Investigations are currently ongoing into a shooting incident at Paradise View, where a 25yr old man reported that he was shot at, inside his home. The Paradise View resident reported that he was asleep when he was disturbed by an armed intruder, who fired several shots at him, then fled the scene. No one was injured. The incident took place around 5am on Sunday. Robbery Meantime, police are investigating two reports of robbery which took place over the weekend. In one incident, a medical student reported that he was assaulted and beaten by three armed masked men. The young man reported that he was at his Fitches Creek apartment, when the intruders broke into his room and began beating him while demanding money. It was further reported that the perpetrators took him from his apartment and forced him to withdraw an undisclosed sum of money from a local ATM Machine, before robbing him of other valuable items. He was later taken to Mount St. Johns Medical Center for injuries he sustained during the incident. The incident took place around 3:15am on Friday. Further investigations are ongoing into the matter. In a similar but unrelated incident, an Upper Fort Road woman and her son were reportedly robbed of an undisclosed sum of money by a masked man. It was reported that the homeowners came face to face with the armed intruder, who robbed them of their money and jewellery. No one was injured. The incident took place around 4:30am on Monday. Further investigations are ongoing into the matter. Wounding Meanwhile, police are investigating two separate reports of wounding coming out of the Weekend Independence Street Jam. In one incident, a 16yr old boy of Ottos was allegedly stabbed by two young men also of Ottos, while he was part of a street jam in St. Johns. The alleged incident took place around 7:20am on Saturday, in the vicinity of the Antigua Commercial Bank. Further investigations are ongoing into the matter. In a similar incident, a Cook’s Hill man was rushed to the Mount St. Johns Medical Center in an unconscious state, after he allegedly received a blow to his head. The alleged incident stemmed from an altercation between him and another young man while at a street jam on Long Street. He was kept at the hospital for further observation. The incident took place sometime during the day on Saturday. Investigations are ongoing into the matter. Malicious Damage Meantime, the police are investigating a number of reports of malicious damage to vehicles while they were parked at the East Bus Station on Monday. The owner of Silver Toyota motor car reported that he parked and secured his vehicle and went about his business, and upon his return he discovered that the left front glass window was broken out. The inci- dent took place between 1:15am and 3:30am. Similarly, a Willikies man reported that he parked and secured his Toyota Starlet and when he returned to his vehicle, the right front door glass was damaged. The incident took place around 11:15pm and 3:35am Monday. Also, a Seatons man had the quarter panel glass of his Silver Toyota Avillon motor car broken out. The man reported that his vehicle was parked in the said location between 10:30pm and 3:40am Monday, when he made the discovery. A 17yr old boy of Point was picked up and arrested by the police on suspicion of committing the acts. Investigations into the reports are ongoing. Theft Finally, Police are investigating a report of an alleged theft at a service station on Airport Road, where the owner and operator reported the theft of an undisclosed sum of money from a vault. The alleged incident took place around 7am on Saturday. Further investigations are ongoing into the matter. The service was hosted at the Bethel Gospel Assembly in Harlem, New York by the United Nation’s Ambassador Designate, Dr. Walton “Aubrey” Webson. The contingent of over twenty (20) students who are attending vari- ous institutions of higher learning in New York, including Monroe College, Mercy College and City College, are members of the recently founded Antigua & Barbuda Student Association, USA Inc. The occasion of the country’s 33rd anniversary of political independence is now behind us and hopefully we can forge ahead as a nation in much the same way that we came together in observance of the occasion. We are always amazed at the show of unity during events such as these. The question always arises as to why can’t we maintain national pride and the cohesiveness among our brothers and sisters all throughout the year. But we are never kept in wonderment for too long. At a closer look, the answer leaps out at us and gives us cause once again to lament as to whether or not we have achieved any real gains as an autonomous nation. We are still divided and sadly the most striking line of this division is along the political lines. We cannot seem to bridge that glaring gap between a national occasion around which persons of varying political ilk can find common bonds and the choices we have made as to who makes our decisions as a nation. Sadly our politics define