The New Programming Period and the Last Programming Period:
A Challenge for the National Bodies
The new programming period is about to begin and the last one has to be brought to a successful conclusion. This symposium offers the national bodies in the Member States of
the European Union the possibility to exchange first-hand experiences concerning the implementation and utilisation of the structures and instruments of the new programming
period with their European peers and in dialogue with the European Commission and the European Court of Auditors. It will also enable them to ensure that the last programming
period can be successfully brought to a close and prepare them for the final evaluation processes and the final audit by the European Commission.
The first day will be dedicated to topics related to the increase of the effectiveness and efficiency of the implementation of the structures and instruments in the new programming
period and to the closure of the last programming period. The second day will deal with the most important topics concerning the implementation of the legal framework of the Internal
Security Fund (ISF) and the Asylum, Migration and Integration Fund (AMIF). The last day will use workshops to address the most important practical topics of the management
and control and (especially) financial control for the ISF and AMIF.

The implementation of the structures and instruments of the new programming period is just beginning. Two new funds have to be introduced in order to support home affairs and
security in the Member States: the Asylum, Migration and Integration Fund (AMIF) and the Internal Security Fund (ISF). As a consequence, the Member States need to answer
the following most important questions: How to achieve more effectiveness and efficiency in the utilisation of the new funds? How to set up the authorities effectively? How to
develop and implement an efficient financial management system? How to set up and use eligibility rules in an optimal way? How to design and use the control system? Which
reports based on experience already exist (as far as the implementation of the structures and instruments of the new programming period is concerned) and what can be learnt
from them? How to enhance the collaboration between authorities, beneficiaries and partners?
Are You Prepared for the Closure of the Last Programming Period?
Furthermore, the last programming period has to be brought to a successful close. The Member States have to be ready for the final evaluation processes and the final audit by
the European Commission and need to answer the following most important questions: How to guarantee more effectiveness and efficiency in the utilisation of the remaining
resources of the last programming period? How to effectively prepare for the final evaluation processes of the last programming period? How best to prepare for the final audit by
the European Commission?

Workshop Day 3 November 14th 2014
Day 3 of the European Symposium consists of optional workshop that addresses particularly the practical challenges of implementing the Internal Security Fund (ISF) and the
Asylum, Migration and Implementation Fund (AMIF). Participants will be provided with practical exercises and work in groups. After presenting and discussing the results of the
group work there will be an interactive discussion round. Moreover, the workshop facilitators will give their recommendations. Therefore, participants of this optional workshop
receive practical advice for their daily work and guarantee their training success by directly applying their newly acquired knowledge.

Stephanie Carillon
Deputy Head of Unit, Budget Control and Ex-Post Audits Unit, Shared Resource Directorate,

Stephanie Carillon is a trained auditor who has joined the European Commission in 2001 after having worked 7 years in an Audit firm in
Paris, France.She spent 8 years in the Audit Directorate of DG AGRI where she has been in charge of auditing Member States management
and control systems regarding a number of different EAGF measures (animal premia, olive oil, textile, calculation of entitlements for the
single payment). Building on the knowledge she had gained on the on-the-spot practical implementation of the CAP, she also participated
actively in the shaping of the different reforms of the CAP in order to improve the controllability of the measures as well as to simplify the
management and control processes. In 2010, Stephanie moved to DG JLS, now split into DG Home Affairs and DG Justice, where she is
the Deputy Head of the Unit Budget Control and Ex-Post Audits that is shared between the two DGs. She is heavily involved in all issues
regarding shared management in DG Home Affairs, and in particular all issues related to the management and control systems, both for
the current 4 Funds (EBF, RF, EIF, ERF) and for the AMIF and ISF. In that context, she has been actively participating in the drafting and
negotiations of the Horizontal Instrument as well as of the related implementing and delegated regulations.
Katerina Wolfová
Policy and Programming Officer, Unit MFF Programming, DG Home, European Commission
Katerina has been working in the area of Home Affairs financial instruments since 2007. She started as a desk officer for the European
Refugee Fund and the Integration Fund for which she became later coordinator. She was responsible for the Commission proposal for
the new Asylum, Migration and Integration Fund and she followed the negotiations until the end. Katerina is currently working in the unit
responsible for the preparation of the implementation of the new Home Affairs Funds 2014-2020.

