by the way the family is surviving, Mr.
Sekati is the bread winner in the household surviving by being a street hawker
and possibly by the disability grands he
receives every month. The death of Mr.
Sekati’s mother Norah Mariam Motaung (74) came as a shock to the entire
family as many questions were raised
on how it has happened that she just
died in the house alone. Apparently, the
Mrs. Motaung was found dead in the
house on the 31 March 2013.
According to Mr. Sekati, his mother
was found laying on the floor by her
face and had a bleeding scare on her
forehead as if she was forcibly and
intentionally pushed on the ground by
someone. “Later after the death of
my mother, my Identity document, my
mothers ID and death certificate went
missing and also my son disappears.”
“All I am asking is for him to bring back
those documents because they will never
benefit him whatsoever. I haven’t had
a conversation with my son in for years,
I don’t know where he is. I pray for
him every single day, that he find some
peace and some happiness. That’s all
that I want from them. I easily could
have fallen down on the ground. I
refuse to be defeated by the situation.”
“I don’t think our relationship can ever
be mended,’ she says. ‘Our personalities clash and we are simply not good

On 20/10/2014 at about 05:00 a
34 year old man was found hanging on the tree at Sandrift. This
was discovered by community
members. The witness alleged
that he was at his place at the
farm when he woke up and went
outside his house when he noticed
the body of the deceased hanging
on the tree from the distance.

e then went closer to the scene
where he saw the deceased. He
then called the police to the scene.
Police arrived at the scene found the
deceased hanging with a rope fastened
on the branch of the tree. They called

The Madibeng Municipality has stolen R2.2 million hypothetically???
The DA is in possession of a
leaked Internal Audit Report
for Madibeng Local Municipality in the North West on its unauthorized expenditure for the
2013/2014 financial year. The
report found inadequate internal
controls in place for management
to mitigate risks involved with
finances of the Municipality.
T
he report found: Non-compliance
with supply chain management
rules, budget procedures, Treasury Office Policies and Procedures; Inadequate
division of duties by financial officers;
Insufficient and ineffective independent
review functions; and Inadequate and
incomplete audit trail documentation.
Further findings were recorded as
follows: It took 19 min: 13 sec. for a
Financial Officer to channel off R2.2
million without a single signature or
approval;Inflating of prices to influence tender awards; Payments to service
providers for services that were never
rendered; and Fraud. In light of these
findings, the DA calls on the Minister of
Cooperative Governance and Traditional Affairs (COGTA), Pravin Gordhan, to place Madibeng under Section
136 (1)(b) administration as the financial
crisis in Madibeng is untenable and residents are suffering the consequences.
“We further call for the necessary criminal and disciplinary action in terms of
the Municipal Finance Management
Act to be initiated without delay.” The
Madibeng Municipality has stolen R2.2
million hypothetically and created the
situation otherwise. Last week, the DA
leaked another Madibeng secret report
showing catastrophic failures in the water supply in Madibeng and the systemic
failures in water supply countrywide.
There was another five day protest in
October this year (2014) in Mmakau
near Mothutlung whereby two members of the community where arrested
by the police and released on bail. At
present, several smaller municipalities
are struggling to operate and maintain
their services infrastructure in a costeffective and sustainable manner. The
end result is predictable: rapid deterioration of assets, followed by catastrophic
component failure, and regular and
prolonged disruptions in service delivery. The initial investigation confirmed
that municipal service delivery was
totally ineffective and in certain areas
non-existent, especially with regard to
essential services such as refuse removal,
sewerage conveyance, and treatment
and supply of potable water. At the
time, one of the major concerns was the
discharge of raw sewerage, overflowing from non-functional pump stations
and wastewater treatment plants, into
the river systems and dams that supply
water to other local authorities located
in the downstream catchment areas.
The conclusion reached was that the
poor condition of water and sanitation infrastructure could be as a result
of; insufficient funding allocation for
the rehabilitation and/or replacement
of components that have reached the
end of their design life inadequate
maintenance budgets, which could be
attributed to the municipality’s limited
income base. A non-compliance with
existing health and safety legislation the
current infrastructure life cycle scenario
can be described as “run to destruction”
because of a total lack of routine and
preventative maintenance. The unfortunate outcome is premature asset failure
to remove screenings at sewer pump
stations and at the inlets to wastewater
treatment works results in downstream
blockages, clogging of pump impellers
and eventual mechanical breakdowns.
Failure to respond to sewer blockages
within a reasonable time leads to the
discharge of raw sewage into sensitive natural environments. Failure to
respond to water pipe bursts promptly
result in considerable water losses and
lengthy interruptions in water supply
because of supply chain bottlenecks.
Water purification chemicals at remote
water treatment plants are often in short
supply, resulting in poor drinking water
quality due to an acute shortage of
funds for O&M, repairs to a defective
pump unit is often postponed until the
second (standby) unit fails. (It is common practise to install pump units in
both water and sewer pump stations
in a duty/standby configuration, to
ensure continuous operation should one
unit become defective.) The inevitable
outcome is prolonged interruptions in
service delivery. And consequential
inconvenience to local residents, as well
as health risks associated with sewage
spills the municipality’s asset register is
not up to date, which makes it difficult
to trace missing plant and equipment,
and compile maintenance plans.
RESPONSE OF THE
MUNICIPALITY
The allegations that were published on several newspapers
about internal audit findings
were unfounded and untrue. The
municipality would like to confirm that it is in possession of
the leaked document and it still
remains the internal document of
the municipality. This report was
an Ad hock unauthorised expenditure report which was not supposed to be sent out to the media
or the public before proper internal processes were finalised.
Madibeng Municipality is in the
process of investigating the allegations contained in that internal
report. It is highly regrettable that
the report had to be leaked before
internal processes were finalised.
Should the municipality find any
employees guilty of leaking confidential internal documents,
disciplinary action will be taken
against such officials. Upon finalisation of the internal investigation
the report will serve at the Internal Audit committee, the Mayoral
committee and Council and decisions will be taken in order to
remedy all findings.

