Okanagan Falls Irrigation District News
with Bob Daly, OFID Chair
The major water line break at 10th Avenue and Maple Street on
October 10th, provided major challenges for repair crews and water
users alike. Wade Wagstaff and his crew from Grizzly Excavation, as
well as OFID Operator Ken Peters and assistant Ed Smith, worked
long into the evening to affect repairs and to restore water service
to the community. The break was especially difficult to locate, as old
pipes left in the ground years ago diverted leaking water to other
locations. Once repairs were made, the lines were flushed, additional
chlorine was added to the system and a boil water notice was posted in
accordance with Interior Health requirements. When Interior Health
is satisfied that there is little risk of contamination in the system,
it will notify the Irrigation District to lift the boil water advisory.
Until then, the tap at Well 4, at Weyerhaeuser Road and Maple Street
is available to the community for drinking water.
The break occurred in part of the system known as the Lower Zone.
The water system of OFID is divided into two separate systems: the
Upper Zone and the Lower Zone. The Upper Zone includes Peachcliff
Drive/Place, Mallory Crescent, 14th Ave off Maple St, Brockie Place,
Mimac Court, Maple St south of 14th Ave., Oliver Ranch Rd. and 4400
McLean Creek Rd. The Lower Zone serves all other areas of the
District. Maps are available at the Irrigation District office.
Okanagan Falls Irrigation District stresses the importance of
providing your e-mail address to the District, so it can quickly
provide you with notices of such emergencies. All users who had
previously provided the District with their e-mail addresses were
immediately notified of the recent incident.

Drinking Water Protection Act Meeting Report

On Oct 10th, over a dozen residents attended the Annual Information
Meeting. Mr. Rob Birtles from Interior Health Authority, who specializes
in Small Water Systems, gave an extended and very informative
presentation covering several aspects of water stewardship. Rob
provided an overview on three topics: 1) Interior Health and the path
taken as it became more involved in water/waste water quality, and
where IHA stands today; 2) The Provincial Drinking Water Protection
Act; from past to present - how things have (and are) changing as new
and emerging issues concerning water quality and quantity arise; 3) Blue
Green Algae Pilot Project IHA is conducting in local Okanagan lakes.
Attendees learned what constitutes a small or large water system,
the differences between ground and surface water, water treatment
objectives, and the criteria for a Water Advisory through to “Do Not
Use” orders. Rob covered how much and often water is tested in
the different systems, and how valuable it is to have both a Source
Assessment and Source Water Protection Plan.
The Q & A segment was very thorough and included questions on
cattle in watersheds (lake and stream edges), who can conduct
Source Water Assessments and Source Water Management Plans,
Community Watersheds, the difference between permitted and nonpermitted use, lake aerators, endocrine disrupters and more.
Rob gave an excellent overview of a vast topic. It was hard to bring
the meeting to a close, two hours after he stepped up to speak! It was
very interesting to finish off with the algae component - fascinating to
hear about the research being conducted.

event, and our generous hosts, who provided a lovely space and
terrific refreshments.

Unanimously Endorses a National Park
in the South Okanagan Valley

Heritage Hills/Lakeshore Highlands Homeowner’s Association
A National Park in the South Okanagan Valley would enhance so
many aspects of the Valley lifestyle. It would bring in substantial
economic benefits including related employment, enhanced tourism,
and - most important of all - it would protect the 56 federally listed
endangered species which thrive and live in the area proposed for
this park. Our children, grandchildren and all future generations
would inherit something special - a unique area of outstanding natural
beauty, preserved for all time against development by opportunistic
companies/individuals anxious to exploit the minerals and other
resources in the area. If only our Provincial Government could see
the strategic value of this National Park.
Along with a great many other institutions, companies, organizations,
municipalities and associations, the Heritage Hills / Lakeshore
Highlands Homeowner’s Association at it’s October 1st meeting,
voted unanimously to pass a resolution to support this National Park.
Doreen Olson, the Director of the Okanagan-Similkameen National
Park Network, gave an inspiring presentation at our meeting explaining
the valuable natural resource that this park offers to our area and to
our next generations.
Unfortunately, there are many other organizations and active
individuals in our Valley who have the financial resources and the
combined voices to influence our politicians against the development of
the park. They have been the active group with the “No Park” signage
you have seen on your travels through Oliver, and southwards. Our
Association does not have the resources, but we do have the desire
and the intent to let the Province know that we want them to return to
the negotiating table with the Federal Government and get this park
plan in place and the National Park established.
Let’s hope that somehow common sense and logic prevail and the
people who really treasure the amazing legacy of nature we have here
in this valley and understand its value, can convince the powers that
be to do the right thing!