us and often determines who deserves fitting reward as willing contributors to the task of nation building. Not for a moment we are attempting to throw cold water on the awardees at Monday’s cont’d on pg 7 Wednesday 5th November 2014 cont’d from pg 6 ceremonial parade. Congratulations are indeed due for all who played their role in developing this nation. However ours is a concern that dwells not in the ceremonial trappings of a single activity but is based on the lack of an ongoing culture of patriotism and love for each other. We should not have to wait until Independence time to renew our love for nation and for our fellow citizens. We should not ever ever make the divisive nature of our politics rob us of giving our all to Antigua and Barbuda. Our focus has become much too centred on who occupies the seat of power. It is way past the time that this country settles down to the business of preparing for a future that is already riddled with a myriad of challenges. We need to move beyond the simplistic and renergise our priorities with nation building driven plans that are not determined by which side of the political fence that you fall. If some day we can remove that sceptre of di- visiveness from our daily lives then we perhaps can begin seriously thinking of progress and development in the way that other developed nations are doing. Until then, we are regrettably stuck in a selfish and myopic attitude that will do nothing to achieve the unity that we referred to in the opening of this commentary. We are fearful that unless our political leadership see the wisdom in keeping their hands out of the activities that encourage the promotion of the ideals of nation building that we will not achieve any worthwhile gains. We stand to gain the most if we strive for our goals together. Should differences, political or otherwise, be put aside, a whole new world can be opened up to this very young nation. It will be left to our leaders to determine whether or not they really want the best for this country and that sadly is left to be seen. Because as a people we have grown weak. According to King Short Shirt, “A stand will have to be taken soon, by we the people ourselves, for our future sake.” caribtimes.com 7 Don’t be an easy target All the security information and equipment in the world will do no good if a homeowner does not follow several important safety rules: Don’t hide a key around your house. A burglar knows where to look, and may find the key no matter where it is hidden. As an alternative, consider giving an extra key to a trusted neighbor. Don’t put any personal identification on key rings. This way, if keys are lost or stolen, they cannot be traced to a residence. As an added precaution, if keys are lost or stolen, change the cylinders in the locks immediately. Don’t leave windows open when you are not at home, even if you are only leaving for a short while. An open window is an open invitation to a burglar to come in and help himself. Don’t leave valuables in the open. This is needless temptation to anyone casing the house for a burglary. It is easy to put valuables away in a drawer or cabinet. Don’t leave the doors unlocked or open, even if leaving for just a little while. Again, this is just asking to be burglarized. Make sure all tools, and ladders are put away. Everything should be stored in a locked garage or tool shed. Tools can be worth a considerable amount of money and can be easily taken if not locked away. Tools can also be used to facilitate entry by a burglar. A simple screwdriver or hammer can be used to pry open or break a window or a door. A ladder close at hand makes it easy for a burglar to climb to a second story window, on to a balcony or even the roof where it may be easier to break in. At night, leave yard lights on. A light makes it difficult for someone to break in through doors or windows without being seen by neighbors or deputies patrolling the neighborhood. 8 caribtimes.com Wednesday 5th November 2014 Déjà vu … and Danger – Part II It is a safe bet that two factors among others contributed mightily to the huge ABLP victory on June 12. True, by that time an aware (and alarmed) electorate was heartily sick of UPP deceit and hypocrisy, and was more than ready to see the back of the hapless blue crew: all the voters needed was a viable alternative. At the same time though, a wary Body Politic needed to be convinced that the ALP had changed enough for voters to entrust it once more with the fate of the Nation. It took the historic leadership shift of November 2012 to alert the electorate to the possibility that our tiny two-island state of mind now had a change agent we could believe in. Another critical factor behind the national change of heart was the Gaston Browne message of “Inclusivity”. The word sounded enough like the UPP “Big Tent” philosophy to convince a majority of those “swing” voters that it might be worth the Nation’s while to give an energetic, imaginative and capable young man the mandate to run our affairs at this critical juncture in our