Patrick Lefèvre is Programme Manager in the Asylum and Migration Fund Unit of DG Home Affairs. At the moment, he is Coordinator for the
European Refugee Fund. He is responsible for the management and coordination of the fund (shared management part) and contributes
to the management and coordination of the European Fund for the Integration of Third-Country Nationals (shared management part). In

Antoine Savary
Deputy Head of Unit, Internal Security Fund Unit, DG Home Affairs, European Commission

Antoine Savary has been Deputy Head of the Internal Security Fund Unit since March 2012. In this role, he is responsible for the
interinstitutional negotiation of the future legal base for the Internal Security Fund (ISF-borders and ISF-police) as well as for the internal
preparation of the implementation of the future Multi Financial Framework 2014-2020 as far as the ISF is concerned. Moreover, he supervises
the shared management activities within the unit and manages the Strategic and Financial Programming coordination for the Schengen
Directorate (Budget, Annual Management plan, annual activity report). From 2007 to 2012, Antoine Savary worked in the Financial Support
Unit of DG Home as External Borders Fund Coordinator where he managed a ten person team dealing with Annual Programmes for 28
countries participating in the fund. He coordinated monitoring activities on the implementation of National Programmes and managed the
Schengen Facility for Bulgaria and Romania. Furthermore, he took over horizontal tasks such as the preparation of the Directorate’s annual
budget, eligibility questions and the preparation of the new Multi Annual Financial Framework. Prior, Antoine Savary worked in the Budget
Unit of the Joint Research Centre of the European Commission.

Director, Chamber IV - Revenue, Research and Internal Policies, and European Union‘s Institutions and

Mark Crisp has been Director of Audit Chamber IV since July 2009. He is responsible for the audit of internal policies (including the SOLID Programme),
EU revenue, banking and finance operations, EU agencies and joint undertakings, research and administrative expenditure. From May 2005 to June 2009,
he was Head of Unit responsible for the financial audit of the Common Agricultural Policy (EAGGF). Other positions held since he joined the Court in 1988
include Head of UK Cabinet and Assistant to the UK Member and Principal Auditor. From 1986 to 1988 he was working in the overseas and international
divisions (USA and Middle East) of the internal audit service at British Telecom. Prior to this, he worked at the UK National Audit Office for five years, where
he audited the Department of Trade, the Department of Health, the Foreign & Commonwealth Office as well as the Ministry of Defence.
Katharina Bryan
Auditor, European Court of Auditors
Katharina Bryan has been working as an attaché in the UK Cabinet at the European Court of Auditors since March 2014. Her tasks include the supervision
and quality control of audits in the area of Structural Funds and Energy. Previously, her work as an auditor for the European Court of Auditors focused on
the SOLID funds (EIF, ERF and EBF), carrying out both financial and performance audits. Before joining the Court in 2010, she had worked for the Regional
Government of Burgenland (Austria) for five years, where she was Head of the Managing Authority for the Phasing Out Programmes Burgenland 20072013 (ERDF and ESF) and the Objective 1 Programme 2000-2006 (ERDF, ESF, EAGGF). Her responsibilities included strategic development, programme
negotiations with the European Commission and setting up the Management and Control Systems for the period 2007-2013, as well as monitoring and
evaluation. Since 2005, Katharina Bryan has been a lecturer on Bachelor and Master degree courses teaching “European Institutions” and supervising
projects as well as Master theses.
Michael Kegels
Director of Operations, Federal Agency for the Reception of Asylum Seekers – FEDASIL,
Responsible Authority, Belgium
Michael Kegels is member of the Board of Directors of the Federal Agency for the Reception of Asylum Seekers – Fedasil. He is responsible for introducing
projects within the refugee and return fund to support activities in the field of knowledge exchange (EPRA, CSI), resettlement, reception and voluntary
return. Furthermore, Michael Kegels is responsible for the management of the Belgian reception system (20 000 places), the voluntary return policy in
Belgium (app. 5000 AVR/year), for the resettlement programme (reception part) (2013: annual quota of 100) and the management of two international
platforms (EPRA: European Platform of reception Agencies and CSI: Common Support Initiative on AVR).
Christopher Magri
Director, Funds and Programmes Division, Responsible Authority, Ministry for European Affairs and
Implementation of the Electoral Manifesto, Malta
Christopher Magri works as Director (Funds) within the Funds and Programmes Division where his Directorate’s role includes the tasks of the Responsible
Authority for the General Programme Solidarity and Management of Migration Flows (SOLID), the National Authority for the Lifelong Learning and Youth in
Action Programmes, the Competent Authority for the Agricultural Funds and the Managing Authority for the European Fisheries Fund. Christopher Magri
joined the public service of Malta in 1986, and has gained experience in various areas including the management of EU Funds as well as intelligence,
corporate governance, internal control, risk management, business, strategic and financial analysis.

