Challenges in Europe
• Europe is particularly characterized by transboundary interactions:
• economic growth: investment decisions, job markets…
• resource supply and consumption: water, biofuels / energy, food…
• infrastructural development: traffic, energy, waste, water…
• ecological
trade-offs:
soil
functioning,
water
balance,
biodiversity…
• Socio-cultural, legal and economic conditions (gradients) vary widely
und are a prominent driver for imbalanced development trends in
different regions (migration, globalization)
• Spatial planning mechanisms are so far not adapted to coordinate
transboundary processes and to overcome potential risks (migration,
globalization issues)

Objectives
• Design a network of research, SME and outreach partners for
identifying (scoping) needs and opportunities to overcome the
weaknesses in cross-border planning and decision making processes
• Specifying R&D targets for how to improve / support better spatial
planning and strategic environmental assessment
• Developing a blue-print for analytical / modeling / evaluation
frameworks that provide improved support for adaptive transboundary
planning and resources management

• Collaboration along two cross-cutting R&D topics formulated in the
ELI (European Land-use Institute) development strategy,
(a) Instruments and technologies for supporting planning and
decision making and
(b) Instruments for adaptive system management
• Two research stages, (1) building a platform for strongly SMEoriented collaboration referring to the cross-cutting topics, (2)
establishment and further development of the platform and
project-based collaboration (Baltic Sea Programme, INTERREG
Europe, Central Europe, H2020)

Developing a blue-print
• Identification of available approaches for spatial modeling and
ecological-economic IA, regional development and planning in the
consortium, identification of expertise gaps => requested science
partners
• Testing availability and accessiblity of advanced technologies in
the consortium (spatial analysis, data integration and knowledge
management, visualization and decision support) => requested
technology partners
• Visioning a meta structure for integration that meets information
and support needs in practice => requested outreach partners
• Developing a model for access and maintenance of an integrative
platform / tool (box) that connects also to also different funding
mechanisms (research, business) => overall R&D blueprint

How and where to implement?
• Screening of eligible funding opportunities led to preliminary
prioritization of applications in the following programs:
• H2020
• ISIB-03-2015 Unlocking the growth potential of rural areas
through enhanced governance and social innovation
• SC-5-07- 2015 More effective restoration of ecosystem in the
EU SCC-01-2015 Smart Cities and Communities solutions
integrating energy, transport, ICT sectors through lighthouse
(large scale demonstration - first of the kind) projects
• Baltic Sea Region 2014–2020 (BSR) (different thematic priorities)
• CENTRAL EUROPE 2014-2020 (spatial asymmetries)
• INTERREG - Priority Axis Environment and Resource Efficiency

Summary and outlook
• Currently 18 partners (7 SME) in 6 Baltic countries (DE, DK, EE, FI,
PL,SE) for initializing the platform
=> widening to LT, LV; increase SME and outreach partners

• Consolidation measures started with skype meetings and first ideas
for profiling are drafted (integrative framework)
• Expertise building will be main issue of 2015
• SoA documentation / marketing & transfer start soon with webpage
opening; first steps for a regional conference in EE already done