It is around this time every year that people ask, “Do I really need
winter tires?” And, the answer is YES. Here is why: Rubber tends
to harden in cold weather, thus reducing friction and stopping
capability of the vehicle. The new generation of winter tires maintain
their elasticity and gripping power at lower temperatures (-35˚C and
below), whereas all-season tires tend to stiffen and lose gripping
power around 0˚C. The improved gripping power translates to shorter
stopping distances and better vehicle cornering and control. That could
be the difference between a safe stop and a fender bender or worse.
Another frequently asked question, “Are all season tires considered to
be winter tires?” The answer is NO, winter tires will have a symbol of
a mountain peak with a snow flake. Tires marked with the letters M+S,
or mud and snow, often found on SUV/pick-up tires, may provide
safe all-weather condition, and are considered a winter tire, but are
not always suitable for severe snow conditions. Consumers should
research their tire options and make an informed decision that may
save lives on an icy road.
BC Law ... What is a winter tire - Motor Vehicle Act Section 208
1. For the purpose of this section, “winter tire” means a tire that is:
a. Advertised or represented by its manufacturer or a person
in the business of selling tires to be a tire intended principally for
winter use, and that provides, or is designed to provide, adequate
traction in snow or mud; and
b. In the condition respecting tread wear and other particulars
the regulations prescribe.
2. The minister responsible for the administration of the
Transportation Act may, by public notice or by placing signs,
prohibit vehicles from being driven or operated on a highway that
are not equipped with chains, winter tires or sanding devices,
or a combination of these the minister considers adequate and
necessary in view of prevailing road conditions.
3. For the purposes of a prosecution under this section, the onus is
on the defendant to prove that a tire alleged not to be a winter tire
is in fact a winter tire.
When Should You Install Winter Tires and/or Carry Tire Chains?
British Columbia’s climate ranges from freezing cold to pleasantly mild
in the winter. Equipping your vehicle appropriately depends on what
you are driving and where you are driving. Most BC highways require
passenger vehicles to use M+S or Mountain/Snowflake tires, and
commercial vehicles to carry chains between October 1 and March
31 (new dates this year). The roads in the Okanagan Valley bottom
as well as the mountain passes are now included in this requirement.

and the designated Winter Tire and Chain-Up Route maps. There are
very few sections of highways in BC (select locations along southern
coast) that do not require winter tires or chains during the winter.
Now is time to get your vehicle ready for winter ... Don’t wait until the
snow starts falling to equip your vehicle with a proper set of tires.

Neuromuscular Balance ... Strength ... Stretch
with Danielle Cournoyer
I have enjoyed years of teaching Pilates and studying the many
facets of stretch therapy. During my numerous travels to different
courses, I was excited to learn of a relatively new method of bodywork
and muscle therapy called NeuroKinetic Therapy™ (NKT™). This
therapy utilizes manual muscle testing to assess dysfunctions of the
coordination system of the brain resulting from traumatic injury, over
use, under use, repetitive stress, postural stress, etc.
NKT™ works with the body’s organizational intelligence, addressing
pain at its source: the motor control centre of the brain. Practitioners
can quickly and accurately correct the dysfunctional postural and
movement patterns that are the source of chronic pain and degeneration
of the muscles and joints. It cues the brain for new learning resulting
in immediate correction of neuromuscular imbalances.
NeuroKinetic Therapy™ works by communicating with the motor
control centre of the brain. Most musculoskeletal pain is caused
by imbalances of neurological origins wherein some muscles
are overactive, while others are inaccessible by the brain. Using
manual muscle testing, the neuromuscular patterns governing these
movements are accessed in the brain’s motor control centre and can
be “edited” for greater efficiency. This process allows NKT™ to yield
faster and longer-lasting results than many other techniques.
NKT™ uses strategy, not force, to achieve results. It can provide
solutions for conditions that have not responded to previous

adjunct to other treatments such as chiropractic, physical therapy,

1. Improved Range of Motion ~ Having a good range of motion
in all of your joints is important in almost every aspect of daily
living. Each day you regularly reach for things, frequently bend
one way or another, and make all kinds of complicated body
movements. If you do not have good flexibility, then many of
these typical movements can become difficult or impossible, and
possibly painful. Even if you are active and don’t feel pain in your
joints, having an improved range of motion can help. With regular
stretching you may find that you will be better able to perform
your current physical activities.
2. Relief from Muscle Tension ~ For many people, stretching helps
to relieve tense and tight muscles. If your muscles are too tight,
it can affect how you sit or stand. This can lead to poor posture.
This is just one example of why stretching is often recommended
at work. Given that many of today’s workplaces involve large
amounts of sedentary behaviour, it makes sense to do some
stretching to relieve the muscle tension in many parts of our
bodies. Stretching also provides an opportunity for relaxation,

Seeking Happiness?

