It’s also a vindication
of his claim during tense
lease negotiations with the
National Trust that the club
was a viable entity.
The Trust cited vague
concerns about the Fly’s
sustainability when
announcing it was giving
the hall’s lease to Sunset.

THE Fly by Night is in
the black for almost the
first time in its history,
is celebrating its 28th
birthday this week—
and is on the cusp of
announcing its departure
from the port city.
Manager John Reid
would only confirm “we
are currently discussing
with another iconic entity
north of the river about
collaborating” but the
Herald understands it’s the
Astor Theatre in Mt Lawley.

Co, Chanel, Loius Vuitton
and Burberry, keen to get
into his precinct.
He went to see South
Australia’s agent-general
to London, and gave him a
list of big-end companies he
wanted in Rundle Mall.
“I said ‘it’s your job, go
and bring them in.”

is in the grips of a structural
change which many
landlords aren’t going to be
able to simply ride out.
A local businessman
recently told the Herald
landlords were reluctant to
drop rents simply to sign
up new tenants, fearing
conditions would improve
and they’d miss out.
But Dr Pettitt says greed
is a big mistake and is
holding the city back.

AN East Fremantle town
councillor believes the
Barnett government has
chosen a January 31 date for
its merger referenda in order
to minimise turnout and
ensure their failure.
Cliff Collinson says many
residents will either be away or
just getting back from school
holidays, scrambling madly for
the start of the school year.
Referenda affect the proposed
mergers of East Fremantle and
Fremantle, South Perth and
Victoria Park and Kwinana and
Cockburn. For a referendum
to be valid, at least half a
municipality’s enrolled voters
must vote. For it to succeed—
and kill a merger—more than
half those who do vote must
vote no.
Cr Collinson believes that
normally it might be possible for
his tiny council to muster half
its population for a vote but the
chosen date makes it much more
difficult: “Would it be cynical
of me to suggest that such a
date, when so many of us are
on holiday or just returning is a
deliberate ploy to make it very
difficult for the poll to achieve
the required 50 per cent turnout
of electors?” he says.
East Freo council needs
to collect 250 signatures to
trigger the poll process and Cr
Collinson is confident petitions
placed at the town hall and the
Glyde-In community centre
will surpass that. “I’ve already
collected 60 signatures in a week
and we have until December 5 to
submit the petition, so reaching
250 won’t be a problem,” he
says, confidently.
“A lot of people think the
mergers are a fait accompli, but
they’re not, and we still have
a chance to fight this via the
referendum.”
East Fremantle covers just
3.1 square kilometres (from East
Street to Petra Street, bordered
by the river and Marmion Street)
and has a population of around
6930.
• Fremantle mayor Brad Pettitt suggests the port city’s Cat bus service could extend to East Fremantle as a way to soften the merger process. He says a new route could take in George Street and the East Street jetty. “George Street is buzzing and parking is the big issue there,” he told the Herald. “Where the ferry is, people tend to get stranded because there’s no public transport and wonder how they get into Freo.” The mayor says it won’t be cheap as they’ll have to get another bus, but he’s hopeful the WA public transport authority will cough up half the cost (LOL). According to a recent report
by the sustainable futures
institute, Fremantle has the
second-worst tree canopy
coverage in the Greater Perth
region. Freo has a meagre 10.4
per cent canopy cover, just ahead
of bottom-place Belmont with 9.1

coverage is low in Fremantle and
we want to address this and a
number of issues in our working
group,” Dr Pettitt says.
“The group will help update
the city’s 2001 Green Plan and
present it to council. For the past
four years council has committed
to planting 1000 trees every year,
but we need to be doing more.”
A recent study by UWA of 23
northern Perth suburbs revealed
that having a leafy tree on a
verge outside a house increases a
median property value by more
than $16,000.

group. “We will look at several
initiatives, including water

Samson smashed
by STEVE GRANT
MORE than 50 windows at
Samson primary school were
broken by a vandal over the
weekend.
Parents initially thought the
windows had been shot out
because most had neat, bulletsized holes in them, but one of
the school’s chalkies—who’s
experienced with guns—said
there were no bullets and no
damage inside classes. He says
the holes were most likely caused
by a sharp jab with a stake.
A parent who contacted the
Herald was concerned to see just
one repairer tackling the job
Monday morning, fearing classes
would be disrupted over several
days. The worker told the Herald
he was expecting a couple of
colleagues and reckoned they’d
have it finished by the final siren.

