CARRIED UNANIMOUSLY 2.0 BUSINESS ARISING 3.0 PRESENTATIONS R3.1 Moberly Lake Elementary – A. Duncan, Principal Moberly Lake Elementary School has been looking ahead to the future. The school has been focusing the last four years on literacy, numeracy and culture programs. The new focus will be to get students to take ownership of their own learning, develop how they learn, why they learn, and to wonder and to think about their learning. Ultimately the students will be able to complete self-assessments and really be responsible for their learning. R3.2 Don Titus Elementary – S. Bell, Principal The school principal, a student, and parent addressed the board about the positive changes at the school since moving from a traditional school to Montessori learning. The parent stated she often found limitations with traditional school environments. Montessori allows students to progress at their own pace; students learn to be self-regulating, independent, and accountable. 4.0 ESSENTIAL ITEMS 5.0 REPORTS FROM THE SUPERINTENDENT OF SCHOOLS R5.1 School/Student News The Superintendent show cased the book that Dr. Janet Mort has published which has a chapter dedicated to School District 59’s primary literacy project. Dr. Mort addresses eight essential skills children need to learn to read and write. The primary literacy project specifically relates to teaching students in grades K-3. Ms. Lambie will make a detailed presentation on the data results from primary literacy project at the November board meeting. R5.2 Don Titus School Don Titus Elementary School has been operating as a Montessori School for the past year and has seen huge success in student engagement and academic performance. All the teachers at Don Titus are certified Montessori teachers through the North American Montessori Centre. The school has requested a formal name change to Don Titus Montessori School which reflects the new education focus. CARRIED UNANIMOUSLY R5.3 – Vanderhoof IBL Model The Superintendent had a chance to visit the high school in Vanderhoof while at the Northern Interior Branch meeting and was very impressed with the design of the school which provides a welcome feeling and encourages student interaction while using the Inquiry based Learning model. The Superintendent would like to send a cohort of teachers and staff to Vanderhoof to see firsthand the design and how the school functions to bring back ideas to our school district. R5.4 – Bus Requests & Transportation Review Keith Maurer, the Director of Instruction for the School District has requested the dual credit program bus (Route #57) continue to operate to January 2016. Chetwynd Secondary students ride the bus to attend dual credit programs in Dawson Creek. Currently there are 12 students registered for programs which continue to the end of January 2016. The trustees agreed the Ministry of Advanced Education needs to buy into the bus to allow the students the opportunity to receive education in the dual credit programs. A recommendation was made to write the Ministry a letter. (2014-10-010) MOVED/SECONDED – Clavier/Ziemer THAT, the Board approve to continue the dual credit bus (Route #57) through to the end of January 2016; WHEREAS, the board will review the dual credit student transportation from Chetwynd again in the 2015-16 school year. CARRIED UNANIMOUSLY Trustee Ziemer declared a conflict of interest and will not take part in the discussion on the next two busing requests. Mountain Christian School requested additional bus service to shuttle transfer students between Mountain Christian School, South Peace Campus, and Bethel Pentecostal Church. The current bus the district provides is full and the school anticipates up to 20 more students would use this service. The district provides this service on a cost-recovery basis. The Transportation Department provided information on the costs of the service, as well as, the challenges of continuing the service, especially the additional bus request. Over the last few years the transportation department has continually had a shortage of bus drivers and has been facing funding challenges. (2014-10-011) MOVED/SECONDED – Berringer/Prescott THAT, the Board decline the additional bus service requested from Mountain Christian School to transfer students between Mountain Christian School, South Peace Campus, and Bethel Pentecostal Church. CARRIED UNANIMOUSLY Page 3 of 6 Minutes of the Regular Board Meeting – SD#59 Board of Education October 22, 2014 Trustee Powell questioned whether the district can continue to provide the existing transportation services as they are. The Kiwanis Child Care Centre submitted a request for bus service to transport a supervisor and students to and from Ecole Frank Ross to the daycare centre now located at the Calvin Kruk Centre (downtown). CARRIED UNANIMOUSLY Recommendation to Mr. Van Tassel to prepare a detailed report which outlines all the services, costs, and compare our costs to what a private organization would charge. R5.5 – Text Book Damage Deposits The Superintendent reported that two of the three high schools are not charging text book deposit fees. The schools thought they were under the direction not to charge a text book fee. The board referred Policy and Regulation: 4170 to the policy committee for review. CARRIED UNANIMOUSLY R5.6 Class Size Report The Superintendent reported all classes within the district are in compliance with the class size provisions of the School Act and are appropriate for student learning. 6.0 REPORTS FROM THE SECRETARY TREASURER R6.1 Preliminary Enrolment The Board reviewed the preliminary student enrolment as of October 20, 2014. Enrolment is down 187 FTE’s. The labour dispute and declining enrolment are suggested to be the reasons for most of the decline. R6.2 Election – Notice of Election by Voting/Acclamation. The school district has seen a surge in candidates running for office of school trustee. An Election by Voting will be held in 4 of the 5 electoral areas. WHEREAS in accordance with provisions of the School Act the Minister of Education (hereinafter called the “Minister”) has approved a capital plan of the Board. NOW THEREFORE the Board agrees to the following: (a) upon approval to proceed, commence the Project and proceed diligently and use its best efforts to complete the project substantially in accordance with the Project Agreement (where required); (b) observe and comply with any rule, policy or regulation of the Minister as may be applicable to the Board or the Project; and, (c) maintain proper books of account, and other information and documents with respect to the affairs of the Project, as may be prescribed by the Minister. NOW THEREFORE the Board enacts as follows: 1. The capital project of the Board approved by the Minister and specifying a maximum expenditure of $451,914.31 for Project No. 126816 is hereby adopted. 2. This Bylaw may be cited as “School District No. 59 (Peace River South) Capital Project Bylaw No.1268165. Secretary Treasurer School District No.59 (Peace River South) November 12, 2014 School District #59 Trustees RE: Tate Creek Funds Tate Creek Elementary has trust funds and a prior year surplus of $4,769. Before Tate Creek Elementary closed there were 19 students enrolled. I am recommending that the trust fund balance and surplus be transferred proportionally to the schools in which those 19 students are now attending. This is consistent with past practice. The allocation of Park Hill trust funds were split between Frank Ross and Tremblay based on the percentage of students they gained from the Park Hill catchment area.