Are you looking for happiness? To be happy you must know what
happiness feels like. When you’re searching for something, it’s usually
because you feel you don’t have enough. What do you believe will
make you happy? When do you feel the happiest? Sometimes just
stopping long enough to assess how, what or why you’re not happy
is all that’s needed to realize you are not as unhappy as you thought.
When you lack something in life, there is often too much of what you
don’t need or want. You are out of balance. You could be lacking time
with too many scheduled activities. Maybe you aren’t associating with
the ‘right’ people who inspire you or lift your spirits. You may not be
happy in your job and feel underpaid or unappreciated. It’s likely a
combination of many things, but until YOU determine what isn’t going
right and how YOU can change it nobody and nothing outside of you
will make you happy, only you can make it happen.
There are so many solutions for changing what’s wrong and allowing
joy into your life. Complaining or making excuses for why you can’t
change is NOT one of them! If you are ready to change, here are a
couple of suggestions:

Get rid of what you don’t use or need. Start clearing the clutter
in your heart and your home. Make space for new beginnings.
Donate or sell your items and make someone else happy. Clean
out the cupboards and give to the food bank, start an exchange
program, let go of the ‘stuff’ you thought would make you happy
but doesn’t.
•
Look at your schedule and organize your time better. Stop doing
things that are not productive and begin doing what’s fun. Join
a group of people who have interests you want to learn or start
your own group. Meetup.com is a great place to start. If you’re
lonely, consider volunteering for a worthy cause. If your job isn’t
satisfactory, consider furthering your education and begin looking
for what does inspire you.
Recognize and appreciate the moments however brief they may be
when you feel a spark of happiness. Ask yourself how you could make
the necessary changes to feel that spark more often, and then do
something about it. Make someone else smile and share your joy. It
begins with YOU.

Flu and Pneumonia Vaccination ~ With all the recent
media attention surrounding Ebola, its easy to forget about the
health impact of less exotic illnesses: the seasonal flu and
pneumonia. Both of these more familiar afflictions remain
important causes of hospitalization and death each year, both in
Canada and globally, with children, the elderly and those with

medications that lower immunity; residents of assisted living or care
homes; and healthcare workers and first responders. Anyone
considered a household contact of the above individuals also
qualifies. So basically, its difficult to find someone who doesn't
qualify for a free flu shot!

unsure about your eligibility and have questions about influenza
and pneumonia vaccination, please call us or drop by and we will be

In closing, while the flu shot is an effective way to reduce the risk of
suffering from influenza, its not 100% effective and if you are
unlucky enough to be stricken with the flu, plenty of fluids, best rest
and Tylenol for headache, fever, sore throat and muscle ache remain
the best supportive measures to help you feel better.

Fish Passage at
Skaha Dam

Skaha Dam, located in Okanagan Falls, BC, was constructed in 1952
and has since operated as an essential component of the Okanagan
Lake Regulation System (OLRS). The dam was constructed with a
fishway to the western most extremity of the structure. This fishway,
however, has historically never been operated due to accumulation of
debris, and maintenance and other logistical issues.
Until the spring of 2014, Skaha Dam was the upstream most
accessible portion of river within the Columbia River Basin. Fish
passage modifications in 2009 at McIntyre Dam returned sockeye to
the area for the first time in 90 years. The next phase of sockeye and
anadromous fish passage was to modify the fishway at Skaha Dam.
In the Canadian Okanagan, the tripartite working group - the Canadian
Okanagan Basin Technical Working Group (COBTWG) manages
decisions with respect to fisheries and aquatics. After 10 years of the
12 year Sockeye Re-Introduction into Skaha Lake, parties agreed that
passage past Skaha Lake Dam is essential. Several partners have
been involved in the Skaha Dam fishway project including the Ministry
of Forests, Lands and Natural Resource Operations (MoFLNRO),
Colville Confederated Tribes, and the Okanagan Nation Alliance (ONA).
In May 2014, construction began on the Skaha Dam fishway in order to
modify it for fish passage. Crews used existing slots within the fishway
to insert stop logs (vertical wooden walls), creating a series of “steps”
from the lower water level downstream of the dam to the higher water
level upstream of the dam. Among design considerations were the
height and length of pools, as well as the ratio of plunge pool (pool at
the bottom of the jump) to jump height. In addition, fishways require
high enough flows to attract fish, but flow rates within the structure that
do not exceed the swimming capacity of the target species.
In order to determine fish passage efficiency, ONA monitors video
footage from two video cameras located within the fishway. Fisheries
Technicians count the number of fish jumping over each jump through
the fishway. This data will help inform Biologists about how effective
the current design is and what further modifications, if any, should be
made in future years to maximize fish use and limit migration delay
through the structure.