McGurk blasts
school secrecy

THE Barnett government
is refusing to release
information about what
parents really think about
southern suburbs high
schools.
Fremantle MP Simone
McGurk says the government
has resisted Freedom of
Information requests for access
to parents’ answers in the
“comments” section of the
contentious WA education
department survey.
On Thursday Ms McGurk
raised the issue in state
parliament during a grievance
motion. Members of the High
School Options for Fremantle
parents’ group were there to
listen.
The group claims it has huge
levels of support for increasing
the enrolment of local students
at specialist college John Curtin
(formerly John Curtin Senior
High School) but the survey
failed to include raising local
intake as an option.
Group founder Traci Gamblin
says the survey was top-heavy
with “motherhood statements”
but light on options, so parents
mostly scribbled their ideas in
the comments box.
She says given WA education
minister Peter Collier has ruled
out adjusting John Curtin
enrolments, her group wants any
amalgamated high schools—
most likely Hamilton SHS
and South Fremantle SHS—to
ensure a full university-entry
curriculum.
About a dozen of Ms
Gamblin’s supporters and their
children attended the grievance
notice. Premier Colin Barnett
responded to it by saying the
issue was important and he
remained commited to a decision
by the end of the year.
“If he decides to put two
vocationally focussed, underenrolled schools together, do a
small reno, give it a new name
and declare the problem solved,
that will be seen for what it
is: a budgetary decision, not
one based on what’s best for
the education of Fremantle
students,” Ms Gamblin says.
Ms McGurk said Fremantle
locals had been frustrated by a
lack of government leadership.
“The point I am making,
Premier, is that leadership and a
clear plan for reform is crucial if
this amalgamation is to succeed.
The community I represent will
reward the government’s efforts
and school in spades by not only
sending their children to the
school, but by being engaged
and adding their contribution to
the school community.”
South Fremantle and
Hamilton high schools both
suffer low enrolments. South
Freo has capacity for 600
students but has just 300, and
two years ago just four students
studied for university entrance.
School advocates point out
the remainder of the student
body nevertheless achieved
outstanding results.

I was biking myself from East
Freo over the new bridge to a cafe at
Leighton Beach to meet a friend for
lunch. While cycling on the dual use
path over the bridge I encountered
three blokes on bikes tangling with
the big rigs on the road itself.

I was riding on very smooth dualuse pedestrian/cycle path and I
couldn’t believe this cyclist dicing
with death riding in between semitrailers.
Is it ego and considered woosy by
some cyclists to use a bike path? So
cyclists...if you want to stay as safe as
possible—use the cycle path if there
is one. Maybe we need yet another
law—if there is a bike path then
cyclists are obliged to use it?
Added to this, a teenage girl on
a bike had a small dog on a lead
running alongside her on a very
busy George Street, East Freo last
Friday afternoon. The small dog
was running in the middle of the
road and cars were edging their way
around it. I told her that for her own
sake as well as that of the dog she
should get off the road.
She told me the street was
normally quiet but I replied it
certainly wasn’t at that time and
that’s what counted, surely. She then
proceeded to get back on the bike
and carry on as before. I give up!

place.

Yet, inches to the right (I mean in
the paper) is the state member for
Fremantle, Simone McGurk, saying
the city needs a “drunk tank”, that
anti-social behaviour is up and the
police’s new operational system is
failing (which hasn’t been in place
three months); St Pat’s won’t take
them and Simone even encounters
these issues herself in the CBD.
The Herald is swamped with
letters/comments on anti-social
behaviour issues, and business
owners saying how they have watch
the continued demise of the city and
they are closing up and leaving.
The news media have had stories
on the shoplifting issues in the city.
I have had shop managers tell me
it’s not safe to open for late-night
shopping for staff, with the number
of drunks, or substance-affected and
shoplifters.
Local police have been quoted
as confirming “a spike in anti-social
behaviour and petty crime and
have ordered the reintroduction of
Operation Peyton”.
So, on the same page, in the same
paper, different politicians saying
exactly the opposite.
Just go to Point Street and see
the graffiti and vandalism—it’s
outrageous.
If we want Freo to be better, we
need to demand our council step
in and clean up the place so we can
attract new business and shoppers
back to town. Time for positive action
not wishful thinking.
By the way that means we need
parking too. Plenty of comments on
that lately as well.

