The candidates need not to submit any application form for admission into B.A.M.S./B.H.M.S./B.N.Y.S Courses for the academic year 2014-15. The Rank in EAMCET-2014 shall be the basis for the selection into B.A.M.S./B.H.M.S./B.N.Y.S courses subject to these regulations. The distribution of seats among various categories (seat matrix) University Area wise for admission into BAMS/BHMS/BNYS courses in the above colleges will be displayed in the website of the University one day before of the counseling. 2 5. PROCEDURE OF SELECTION: 5.1 Selections will be made by the selection committee appointed by Vice-Chancellor, Dr. NTR University of Health Sciences. Selections are Course wise. 5.2 Counseling Schedule: The counseling schedule was notified on 31.10.2014 in Daily News Paper (Press) Notification. No individual intimations will be sent. 5.3 Reservations shall also be University Area Wise. While allotting the candidates to the colleges, the percentage of reservations shall be maintained in each institution as far as possible. 5.4 The counseling shall be in three phases. The 15% of UR Seats will be filled first as per the G.O.Ms.No.42, Higher Education (EC2) Dept., dated 18.05.2009 5.5. 1 In the first phase, OC seats will be filled up. 5.5.2 5.5.3 5.6 In the second phase, the reserved category candidates selected under OC category shall be re allotted to the college / course of their preference depending upon availability of seats in the respective category and their eligibility. If a category candidate selected under OC does not attend the 2nd phase of counseling it will be presumed that he / she prefer to continue in the college in which he / she got selection in the 1st phase. The third phase is only for reserved category candidates. In this phase selection and allotment of remaining seats reserved for the reserved category candidates and those vacated during the second phase of counseling shall be made. Phase I, II and III will be done simultaneously. If a candidate is eligible for a same type of seat in the same course and in same college both under the reserved categories of social status and under Army / PH, he / she will be selected under the category of social status only. The candidates provisionally selected into one college will be considered for resultant vacancies in another college. 5.7 All the qualified candidates in EAMCET-14 and those who have fulfilled the eligibility criteria may attend the counseling as per the schedule for admission into BAMS/BHMS/BNYS courses for the year 2014-15. 5.8 Counseling Fee (non- refundable): All the candidates who attend the counseling have to pay by way of cash an amount of Rs.1000/- (Rupees One Thousand Only) as counseling fee at the reception counter of the counseling center irrespective of their selection /admission. The counseling fee receipt can be produced in subsequent counselings for entry into the counseling center. 5.9 Candidates are considered for admission only for such categories for which they claim reservation by documents. 5.10. The selection will be made only from among the candidates who physically present themselves when called in order of merit. Claims of the candidates will not be considered if they are absent when called at the time of selection and the next in the merit would be called. 5.11 The selected candidates shall submit all the original certificates on the day of selection and shall pay the University fees mentioned in Regulation 13. The University Fee once paid shall not be refunded under any circumstances. 3 5.12 IF THE CANDIDATES FAILS TO PAY THE UNIVERSITY FEE AFTER CHOOSING A SEAT IN A COLLEGE, THE ALLOTMENT WILL BE CANCELLED AUTOMATICALLY WITHOUT ANY NOTICE. 5.13 If a candidate desires to cancel / withdraw their selection after submission of Original Certificates and payment of fee, the candidate has to withdraw by submitting a written requisition along with the consent of the Parent with Registrar, Dr. NTR University of Health Sciences at Vijayawada with in the prescribed period as notified by the University as informed in the selection intimation. 5.14 If any further selection conducted by the University the resultant vacancies will be open to all the candidates below the rank of candidates who have not joined the course and the candidates who were absent in the earlier selection. 5.15 The resultant vacancies shall be filled by the candidates belonging to the same category of the seat as those who have not joined the course. 5.16 Mere attending the counseling does not confer right for a seat. 5.17 Any candidate who obstructs the proceedings of the selection committee or otherwise misbehaves or causes disturbance at the committee meeting, will be liable for disciplinary action as may be taken by the University. 