On Saturday November 15, 2014, Surrey
voters will elect one Mayor, eight
Councillors and six Surrey School District
Trustees. This year, voters are electing
representatives for a 4-year term.
The Municipal Election is the democratic
process of selecting the City’s political
representatives.
Elections are the simplest way for the
public to directly influence the way their
community is run. By casting your ballot,
you are speaking your mind about the issues
that are most important to you.
This Voter’s Guide contains information
submitted by each candidate, and provides
you with the information you need to know
in order to vote.

Voter’s Information
Am I eligible to vote?
Voters in municipal elections fall under two main categories: those that
reside in the City and those that own property in Surrey, but reside
elsewhere. Both may be eligible to vote.
If you live in Surrey, and are not already on the voter’s list, here’s what you
will be asked:

Are you 18 years or older?
•
Are you a Canadian Citizen?
•
Have you lived in BC for the last 6 months?
•
Have you lived in Surrey for the last 30 days?
If you can answer “Yes” to all of the questions above, you are eligible to
vote! Don’t forget to bring enough identification with you in case you
need to register.
If you do not live in Surrey, but own property in Surrey, here’s what you will
be asked:
•
Are you 18 years or older?
•
Are you a Canadian Citizen?
•
Have you lived in BC for the last 6 months?
•
Do you reside outside of Surrey?
•
Have you owned the property in Surrey for at least 30 days?
•
Do you have permission from the other owners of the property to vote
for that property?
•
Please note for non-resident property owners, there is only one vote
per property.
If you can answer “Yes” to all of the questions above, you may be eligible
to vote! Only one owner may vote and must have the permission of
the majority of the property owners to do so. All owners must sign a
consent form, and the ‘voter’ must provide the completed, signed consent
when attending one of the 52 Voting Locations. Consent forms may be
downloaded at www.surrey.ca/elections.

Voter’s Information
Do voters have to register before General Voting Day?
No. People who are not already registered on the Provincial Voter’s List may still
register at the time of voting. Elections BC registration deadline was September
23, 2014 for Surrey’s voter’s list.
What forms of ID are acceptable?
To register when you vote, you must:

Bring at least two documents that provide evidence of your identity and
place of residence, at least one of which contains your photo and signature
OR
•
Bring at least two documents that provide evidence of your identity, at
least one of which contains your photo and signature, and make a solemn
declaration as to your place of residence.
Accepted identification:
Bring at least one item from each group below to ensure that you have the
necessary identification required to register:
Group 1: Photo identification with signature
One of the following is required:
•
Canadian Passport;
•
BC Driver’s Licence;
•
BC ID Card;
•
Canadian Citizenship Card; or
•
Post-Secondary Student Card

Group 2: Name / Address:
If you are providing a BC Driver’s Licence or BC ID card, one of the following will
complete your registration:
•
Birth Certificate;
•
Canadian Passport;
•
Canadian Citizenship Card;
•
Social Insurance Card;
•
BC Care Card or BC Gold Care Card; or
•
Debit / Credit Card
If you are providing a Canadian Passport, Canadian Citizenship Card, or a Student
Card, one of the following will complete your registration:
•
BC Driver’s Licence;
•
BC ID Card;
•
Certificate of Vehicle Insurance;
•
Property Tax Notice in your name; or
•
Utility Bill (BC Hydro, Bell, Shaw, Telus, etc.)
Where do people go to vote?
On Election Day, there will be 52 Voting Locations conveniently located
throughout Surrey, in schools and other public buildings. You may vote at any
one of these locations. The center page of this Voter’s Guide is easily removed
and contains a map and listing of all locations. This map is also contained in your
Voter’s Card package. If you are unable to vote on Election Day, you may vote at
an Advance Poll. Information on Advance Polls is also contained in this guide.

