Introduction
In the field of hydrocarbon flow measurement, where measurements made have a high economic and
environmental impact, it is important to stay ahead of developments in technology, regulation and
practice.
Hence, Kuwait Flow Measurement Technology for Oil & Gas Conference will be organized during the
period 16 – 18 November 2014 as the premier event for measurement technology related to the oil
and gas industry focusing on the practical application of measurement technology.
The Conference is an ideal environment for dialogue with business professionals and a great
opportunity to make new business connections. At the Conference you will find key personnel from
regulators, operators, manufacturers, research institutions and engineering companies, creating a
unique opportunity to get updated on state of the art technology within oil and gas measurement.

Workshop (b)
Custody Transfer Best Practice
Workshop Leader
Mr. David Fisher
Custody Transfer is the
transfer of responsibility
from one party to the next.
In terms of oil and gas
this does not necessarily
constitute a transfer of
ownership as the product
could be transferred into
multi user pipeline with the
production and product out
still being the property of
the original owner.
Emerson
For Custody Transfer Flow
Measurement there are
a variety of installation technology types, this paper
therefore addresses the subject in a general nature,
however each installation will probably have very similar
system and equipment requirements.
Advancements in Flow Computer Technology
Advanced network integration for
metering systems – the benefits it brings
to a system with the ability of remote
access, and reducing cost with enhanced
diagnostics and the convergences of a
supervisory system in a single source for
complete monitoring and overview.
Workshop Leader
Mr. Gurwinder Kambooz
Global Product Manager -
Flow Computers & Software
Systems
Flow M eter Selection.
What is applicable to ALL installations and for all
the people involved in Custody Transfer metering
and allocation, is the attitude to be adopted to the
measurement. Metering and hydrocarbon allocation is
at the heart of the financial transactions and involving
enormous sums of money. They deserve appropriate
respect and an understanding as to why we place so
much importance to them.
The procedure of applying best practices in Custody
Transfer is also identified where the actual measurement
uncertainty is under the current operational practices.
Further there will be a realisation that maintenance cost
can be reduced by applying a best practice approach
and that low equipment availabilities (<98%) means
needlessly losing too much valuable production capacity.
With the Healthcare Check recommendations and gains
in availability the result will be reduced maintenance
costs and increased productivity providing Enhanced
Integrity, Reliability & Sustainability of the measurement
systems.
Consider: “Continuing to do what has always been
done will not provide the desired outcomes and could
actually have adverse consequences. Most problems are
in the process, not the person and every process can be
improved – forever!”
Conclusion: “As THE BEST PERFORMERS keep getting
better, THE LOWEST PERFORMERS will fall further behind.”

Workshop Leader
New flow measurement technologies are
replacing traditional mechanical flow
meters.
How do these compare? Which inherent
problems do they solve? What are the
selection criteria and when does it make
meteorological, fiscal, and economic
sense to convert ?
Plain facts to improve your decisionmaking.

In the laboratory, Gas Ultrasonic Flow Meter certainly after multipoint linearization the end result
are almost ideal straight lines with errors close to
the repeatability of the lab. However, for the user,
the key issue is not how good his meter is at the
lab, but what the accuracy is after installation in the
field, and then, how he can be sure that the meter’s
performance is not deteriorating over time. This has
been recognized by the ISO 17089 standard and also
– to a lesser extent - by AGA Report No. 9.
In order to ensure that the quality of the calibration
curve is transferable to the field, in the ISO 17089 type
testing is introduced. There real world circumstances
are simulated by series of perturbations tests and
the meter has to prove that it can deal with these.
The Workshop addresses these items, discusses the
flow profile distortions that may occur in real world
pipe configurations and presents an analysis on the
performance as a function of the path configuration.