Eric Brakke is the Head of the section of which the Responsible Authority is a part. Previously, he was the Programme Director responsible
for the preparation of the policy dialogue, the delivery of the National Programme and the establishing of an effective and efficient system for
programming and reporting during the 2014-2020 programming period. Prior to that, Eric Brakke was acting Director for Naturalization within
the Dutch Immigration Service (IND), Deputy Director for Legal Affairs within the IND and lawyer. His international experience comprises of his
work as Director responsible for the immigration in three Dutch Caribbean Islands, as Delegation Leader in Turkey for an EU-project as well as
Expert within many PHARE-projects (new EU Member States).
Peter Neelen
Head of Service, Assisted Voluntary Return Department,
Federal Agency for the Reception of Asylum Seekers – FEDASIL, Responsible Authority, Belgium
Peter Neelen currently works in the Assisted Voluntary Return Department (AVR). He is responsible for the coordination of the policy development on
AVR and the coordination of the AVR-part of the European Return Fund as well as for the management of the AVR-programmes implemented by IOM
and Caritas. Furthermore, he organises first line social counselling on AVR within the network of reception centres. Prior to this position he was Head of
Service in the management of the national European Return Fund within FEDASIL and Head of Service for the coordination of the reception of asylum
seekers by the municipalities.
Manfred Padberg
Head of Division, Federal Office for Migration and Refugees (BAMF), Responsible Authority, Germany
Manfred Robert Padberg is Head of Germany‘s Responsible Authority AMIF. Prior to that, he used to be Financial Director in the Federal Office for Migration
and Refugees (BAMF). In the years 2000-2009, Robert Padberg held the position of Project Manager Twinning Projects within the BAMF. He is a legal
officer since 1988.
Raquel Reis Poucochinho

Raquel Reis Poucochinho is an inspector and legal adviser presently working with the Ministry of Home Affairs in the Responsible Authority for the SOLID
Funds, in charge of all issues related to the management and control systems (EBF, RF, EIF, ERF) and for the future AMIF and ISF. In that context, she has
been attending the expert group meetings HOME-AMIF-ISF-COMMITTEE. Furthermore, Raquel has expertise in public procurement law and, since 2012,
she has been responsible for assuring the compliance of the procurement procedures presented by the beneficiaries of the SOLID Funds in accordance
with the EU and national law on this area. Furthermore, she is in charge of the handling of the reports and communications to the European Commission,
accompanying audit visits, and performing on-going and ex-ante project monitoring.

In her current position as a Programme Manager for the ISF, Corinna Haitzer is in charge of drafting and implementing the national programme. Since
2007 she has been working for the SOLID Funds, notably as a project coordinator with the Delegated Authority and later as programme manager with the

Steffen Kunert

As a legal officer with Germany’s Responsible Authority for AMIF, Steffen Kunert is responsible for the general processes underpinning the call for proposals
and the selection of beneficiaries as project partners. He also attends to matters concerning the management and control systems pursuant to the legal
regime under AMIF. Prior to his current employment at Germany’s Federal Office for Migration and Refugees, Steffen Kunert had worked both as an inhouse legal counsel in the private sector and as a barrister.
Christina Hadjieconomou
Administrative Officer, Solidarity and Management of Migration Flows Funds Department,
Responsible Authority, Ministry of Interior, Cyprus
Christina Hadjieconomou is Administrative Officer for the Solidarity Funds in Cyprus since 2010, first within the Delegated Authority for two years and then
within the Responsible Authority of the four funds. She has gained experience in various aspects of the management cycle of the funds such as drafting
of Annual Programmes, monitoring of projects, closure of Programmes, preparation of Final Reports and the preparation for the audit controls by various
auditing bodies (including the European Commission). During the Cyprus Presidency, she was first Co-chair and later acting Chair of the Ad hoc Group for
the JHA Financial Instruments. Currently, she is involved in the preparations for the new funds and the drafting of National Programmes for AMIF and ISF.
Jasper Sijbrandij
Senior Advisor, Directorate-General for Immigration, Management and Coordination Section,
Ministry of Security and Justice, Responsible Authority, the Netherlands
Jasper Sijbrandij works for the Responsible Authority in the Netherlands. His main task is development and implementation of the AMIF and ISF National
Programme of the Netherlands. He specialises in the connection between financial management and policy issues. In the past, he used to work for the
Dutch Management Authority of the European Social Funds. Before joining the government he worked at KPMG and other advisory bureaus, specialised
in organisation, finance and subsidy.