History. So said, so done; and the June 12 2014 landslide was essentially a victory for the Gaston Browne style of leadership over that of the bumbling Spencerite clique. It is absolutely amazing that PM Gaston Browne has been able to keep the job hungry beast quiet and at bay for as long as 5 months, while the ABLP team grapples with the mountain of crises confronting the incoming administration. However, the “phony war” is ending; and the political animal that lurks within the ABLP is beginning to stir dangerously. Poor people have been without meaningful, stable (or any) employment for far too long; and the promises of big new projects soon to begin are starting to sound a bit like … well … casting pearls before swine. This is 2014, with the economy still very much feeling the effects of the economic debacle. ALP supporters had long been accustomed to ruling the roost at the expense of ev- erybody else; and the more innocent among them expected this (to them) quite natural state of affairs to reappear as soon as their party returned to office. Faith in Gaston Browne may have slowed reaction to the disappointment, but the respite may be about to end. Unsurprisingly, it is the maverick James ‘Tanny’ Rose, that untiring champion of the poor and downtrodden picky-head people, who has raised the standard of rebellion; and The Voice is feeding off a deep reservoir of resentment seething among the ABLP rank-and-file. Arriving with a bang to dominate the early afternoon airwaves with his new talk show on Liberty Radio ZDK, Rose has tapped into that vein of resentment – and the bleeding poses a threat to the stable progress of the Gaston Browne ABLP administration. It is like déjà vu all over again; only now it is the chagrined ABLP faithful who must stand by bitterly as UPP supporters, still occupying comfortable positions in the public sector, taunt them with the chant: “Foo ar-youdey party might be inna power, but a ar-we ‘till a-run t’ings!” If that remark sounds familiar, it’s because in 2004 ALP supporters still in government employ leveled it gleefully at chagrined UPP faithful who remained cut off from the tasty stuff filling the public trough. That pain above all else, I think, opened the eyes of the UPP leaders to the possible political benefits of “hi-jacking” the thousands of public sector votes away from the ALP: hence, the Voluntary Separation Package and all that ensued. The coming months will be a true test of PM Gaston Browne’s leadership skills, as he works to accelerate the start of employment-creating projects. PM Browne must find ways and means of placating his supporters, who see the UPP structure remaining firmly in place, apparently tolerated by their own ABLP leaders. Too many ABLP faithful find something very, very wrong with that picture – and they expect their PM to put that wrong right; soon. Wednesday 5th November 2014 caribtimes.com 9 Twenty-million Euro grant for disaster management in the region Antigua and Barbuda is among regional territories that will benefit from a 20 million euro disaster management grant from the European Union. The funding has been secured under the ACPEU CARIFORUM Natural Disaster Risk Management Programme, which will be implemented over a five year period (20142019) by the Caribbean Disaster Emergency Management Agency (CDEMA), the Caribbean Development Bank and the Dominican Republic. It is expected to support the strengthening of National Disaster Offices and CDEMA in the implementation of the 20142024 Comprehensive Disaster Management Strategy. In addition to capacity building, early warning, national risk profiling and community-based risk reduction systems are expected to be bolstered locally and regionally. The EU intervention is also expected to strengthen critical infrastructure in the transportation and water sectors in CARIFORUM countries, to make them more resilient to natural hazards and the climate change and climate variability phenomena. Head of the European Union Delegation to Barbados and the Eastern Caribbean Mikael Barfod said: “The flash flooding which occurred in St. Vincent and the Grenadines as well as St. Lucia last December should be a wakeup call for the Caribbean. It should send the signal that the region should be prepared, not only for the hurricane season, but for any disaster related eventuality.” This is not the first time the European Union is providing disaster related support to the Caribbean. In the past, the EU has supported initiatives such as disaster management capacity building and institutional support as well as installation of regional weather radar systems. Additionally, they have contributed significantly to the establishment of the Caribbean Catastrophe Risk Insurance Facility, which provides compensation to countries following disasters. Other beneficiary countries of the funding are The Bahamas, Barbados, Belize, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Suriname, Saint Lucia, St. Christopher and Nevis, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago. Antigua & Barbuda, is