Voter’s Information
What provisions are made to assist disabled persons?
People who have a physical disability, illness, or injury that affects their ability
to vote at any voting opportunity, may request to vote using a mail-in ballot. In
addition, on General Voting Day and on Advance Voting days, people may request
“curb-side voting,” which is a service whereby an elector may vote in their car
with the assistance of an election official, provided the elector is able to drive
to or be driven to the voting place. If an elector requires assistance to read or
mark a ballot, they are permitted to have the assistance of another person in the
voting booth. Also, every effort is made to ensure that all voting places are fully
accessible.
What provisions are made for residents of care facilities?
As in previous years, voting opportunities will be provided for residents of care
facilities who would otherwise not be able to attend a voting place on General
Voting Day. Arrangements can be made in consultation with facilities staff to
provide appropriate voting opportunities for people living in these. Other people
who are disabled, injured or ill, but living at home or in a care facility, may also
vote by requesting a mail-in ballot.

What provisions are made to assist people using other
languages?
The City makes an effort to have multi-lingual election staff available at voting
places, and, if a person requires translation assistance in the voting booth, they
may bring one person along with them to translate. Ballots are not available in
other languages.
Mail Ballots
If you plan to be away during the Advance Voting period and General Voting
Day, OR if you are unable to physically attend any of the voting places, you may
register to receive a mail ballot.
Contact the Office of the City Clerk at 604-591-4132 and/or visit www.surrey.ca/
elections to register for a mail ballot. Requests should be made by October 24,
2014. You are responsible for ensuring that your completed ballot is received at
the Office of the City Clerk no later than 4:30 pm on Friday, November 14, 2014,
or hand-delivered to the Election Day Depot at 7452 – 132 Street between 8:00
am and 8:00 pm on General Voting Day, Saturday, November 15, 2014.

Advance Voting gives you more choices to vote when it’s convenient for you! You
do not need to be absent on General Voting Day in order to qualify to vote at an
Advance Poll. The City of Surrey is expecting higher than average voter turnout in
2014, so why not vote early?

Election Night Results
Live, preliminary election results will be available beginning at 8:00 pm on
Saturday, November 15, 2014 when polls close and will be posted live on the
Election website as each poll reports its results. Shortly after, you will have a
good idea of the make-up of your 2014 – 2018 City of Surrey Council, and School
District No. 36 School Trustees.
Official results will be announced by the Chief Election Officer by Wednesday,
November 19, 2014 after all preliminary results have been verified.

HEPNER, Linda | Surrey First
A resident of Surrey for 29 years, Linda Hepner
has served the City of Surrey for 20 years at City
Hall in numerous positions including as Manager
of Economic Development before being elected to
Council in 2005.
Linda helped revitalize Whalley as chair of the Whalley
Implementation Team, managed the 2010 Legacy
Projects including expansion of Holland Park and the
Chuck Bailey Recreation Centre and spearheaded the Clean Energy & Technology
Action Plan. Linda represents Surrey on the Metro Vancouver Board of Directors
and the Federation of Canadian Municipalities.

McCALLUM, Doug | Safe Surrey
Doug McCallum served proudly as Mayor of Surrey
between 1996-2005. He also sat as the Chair of
Translink from 2002-2005, a Director of the Big Cities
Mayors’ Caucus, and currently sits as a Director on
the Law Foundation of BC.
He was able to clean up the crime-ridden town centre
of Whalley by taking an aggressive stance on all
criminal activity and met with swift action.
His return to run as the Mayoral candidate as part of the Safe Surrey
Coalition is fuelled by a concern for the needs of Surrey citizens. Ineffective
strategies on crime and public safety, and blatant examples of fiscal waste
and mismanagement require immediate change and tangible action of how to
improve Surrey’s fortunes.

RASODE, Barinder | One Surrey
I’m committed to fixing Surrey’s crime problem and
ensuring our neighbourhoods are safe - it’s time to
make public safety a priority. My One Surrey team
is anchored by people with expertise in
public safety, and our plan to fight crime was
developed in collaboration with senior law
enforcement professionals.
Creating a connected and efficient urban
transportation system is also critically important, and we must start managing
growth in a smart and responsible way. We need to make life more affordable
for families, keep taxes low, and create new employment opportunities. And,
the City needs to lead thoughtful planning that respects the character of
neighbourhoods and protects our natural spaces. But, to accomplish these goals,
we have to control spending at City Hall and become more accountable to the
people we serve.