Split vision
I READ Norman Warburton’s
letter (“A human right,” Herald,
November 8, 2014) with great
interest and found I was torn
between two visions.
First was that of a sad, desperate
and homeless person pleading for
assistance from the general public,
just to survive.
The other vision was of the same
type of person with a mobile phone
and a packet of cigarettes in their
possession, and this gave me cause
for concern.
With the price of cigarettes these
days, surely this money could have
been put to better use, for example to
buy food.
Also, is a mobile phone a necessity
or just a popular accessory?
I fully agree the present state
government is more likely to be
interested in currying favour with big
business and building itself flash new
offices than helping the needy. For
example, I believe Elizabeth Quay
will most likely be another boring
and soulness complex with about as
much personality as a modern day
politician.
This money could certainly be
better spent on our health system and
helping the needy in our society.
However, on the other hand, we
all have to take some responsibility
for our own welfare and current
circumstances.

AST time I was in New
York, I explored on
foot and by bike more
than any other means. This
meant I could stop and look,
buy things and talk to people
unexpectedly. It enriched
my experience greatly and
was only possible because
city planners gave space and
priority to pedestrians and
cyclists.
Concern has been expressed
in this paper about Fremantle
council’s proposal to slow traffic
speeds within the CBD and
make people on foot or bike
the priority. I wanted to explain
the rationale and how this will
benefit everyone.
“When you design for the
car you fail for everyone,”
Brent Toderian, the former
chief planner of Vancouver (the
world’s most liveable city) said
while in Fremantle last week.
He explained that unless you
invest in transport alternatives
like walking, cycling and public
transport, congestion and
parking woes will only continue
to escalate. But it’s not about
cars, it’s about the kind of city
we want.
Walk Score assesses how
easy it is to walk to places
you want to go within a city.
High scores are given to areas
where amenities are within a
five-minute walk. Fremantle
currently scores 72 and is ranked
the 19th most walkable area in
Perth—behind Subi, Leederville,
Mt Lawley and Vic Park (among
18 others).

and sustainability guru. In this week’s THINKING ALLOWED she
explains why the council is putting so much effort into making the city more
walkable.

Richard Florida, urbanist and
author.
Many Freo locals know
instinctively that a low-speed,
low-traffic CBD environment
will be better. It was one of the
most common comments made
by participants during the 2029
Visioning process. It was this
community feedback that helped
inform the Integrated Transport
Strategy, which proposes the
lower speeds and shared zones
be formally adopted in the city’s
long-term planning.
This council listened to
the community through the
visioning process and prioritised
the needs of pedestrians to
create a truly vibrant urban
heart. In doing so, we will attract
new residents, businesses,
support local retail, increase real
estate values and increase our
walkscore.
While we have some way
to go to reach New York City’s
score of 88, we’re not too far off
Vancouver’s 78—and that’s the
most liveable city in the world.

HOW are cars supposed to allow
one metre of passing distance to
cyclists when planners have gone and
destroyed most of the perfectly good
wide roads with centre islands?
To make matters worse the trafficcalming devices along the road shoulders
to me look like cyclist-killing devices. I
am a cyclist and these stupid things cause
the cycle lane to disappear at intervals,
forcing you inward on the cars.

MY local friends and I have studied
with interest the plan to merge the
town of East Fremantle with the City
of Fremantle.
In principle we are supportive of the
change, as it is obvious our borough
is too small to subsist on its existing
ratepayer base, notwithstanding the fact
we recognise the various amenities which
have been provided over the years.
We are pleased the powers that be
are recommending we join Fremantle,
rather than Melville. We understand
there is likely to be a poll of ratepayers
or residents to approve or disapprove
the merger, for which not less than 25
per cent of electors must vote in favour
(at least 50 per cent must vote, of whom
not less than 50 per cent must approve or
disapprove).
However, we are very concerned the
WA local government advisory board
has recommended there will be no ward
representation of elected councillors on
the merged council.
We cannot understand the reason for
this, and we feel the residents of this town
may have no say in the running of the
future city, as any East Fremantle-based
candidate is likely to be out-voted at local
elections, by reason of sheer numbers.

reversed by the government, and wards
are provided for, we feel we must
therefore vote against the merger, when
the poll is held, despite the obvious
benefits of the proposal.
I earnestly hope the premier, the
minister and the Walgab will remedy the
un-democratic situation which we face.

practise in most parts of the western

story on protecting our Fediterrannea
(November 8, 2014).
Especially when I “thunder” (to use
your reporter’s elegant phrase) on the
record. However, it’s important that the
quote be accurate. The term I used to
describe our current council leadership
was “neo-Liberals in Green and Labor
clothing” (not “pseudo-Liberals”).
The reference to racism in fact
came from your reporter, recalling his
childhood experiences of attitudes to
migrants. And I described non-Anglo
migrants as part of the “fabric” (not
“furniture”) of contemporary Australian
heritage. Still, all in all, an important story
to cover, and so thanks again, Herald.