5.18 The committee shall have the power to cancel the selection or admission of the candidate at any stage if it is detected that the selection or admission is against the regulations either during selection or before closure of admissions. 5.19 All the candidates selected should undergo Medical Examination as directed by the Head of the Institution concerned. The admission of the candidates shall be subject to their fitness in the Medical examination. 5.20 Candidates shall be present till the end of the selections to be available in case, if they need to be recalled for any reasons. NOTE: a) b) The distribution of seats among various categories, University Area wise for admission into BAMS / BHMS and BNYS Courses will be displayed one day before of the counseling. In case any new Colleges are affiliated to the University/any college is permitted by the Govt. of India for the academic year 2014-15, the seats in those colleges also will be filled up. 6. RESERVATION OF SEATS: 6.1. RESERVATION FOR GOVT OF INDIA NOMINEES. 6.1.1 The Seats reserved for Government of India nominees as shown in column 5 under Regulation 4 shall be outside the scope of selection committee of the Dr. NTR University Health Sciences and subject to the Government of Andhra Pradesh norms specified under the regulations. 6.1.2 State Government norms for Government of India nominees for admission into BAMS/BHMS courses during the year 2014-15. The Nominees of the Government of India should confirm to the following norms of the Government of Andhra Pradesh. 4 a) No nominations shall be entertained from such of the States in India where there are corresponding facilities available in the institutions within such State. b) All foreign students who got scholarship either by the Government of India or by the concerned Countries shall be considered for admission into BAMS/BHMS Courses by the State Government. c) Students seeking nominations from other State or Union Territories should be considered only if there are no corresponding facilities in the shape of Medical Colleges etc., the those States / Union Territories. d) Students from Andhra Pradesh who have not appeared for the common Entrance test or who having appeared for the common Entrance examination failed to get selected on merit shall not be eligible for nomination. e) The State Government shall scrutinize the nominations as per the list sent by Government of India with reference to the above norms and allot them among the colleges in the State. Foreign students who are allotted seats should produce AIDS free Medical Certificate from competent authority. 6.1.3 The Government of India Nominated seats are being allotted to students of the States / UTs for studying BAMS / BHMS, where the college of the respective system is not available. ** For these seats students will be nominated from Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand 6.2 RESERVATION FOR SCHEDULED CASTES AND SCHEDULED TRIBES: Out of the seats available for admission by the University, 15% seats shall be reserved for candidates belonging to SC and 6% for ST candidates. 1) In the event that if any seats reserved for ST not being filled up they will be open to the candidates belonging to the Scheduled Castes and vice-varsa. 2) In the event of the candidates from the SC and ST are not being available these seats shall be allotted to the candidates under open category. 3) Candidates of the Scheduled Castes and Scheduled Tribes belonging to the State of Andhra Pradesh only shall be considered. 6.3 Reservation for Back Ward Classes: 29% of the seats available for admission by the University in each course shall be reserved for candidates belonging to Backward Classes and shall be allotted among the five groups of Back Ward Classes as follow:BC-A-7%, BC-B-10%, BC-C-1%, BC-D-7% and BC-E-4% as per the G.O.Ms.No.1793, Education, dt.23.09.1970 and G.O.Ms.No.23, Backward Classes Welfare (C2), dated. 07-07-2007and G.O.Ms.No.231, Health Medical and Family Welfare (E1) Department, dated 11-07-2008. * Reservation under BC-E is subject to further orders from Government of A.P./High Court/Supreme Court If qualified candidates belonging to Backward Classes of a particular group are not available, the left over seats can be adjusted for the candidates of next group. If qualified candidates belonging to Back Ward Classes are not available to fill up the 29% seats reserved for them, the left over seats shall be treated as Open Competition seats and shall be filled up with candidates of General Pool. 6.4 CERTIFICATION OF SOCIAL STATUS: The candidates belonging to Scheduled Castes, Scheduled Tribes and Backward Classes shall furnish a certificate in the prescribed form appended to the application in support of their claims. 