I care most about environmental and social justice.
Too often, our city’s trees and green spaces are
sacrificed for profit. We live in a city that is growing
fast, and politicians have lost sight of what attracted
citizens to Surrey in the first place. I’ve spoken against
developments at council public hearings where
hundreds of mature trees were deemed expendable
because it was easier to cut them down than to
work around them.

WOLANSKI, John
I care most about creating a community that is
productive, inclusive and offers opportunities for
all, not for just a few.
My plan for Surrey
I favour a ward system such as exists in Calgary and
Winnipeg. Our law enforcement are segregated
into communities, so why not districts for civic
governance? We could also expand the Block Watch program to create a know
they neighbour form of crime prevention. Re-open Riverview to help those who
are “between the cracks.” Let police focus on crime prevention, not social work.

I care most about solving the problem of an
increasing crime rate and tackling the issue of
transportation. The increasing rate of crime is
tarnishing our reputation and affecting our quality of
life. Residents of Surrey feel increasingly unsafe in

As a Surrey resident, I’ve strived hard to energetically
be involved in the community. My skills in Cantonese,
English, Punjabi, and Hindi have been fundamentals
tools. I’m passionate about living in BC fastest

steps are to get neighborhoods involved in the safety
of our homes, kids and furthermore the safety of
the environment of Surrey. I believe as a Realtor

My name is Nav Dhanoya, and I have worked as a
Bylaw Enforcement officer for last 11 years with
cities in the lower mainland including Surrey; working
with the RCMP, City departments and homeless
shelters. I have addressed issues that vary and range
from unsightly properties to homelessness in my
public service work environment. In this municipal

As a single mother of three, I consider the safety of

community work with various organizations, events
and causes.
Rina entered Surrey municipal politics in the 2008
election, where she placed 9th, missing a spot on City

with local civic issues following this experience, and is
excited to once again put her passion and commitment for community up for the

The only certified accountant on City Council,
Tom Gill was elected in 2005 and serves as Chair
of the Finance committee and as a member of
numerous other Council committees including
Police, Transportation & Infrastructure, Investment &
Innovation, Parks, Recreation & Sport Tourism, and
Audit committees, as well as the Metro Vancouver
Board of Directors.
Tom was a founding Director of the Surrey Homelessness & Housing Society,
a Director of the Healthcare Benefit Trust, and is currently the Chief Financial
Officer for Coast Mental Health, the largest, non-profit mental health agency in
British Columbia.

I am a teacher with a Ph.D. (Toronto) opposed to
a council hand-picked in the mayor’s living room,
a $395,412 salary for a city manager, a “white
elephant” city hall that was part of municipal
expenses rising 16% last year, Richard Branson
getting $420,000 at Surrey’s Regional Economic
Summit, the mayor making $150,000 of which one-third is tax-free, a million
in uncapped contributions to Surrey First at election time, and free trips for
politicians to England, India, China, Colombia, Italy and Puerto Rico. If the Surrey
circus is to remain the same each year, at least the clowns should change.

A resident of Surrey for 50 years, Mike Starchuk has
served with the Surrey Fire Department for 32 years,
retiring in 2014 as Chief Fire Prevention Officer. Mike
was a founding member of the Surrey Fire Fighters

A resident of Surrey since 1986, Dave Woods has
served with the RCMP for 43 years, including 10
years as District Commander for Cloverdale-Port Kells,
retiring as Surrey’s first Staff Sergeant Major.
Dave is the Vice-Chair of the Options Community
Services Society Board of Directors, worked to
establish a homeless facility in Cloverdale and
has been involved with the Cloverdale Business