A masquerade
THANK you Suvendrini Perera
(Herald Thinking Allowed, November 8,
2014) for enlightening me.
I live in Hulbert Street, South
Fremantle directly opposite the corner
block and the new development recently
approved by Fremantle council.
I had wondered why a council
that is ostensibly left-wing and green
was, with one exception, unreservedly
pro-development and dismissive of
community concerns. Thank you for a
light-bulb moment: “Psuedo-liberals
masquerading as Greens and Labor”.
I now understand why the council
approved the rezoning of the land
from R25 to R60 irrespective of what
our street—with only one individual
dissenting—considered to be absolutely
detrimental to the amenity of the area
I also now understand why
the development was approved,
notwithstanding it is way above
the plot ratio dictated by R60, and
notwithstanding parking issues that
will require a car-stacker of all things,
and a one-lane driveway butting onto
a residential home and servicing 36
vehicles.
The list goes on and on…. height, scale
and landscaping are other issues.
No trees to speak of, but vertical
gardens that are totally inappropriate to
our climate, and the hope that residents
will plant greenery on their balconies. I
concur with Ms Perera. A green council? I
don’t think so. To set the record straight,
the Hulbert Street community was never
anti-development: it was the height, scale
and density that had us worried and the
process that upset us.
In our experience there was no real
consultation, talk-fests do not qualify, and
the time involved in us madly researching
and referring to council policy and codes
was largely wasted and ignored. What a
shame!

Firey wants chemical tests

A FIREFIGHTER who used to work
at the Success fire station wants
authorities to test whether pesticides
or other chemicals are behind a
kidney cancer cluster linked to the
site.
Ken Seinor worked at the station for
seven years until retiring from the job in
2007 and says the whole area is a toxic
cocktail.
The station has been closed and
firefighters relocated to Hope Valley
because one firefighter has died of kidney
cancer and another three have been
diagnosed with it.
The station is directly across the road
and downwind from a former market
garden, and Mr Seinor is concerned about
what pesticides were used before the area
was redeveloped for housing.
He says the station is also just outside
the buffer zone for a heavy industry area
including a water treatment plant which
uses strong chemicals.
“I live 500 metres from the water
treatment plant and if you get up at
3am in the morning, you can smell the
chemicals in the air,” he told the Herald.
Kevin Jolly from the firefighters’
union is also concerned about pesticides
from the market garden, saying crews
working at the station had reported being
regularly covered with dust.
“They said there was a lot of dust and
it was acidic,” he says.
“In that area they would have used
DDT, and it could be residual.”

“Firefighters are in the top 10 per cent
of the population in terms of their fitness;
they are generally young and healthy,”
Mr Jolly says.
“I think they’re blurring the lines in
terms of what is the general population.”
A report earlier this year linked the use
of glyphosate pesticide to an unexplained
rash of kidney disease deaths among
Latin America farmers, although the
authors stress it’s only a hypothesis which
needs further testing. But it was enough
to prompt the Sri Lankan government to
launch a three-year study into whether
a combination of glyphosate and hard
water is a toxic mix.
Monsanto, which manufactures
the world’s biggest-selling glyphosate
Roundup, says no kidney failure has been
identified in animal studies.
“It’s terrible—you end up having to
put fences around them,” he groans.
“What does that teach the kids?”
Mr Collier revealed the widespread
theft while helping year 5 students from
Bertram primary do a bit of gardening
Wednesday at an innovative facility run
by Atco Gas in Jandakot.
Atco runs a free kitchen for local
schools where it teaches gas safety and
healthy eating, with a small garden
next door where kids can source fresh
ingredients. The company’s Australian
president Alan Dixon told the Herald
the Canadian-based parent company
has run similar kitchens for 80 years.
The company moved into Perth three
years ago when it bought the state’s gas
pipelines, and Mr Dixon says there’s still
some confusion amongst consumers. He
says people still call Alinta or Kleenheat
whenever there’s a problem with a gas
line, but it’s now Atco’s responsibility.
Mr Collier says the concept of “garden
to kitchen” is becoming more popular
in schools and he’s delighted to see Atco
creating its kitchen for altruistic reasons.
“The concept is great and enables the
visiting students to be presented with a
gas safety message as well as learning
about sustainability and healthy eating,”
the former chalkie said.
“It is done in a way that empowers
them and puts some responsibility on
their shoulders, and for year 5 and 6
students that’s important as these are
formative years for them.”