5 The social status of Scheduled Castes, Scheduled Tribes and Backward Classes candidates shall be Scrutinized interms of G.O.Ms.No.58 SW (J) Dept dt.12-5-1997. 6.5.1 RESERVATION FOR THE CHILDREN OF SERVICEMEN AND EX-SERVICEMEN 1% of the seats of available seats for each categories in OC, SC, ST,BC-A, BC-B, BC-C, BC-D and BC-E for BAMS/BHMS/BNYS admission by the Dr. NTR University of Health Sciences shall be reserved in for the children of Ex-Servicemen, and serving service personnel of the three wings of Defence Service Viz., Army, Navy and Air force subject to the condition that the ex-servicemen etc., are residing for a minimum of 5 years in AP provided that if suitable candidates are not available equivalent to fulfill the above reservation the condition of 5 years minimum period of residence shall not be insisted upon. Admission under Army Quota will be made from among eligible candidates qualified at EAMCET-2014 in the order of preference given below subject to other rules (proformas appended to the application form). a) Children of Armed Force Personnel killed in action. b) Children of Servicemen disabled in action and permanently incapacitated as a result and invalidated out of service and in receipt of disability pension. c) Children of Ex-servicemen. Servicemen in receipt of Gallantry Awards, the order of merit for consideration of the Gallantry Awards as given below: 1) Param Vir Chakra 6) Uttam Yudh Seva Medal 2) Ashoka Chakra 7) Vir Chakra 3) Sarvotham Yudh Seva Medal 8) Shourya Chakra 4) Maha Vir Chakra 9) Yudh Seva Medal 5) Kirti Chakra 10) Sena/Nava Sena/Vayu Sena Medal 11) Mention in Despatches. d) Children of other Ex-servicemen and servicemen. NOTE: I) Candidates who do not come under any of the categories (a) to (d) under this rule are not eligible for consideration under this quota. If the number of candidates is more than one in a particular group indicated above, selection shall be based on Rank at EAMCET-2014 among the candidates belongs to that group. Candidates seeking admission under this category should submit” documentary evidence in support of their claim from competent defence authority” a) Ex-servicemen means a person who has served in any rank (whether combatant or a non-combatant) in the Armed Forces of Indian Union, including the Armed Forces of the former Indian States, but excluding the Assam Rifles, Defence Security Corps, General Reserve Engineering Force, Lok Sahayak Sena and Territorial Army, for a continuous period of not less than six months after attestation, and b) has been released otherwise than at his own request by way of dismissal or discharge on account of misconduct or inefficiency or has been transferred to the reserve pending such release. or c) has to serve for not more than six months for completing the period of service required for becoming entitled to be released or transferred to the reserve or d) has been released at his own request, after completing five years service in the Armed Forces of the Indian Union e) In case of an adopted son/daughter, candidate must produce a certificate from the Civil Court having jurisdiction in support of such adoption. f) Children of servicemen and ex-servicemen residing in the State of AP seeking admission shall, in support of the claim, submit a residence certificate issued by MRO from where the candidate is claiming the residence of the parent. 6 g) The candidate should submit a certificate from the Zilla Sainik Welfare Officer of the Zilla Sainik Welfare Board as to their eligibility to consider under Army/Ex-Army reservation, specifying the category to which the applicant belongs with attested copies of documentary evidence for the claim. (proforma appended to the application form) h) Applications of the candidates submitted for the reservation under Servicemen and Ex-Servicemen quota shall be scrutinised by the Andhra Pradesh Sainik Board or its nominee and their decision is final and binding on the candidate. II) The children of ex-servicemen are directed to bring the following original certificates at the time of counseling. 1. Original discharge certificate of his/her parent. 2. Original Identity Card of his/her parent issued by Zilla Sainik Welfare Officer of concerned District. 3. Original Pension book of his/her parent if pensioner. 4. Residential Certificates of the parent of the candidate issued by Mandal Revenue Officer. 