Dr. Charalambos Vrasidas is Co-founder and Executive Director of CARDET, a SOLID Funds beneficiary and international non-profit research and
development centre based in Cyprus with partners around the world. He participated in and coordinated more than 100 projects in more than 20 countries.
Dr Charalambos Vrasidas gained vast experience and expertise in SOLID project management, as he has been coordinating 13 EU Solidarity Fund
projects during the last five years. Furthermore, he is Associate Professor at the University of Nicosia, Editor-in-Chief of a scholarly journal, Member of the
Executive Committee of the International Council for Educational Media and author of six books and more than 100 articles in journals, edited volumes
and conference proceedings.
Claudia Zammit

Claudia Zammit works as a Projects Manager within the Financial Control Unit for the General Programme Solidarity and Management of Migration Flows

Ms. Zammit joined the Maltese Public Service in 2011 whereby her role consists of carrying out secondlevel verifications control checks on the payment claims under the SOLID Funds as well as administrative and physical on-the-spot checks. Previously, she

Marian Benbow Pfisterer

As Head of Project Development and Liaison, Marian Benbow Pfisterer has been responsible for project development and fundraising for the IOM mission
in Germany since 2008. She regularly develops and manages migration projects under EU funding lines, including the SOLID programme both at national
and EC level. She has gained extensive knowledge and practical experience working with the SOLID funding line. Before joining IOM in 2005, Ms Benbow
Pfisterer had worked as a corporate business immigration lawyer and interned with different international organisations. Marian Benbow Pfisterer is a fully
qualified lawyer trained in Germany and Norway who completed her legal studies and postgraduate legal training with a focus on European and Public
International Law.
Reyes Castillo

Reyes Castillo holds a University Law Degree as well as Master studies on International Development, Migration and European Law in London and Madrid.
Until June 2014 she acted as Head of the International Division in Accem and was in charge of the design and management of more than 15 different
SOLID and other European funding line projects, research and publications related to migration, social issues and vulnerable groups. Since 2007 (and for
seven years), Reyes Castillo was a member of the PICUM Executive Committee. Previously, she worked for different private institutions in Argentina, the
United States and London. Actually she develops activities as an expert consultant on European Funding with special attention to the social dimension and
the implications for the social sector and its possible areas of collaboration with the private sector.

