Guidelines for the participants of the IAS Phase – V Programme 2014
1. On-line Registration: Eligible officers may register on-line by accessing the Intra- IAS
portal maintained on the DoPT website. In the alternative, they may access the LBSNAA
website (www.lbsnaa.gov.in) and follow the relevant link to access the portal.
2. Communication through SARGAM:
Academy has implemented a Campus
Management Software called SARGAM (https://sargam.lbsnaa.gov.in). This would be
your single-point contact to receive and upload all information relevant to the Phase V
programme. Upon on-line registration, Academy will send you a username and password
through which you will gain access to SARGAM. Once you enter the portal, you will be
required to complete personal information and also upload your photograph. This
information is required for printing of I-Card and Photo Roster of the participants.
Besides, all information relevant to the programme will be uploaded on SARGAM. Hence
you are advised to visit the portal regularly. After registration, you will be able to modify
your contact details by using the Edit Profile button in SARGAM.
3. Curtain Raiser: A curtain raiser cum inauguration of Phase –V programme will be
organized at Civil Services Officers Institute, Chanakyapuri, New Delhi on October 25,
2014. Once the programme is finalized, its details will be placed on SARGAM and group
email id: [email protected]. Kindly note that it is mandatory for all the
participants to attend the Curtain Raiser and no request for exemption will be entertained.
The daily allowance for foreign exposure and travel insurance documents will be
distributed after the programme at the venue.
4. Foreign Study Tour (FST): FST will be organized in USA from October 27 to
November 04, 2014 at New York and Washington DC. Eminent thinkers, academics and
practitioners would address the participants with an objective to develop a wider and
deeper perspective of emerging global realities and mega trends. Besides, a two-day
module on Policy Formulation will be organized in collaboration with Harvard University.
Classroom sessions will commence on October 27, 2014 at 0915 hours in the conference
hall of Hotel Marriott Marquis, New York. Officers will move to Washington DC by road
in the afternoon of October 30, 2014. Academic inputs will be delivered in the conference
hall of Hotel Willard, Washington DC from October 31 to November 04, 2014 (no official
engagements are scheduled on Sunday, November 2, 2014).
5. Passport: All the participants are requested to obtain Official/ Diplomatic Passport having
validity of more than six months on the date of application of visa. The ‘political
clearance’ from the Ministry of External Affairs of all the participants will be uploaded
on SARGAM and also mailed on the participants’ e-mail id. If any participant does not
receive ‘political clearance’ by August 31, 2014, s/he may kindly write to
[email protected] .
Those choosing to travel on personal passport having a valid US Visa may kindly
inform [email protected]. They may do so on their own risk of being excluded for
any reason as determined by competent officials.
6. Visa: All the participants need to apply for the US visa online. The URL for the online

The following steps would need to be followed for obtaining US visa:

Obtain Official/Diplomatic passport
Upload passport details (scanned copy of the first two pages) on SARGAM by
September 15, 2014.
Upon receipt of the passport details, Academy will obtain note verbale from MEA
and communicate to participants through e-mail.
Participants shall apply for US visa online on the URL given above. Upon successful
submission of the application, an acknowledgement will be generated, which may
please be printed.
Individual participant will apply for US visa at the US Embassy in New Delhi or to
the appropriate US Consulate designated for your state along with the following
documents:

The participants can authorize another person to submit and receive visa application at
the US Embassy/ Consulate.
7. Arrangements for Air Travel: Participants will fly from New Delhi to New York by
business class in different airlines in the evening of October 25/ early morning of October
26, 2014. The tickets will be booked centrally by LBSNAA through Balmer Lawrie Co.

8. Exercising option for flight preference: Once approval of the concerned state
government/ Government of India ministry for participation of an Officer is received by
the LBSNAA and it is uploaded on SARGAM, the Officer would be able to exercise
his/her option with Balmer Lawrie for choosing one of the four travel plans indicated
above. Balmer Lawrie will entertain such requests on first-come-first-served basis. Balmer
Lawrie has nominated Mrs. Pukhraj Sabharwal ([email protected]) and Mr
Neerav Gupta ([email protected]) as contact persons for this purpose.
9. Return journey from USA: The participants will return from Washington DC/New York
as per their flight schedule on November 4/5, 2014. The participants catching the flight
from New York will undertake the journey from Washington DC to New York by road on
November 5, 2014.
10. Ex-India Leave: Upon completion of the FST on November 4, 2014, the participants can
avail ex-India leave by taking the approval of their controlling office. In case you wish to
avail ex-India leave and modify your return journey, you may contact Balmer Lawrie.
While making any changes to your return journey, also please bear in mind that you are
expected to report at LBSNAA on the evening of November 9, 2014 for the domestic
component of the training programme.
11. Hotel: On arrival at New York, after completing immigration/ custom formalities, all the
participants will proceed to Hotel Mariott, 7th Avenue. Embassy of India has arranged
buses for transportation. At Washington DC, officers will stay at Hotel Willard. During
your stay, you will be offered complimentary breakfast and wi-fi connectivity in both the
hotels.
12. Domestic travel in India: Participants are expected to make their own arrangements for
domestic travel through their respective offices. As such, officers may make the following
travel arrangements:
a. Reach Delhi on October 25, 2014 for the curtain-raiser.
b. Reach Dehradun on November 9, 2014 for the domestic component. Academy will
arrange transportation from Dehradun airport/railway station to LBSNAA.
c. Return journey from Dehradun on November 28, 2014. Academy will arrange
transport from Mussoorie to Dehradun.
Your mode of arrival at Dehradun on November 9, 2014 should be uploaded on
SARGAM under the relevant link.
13. Domestic Component at LBSNAA: The three-week domestic component will run at the
Academy from November 10- 28, 2014. The programme at Mussoorie starts at 0930 hours
on November 10, 2014 and hence you are advised to reach LBSNAA on November 9,
2014. The programme will be over on November 28, 2014.
14. Submission of Situation Report and Policy Brief: Submission of the Situation Report is
a mandatory requirement for participation in the programme. You are requested to upload
the same on SARGAM by October 20, 2014. Guidelines for writing the Situation Report
and Policy Brief have been uploaded on SARGAM.
15. Presence of Spouses : As a policy LBSNAA does not allow participants of Mid Career
Training Programmes to bring families during the programme: either for the foreign study
tour or the domestic component, except during a designated week at LBSNAA.
Accordingly, spouses are welcome to join the participants during the week beginning
November 24, 2014.