THE long-term viability of the Bull
Creek shops has been questioned
by Melville council because of the
rampaging growth of Garden City in
Booragoon and the rapidly emerging
Murdoch centre.
The council is updating its city
planning scheme and says the two
juggernauts will cut into Bull Creek’s
market, although owner Stockland is
adamant the centre will remain viable.
The draft scheme notes that if the
new Murdoch precinct and an expanded
Garden City reach the potential laid
out in structure plans, “Bull Creek is
expected to show a slightly concerning
drop in floorspace productivity, which is
a primary measure of viability”.
But the report then hedges its bets,
saying the issue is more about Bull Creek

than the other two centres being too big.
Garden City in particular plans to double
its operations. Despite the council’s lack
of confidence in its long-term future, Bull
Creek’s centre manager Jenna Corcoran
remains optimistic.
“Stockland’s retail strategy is to either
own and operate the leading shopping
centre in each trade area or to have a
clear point of difference,” she says. Bull
Creek has “ample parking” and stores
that customers need on a daily basis. That
may prove a selling point compared to
Garden City: if its doubling results in the
predicted two million extra shoppers a
year, 99 per cent will come by car due to a
lack of public transport serving the area.
“Stockland Bull Creek illustrates the
point that a shopping centre doesn’t
necessarily need to be the biggest in the
trade area to be considered by customers
to be one of the best,” Ms Corcoran says.
The planning scheme also explores
the city’s shift from a suburban identity
to inner-urban centre under the Barnett
government’s Directions 2031 planning
document.
Directions 2031 paves the way for
increasing mixed-use developments and
bumping up densities and heights around
transport nodes.
“The major areas being considered
for an increase in density include those
properties in the vicinity of the public
transport corridors of Canning Highway,
Marmion Street, South Street and Riseley
Street,” the scheme’s text notes.
“The transport nodes of Canning
Bridge, Bull Creek and Murdoch rail
stations and Booragoon bus station also
lend themselves to supporting an increase
in densities to enhance the availability of
the public transport links as well as the
other facilities in the area.”
The council’s taking submissions about
the scheme on its website, in libraries and
council HQ until January 16.

“This confirms my fear of living in
Nicholas Crescent,” said a Hilton local
after a brawl left three people hospitalised
on Wednesday evening—including one
with serious head injuries.
Police had only recently been in the
street for a major drug bust a few doors
down from Wednesday’s incident.
Two women were arrested at the scene
and police are searching for a driver they
say ran down a man who’d come to the
aid of a neighbour involved in the brawl.
ABC News reported a witness saying
the car mounted the footpath before
ploughing into the victim, who was
thrown onto the roof. He fell as the car
drove down the road and neighbours
gave first aid before an ambulance took
him to Royal Perth Hospital.
In Coolbellup, the new neighbourhood
police team is celebrating after seizing a
hoon’s car and arresting another resident

Sgt Bruce McDonald says one of his
teams had been patrolling the area last
week when it spotted the alleged dealer
talking to a group of kids. The man’s
car was searched and 12 small bags of
cannabis, a large amount of cash and a set

The 24-year-old has been charged with
possession with intent to supply and will
appear in Fremantle magistrates court on
December 9.
Sgt McDonald says his team has
received numerous complaints from
Coolbellup residents about a hoon driver
over the past six months: he appears to
have been nabbed in Samson after doing
a burnout in front of an off-duty officer.
After doing a cross-check with its
database, police reckon he’s the cause of
most of the Cooby complaints, and Sgt
McDonald reckons the street where he
lives has black marks from one end to the
other. He says the neighbourhood team
model is working well and Coolbellup’s
crime stats are looking better. But he also
warns that warm weather usually brings
out burglars, so residents should make
sure they lock up.