Terms & Conditions for Training Seminars & Courses
1. Area of Application
The following terms and conditions settle the contractual relationship between conference participants and the European Academy for Taxes, Economics & Law Brauner Klingenberg GmbH [referred to as “European Academy for Taxes, Economics & Law”
in the following]. Differing terms and conditions, as well as, other settlements and/or regulations have no validity.
2. Registration / Confirmation of Application
A registration can be made via internet, mail, fax, or email. The registration is considered granted and legally binding if not rejected by the European Academy for Taxes, Economics & Law in writing within seven (7) days after receipt of registration. The registration will be supplemented by a booking confirmation via email. Partial bookings are only valid for seminars designed in modules.
3. Service
The course fee covers the fee per participant and course in € net, subject to current German VAT. It includes training course documents as per course description, a lunch meal/snack and refreshments during breaks, as well as, a participation certificate.
The European Academy for Taxes, Economics & Law has the right to change speakers/instructors and to modify the course program if and where necessary while maintaining the overall nature of the course. All registered participants will be notified in case
of a course cancellation due to force majeure, due to speakers’ preventions, due to troubles at the chosen location or due to a low registration rate. Course cancellation notification due to a low registration rate is issued no later than two (2) weeks before
the course date. Course fees are reimbursed in the cases listed above; however, reimbursement for travel expenses or work absenteeism is only granted in cases of intention or gross negligence by the European Academy for Taxes, Economics & Law. Any
reimbursement of travel expenses are to be considered as an exceptional goodwill gesture and form no future general obligation. In case of disturbances and/or interruptions, the European Academy for Taxes, Economics & Law commits itself to solve or limit
any problems that might occur in order to maintain and continue the course as planned.
4. Payment Date and Payment, Default of Payment
Payment of the course fee is payable immediately upon receipt of invoice. Where payment is not received or lacking clear assignment to a participant prior to commencement of the course, the European Academy for Taxes, Economics & Law may refuse the
relevant participant’s participation in that course. The course fee, however, is still due immediately and can be claimed as part of a dunning procedure or legal action. In accordance with BGB §247 (1), in case of default of payment within the stipulated time
period, default interest on arrears of at least 5% above the ECB base rate is due and payable. The European Academy for Taxes, Economics & Law can claim higher damage for delay if and where proven. Equally, the participant may prove that a damage
has not occurred or has had less effect than estimated by the European Academy for Taxes, Economics & Law.
Payment shall be made by cashless bank transfer; cash or cheques will not be accepted. The European Academy for Taxes, Economics & Law is not liable for any loss of means of payment. The participant may only offset such claims against the European Academy for Taxes, Economics & Law’s as are undisputed, legally recognized or recognized in writing by the European Academy for Taxes, Economics & Law. The right of retention is only acceptable in accordance with a counterclaim based on the same contract.
5. Cancellation
Cancellations need to be issued in writing. Cancellation by the participant will be subject to cancellation charges as follows:
• 30 days or more prior to commencement of the course: service charge of 80,00 € net, subject to current German VAT, payable immediately, course fee will be reimbursed,
• two (2) weeks to 30 days prior to commencement of the course: 50% of course fee net, subject to current German VAT, payable immediately,
• non-attendance or cancellation less than two (2) weeks prior to commencement of the course: 100% of course fee net, subject to current Germany VAT, payable immediately
The European Academy for Taxes, Economics & Law gladly accepts without additional costs a substitute participant nominated in case of a cancellation if the substitute participant is registered at least three (3) days prior to the commencement of the course.
Neither cancellation of a specific module/part of the course or substitution per module/per day is possible.
6. Copyright
Seminar/course documents are protected by property rights and may not be duplicated, processed, amended, circulated or published in any other way without the written consent of the European Academy for Taxes, Economics & Law. The European Academy for Taxes, Economics & Law reserves all rights.
7. Liability
All seminars and courses are prepared and presented by qualified speakers and instructors. The European Academy for Taxes, Economics & Law accepts no liability for the up-to-dateness, correctness and completeness of the seminar documentation, as
well as, presentation of the seminar.
8. Applicable Law, Place of Jurisdiction, Place of Performance
All cases shall be governed and construed in accordance with German law to the exclusion of the UN Sales Convention. As far as legally admissible, place of performance and place of exclusive jurisdiction shall be Berlin, Germany.
9. Data Protection
The European Academy for Taxes, Economics & Law protects personal data by taking appropriate protection measures. For the purpose of optimization of the product and service portfolio and according to the regulations of the data privacy laws, it stores
and processes person-specific data on the training participants. Hence, all European Academy for Taxes, Economics & Law website hits are registered. All personal data will, in accordance with the law, be used for documentation requests, placed orders or
other enquiries in order to send information out by post.
The European Academy for Taxes, Economics & Law will, in accordance with the law, inform participants by email about special offers that resemble previously booked seminars. If and where personal data needs to be transferred to countries lacking appropriate data protection schemes, the European Academy for Taxes, Economics & Law shall grant alternative adequate protection. Furthermore, the European Academy for Taxes, Economics & Law will use personal data as far as participants have granted
respective permission. When collecting personal data, the European Academy for Taxes, Economics & Law will always ask for permission regarding email information about offers. The participant may, at any time, express their objection to data collection
for the purpose of advertisement or address via email or fax. Any data provided to the European Academy for Taxes, Economics & Law will be processed for reservations and bookings, as well as, for information about other seminars. Names and company
names will be published in a participants’ list and forwarded to the mailing company.