5. Certificates of Gallantry Award, Gazette Notification, copies of Part-II order and relevant documents if claims under Priority-I, Priority-II and Priority-III. 6. Children of Armed Force Personnel Certificate issued by Zilla Sainik Welfare Officer. The children of Serving Soldiers are directed to bring the following original certificates at the time of spot admissions/counseling. (a) Original Identity Card of his/her parent issued by competent authority. (b) Original pay book/pay slips of his/her parent. (c) Residential certificate of the parent of the candidate issued by Mandal Revenue Officer. (d) Certificate of Gallantry Award, Gazette Notification, copies of Part -II orders and other relevant documents if claims under priority-II and priority-III. (e) Children of Armed forces personnel certificate issued by Commanding Officer. Failing which to produce the above documents in original his/her application under children of Armed Forces Personnel (CAP) category will not be considered for admission into respective courses. 6.5.2 (1) RESERVATIONS FOR NCC/SPORTS AND GAMES ARE NOT APPLICABLE IN VIEW OF THE LIMITED SEATS IN EACH COURSE AND IN EACH REGION. RESERVATIONS UNDER THE PHYSICALLY HANDICAPPED (PH) Out of the available seats for admission by the Dr. NTR University of Health Sciences, 3% shall be reserved for the Physically Handicapped (PH) in each categories of OC, BC-A, BC-B, BC-C, BC-D, BC-E, SC and ST As per Government of India guidelines Physically Handicapped candidates with locomotary disorder of lower limbs between 40% to 70% are only eligible under the Physically Handicapped quota. Medical Board to be constituted for scrutinising the applications, and the candidates should appear in person before the medical board. The Medical Board should confirm the disability mentioned in the certificate and decide fitness to undergo the rigours of medical education. (2) Candidates with the following defects shall not be considered for selection under this category: 1) Mentally retarded 2) Visusully Handicapped 3) Deaf and Dumb 4) Chronic Heart, Lung, Kindney and Liver Diseased and 5) Muscular Distrophics. Once the Physically Handicapped status is confirmed, merit in EAMCET-2014 is to be taken into consideration for allotment of seat The candidate seeking the benefit of reservation should present him/herself before a Medical Board constituted the candidate shall submit a PH certificate issued by a Medical Board, comprising of at least one Expert/Specialist from the 7 specialty of Orthopedics of Medical Board and obtain a valid disability certificate from the Medical Board having been issued for claiming the benefit of reservation. 6.5.3 RESERVATION FOR WOMEN CANDIDATES: So far as the B.A.M.S/B.H.M.S/B.N.Y.S. Courses are concerned, 33 1/3% of seats in Statewide institutions and in each local area for non-statewide institutions are guaranteed for women candidates in each category i.e., open competition, Scheduled Castes, Scheduled Tribes, Backward Classes Groups (‘A’ ‘B’ ‘C’ ‘D’ & ‘E’ ) and Army quota. This Regulation of guarantee shall not be applicable if women candidates selected on merit in each category from 33 1/3% or more of the seats therein. When the number of women candidates falls short of this percentage, it would be made up by replacing the last selected male candidates by women candidates in that category. 6.6 RESERVATION FOR LOCAL CANDIDATES: 6.6.1 85% of the seats in each local area will be reserved for local candidates. Remaining 15% unreserved seats will be filled by applicants as defined in the regulations. 6.6.2 In respect of state wide institutions i.e. Gandhi Naturopathic Medical College, Hyderabad admission to the 85% of seats shall be reserved for Local candidates of Andhra & Nagarjuna University area, Osmania & Kakatiya University area and Sri Venkateswara & Sri Krishna Devaraya University area in the ratio of 42:36:22 respectively as per the rule. Remaining 15% unreserved seats will be filled by applicants as defined in regulations. DEFINITION OF LOCAL AREA AND LOCAL CANDIDATES 6.6.3 Local area a) The part of the State comprising the districts of Srikakulam, Vizianagaram, Vishakhapatnam, East Godavari, West Godavari, Krishna, Guntur and Prakasam shall be regarded as Andhra University Area. b) The part of the State comprising the districts of Adilabad, Hyderabad (including twin cities) Rangareddy, Khammam, Karimnagar, Medak, Mahaboobnagar, Nalgonda, Nizamabad and Warangal shall be regarded as the Osmania University Area. c) The part of the state comprising the districts of Anantapur, Kurnool, Chittoor, Cuddapah and Nellore shall be regarded as Sri Venkateswara University Area. d) A candidate seeking admission to B.N.Y.S. course shall be regarded as local candidate in relation to local area as in Regulations (a), (b) and (c). 