**INCIDENTS**
Sexual Assault | Indecent Exposure – On November 11th at 9:23AM, officers responded to
investigate a sexual assault which was reported to have occurred after the victim was picked up
at the Horner Road Commuter Lot located at 2250 Prince William Pkwy in Woodbridge (22192)
around 5:30AM. The victim, a 42 year old woman of Alexandria, reported to police that she was
waiting for a bus at the commuter lot when a white, older model 4-door Honda sedan
approached her. The driver, and only occupant, asked the victim if she wanted a ride and she
voluntarily got into the vehicle. As the two were driving on I-95 northbound, the driver
proceeded to expose himself to the victim and sexually assault her. Following the encounter, the
driver dropped the victim off in an area of exit 160 where she called a friend to pick her up. The
victim subsequently reported the incident to police later in the morning. No injuries were
reported. The investigation continues.
Suspect Description:
Hispanic male, between 28 & 32 years of age with a thin build, short dark hair and a
mustache

Residential Burglary – On November 11th at 4:22PM, officers responded to a residence located
in the 18500 block of Creek Rd in Triangle (22172) to investigate a burglary. The homeowner
reported to police that the burglary occurred between 12:00PM on October 10th and 4:00PM on
October 28th. The investigation revealed that there were no signs of forced entry into the home.
Entry is believed to have been made through an unsecured door. Jewelry was reported missing.
Commercial Burglary – On November 10th at 7:32AM, officers responded to Discount Cleaners
located at 14796 Build America Dr in Woodbridge (22191) to investigate a burglary. The business
owner reported to police that the burglary occurred between 1:00AM and 1:13AM on
November 9th. The investigation revealed that entry was made into the business through an
exhaust fan located on the roof of the building. The suspect used a ladder to access the roof
then forcibly removed the exhaust fan to make entry. An undisclosed amount of money was
reported missing. Surveillance video was able to provide a limited description of the suspect.

Male, unknown race, between 20 & 30 years of age, 5’10”, 165lbs

**ARRESTS**
Murder Investigation – On November 10th at 4:28PM, officers responded to the 12500 block of
Oakwood Dr in Woodbridge (22192) to investigate a reported shooting. Officers arrived in the
area and located the victim on a pathway between the Woodbridge Senior High School and
adjoining neighborhood. The victim, identified as a 16 year old male juvenile who attends
Woodbridge Senior High School, sustained gunshot related injuries and was pronounced dead at
the scene. On November 11th, detectives from the Homicide Unit identified four suspects in
connection to this case. The investigation revealed that the shooting was drug related and that
all parties were known to one another. Police have located and arrested three of the suspects in
this case. The fourth, identified as a juvenile, is still being actively sought. This is Prince William
County’s 5th murder of 2014. The investigation continues.

Malicious Wounding | Shooting into an Occupied Dwelling – On November 10th at 5:30PM,
officers responded to the 3300 block of Cape May Ct in Dumfries (22025) to investigate a
shooting. The victim, a 19 year old man of Dumfries, reported to police that he and a friend, a 37
year old man of Woodbridge, were assaulted and shot at by a group of known acquaintances in
the area above. The investigation revealed that the below listed individuals drove to the victim’s
residence on Cape May Ct to confront him about a previous encounter. The suspects
approached the victim as he and his friend stood in the front yard of the home. The altercation
between the men escalated physically. At one point, multiple bricks were thrown through the
windows and several rounds were fired into the home. Following the incident, the suspects got
back into their vehicle and fled the area. No injuries were reported. Witnesses were able to
provide police with a description of the vehicle which was located by officers in the area of Allen
Dent Rd and John Pary Way. Officers attempted to stop the vehicle which was pursued to the
area of Shell Cast Loop where the occupants fled on foot. All suspects were eventually
apprehended. The incident appeared to be gang related. Following the investigation, all
suspects were arrested.

All were charged with 3 counts of shooting into an occupied dwelling, 2 counts of
throwing missiles into an occupied dwelling, 2 counts assault by mob, 1 count of
malicious wounding, 1 count of use of a firearm in commission of a felony, 1 count of
possession of a firearm by a convicted felon, 1 count of felony destruction of property
and 1 count of gang participation

Strangulation | Domestic Assault & Battery – On November 11th at 1:29AM,
officers responded to a residence located in the 12200 block of Aztec Pl in
Woodbridge (22192) to investigate a domestic assault. The victim, a 21 year
old woman of Woodbridge, reported to police that she and the accused, a
known acquaintance, were involved in a verbal altercation which escalated.
During the encounter, the accused assaulted the victim and, at one point, put
her in a headlock. The victim reportedly lost consciousness as a result of the
headlock. When the victim woke, she left the residence and contacted police.
Minor injuries were reported. Following the investigation, the accused was
arrested.

Unlawful Wounding – On November 11th at 1:38PM, officers responded to a
residence located in the 2000 block of Hanson Ln in Woodbridge (22191) to
investigate a domestic assault. The victim, an 8 year old boy of Woodbridge,
reported to police that the accused, a known acquaintance, threw objects at
him inside the home. During the altercation, one of those objects, described
as a kitchen utensil, struck the victim in the head causing a laceration.
Another family member arrived at the home and contacted police. Officers
detained the accused without further incident. Minor injuries were reported.
Following the investigation, the accused was arrested.

Cindy Ann OATMAN, 47, of the 2000 block of Hanson Ln in Woodbridge
Charged with unlawful wounding
