Democrats and Republicans. So far the Wisconsin Hospitals Campaign has disbursed $308,000
in 2014 and over $420,000 in the 2013-2014 election cycle, which is also a new record. Over
the course of the last four election cycles, the Campaign has seen a 20 percent increase in
disbursements to candidate campaigns.

WCMEW Team-Based Care Conference Draws Nearly 200 Participants
30 Wisconsin hospitals and health systems share multi-disciplinary care team models
Wisconsin is among the highest performing states for health care in the nation—a reputation built on
solid clinical performance and outstanding patient care delivered by dedicated professionals. However,
in an environment that is rapidly changing, Wisconsin’s care delivery model must adapt to market forces
and demographics. With a looming physician shortage and a growing number of health care professionals
aging out of the workforce, multi-disciplinary teams are seen as one way to ensure that care will be
accessible, affordable and effective, especially for those with chronic or complex diseases.
On November 12, nearly 200 physicians, nurses, pharmacists and executive leaders participated in the
Wisconsin Council for Medical Education and Workforce (WCMEW) conference, “Building a Culture for
Patient-Centered Team-Based Care.” Representatives from 30 Wisconsin hospitals, health systems and
clinics shared their experiences in developing and working
in a team-based care model.
“In the challenging health care workforce environment and
with the increase in demand for care, we know that one
response is to redesign how we deliver care,” said Andy
Anderson, MD, MBA, Aurora Health Care, who presented
a keynote address. “Our world will be focused on value—
not volume—and to do that better will require a highfunctioning team.”
With a goal of building a systems-based, self-improving
culture that energizes, empowers and enables caregivers to
improve their work and solve problems, Anderson described
several techniques and tools that Aurora uses to facilitate
team training. One tool they use is a modified TeamSTEPPS curriculum that aligns with current Aurora tools
and initiatives (see TeamSTEPPS box on page 4).

A common outcome reported by all 30 of the organizations that presented on their team’s experience
at the conference is increased patient satisfaction. The teams also said they see better outcomes and
increased patient and family engagement when care is delivered by a team.
Maureen Smith, MD, MPH, PhD, with the University of Wisconsin School of Medicine and Public Health,
also a keynote presenter, said the most successful teams are those that are patient-centered. “The more
patient-centered a team is, the more likely they are to meet a common goal of improving quality,” Smith
said. “Working in a team also decreases burnout, reduces the workload and builds cohesion across the

TeamSTEPPS, referenced by a number of the organizations that presented at the Wisconsin Council
on Medical Education and Workforce, is one tool that helps facilitate the cultural changes necessary to
create and sustain a team-based approach to patient care.
WHA just recently organized an advisory group facilitated by WHA Quality Coordinator Tom Kaster,
who is a master trainer in TeamSTEPPS. The goal is to organize a small collaborative of hospitals in
Wisconsin that are interested in learning more about TeamSTEPPS. (See www.wha.org/data/sites/1/

“We plan to leverage the knowledge that we have gained to the benefit of all our member hospitals to

Adequate Medicaid Funding Tops WHA Legislative Agenda
Hospitals prepare to help people sign up as exchange opens Nov. 15
When state budget discussions start after the first of the year in the Legislature, advocating for Medicaid
funding will be one of WHA’s top priorities. WHA will continue to aggressively seek adequate payment in
this historically underfunded program.
At the November 13 WHA Council on Finance meeting,
chaired by Steve Little, president/CEO, Agnesian
HealthCare, Joanne Alig, WHA senior vice president,
policy and research, reviewed the WHA legislative agenda
as it relates to Medicaid and the ever-present problem of
cost-shifting unpaid costs of the program to employers
and private payers. In 2013, Wisconsin hospitals lost
nearly $1 billion serving Medicaid patients.

“The hidden health care tax continues to be an issue for
not just our members, but for Wisconsin’s employers,”
Alig told Council members. “WHA’s goal is to secure
adequate funding for hospitals that serve this vulnerable
population and cut Wisconsin’s hidden health care tax.”
The Greater Milwaukee Business Foundation on Health found earlier this year that hospitals in southeast
Wisconsin have reduced expenses significantly, resulting in cost savings to commercial payers. That
said, the study noted that uncompensated care and below-cost reimbursement from government payers
resulted in 35 percent of the overall cost of commercial coverage. WHA has said this hidden health care
tax is becoming an “anchor” on the progress hospitals are making to reduce overall health care costs for
Wisconsin employers.
The federal healthcare.gov website opens November 15 for health insurance price and plan comparisons.
Alig said a quick review indicates many plans are structured to have high cost sharing amounts in terms
of deductibles and copayments. While meeting the goal of added consumerism, unfortunately hospitals
too often shoulder the burden of these payments when low income patients are unable to pay these
costs. It is important that individuals and families review the silver plan level, because if they are eligible
for cost sharing subsidies, they will obtain those benefits through the silver plans.