Seeking war stories

history lecturer is looking for
Fremantle families prepared to tell
the grittier side of the story about
their rellies who’d fought in WWI.
Leigh Straw, who recently gave a
talk about the city’s criminal women
at the Fremantle History Studies Day,
says she’s looking for stories about old
soldiers who came back with mental or
physical injuries. “I am also interested in
humanising the stories behind ex-soldiers
who took their own lives,” Dr Straw
told the Herald. Her interest was sparked
when she was delving into a dark chapter
in her own family’s history, as a relative
who’d fought in the war ended up
murdering his wife in a jealous fit.
Dr Straw plans to write a book based
on the information she receives.

COCKBURN city council will
spend $3.1 million to build at Bibra
Lake the southern suburbs’ biggest
playground.
Heavily influenced by Aboriginal
heritage and the environment, the
playground and barbecue facilities will
take up 5500sqm of the lake’s foreshore.
“This new regional playground will
be an amazing facility,” a beaming mayor
Logan Howlett said Wednesday.
Noting that 100 years ago the lake was
a magnet for walkers and folk out for a
ride in their sulkies, Mr Howlett said the
new playground would help attract a new
generation of families to the area.
It’s all part of a $20 million overhaul
for Bibra Lake, courtesy of a stash of
cash the council earned from selling land
nearby.
The money must be spent on
recreation facilities, and some will go
towards an Aboriginal cultural centre
across the road, acknowledging the area’s
deep significance to Noongar culture.
Cockburn CEO Stephen Cain says the
council facilities will link in with nearby
Adventure World and an ice rink nearing
completion, making the area one of
Perth’s top family destinations.
Joshing with councillors and clearly
relaxed following Cockburn’s reprieve
in the council mergers mayhem, Mr
Cain says a lot of effort has been put into
preserving the environment, including
lots of plantings and a boardwalk and
sensitive viewing platform on the
opposite side of the lake.
Mr Howlett says working with the
local Noongar community is crucial.
“There are 13 registered [Aboriginal]
sites around Bibra Lake,” he notes.
He’s pushed hard for Cockburn to
engage more deeply with the indigenous
community—almost unheard of 15 years
ago when it was almost invisible—and
Cockburn is now recognised as a national
leader in terms of forging respectful
links: just this week 100 elders attended
an inaugural indigenous seniors event
at the lake. Mr Howlett says Cockburn
has succeeded where other councils—
such as neighbouring Fremantle—have
lost ground because it fully funded its
reconciliation plan.
The council’s award-winning
children’s reference group—with actual
kids on it—also had plenty of input into
the playground’s design.
Member Charlie Dangar told the
Herald he was looking forward to its
interactive elements, particularly the
cubbies. He says he likes being on the
reference group because it gives him a
chance to have a say in what happens in
the area.
Cockburn’s giant playground
might only enjoy its status as the
region’s biggest for a short time; its
amalgamations partner, Kwinana,
recently announced plans for its own
$5 million playground. A tender for
Cockburn’s project will be awarded
in February and it’s expected to be
completed by mid-2016.

secure its lease, proceed with renovations
and stay on Fremantle’s Esplanade Reserve?
Will City staﬀ, Mayor and Elected Members now show they
really meant it when they ﬁnally approved the Development
Application (DA) after 8 months in the Planning
Department? Here’s the Timeline:
• DA Plans went to Planning 28th February 2014.
• City`s oﬃcers recommended approval 4th June.
• A decision was deferred after a request from the
Mayor for more detail on its association with the Youth
Skate Plaza and a request by Cr. Pemberton for more
notiﬁcation to local residents.
• The City sent 98 letters to local residents in late
September
• All Submissions received supported the Refurbishment
DA. Some were quite passionate.There were no
objections from the public.
• The DA was again raised 1st October and this time
approved, but Mayor Brad Pettit made the point that the
approval was no guarantee that any request for lease
extension would be granted to support costs of the DA.
• A request for lease extensions for the Carriage Cafe
will be on the Council Agenda of the Strategic and
General Committee Meeting next Wednesday 19th
November 2014
City of Fremantle has granted substantial leases in
recent times to other tenants who have refurbished Cityowned or city-managed premises. Some other recent
Refurbishments have not had to go to council or be put out
for public notiﬁcation or comment.
A 21 year lease was recently approved by the Mayor and
Elected Members to Sunset Events for their “J” Shed
proposal.
The Carriage Cafe should be aﬀorded equal rights and
not have to continuously ﬁght to survive. The Carriage
deserves the same level of support from City staﬀ and
Elected Members as others appear to receive.
The refurbishment plans are on view in the Cafe. All
renovations will be within the existing lease area and all
costs, estimated at $300,000, will be paid by the Carriage.
Wealthy, powerful Event promotors have made it clear that
the Carriage Cafe is “in the way of their events.”
Interestingly, the City has activated proposals for four new
Plans in recent weeks. Will the City now redesign elements
in these Plans to threaten the viability of the Carriage Cafe
or the rights to passive enjoyment of green grassed areas?
Kel Smith says, “City oﬃcers say the Carriage lease is
one of a large list of agenda items being ﬁnalised for next
Wednesday night’s meeting. I’ll have to wait until Friday
night to check the City’s webpage to see what Director Glen
Dougal recommends and if there are any special conditions
attached. It will be interesting to see if the City`s New Plans
are included on the same night as the Carriage lease and if
so, how they will aﬀect it.”