6.6.4 Local candidates: A candidate for admission shall be regarded as a local candidate in relation to a local area a) If he/she has studied in Educational institution or Educational Institutions in such local area for a period of not less than four consecutive academic years ending with the academic year in which he/she appeared or as the case may be, first appeared in the relevant qualifying examination or b) Where during the whole or any part of the 4 consecutive academic years ending with the academic year in which he/she appeared or as the case may be first appeared for the relevant qualifying examination, he/she has not studied in any educational institution, if has resided in the local area for a period of not less than four years immediately preceeding the date of commencement of qualifying 8 examination in which he/she appeared or as the case may first appeared, then he/she becomes a local candidate. 6.6.5 A candidate for admission to the course who is not regarded as a local candidate under the regulations above in relation to any local area shall a) If he/she has studied in educational institutions in the state for a period of not less than seven consecutive academic years ending with the academic year in which he/she appeared or as the case may be, first appeared for the relevant qualifying examination, be regarded as a local candidate in relation to i) Such local area where he/she has studied for the maximum period out of said period of seven years or ii) Where the periods of his/her study in two or more local areas are equal, such local area where he/she has studied last in such equal periods. or b) If, during the whole or any part of seven consecutive academic years ending with the academic year in which he/she appeared or as the case may be first appeared for the relevant qualifying examination, he/she has not studied in the educational institutions in any local area, but has resided in the State during the whole of the said period of seven years, be regarded as local candidates in relation to i) Such local area where he / she has resided for the maximum period out of the said period of seven years. or ii) Where the periods of his/her residence in two or more local areas are equal such local area where he/she has resided last in such equal periods. Explanation - For purpose of this sub-regulation i)“Educational Institution” means a college, a school imparting education upto and inclusive of tenth class or other institutions by whatever name called whether managed by Government, private body, local authority or University and carrying on the activity of imparting education there in whether technical or otherwise and includes a Polytechnic, Industrial Training Institute and a Teachers Training Institute but does not include a Tutorial Institution. ii)“Relevant Qualifying Examination for admission into any course of Study” means a pass in the examination which is the minimum educational qualification for admission to such course of study. Note : The relevant qualifying examination for admission to BAMS/BHMS/BNYS courses being Intermediate or its equivalent examination, the question whether candidate is a local candidate or not will be determined with reference to the first appearance in the Intermediate examination or equivalent examination even in the case of an applicant possessing B.Sc. or M.Sc Degree. iii) a) In reckoning the consecutive academic years during which a candidate has studied, any period of interruption of his/her study by reason of his/her failure to pass any examination and : b) Any period of his/her study in a Statewide University or a statewide educational institution shall be disregarded. iv) The question whether any candidate for admission to any course of study has resided in any local area shall be determined with reference to the places where the candidate actually resided and not with reference to the residence of his / her parent or guardian. 6.6.6 While determining the number of seats, to be reserved in favour of local candidates under the regulations and any fraction of a seat shall be counted as one, provided that there shall be one unreserved seat. 9 6.6.7 If a local candidate in respect of a local area is not available to fill any seat reserved or allocated in favour of a local candidate in respect of that local area, such seat shall be filled in as if it has not been reserved. 6.6.8 a) Applicants who claim to be local candidate with reference to the regulations (a) shall produce evidence in the form of study certificate/certificates issued by the Heads of Educational Institution/Institutions concerned, indicating the details of the year or years in which the candidate has studied in educational institutions in such local area for a period of not less then four consecutive academic years ending with the academic years in which he/she appeared, or as the case may be, first appeared for the Intermediate examination or its equivalent. Those who do not qualify local candidates under the regulations (a) but claim to qualify by virtue of residence under the regulations (b) shall produce a certificate issued by an officer of the Revenue