Okanagan Falls Elementary School
Welcomes “Raise A Reader”
The Penticton Herald Raise a Reader South Okanagan Program
recently visited Okanagan Falls Elementary School. K-7 students
were fortunate to participate in read aloud sessions with children’s
authors and each child was kindly gifted with a copy of the book to
take home and enjoy with their families.
Our Kindergarten and Grade 1 students each received a copy of
Ann Gregoire’s book, “Larry and the Beanstalk”, a story which the
author wrote for her two grandchildren and is now sharing with other
young readers. Our two Grade 2/3 classes enjoyed a visit by author
Heather Caruso who read her book, “Ten Little Stories”, written for
her grandchildren was filled with poetic rhymes and short tales. Our
Grade 4/5 class experienced an interactive math literacy puzzle book
written by Darcy Nybo called “The Great Grape Adventure Okanagan
with Merl Oh”, which takes readers on an adventure exploring the
Okanagan valley learning about lake monsters, bats, bees, steam
trains, and paddle wheelers. Our Grade 6/7 class was fortunate to
engage in a read aloud and question/answer session with author
Rie Charles sharing her book, “A Hole in my heart”, a juvenile fiction
chapter book about family, challenge, and perseverance.
Mr. Alan Longworth, our local Okanagan Falls author, is also to be
commended for his colouring contest story, “The Trotters”, which
encouraged students to read and colour the illustrations of a piglet
family illustrated by artist Endrene Shephard. The story was designed
in comic book form to hold a child’s interest. The Penticton Raise A
Reader organization picked up the story and it was featured in the
Penticton Herald front and back page on Sept 24, 2014. In conjunction
with publishing the story, it was offered as a colouring competition with
the winner receiving $500 for their school library. Congratulations Alan!

authors and volunteer helpers who continue to bring this valuable gift

We are proud of the many successes in School District No. 53 and
are looking forward to the years of labour peace ahead where we can
turn our minds, energies and resources to build on these successes.
Trades Training: We continue to grow in numbers and support in
Secondary School Apprenticeship, “Ace It” and dual credit programs.
This is providing more choices for students and also meeting the
needs of a unique group of students who have aptitude and ambitions
for a career in the trades. Our growth has been such that we have
dedicated more teacher time to coordination and supervision of
students.
We are excited about the newest initiative called “Yes-2-IT in the
Classroom”. Grades 6 and 7 students in each of our schools will do
a week long, hands-on project. In some schools, if there is space
available, Grades 5 and 4 students may participate. Local journeyman
will help educate students on how each trade works in the construction
of a building. Students will receive approximately 1.5 hours per day
for 5 days learning in a hands-on approach to 3 different trades. The
five day schedule will look at safety, reading blueprints, construction
framing, electrical wiring, plumbing, finishing up and clean up.
In our district, these programs are serving to bring increased value
and respect to careers in trades, as well increase the engagement
and success rate of our students.
Early Learning: We are proud of our early learning components in
all our elementary schools. When there is available, vacant space in
schools, we continue to enter into partnerships with preschool, daycare,
and school care providers to support families in our communities.
During the last several years, the Early Learning focus at Okanagan
Falls Elementary: StrongStart, Preschool, and Kindergarten, has
worked together to support a continuous flow of early learning
readiness skills. When the children reach Kindergarten many of them
have developed strong readiness and social skills, along with an
understanding of the elementary school setting and routines.
Roots of Empathy: This program is well supported and growing in
our district. We will have 17 programs running this year. Six of these
will be at the Grade 5 level, a target group for this year. We have also
expanded this program to at least one of our alternate schools. This
program is strong and valued as it serves to address our goals around
social and emotional learning. It is only possible in our district because
of the volunteers who teach the classes and coordinate the program.
School Plan Day: On Tuesday, October 14th almost two hundred
teachers, EAs, and administrators met in the evening to review the
framework for engaging in collaborative inquiry, revisiting their school
questions and learning plans and setting themselves up for success.
The evening was facilitated by Linda Kaser, co-founder of the Network
of Inquiry and Innovation in BC. This is a valuable inservice for all
participating personnel, developing a sense of team and vision for
their schools.