resolution is met, a resolution of
a dispute over how the body of
Anna Matshidiso Molefe will be
transported to her hometown in
Botswana for proper burial.
T
his situation left the entire family
stranded and concerned for almost
three weeks. Then finally thanks to Mr.
J.W Roos, the owner of the farm in
Klipkop where Matshidiso used to stay
with friends, help sort the situation out.
Matshidiso Molefe (47) died on the 10
October 2014 on a farm after a long
illness. She was kept in Boikanyo funeral
under takers mortuary for two weeks.
The mortuary then demanded that in
order for them to release the body for
burial, the family must settle the amount
of about R16 000. (R11 600 when the
mortuary transports the body or
R8 850 if the family takes the body with
their own transport). According to the
brother in law, Mr. Kgaboetsile Molefe,
says the mother of seven left Botswana
a long time ago (couple of years back)
to look for employment here in South
Africa.
Later this year (2014) they were told that
Matshidiso is very ill, and she is situated
in a farm somewhere in Klipkop. Neighbors and friends informed the family
that the deceased, Matshidiso, died
working for Mr. Roos and apparently
she has been working on the farm for
over a year. The farm owner Mr. Roos
confirmed with Madibeng Times that
Matshidiso was indeed in severe pain
help where he could. Mr. Roos stated,
“I want to correct the statement that we
hear from individuals in the area, the
deceased was not my employee, but she
was staying on the farm with friends.
She got very ill and together with my
son we took her to hospital twice this
year for her treatment.” When asked
on how he will assist in the burial, he
explained, “In an out most good will,
I will help where I can to make sure
that the body of (Annah) goes back to
Botswana for proper burial and may her
soul rest in peace.” said the farm owner,
Mr. Roos.