OR a few years now
Moore and Moore has
been the Herald’s de
facto interview room: easy to
find and, even when it’s busy,
offering a certain tranquility.
When the idea of opening a
cafe at the council’s heritagelisted Moore Street art gallery
was first raised it was on the
strict proviso it be “very Freo”
with no bland franchise eateries
allowed.
The result is a funky, eclectic
space with more atmosphere
than a bureau of meteorology
chart, existing in perfect
harmony amongst the bricks
and jarrah of the 150-year-old
horse and cart-way of the old
merchant warehouse.
Having enjoyed many a
working coffee it was time to
pay the rent, so I headed down
with a colleague for lunch.
We got in early to avoid the
rush of Notre Dame students
disgorged from classes, and were
soon seated in a table in the leafy
rear courtyard.
I can vouch for the savoury
muffins ($5) having taken many
away.
But this occasion called for
something more substantial
and the braised puy lentil
($16.50) sounded interesting.
Topped with a generous serve of
perfectly char-grilled asparagus,
broccolini and mushrooms it
was fantastic, the lentils infused
with a savouriness, overlaid by a
wonderfully rich garlic flavour.
My mate was over the
rainbow with her grilled
barramundi ($19.50), also with
asparagus and broccolini—and a
chilli salad.
The fish fillet was firm
and flaky, and the garlic
cream terrific, without being
overpowering, she said.
Moore and Moore has never
let me down vis a vis coffee,
which is unfailingly rich and
well-flavoured, without a hint of
bitterness and this occasion was
no different.
Another of my colleagues
often arrives at work to eat
breakfast at his desk—a slice of
Moore’s rhubarb tart ($6.50), so
I thought “why not?” The filling
was wonderfully sharp and the
buttery shortbread pasty was to
die for.
My lunch companion happily
slurped down a chai latte ($6),
and polished off a slice of honey
cake ($5.50), its light fluffy
texture belying an uber richness.
All in all a very pleasant
experience, all the more so when
you’re not madly scribbling
notes between mouthfuls of
coffee.

experience for David Giles
to follow his heart and
become an artist.
Dragged under by the ironcold grip of a rip off a remote
beach south of Walpole, panic
was replaced by a euphoric
sense of mysticism—and the
proverbial white light.
“I stopped being aware
of my body, of being in the
ocean, but had an awareness of
being [that] became mystical…
almost a science fiction type of
experience.”
Regret mixed with the
descending sense of peace as
death seemed inevitable—
including, oddly, whether his
eco-tourist clients on the beach
would be traumastised by their
guide drowning, or even find
their way back to civilisation
without him.
‘It isn’t fair’
“I thought ‘it isn’t fair I
wasn’t given any notice of this. I
haven’t seen my kids grow up or
done what I want to do’.”
“What do you want to do?”
he recalls his inner-most psyche
asking his drowning self. The
answer? ”Be an artist”.
A life-long interest in art to
that point had resulted in buying
paints, but never finishing a
canvas.
“I was waiting for the right
time to be an artist,” he says
wryly.