Department not below the rank of a Mandal Revenue Officer in the form Annexed in G.O.Ms.No.628, Education, dated the 25th July 1974, (appended to the application.) b) Applicants who claim to be local Candidates (a) shall produce evidence in the form of study certificate issued by the heads of the Educational Institution/Institutions concerned indicating the details of the year or years in which the candidate has studied in the respective educational Institutions for a period of not less than seven consecutive academic years ending with the academic year in which he/she appeared, or as the case may be first appeared for the Intermediate Examination or its equivalent. Those who do not qualify as local candidate under the Regulations (a) but claim to qualify by virtue of residence under the regulations (b) shall produce a certificate of residence issued by an officer of the Revenue Department not below the rank of Mandal Revenue Officer in the form similar to that Annexed to G.O.Ms.No.628, Education, dated 25 July 1974 with necessary modifications (appended to the application). 6.6.9 The following categories of candidates are eligible to apply for admission to the 15% of unreserved seats: a) All candidates defined under the regulation (study certificate / residence certificates should be enclosed) b) Candidates who have resided in the State for a total period of ten years excluding periods of study outside the State or whose parents have resided in the State for a period of ten years excluding periods of Employment outside the State (Certificate to the effect from a Revenue Official not below the rank of Mandal Revenue Officer from where the candidate is claiming eligibility should be enclosed). c) Candidates who are children of parents who are in the employment of this state or Central Government, Public Sector Corporations, Local Bodies, Universities and other similar quasi public Institutions within the State.(Certificate from the Head of the Institution/Department should be enclosed). d) Candidates who are spouses of those in the employment of the State or Central Government, Public Sector Corporations, Local Bodies, University and Educational Institutions recognized by the Government, a University or other competent authority and similar other quasi Government institutions within the state. (Certificate from the Head of Institution/Department should be enclosed). 7. ELIGIBILITY: 7.1 Candidates seeking admission in to B.A.M.S./B.H.M.S./B.N.Y.S. Courses should have passed 2 years Intermediate Examination (10 plus 2 pattern) with Botany, Zoology, Physics and Chemistry as optionals which shall include a practical test in each subject with 50% aggregate Marks in the Group Subjects Or Any other examination of 10 + 2 pattern recognized by the University or Board of Intermediate Education, Andhra Pradesh, with Botany, Zoology, Physics and 10 Chemistry as optional subjects which shall include a practical test in each of these subjects. Any vacancy after of closure of admissions or that arises after the closure of admissions shall not be filled. 13. POWERS OF THE SELECTION COMMITTEE: The Selection Committee shall have the power to revise its decision in any case and to direct the Principal concerned to take further action either to select or to cancel the selection, or to admit or cancel the admission before the closure of admissions. Selections shall not be questioned after closure of admissions. 14. POWERS OF THE PRINCIPAL: Notwithstanding anything contained in the foregoing Regulations the Principal of the College may at any time either suo -moto or an application made by any person after due and proper enquiry, if satisfied that the candidate has furnished incorrect information or enclosed false certificates, or fraudulently obtained admission, may for the reason to be recorded in writing by order cancel his/her admission, provided that no such admission shall be cancelled without giving a reasonable opportunity of showing cause as to why his/her admission should not be cancelled. To admit any person or retain any student whose conduct is prejudicial to the interests of the University or the rights and privileges of other students and Teachers. 15. “THE REGULATIONS FOR RE-ADMISSION AFTER BREAK OF STUDY FOR ALL THE UNDER GRADUATE AND POST GRADUATE DEGREE / DIPLOMA COURSE IN MEDICAL, DENTAL, INDIAN MEDICINE AND HOMIEOPATHY AND ALLIED HEALTH SCIENCE COURSES OFFERED BY Dr. NTR UNIVERSITY OF HEALTH SCIENCES, VIJAYAWADA. The regulation is subject to modification by the Standing Academic Board from time to time. 17. 