Greetings from your Okanagan Falls PAC. We had our first meeting
of the year on Tuesday, October 7th. We have started brainstorming
some ideas for this year’s fundraisers and fun.
A project on the go to look out for are our “Buddy Benches”, which will
appear soon on our school playground. These will help our students
continue to keep ‘inclusiveness’ during playtime on our playgrounds.
We invite ALL parents to join us for our PAC meetings on the first
Tuesday of every month. Our next meeting is Tuesday, November 4th
at 6:30pm in the school library. Free child minding is available during

Kaleden students enjoyed visits from multiple authors as part of

The Kaleden Fire Department helped the boys and girls at
Kaleden School practice their first fire drill of the year as part of
Fire Prevention Week. Two students were chosen to be Fire Chief
& Assistant and enjoyed a ride to & from school on the fire truck!
Grade 4 & 5 students demonstrated a strong showing at both
the Trout Creek and Naramata SD#67 Fall Cross Country runs.
Congratulations to Josie Nickel (Grade 4) whose ultra-speedy
time created a new district record for her age group!
Students enjoyed their first Hot Lunch Day Friday, October 17th.
The PAC of Kaleden School work diligently each week to provide
a nutritious hot lunch program for our students that is made
entirely on-site.
All students will take part in Kaleden School’s annual Pumpkin
Carving event on Thursday, October 30th. Thank you to the PAC
for supplying every student at Kaleden School a pumpkin to carve

Kaleden Elementary PAC Update

October saw many fun events such as the school wide Pumpkin
Carving held October 30th. Each child got one pumpkin to carve
and take home to their parents. What a yucky fun mess left in the
school gymnasium! An event like this is only possible with wonderful
volunteers. So, a huge thank-you to all of you that came out and
helped carve, clean, and set up such a great event. On October 31st
the children got to dress in their Halloween costumes at lunch have
a costume parade and a monster mash in the gym. Great costumes
and fun event.
Our weekly hot lunch program has begun with new leadership this
year. Thank-you Tina Brown for stepping up and making the hot lunch
program happen. I know first-hand how yummy the food is, as my
children always want more and tell me how wonderful it is. Thank
you again to all the volunteers that come out every Friday, setting up,
cooking and cleaning up. It is great to have you all there.
Our cross country team wrapped up the season with a fabulous pizza
lunch. We had a great turn out of runners, 24 Grade 4’s & 5’s. We
trained every Tuesday and Thursday at lunch. I am sure a lot of you
saw us running along Linden Avenue, and thank-you for slowing down.
These runners trained hard and had great success! We had many top
10 placers and many more top 20. There were two runs, one at Trout
Creek Elementary and one out in Naramata. One of our students even
broke a long standing Grade 4 girl record. Great job Josie Nickle! The
team was so happy and proud of all the results. The coaches were
extremely excited to see all the kids work so very hard and excel so
much. Cannot wait until spring!!!
The next PAC meeting is Tuesday, November 4th at 7pm in the School
Library. If you want to get involved or have something to say, please
come out. We would love to see more faces. There is always lots of
fun and exciting events to get involved in.

