Gauteng Department of ROADS AND TRANSPORT TENDER NOTICE AND INVITATION TO TENDER The Gauteng Province, Department of Roads and Transport requests interested tenderers to tender for the following: Tender Number Service CIDB Level DRT 33B/09/2014 Construction of Test 4 CE or higher Track in Kagiso DLTC Compulsory Site Inspection Closing Date Date:14 November 2014 1 December 2014 Time: 10:00 at 11:00 Venue: Fanyana Nhlapho Clinic, corner Kagiso and Emdeni Avenues, Kagiso, Mogale City Municipality We adhere to all relevant Acts, including the Black Economic Empowerment Act, No 53 of 2003, Preferential Procurement Policy Framework Act, No 5 of 2000, Employment Equity Act, No 55 of 1998. Tenders will be awarded on the basis of a principle that work will be fairly or equitably distributed amongst contractors/ entities that had not been awarded contracts previously. In terms of the Preferential Procurement Regulation of 2011, the 90/10 preference point system is applicable. Broadbased Black Economic Empowerment (B-BBEE) requires that tenderers submit original and valid B-BBEE Status Level Verification Certificates or certified copies thereof to substantiate their B-BBEE rating claims. Failure to submit such a certificate will result in the tenderer not qualifying for preference points for B-BBEE. The tenderers must submit verification certificates that are accredited by: • SANAS (South African National Accredited System) • IRBA (Independent Regulatory Board of Auditors). Failure to submit a consolidated B-BBEE Status Verification Certificate for the Consortium or Joint Venture will result in the entity not to be awarded points for B-BBEE. Tender requirements: • Original and valid Tax Clearance Certificate • Company registration documents • Certified ID copies of company members and shareholders • Proof of CIDB registration. Functionality Experience of key staff (45) (submit CVs Relevant experience of the bidder and certificates) (35) Site Agent (minimum qualifications Diploma in Civil Engineering, ECSA registered) on a permanent basis with relevant experience in Civil Engineering construction work of not less than 5 years (attach CV): 20 points Previously completed projects on Civil Engineering works or similar projects in the last 3 years: 3 or more projects completed with completion certificates for each project: 35 points Quality procedures (20) Quality Procedures & Project Plan (briefly outline: Project plan indicating time allocations, milestones, cost predictions and resources): 10 points Quality Management System Safety Officer (minimum qualifications 2 projects completed with completion which is aligned with ISO 9001 or a similar system: Occupational Health and Safety Training, certificates for each project: 10 points OHS Management) on a permanent basis 25 points with relevant experience of not less than 1 project completed with completion 3 years (attach CV): 10 points certificate for project: 10 points General Foreman (minimum qualifications Points will be allocated for Trade Certificate in Brick Laying and Completion Certificates attached Concrete Works) on a permanent basis with relevant skills, qualifications and experience of not less than 3 years (attach CV): 15 points The CVs must clearly indicate the function/role that the candidate will fullfil and points will be allocated for attached CVs Tenderers who fail to meet the minimum threshold of 60 points for functionality will not be considered for further evaluation. Tenderers who qualify for functionality will be evaluated further for price and B-BBEE Compliance only. Tenderers should note the following: • Functionality will be scored out of 100 and tenderers who fail to meet the minimum threshold of 60 will not be considered for further evaluation • Where tendered amounts of critical materials are considerably less than the expected market rate, the Employer reserves the right to request quotations from the supplier used in the compilation of the bid • Tenderers are requested to submit contactable references for verification • The Department reserves the right to conduct site visits and interview officials whose CVs have been submitted for verification • Tenderers who are listed in the National Treasury register of defaulters will automatically be disqualified • It is compulsory to complete all the applicable SBD forms which are attached as returnable documents. The physical address for the collection of tender documents during working hours is between 08:00 and 15:00 at the 7th Floor, North Tower, Sage Life Building, 41 Simmonds Street from 31 October 2014. A compulsory site briefing session will be held on 14 November 2014 at 10:00 at Fanyana Nhlapho Clinic, corner Kagiso and Emdeni Avenues. A non-refundable tender fee of R500.00 in cash, by debit card or bank guaranteed cheque made out in favour of the Department, is payable between 08:30 and 15:00 at the above address upon collection of the tender documents.