in Botswana where she was born and
grew up.
Mr. Roos further told Madibeng Times
that when one of his employees or their
family members died on the farm, he
fully supported the family with cash and
sometimes he contributed with one or
two cattle for the occasion. Mr. Molefe
further concluded by giving credits
where it needed. He said he appreciated the effort made by a member from
the Royal House in Bethanie Mr. Thabo

“People here in South Africa do help
one another, I really admire the way
the situation was conducted and I am
thrilled that the spirit of my sister in law

Roos paid the entire R12 000 that was

Municipality to
the Consumer
Protection Act
With the new Municipal Executive Mayor Clr. Jostina Mothibe
energetic performance we are
expecting lots. She is trying to save
the sinking municipality? It is
not known whether the Madibeng
Municipality residents should be
worried of waiting for another 20
years of democracy to find services in their area.
E
arly on, on the 17 October 2014,
AfriForum released a Municipal
Consumer Guide in Cape Town which
will enable municipal consumers to submit various service delivery complaints
themselves, which include incorrect municipal bills, no waste removal, potholes,
contaminated drinking water and unreliable electricity supply, without having to
undergo a long, costly court process.
The civil rights organization won a court
case in 2013 against the Minister of
Trade and Industry in which the court
ruled that all municipalities are subjected to the Consumer Protection Act.
If there is any challenge with service
delivery from the seniors above, with
confidence the council of Madibeng
should be the ones submitting various
service delivery complaints to the Consumer Guide.

Brits Police Station Must Understand the Urgency
The crime statistics show that
the crimes committed in Brits
are above 5000 to 6000 cases each
year, and this year (2014), the
statistics indicated that the trend
stayed the same.
T
here has not been a substantial
reduction of crime in Brits. What
is the Executive Mayor of Madibeng
Clr. Jostina Mothibe doing about the
performance rendered by the Brits
station commander Brigadier Kgoroba
in combating crime in the area? Is the
Mayor going to intervene; in assuring crime prevention in Madibeng? At
present, the station commander’s assets
have proved insufficient in tackling
crime. And they have not implemented
preventative measures to reduce crime
in Madibeng; is the Municipality requesting extra police for Madibeng?
The Question remains, are Madibeng
residents safe? Criminals who are committing crimes on a daily basis, walks
scot-free? Over 450 people have lost
their lives in Brits in the past 3 years
due to violent crime.

state organization that does not report
to the municipality. All the questions
relating to their service and conduct
of the Police, please revert them to the
SAPS communication unit for response.
The municipality has a good working
relationship with the Police and we
believe they will be better placed to
respond to your queries.” she replied.
Under present circumstances, the population
of residents in Brits is
growing rapidly, yet Brits
SAPS have no plans of
increasing the number
of officials. So far, the
Brits SAPS has shown no
action plan to deal with
criminal elements such as
farm attacks, mob killings
(vigilante), robbery, house
breaking, rape, women
and children abuse to
name the few.
In the past financial year
1,200 detectives resigned Brits SAPS

ost municipalities are divided into
areas called wards. And, in most
municipalities, there are two ways of
being elected as a councilor. The first
way is to be elected as a ward councilor. A ward councilor is an official
elected to represent an area (or “ward”)
on council. This councilor can represent a political party, can stand as an
independent candidate or represent a
local association such as the Ratepayers
Association. The candidate who receives
the most votes in a ward is elected as the
ward councilor.
This is called the ‘first past the post’
electoral system. If the ward councilor
leaves office for any reason, such as
resigning, a by-election must be held to
elect a new councilor. Ward councilors
make up half of the representatives
elected to the council. The other half
are elected as party representatives
through a system called proportional
portion (percentage share) of votes their
political party receives in the election.
They are known as PR councilors.
Because ward councilors are elected
by their wards they are more directly
accountable to their communities than
PR councilors who are more directly
accountable to the political party that
put them on the list. Municipalities that
have ward councilors may establish
ward committees. These committees
should be a tool for the participation
of communities in local government.
District municipalities are not divided
into wards.