School Trustee Report for SD67

The Board has sent an endorsement letter for the Coalition of Child
Care Advocates of BC and the Early Childhood Educators of BC’s
Community Plan for a Public System of Integrated Early Care and
Learning, which includes a proposed $10/day Child Care Plan. More
information on the Plan is available at www.ccabc.bc.ca/plan. The
plan is trying to bring equity for quality daycare. There would be
no user fees for families who earn less than $40,000 per year, an
increased number of spaces for children with special needs, and $25/
hour average wages for Early Childhood Educators.
The City of Penticton has completed the installation of traffic calming
measures at Carmi and Wiltse Elementary Schools. The work consists
of installing one or more of delineator defined road narrowings, speed
humps and new crosswalks, radar speed signs and school bus drop
zones, along with associated signage. Uplands Elementary is next on
the list when municipal funding becomes available.
New policy #160 Trustee Code of Conduct was approved at the October
regular board meeting. The policy clearly sets out the expectations
for trustees in fulfilling the Board of Education’s responsibilities in
an ethical and business-like manner. Policy #600 Fiscal Control was
updated and is on the School District website for comment. Policy
#315 Physical Restraint and Seclusion which covers the occasions
where the physical actions of a student threaten to cause harm to
self, others or based on uncontrolled violence cause damage to
property and restraint may be necessary. The updated policy follows
the provincial protocols. Policy #315 is also available for comment on
the District website.
At the October board meeting, the Superintendent provided an
update on the action plan to support the goals outlined in the District
Achievement Contract. The Response to Intervention (RTI) Framework
is in use in some District Schools and the hope is to make it systemic
across the District. The Framework tries to address the needs of all
students, not just special needs or at risk students. It uses researchbased strategies and the structures are sustainable and honour the
professionalism of teaching practices. The District Achievement
Contract is available on the District website at www.sd67.bc.ca.
Congratulations to the Naramata PAC, Naramata Parks and Recreation
and the community on the beautiful sculpture that has been installed
on the Vancouver Hill roundabout. The artwork celebrates the 100th
Anniversary of Naramata School and depicts the historic Mayday
Dance. Special thanks to Deb Linten for designing and co-ordinating
the project, the Naramata PAC Centennial Committee, Naramata
Parks and Recreation and many members of the community who
committed their time and expertise to this amazing project.

Acts of Gratitude & Kindness

Special thanks to our Okanagan Falls Fire Department for their annual
fire prevention “Get Out Alive” lessons at our Elementary School!
Each year a draw occurs from the many (over 100+) student fire
escape plans submitted during the volunteer fire fighters visits to our
school for interactive fire safety workshops. This year our fire chief
draw winner was Danny Fairall, along with our two fire deputies, Julia
Robinson-May and Baylee Leduc. All winners were picked up via Fire
Truck from their homes and enjoyed a scenic ride to school.
A heartfelt story coming out of this year’s
experience involves our fire chief and
bike winner, Danny, who expressed his
gratitude for winning the bike and then
decided that he would like to donate
his bike to the Cancer Society to help
others in need. Danny shared how he
has a new bike at home, so he wanted
to find a way to help others. He shared
how both of his grandparents have
experienced cancer, which has made
him want to give back to help promote cancer research for others.
We think this is a wonderful story of human compassion and truly an
example of someone wishing to “pay it forward”. Thank you Danny for
your inspirational random act of kindness!

Fire Prevention Week Success
The KVFD visited Kaleden Elementary School
three times during the week of October 5-11 promoting Fire Lane
Awareness, practicing a Fire Drill, and then reinforcing ways to be
Fire Safe with the Grade 3, 4 and 5’s. Two children were given rides
to school in the Fire Truck. Maria was our ‘Chief of the Day’ and Wyatt
was the Assistant Chief.
Fire Prevention in the community begins at home by being safe in the
kitchen, not smoking in the house, and being aware of the heating system
used in the home. Be prepared and safe for the winter months ahead.

Well, frost isn’t quite on the old pumpkin yet, but with the nights getting
cooler, it isn’t far away!
We have had a great Summer at the Heritage Society and Thrift Shop.
At closing of the Museum in October, we had received over $400.00 in
tours. Folks came touring from all over the continent and stopped at
our little museum along the way. Some took pictures, some brought
their children, and some just came to refresh the memories of the past.
Have you seen the work being done in our gardens? All the work being
done in front of the Bassett House has been by Sue Upton. She had
put an ad in the Skaha Matters and we answered it. Now we can see
the Bassett House from the Highway. Sue has been doing a wonderful
job shaping and pruning the shrubs and cleaning up. On Thursday,
October 16th, the staff from Interior Savings came to help put the
gardens in shape at the Heritage Place Complex. Many thanks to
the Interior Savings staff for choosing the Heritage gardens for your
community project this year.
The Thriftee Shop is all decked out for Fall with Thanksgiving/
Halloween decorations and lots of colourful clothing on display. We
have had a couple of new staff volunteers join our family. There is
always room for more! Thank you to our community for supporting
our little shop either by shopping, or by your wonderful donations, or
just stopping in to visit. We are really lucky, because the people who
come into our little store are the finest people anywhere!