managed to drift closer to shore,
where his clients dragged him to
the beach and saved his life.
But back home in Albany one
of the first things he did was
set about closing his tourism
business and enrolled in art
school.
Having nearly died he no
longer fears death, “which frees
you to live”.
Twenty years on, the nowFremantle-based artist is the
winner of 20 awards and has
40 solo exhibitions to his name
along with showings in New
York, Paris, Singapore, Sydney
and Melbourne.
Born in Singapore, Giles grew
up in the UK before heading
Down Under for “an adventure”
with his wife and daughters,
aged six months and two years.
With his wife scoring a
job in finance in Albany, and
Australian residency, Giles
became a house husband and
farmer.
“I went from inner-city living
in Leeds to farming,” he laughs.
These days instead of
rounding up cows he’s rounding
up artists with art classes and
the chance for students to exhibit
at his High Street, Fremantle
premises.
He proudly boasts that his
gallery sells original local art
at affordable prices, which sees
works almost walking off the
walls.
Many students are
established artists who come
along for the chance to share and
grow their skills.
“It’s become a peer studio,”
Giles says.
His own art adorns the walls,
much of it still influenced by his
brush with death.
“[It’s] informed by a yearning
to represent a sense of the
mystical and sublime. For me
this is the purpose of art.
“I hope those who view [it]
can catch a glimpse of a deeper
mystical reality.”
A couple of months ago Giles
opened a second gallery, Studio
Eleven, on Captain’s Lane, near
the Round House.

FREMANTLE’S gold-plated Maya
Indian Restaurant turns 25 this year
and has announced its first-ever foray
outside the port city.
Maya has been selected by the
Metropolitan Development Authority
to open an offshoot in a key location
bridging the Perth cultural centre with the
city link project. It’ll be known as Sauma,
after the mythological drink of the gods.
“It’s a little intoxicating and it’s gives
you a lot of energy, but it’s forbidden for
the people,” evergreen Maya proprietor
Gurps Bagga told the Herald.
He says it’s been a long three-year
process but comes at an opportune time,
as the oft-awarded Freo restaurant is also
undergoing a transformation. Having
won as many Gold Plate awards as
allowed, the Fremantle favourite is going
a little more casual and has a new menu
to match.

A devout Sikh, Mr Bagga and his
family fled to Australia in 1986 to escape
political unrest that marred the country
following the assassination of Indira
Ghandi in 1984. She’d been killed by her
Sikh bodyguards and supporters exacted
bloody revenge.
“We hid in our neighbours’ homes
during the riots while the mobs
massacred men, women and children of
Sikh decent,” Mr Bagga recalls.
In Perth, his first job was working at
the Gull petrol station in South Terrace
near Sealanes, pumping fuel for $2.25 an
hour.
“It was an eye-opener for a young guy
who usually spent his summer vacation
in their holiday home in the hills.”
He was pushed towards a career in
computing by a school guidance officer,
but gave it up to pursue his passion for
the food of his homeland.
“I still have fond memories of
watching my nana cook stuffed parathas
for breakky on her wood-fired clay
stove and serving it with home-churned
butter,” he says.
He convinced his dad to buy a rundown Indian restaurant in Freo with a
reputation for bad food and poor service.

but historically the market worth of the

Sure, you need to choose when to buy and,
of course, when to sell. A purchase in June
2007 meant paying the median Fremantle
house price of $725,000. Seven years later
the median is $823,500 and well short of
the anticipated growth rate if following the
“double every ten years” theory. The problem
is that growth is not linear. If you had bought
a year earlier in 2006, the median price was
substantially less at $530,000, and back ten
years to 2004, Fremantle’s median price was
$405,000 and pretty close to half the current
median.

Putting these speciﬁc numbers aside, the
main point is that property buying and selling
historically shows some pretty impressive
capital gains across relatively short periods of
time. And, of course easy maths shows capital
returns looking even better when holding
property for fourteen, twenty-one and twentyeight year periods.
In the current market buyers are faced
with expanding choice as supply increases and
some property commentators are predicting a
fall in property prices next year. As previously
stated in these pages, ﬁrst home buyers are
leaving the market in droves, demand is
softening and investors are being cautious.
Sales volumes are down too compared to the
long term averages.
With some very competitive ﬁxed term
interest rates available from the banks (some
as low as 4.69%) and other lenders at the
moment and with plenty of choice out there, if
you have the means then making the decision
to buy property now with a view to holding it
for at least seven years is probably a good one.
Make sure you contact your local REIWA
agent when it is time to sell in 2021 for if
history repeats itself you will sell for about
double what you pay today.
