Outline
Background
Under the Cybercrime@EAP project, the Council of Europe and the European Union since March
2011 supported States participating in the Eastern Partnership Facility (Armenia, Azerbaijan,
Belarus, Georgia, Moldova and Ukraine) through a range of measures. The meeting is to promote
follow up to some of these activities:
-
A set of strategic priorities (EN/RU) at a CyberCrime@EAP adopted at a conference in Kyiv in October
2013.
-
Draft law enforcement training strategies resulting from a workshop and visit to the European
Cybercrime Centre (EC3) at EUROPOL in May 2014.
-
Draft judicial training strategies resulting from a workshop in Bucharest, Romania, in June 2014.
Several countries of the EAP region are in the process of preparing cybercrime and/or
cybersecurity strategies. The meeting may facilitate this process and allow for the sharing of
experience.
The meeting will furthermore serve as the closing event of the CyberCrime@EAP project under the
current Eastern Partnership Facility and prepare the ground for a new project on cybercrime under
the EU/COE Programmatic Co-operation Framework (PCF) for Eastern Partnership countries from
2015.
Objective
The objective of the meeting is to share experience on cybercrime policies and capacity building in
the Eastern Partnership region. Specifically this consists of a review of:
-
(draft or adopted) national cybercrime and cybersecurity policies and strategies in the Eastern
Partnership region
-
national law enforcement training strategies (as per drafts prepared at EUROPOL workshop,
May 2014)
-
national judicial training strategies for prosecutors and judges (as per drafts prepared at
National Institute of Magistracy, Bucharest, May 2014)
-
the key challenges to international cooperation on cybercrime and electronic evidence and
-
Agree on further capacity building activities.

Participants
The meeting is aimed at officials responsible for measures on cybercrime and electronic evidence
in Eastern Partnership countries:
-
Representatives of specialised prosecution and law enforcement services (cybercrime and
computer forensic units)
-
Representatives of law enforcement training institutions
-
Representatives of judicial training institutions
-
24/7 points of contact for urgent cooperation in cybercrime matters
-
Experts in international police-to-police cooperation
-
Experts in international judicial cooperation from prosecution services and Ministries of Justice
-
Experts responsible for cybercrime and/or cybersecurity policies.
Up to ten representatives from each of the six Eastern Partnership countries will be funded from
the project budget.
In addition, a number of experts from other organisations and countries will be invited to share
their experience.
Working languages will be English, Romanian and Russian.