1. DEFINITIONS: 16. i) Break of study means any absence more than 90 days during the course of study. ii) 3 months for this purpose is a period of 90 days (ninety days) to be recorded from the date of absence irrespective of the number of days in one calendar month. iii) For all practical purpose only two types of break of study is allowed. a) Less than 3 months of break (as per definitions) 13 b) More than 3 months of break but less than the twice the number of years of study of a particular course. Ex: For MBBS/BDS twice the number of years of study is 9 years. For B.Sc(Nursing) / Physiotherapy 8 years. iv. If the candidate is on Break study for two spells in an academic year of a particular course the candidate is deemed to have been discharged from the course of study. One cannot apply for condonation of the break. v. Only two spells of break of study for the entire duration of the course is permitted. During second spell of break of study even if the break up study is less than 90 days, permission must be obtained from the university and that spell of Break shall also be counted as second spell of break. vi. For less than three months of break, the Principal/ Dean of the college can permit to rejoin to the course under intimation to the university. vii. If the break up study is more than three months the candidate has to apply to the university through the Dean/Principal of the college. The University can give permission to the candidate to complete the course within twice the years of the study of the particular course. Example 1: A B.Sc Nursing student discontinues after 2 years of study and wants to join the course after 2 years of absence from study may be permitted to rejoin the course since the candidate has 2 years of study to complete. If the candidate discontinues the course after 2 years of the study and wants to continue after 5 years of absence the candidate will not be permitted to continue the course since student will be finishing only after twice the number of years of the course (2 years of study + 5 years of absence + remaining 2 years of the study makes the student study for 9 years whereas according to the regulation students should not exceed twice the number of years of study in 8 years.) Example 2: A MBBS. Student discontinue after 3 years of study want to join the course after 3 years of absence from study may be permitted to join the course since the candidate have 1.5 year of study to complete . If the candidate discontinue the course after the 3 years of the study wants to continue after 5 years absence, the candidate will not be permitted to continue the course since will be finishing only after twice the number of years of the course. 17. 2. UNDER GRADUATE DEGREE COURSES IN MEDICINE, /DENTAL, INDIAN MEDICINE & HOMOEOPATHY AND ALLIED HEALTH SCIENCE COURSES. In the Regulation under the heading PROCEDURE FOR REJOINING into the course shall be as follows: (i) The candidate having a break of study for more than three months but less than twice years of the course shall apply for rejoining the course in the prescribed 14 form by remitting the stipulated fee for condonation of Break of Study to the University. Request to readmission: - Specific remarks of the Principal about the absence period with an undertaking from the student that he/she is not involved in criminal cases during the absence period during the absence period If any candidate is permitted by the Dean / Principal of the college concerned without the prior permission from this university, to rejoin the course after the break of study the period of such study shall not be considered as a recognized study and the candidate shall not be permitted to write the university examination based on such study period. When the candidate is readmitted into the course and shall after fulfillment of the Regulations of this university to the course concerned be admitted to the examinations. ii) The period of break of study of the candidate for rejoining the course shall be calculated from the date of first discontinuance of the course. iii) All the under Graduate students have to execute a declaration at the time of registration which this University in this regard in the prescribed form. Ms. No. 67, Higher Education (EC) Department, dated 31.08.2002 1. Short Title: These rules may be called the “ Andhra Pradesh prohibition of ragging in all educational institutions rules -2002 2. Definitions: In these rules unless the context other requires :(a) “Act” includes words either spoken or written or signs are sounds are gestures are visible representation. (b) “Education Institutions” ,means and include a college or other institution by what ever name called, caring on the activity or imparting education therein (c) ( either exclusively or among other activities) and includes an orphanage or boarding home or hostel or tutorial institution or other premises attached thereto . (d) “Government” means the state Government of Andhra