Kaleden Museum ~ A History Tid Bit
with Meredith King
As families began to arrive in 1910, tents
provided the living accommodations
for most. The really luxurious tents had
a wooden floor and three or four foot
high wooden walls and a tin heater
to ward off the winter’s chill. The only
homes completed in 1910 were the
Tomlin house (Oak Street) and the
Sandy Cameron building (521 Lakehill
Simpson Family Accommodations Road) and living quarters for the
Lapsley family over the store. Up until 1913, there were still families
living in canvas shelters waiting for homes to be built.
Kaleden’s first school teacher, Miss Olga Watson, started classes in
January 1910 using the Lapsley’s living quarters as the first classroom.
Church services were held in various homes, with the Baptists being
the first to organize in February. The Kaleden Baptist Church was
organized with a total of nine members; Mr. and Mrs. T.C. Preston,
Mr. and Mrs. O.E. Tomlin, Mrs. A.S. Hatfield, Mrs. Mabel Preston, Mrs.
Herbert Baker, Miss Florence Preston and Miss Archena Preston. The
pastor, Rev. F.W. Auvache, minister of the Penticton Baptist Church,
provided services on Sunday afternoons. In the spring and summer,
both the school and church used the open air or a tent erected
where the telephone exchange now stands on Lakehill. The following
winter, they moved into the Sandy Cameron building, it being the only
structure big enough to accommodate even a small group of people.
What a bustling hub of activity was Kaleden in 1910! Full of promise
for a bright future!

So, here we are full swing into Fall. With Winter coming soon, many of
our members don’t have the opportunity to get out walking, gardening,
or exercising in other ways that are possible in the warmer months. If
there is anyone out there who would be interested in running or taking
part in a 1 hour exercise group of some sort one or two days a week,
aimed at Seniors, we would love to hear from you. Get in touch with

The Fall Flea Market on October 13th went well and everyone seemed
to be having a good time. Sales were brisk with lots of people finding
just the thing they couldn’t live without at a bargain price. Thank you
to all the people who made donations of used goods to our sale. We
really appreciate your good will.
What do you do on Mondays? Sit at home with the television on or
perhaps read a good book? On Monday, November 3rd why not
attend the monthly General Meeting at 1:00? This month is the
annual Election Day for new officers of the board for 2015. You have
a membership, so why not have a say as to how the Seniors Centre
is run and by whom? Of course, we’re always happy to have you
volunteer for a position.
There will be a Flu Shot Clinic at the Seniors Centre, 1128 Willow
Street, on Monday, November 24th from 10:00 am to 2:00 pm.
The clinic is open to any Seniors and others who qualify. You do not
have to be a member of the Seniors Centre to take advantage of this
opportunity for immunization.
Tuesday Bingo scheduled for November 11th will be changed to
Tuesday, November 25th in order to let us all be able to honour
Remembrance Day.
Christmas Dinner Tickets will be on sale to Members beginning
November 10th. Non-member family and friends will be able to

Hello, again, dear reader. The weather is gray and drizzly, but inside
my little den, it is warm and cheery and I have a happy heart. A happy
heart, because we are in the final negotiations with a contractor to
build the BANDSHELL. You are reading correctly - no fooling - things
have taken a giant leap in the past few weeks. Suffice it to say, the
bandshell committee is excited, heartened and extremely grateful for
the support given to this project.
We now have enough money to complete the basic structure you know that dear little model that has been involved in so many
community events in recent years. (And here comes the ‘but’). We
do not have enough for embellishments, such as electrical, painting,
etc., but we are confident that, in time, all of these things will come to
be. We are always so aware of the kindness and generosity of this
community. The rest of the world should be so lucky, I say!
Keep monitoring the bandshell site as, very shortly, action of all sorts
will be taking place. At last, you say. At last we say, and YAY!!
A reminder to all Women’s’ Institute members - we will be having
our Christmas soiree on Wednesday, December 17th at the United
Church from 1:00 - 3:00 pm. This is a ‘finger food’ event, so bring
your best appetizer. We might have some wine to toast the Season,
but despite the location, no one is to get blasted.