is alleged that ward 13 residents are
constantly lost hope in their current
ward councilor Clr. Jack Sefudi who
served as a ward councilor for the whole
term. Members of the community
allegedly accuses him of the following;

Heritage of the Tswana people in
North West

month without any salary
As one person told me, we have
become more and more westernized in our culture. The African
culture today has evolved; what is
our culture? …We can say dance.
What is our food? …Stories of our
past? …Costume? …Language?
N
ow, if we take our language as it
has evolved to the time, the Tswana language has had a very-very wide
influence in the North West culture.
From Botswana down up until Johannesburg, Swaziland, Free State they
speak a variety of different dialects of
the Tswana language. Today we can
say in this time that our culture as the
Tswana people has differentiated itself
and developed itself into westernized
project. Our cattle farming has become
feed farming, our houses have changed
from cow dung to cement houses, the
roofs are no longer made out of straw
grass packed together, our nomadism
of living out in the wilderness with our
cattle and herding them is no longer as
big cultural change has evolved in the
Tswana people in he last fifty years.
From the time of independence of our
surrounding countries – Botswana, Mozambique, Zimbabwe, Namibia – and
now South Africa also having acquired
its independence from ex-colonial powers and a democratically driven country,
our westernized society has transformed
itself into a homogeneous society of
multiple cultures. Tswana people living
in the North West are identified (as we
can say) by our language. Our language

a normal ombudsman in one of the
various positions that are available in
the mines, in small industry, in a light
industry, in a food processing production and farming. There are – out there
– numerous possibilities for each person
to become part of our culture and our
way of living.
The National Employers’ Association
of South Africa (NEASA), according to
Mr. Morulane decided to lockout the
workers from three companies mentioned above, despite the fact that the
strike had been resolved. On the 16
October 2014, NUMSA supported by
Federation COSATU and SANCO the
civic organization called an intervention meeting of all shop-stewards and
affected employees from three compa-
nies to engage in an absolute strategic
way forward. The meeting was about
one highlighting the plight of the workers to nearby communities and also
to strategize on how NUMSA should
make a move forward as an organization, so that these workers can return
back to work. The meeting took place
in Primindia Hall in Madibeng. Local
Municipality was also called specifically
to intensify NUMSA’s way forward with
those employers. The members of the
organization and the workers picketed
from all three companies, to tell those
employers to open up the gates. “When
we engage again with them and they do
not want to open the gates, we will mobilize with other community members
across Madibeng to join us in the battle
we are facing.
If it calls for us to close down all of
these companies so be it.”
“It is not our intentions to close down
these companies but with the attitude
displayed, we will be left with no option
but to insure that those companies are
closed. NUMSA has tried their level
best to help them.” “We have provided
to them with vouchers of R2000 each
so that they can be able to put something on their tables even though we
know that the money is not enough.
But the most important thing is to make
sure that they get back to work.” said
NUMSA Regional Secretary Mr. Jerry
Morulane.

he campaign is one of the most
effective crime prevention mechanisms utilized in addressing crime in
the community. This was conducted
through a motorcade operation. The
campaign was basically an initiative
from the Community Police Forum in
conjunction with the South African Police Service, Human Settlement Public
Safety and Liaison, the Department
of Justice, the Traffic Department,
Social Development, local Government and the Health department. This
campaign resulted from the daily crime
reports related to stolen second hand
goods identified in the area of Brits
CBD(hotspot) where goods are stolen
through housebreaking, robberies and
theft. After which the suspects sell the
stolen property for a reduced price at
the scrap yards or to the community.
During the campaign pamphlets were
distributed to the community members,
especially containing Second Hand
Goods information (eg.safety tips), and
other pamphlets from government
stakeholders, which addressed general
crime. Although the campaign was successful, it is not the first and last operation to be conducted. There is still going to be other planned operations and
endeavours to reduce crime. Since the
festive season has almost arrived, the
campaign is also extended to forewarn
and urge members of the public to refrain from buying and dealing in second
hand goods without legal procedures.
The reason being is, because anyone
who may be found in possession of
stolen property is subjected to arrest
regardless of not being involved in
the stealing of the property found in
his/her possession. This is executed
in terms of new amended Act No 6
of 2009 April. Therefore it is imperative that members of the community