an English Speaking, twin island state located in the middle of the Caribbean. Our country is renowned for its 365 beaches its pristine waters, beautiful climate, peace and tranquility. It is a melting pot, a multicultural society that provides for the mobility and a good quality of life for all citizens and residents. Its physical beauty and diversified population, makes Antigua & Barbuda with its developed service economy, and highly educated workforce, one of the best investment destinations in the Caribbean. In fact, our country was, earlier this week, ranked within the top five destinations for ultra high net worth investors by the Candy GPS Report. The only other independent Caribbean nation that ranked within the top five was the Bahamas. Police have not released the names of those killed, but the incident occurred at May pen in Clarendon. Residents said they heard the loud explosions and the woman screaming that she had been shot. A man was later seen running away from the premises. In September, law enforcement authorities said that there had been an 18 per cent reduction in murders for the period January 1 to September 24. PAHO/WHO mobilize Ebola preparedness teams in the Caribbean BRIDGETOWN, Barbados (CMC) – The Pan American Health Organization and the World Health Organization (PAHO/WHO) say they are mobilizing teams of experts in outbreak alert and response to help member states in Latin America and the Caribbean ensure they are prepared for any potential introduction of Ebola virus disease (EVD). PAHO/WHO missions will visit member countries over the next two months to assess countries’ levels of preparedness to detect, treat and control the spread of any potential imported case of Ebola. A PAHO/WHO statement said the missions, in coordination with national health authorities, will assess gaps and make recommendations for addressing them, and PAHO/WHO will provide follow-up technical cooperation based on individual countries’ needs. In addition, PAHO/WHO experts and experts from the Global Outbreak Alert and Response Network (GOARN) will be deployed if an imported case of Ebola is identified in any member country, to assist national health authorities in implementing their EVD response plans. No cases of Ebola have been reported in Latin America or the Caribbean to date. However, “the risk of an imported case in the region is real,” said Dr. Marcos Espinal, Director of PAHO/WHO’s Department of Communicable Diseases and Health Analysis. “It is important that our countries’ health systems be prepared to respond quickly to cases of Ebola and make sure it does not spread.” The PAHO/WHO said that to be prepared for a potential case of Ebola, countries need to have the ability to detect a patient with symptoms. They said healthcare workers must be familiar with screening criteria, including symptoms and history of travel/exposure, and know when to isolate patients. “They also need to know how to protect themselves from exposure to the virus in the course of their work. Allrounder Rayad Emrit has been named captain of the T&T side. Patrick Rampersad, a vice-president of the Trinidad & Tobago Cricket Board (TTCB), has denied Ramdin’s allegation. Ramdin said he had met the TTCB executive on November 3 to discuss the forthcoming season and admitted the move had come as a shock as he had anticipated continuing his tenure as captain. “It [the meeting] was to talk about playing for Trinidad so I told them [TTCB], ‘Yes I will be available for Trinidad,’ and I said, ‘Yes, no problem, I will be at training tomorrow [November 4],’ and then they said I am no longer the captain,” he said. “So I said how could I be West Indies captain and play for T&T under somebody else. When I was captain for the fourday and the 50-over teams and Dwayne [Bravo] was captain for West Indies’ one-day squad, the guys said because he is oneday captain, it would look bad if he comes back to play for T&T under somebody else, so he captained the team for the Super50. Now it is the same situation, if I am captain for West Indies and have to come back to play under somebody else.” Ramdin alleged he was being victimised and said that he had been asked about the abandoned India tour during the meeting with the TTCB. Ramdin believed the team was moving in a different direction, but said that his removal served as a motivating factor. “In moving forward they are trying to go in a different direction,” he said. “I am axed as captain and they announced Rayad Emrit will be captain going forward for Trinidad & Tobago. I think it is more victimisation because they were asking me questions about India and my lawyer said Denesh Ramdin not to talk about it so I think they were trying to get more information on that aspect. “I think they are trying to victimise me and some of the other players, but I am not going to let it disrupt me mentally. I am just trying to get back into the right frame of mind to play and I know we [T&T] have a couple of games before going to South Africa so I will just try to get myself mentally prepared.