The Okanagan Falls Legion Ladies Auxiliary held its regular meeting
in October chaired by Louise Sax. The LA catered for a Memorial
Tea, a Celebration of Life, the Candle Light Ceremony Veterans Lunch
on October 18th, as well as the Fowl Supper on October 26th. On
November 2nd the LA will be catering for the Branch Dart Shoot.
Members were reminded to make sandwiches (wrapped individually)
for the Lunch provided after the Nov 11th Remembrance Day Service.
The report of the South Okanagan & Similkameen Zone meeting
held at Summerland Br#22 was given. Information was shared on
the LA Provincial Convention which will be held in Parksville in 2015.
Registration date is May 15, 2015, with the theme being “Island Fun”.
Summerland LA won the Attendance Plaque award. The next Zone
meeting will be held at Br#227 on November 23rd.
The nominating committee presented its tentative report for the 2015
slate of officers and executive. These were Louise Sax - President;
Colleen Clark - Vice President; Denise Head - Secretary; Louise
Johnston - Treasurer; and Executive Members - Helen Brewis and
Bernie Diachuck. The meeting draw winners were Iris Muldowan and
Colleen Cark.

The month of November is a very big, busy month for the Legion. At
our swearing in ceremony, the importance is actually mentioned and
members are reminded to help out. But, before the 11th a very unique
and exciting event will be held on November 8th, and as far as we
are aware at the time of print we are the only Legion in the Southern
BC to be holding it. We are celebrating the NATIONAL ABORIGINAL
VETERANS DAY starting at 2pm. Our own Aboriginal Vet Tim Syrette
is organizing the event (250-497-5235) and this colourful ceremony will
be followed by a light meal. Everyone is welcome, both members and
non-members, to participate in this historic day. Aboriginal Veterans
have served in our defence prior to Canada’s formation during the war
of 1812. They have honourably served during WWI, WWII, Korea, as
well as UN and NATO action and most recently Afghanistan. It is right
and respectful that we remember the fallen within our community.
On Remembrance Day, November 11th, our Ceremony schedule
is laid out in our ad on page 2. We look forward to seeing you ALL
there. During the afternoon, we will be having our usual appearance
by the Summerland Pipes and Drums and also music from the Vintage
Singers. In the evening, there will be live entertainment by CINDY
DUCETTE who people will remember from previous enjoyable events.
Remember, the freedoms we enjoy came from
our Veterans bravery, and it still does today. The
money raised from the sale of poppies goes to so
many causes that help our Vets, so please buy a
poppy (don’ use last years!!) and wear it with pride.
Many thanks to all the many people who helped to
make our Candlelight Ceremony such a success
this year, including Geoff Walter-Hughs and his wife Grace who both
worked so hard to make sure it as a wonderful occasion.

Falls, BC. Martin was born in Kandahar,
Saskatchewan on September 30, 1931.

Jocelyn Huddart
Our beautiful daughter, Jocelyn,
born January 1978, passed away,
September 30th, 2014, in her home
in Canberra, Australia. Surrounded
by loving family, her husband at her
side. After growing up in Okanagan
Falls, she moved to Australia to
marry her amazing husband, Erryn.
They enjoyed many travels and
adventures. Living in Tasmania,
living on a sailboat at New Caledonia and finally settling in New
South Wales. After having two children, her final challenge was
a three year struggle with cancer. Unfortunately, a challenge she
lost. Along with her husband, Erryn and her sons, Kai and Louie,
Jocelyn is survived by her Mother and Father, Wendie and Larry
Huddart, and her sisters, Leigh Huddart and Jodi Dahl. Goodbye
our darling girl we will miss you so very, very much. Love you Hon,
Mom & Dad.
A service was held in Canberra on October 8th and an informal
gathering of Jocelyn’s Canadian family and friends was held at
her old home in Okanagan Falls on October 11th. If anyone should
wish to, we can accept donations to a fund set up to assist with the
care of Jocelyn’s sons.

Okanagan Falls Helping Hand Update
Helping Hand food collection bins will be set out on November 12th.
Last year we packed and delivered more than 100 hampers for our
community, and indications are that the need will be at least as great
this year. Your financial support and food donations are the core of
the program and your generosity is greatly appreciated. Financial
donations can be sent to Okanagan Falls Helping Hand, P.O. Box
640, Okanagan Falls BC V0H 1R0. Tax receipts will be issued for
all donations over $20. Our annual “Fill The Van” event will be at IGA
on Saturday, December 6th from 9 am - 3 pm. The “Gift Tree” will be
set up at IGA on November 12th and the “Pajama Tree” at Interior
Savings Credit Union by the last week of November.
If you are in need of a hamper this year, please fill out the registration
form on this page and drop it in the registration box at the IGA after
November 12th or mail to the address above. Hampers will be
delivered on Saturday, December 20th between 9 am - 1 pm. If you
have any questions or concerns, our contact number is 250-486-2767.