to fix the high mast light. As usual,
the light was brought down, the light
holder which consists of six bulbs had
only three bulbs functioning at that time
it was brought down for repair. After
they brought down the light, the maintenance company called Morubitsi only
removed the bulbs from the Apollo light
and left the entire ream and the cables
hanging loose for thieves to help themselves. The negligence of the contractor
poses as danger to the residents and the
kids. “I urge the company responsible
to come back and finish what they have
started because I cannot sleep every
night with these criminals climbing on
top of my house wanting to cut off the
remaining cables.” said a resident. “Our
area is now a robbery hot spot with
criminals enjoying hanging around work
right in the dark because we do not have
light anymore. At least the three bulbs
have been slowing the criminals.

sea, but Papi Sebeho proved that
he has caught the best fish in the
sea, and it calls for a celebration.
It’s been a busy week!
S
ummer never ends. The combination of the superb surroundings
and fantastic weather allows for memorable outdoor ceremonies overlooking
mountain ranges, vineyards or even the
ocean. Lunch weddings are a guaranteed hit. Everyone inherits traditions,
and in South Africa where cultures
and races come together in a stunning blend, can be seen in a wedding
ceremony. The wedding ceremony in
South Africa
is a crossroads
where a couple undergoes
lengthy preparations at an
early age, and
a possible
mix of ethnic
backgrounds,
to build on as
a new family.
One proof
of equality
among races is
this tradition
of literally jumping over a broom while
drums are being played.
It isn’t as simple as it sounds because
some of these brooms used are dazzling with precious stones, ribbons,
and elegant flowers. Many have come
to witness these prosperous weddings,
commenced right in the heart of
Garankua township, where the mar-
ried couples are firmly residing. As with
other cultures, the men buy engagement
rings for proposing marriage. And aside
from the usual exchange of rings at the
ceremony, African tradition requires
that the couple have their hands tied
together using a cloth or grass. Papie
Sebeho tied a knot after considering Ntswakie to become his lawful wife. They
both got married in a white traditional
wedding. This celebration happened
in the presence of their children Kutlwano and Pokello, families, friends and
church members on the 27 September
2014.

beforehand the couple had a prayer
session at
their church
(Roman
Catholic),
after which
they invited God in
their whole
proceedings.
Later after
the exchange
of vows,
they dedicated with
prayer their
marriage
by lighting one candle resembling the
Catholic tradition. Finally, the most
organized wedding commenced, and
everybody “ululating” when the bride
and the groom entered the church
wearing a sophisticated wedding gown
and suit for the big moment, while the
bride maids and the bride grooms were
dancing behind them.

council. After the May 2014 National
and Provincial elections, Mr. Ronald
Moloto together with members of the
Independent Party (IP) established a
new political party named Independent
Party. With the 2016 Local Government
Elections just around the corner, Mr.
Moloto also known as Ronny formed
a new political party that will contest
the 2016 Local Government Elections.
The party will be serving the interest of
the communities within the vicinity of
Madibeng. According to the Campaign
Manager Mr. Moloto, this organization will make sure that people living in
Madibeng receive proper service delivery, such as clean water and reasonable
electricity bills (flat rate for all Madibeng
communities). He even said that the

to believe that the newly established political party will indeed do some changes
in Madibeng because this municipality is already rotten. It is like jumping
inside the river knowing that there are
crocodiles inside waiting to chow you.”

think the only way South Africans can
bring down the ruling party (ANC) is