Pradesh. (e) “Notification” means notification published in Andhra Pradesh gazetted and the work ”notified” shall be construed accordingly. (f) ‘ Ragging’ means doing an act which causes or is likely to cause insult or annoyance of fear or apprehension or threat of intimidation or outrange if modesty or injury to a student; (g) “Student” means a person who is admitted into an education institution and whose name is and lawfully borne on the attendance register thereof. All words and expression used but not defined as these rules have meaning assigned to them under AP Education Act, 1982 or Indian penal code 1860 as the case may be. 3. Prohibition of ranging:(a) Ragging is prohibited within are out side of any educational Institution in the state. (b) The principal/ Head of the institution shall obtain an undertaking in writing from the students /parents at the time of admission, that the shall not resort to ragging inside or outside the institution. (c) Full publicity should be given to the punishment for ragging through open circulars, suitable posters, colleges and hostel premises etc., by the principal/ Head of the Institutions. (d) The principal/ Head of the institution shall constitute anti ragging squads involving teachers and students to prevent ragging. (e) the Head of the institution shall large a criminal case against students resorted to ragging for taking action as mentioned in Andhra Pradesh Prohibition of Ragging Act, 1997 ( AP Act No. 26 of 1997) Certain of the guide lines to prevent ragging in educational institution all illustrated in the annexure to these rules. 4. Responsibility of the head of the Institution: (1) At the commencement of the academic session, the institutions should constitute proctorial committee consisting of senior facility members and hostel authorities like the warden and a few responsible senior students. 16 (I) To keep 3 continuous watch and vigil over ragging so as to prevent its occurrence and recurrence (ii) To promptly deal the incidents of ragging brought to its notice and summarily punish the guilty either by it self or by putting forth its finding / Recommendation / Suggestions before the authority competent to take decision. All vulnerable location shall be identified and specially watched. (2) The local community and the students in particular must be made aware of dehumanizing effect of ragging inherent in its perversity. Posters, notice boards and sign-boards- wherever necessary, may be used for the purpose. (3) Failure to prevent ragging shall be construed as an act of negligence in maintaining discipline in the institution on the part of the management, the principal and the persons in authority of the institution. Similar responsibility shall be liable to be fixed on hostel wardens/ Superintendents. (4) Whenever any student complains of ragging to the head of the Educational institution such head or manger shall enquire into the same for with and if the complaint is prima facie found true, shall suspend the student or students complained against for such period as may be deemed necessary, (5) The decision of the head of the institution or the person responsible for the Management of the educational institution is final. (6) If an institution fails to curb ragging. The person responsible for the management of the educational institution is final such time as achieves the same. The University shall consider disaffiliating a college or institutions failing to curb ragging. All Universities shall bring these guidelines to the notice of all educational institutions under their control and jurisdiction. Publicity also be given by issuing press notes in public interest by University. (5) PENALTY FOR RAGGING: (1) (2) (3) (4) (5) Whoever with the intention of causing ragging or with the knowledge that he is likely by such act to cause ragging. Commits or a ragging shall be punishable as per Andhra Pradesh Prohibition of Ragging Act, 1997 – ( Act 26 of 1997) The students convicted of an offence under section 4 of Andhra Pradesh Prohibition Act, (Act 26 of 1997) and punished imprisonment for a term shall be dismissed from the educational institution. The student convicted of an offence under section 4 of Andhra Pradesh prohibition of Ragging Act, 1997, and punished imprisonment for a term to more than six months shall no be admitted in any other educational institution. Any student dismissed from a college for ragging should be debarred from seeking admission in any other course of study in college/University located in the state. Incase of the students who involved in ragging, there shall be an embossment on his marks cards and other academic certificate bold letters which cannot be obliterated that he had indulged in-ragging and had conduced himself in a manner unbecoming.