The federal health insurance exchange re-opens November 15 for annual renewals and new sign-ups.
Hospitals and health systems invested considerable resources to help residents in their communities
who are uninsured connect with insurance on the exchange in 2014, and many have indicated they will
provide the same or even increased level of assistance this year.
With respect to Medicaid payments and reducing the hidden health care tax, WHA continues to work
with the Legislature on solutions for improving Medicaid reimbursement. Hospital supporters can add
their voices to the discussion by attending WHA 2015 Advocacy Day. The event is April 28, 2015,
which coincides with the State Legislature’s budget process. Plan to tell your legislators how their
decisions will impact your community hospital when you join with over 500 others during legislative
visits that afternoon. Advocacy Day brings together 900 hospital advocates in Madison. Watch for more
information in the coming months.

WHA Physician Leadership Conference Focus on Team Leadership, Change
One of the most difficult transitions for a new physician leader is the move from working autonomously
and focusing on clinical issues to leading a team with a new approach to managerial decision-making and
problem solving. The WHA 2015 Physician Leadership Development Conference will focus on the tools,
techniques and skills needed to assist both new and seasoned physician leaders in making that transition.
The 2015 conference, scheduled Friday, March 13 and Saturday, March 14 at The American Club in
Kohler, will be led by William “Marty” Martin, PsyD, one of this event’s most popular faculty. He will
focus on ways physician leaders can lead strategic innovation and change within the organization. In
addition, Barry Silbaugh, MD will help physician leaders focus on moving their perspective and skill set
from that of a physician working autonomously to leading a team and influencing others to change.
Both Martin and Silbaugh are nationally-recognized faculty from the American Association for Physician
Leadership (ACPL), formerly the American College of Physician Executives.
Registration is now open online at http://events.SignUp4.net/15PLD, with a discounted “early bird”
registration fee available to those registering by January 15. Additionally, a “host” registration option
is available for senior-level hospital representatives (non-physicians) who accompany one or more of
their physicians to the conference but do not need CME credit. ACPL is accredited by the Accreditation
Council for Continuing Medical Education to provide continuing medical education for physicians. ACPL
designates this live activity for a maximum of 11 AMA PRA Category 1 Credits.TM Physicians should only
claim credit commensurate with the extent of their participation in the activity.
CDC Increasing Supply of Ebola-specific PPE for U.S. Hospitals
The Centers for Disease Control and Prevention (CDC) has ordered $2.7 million in personal protective
equipment (PPE) to increase Strategic National Stockpile (SNS) supplies to assist U.S. hospitals caring for
Ebola patients. Products are being configured into 50 kits that can be rapidly delivered to hospitals. Each
kit can provide the PPE needed by clinical teams to manage the care of one Ebola patient up to five days.
Purchases are based on PPE guidance for caring for
Ebola patients that was issued by CDC October 20. The
kits can be rapidly delivered from the SNS as requested
to those hospitals that receive suspected or confirmed
Ebola cases but may need additional PPE supplies that
otherwise are not immediately available.
CDC personnel are assembling product from the
Strategic National Stockpile into individual personal
protective equipment kits, each of which can be used to
care for one Ebola patient for up to five days.
Although the number of kits is limited, they will help
address short-term PPE needs. Purchases include
impermeable gowns, coveralls, and aprons; boot
covers; gloves; face shields and hoods; N95 respirators;
powered-air purifying respirator systems and ancillaries;
and disinfecting wipes.
There are alternatives that can be used in the event
certain products are unavailable, and those alternatives
are included in CDC’s guidance. CDC continues to
coordinate with manufacturers, distributors and health care facilities to monitor the availability of
products in the supply chain. No products are being held by manufacturers or distributors specifically for
SNS orders, and SNS orders are not being prioritized ahead of orders placed by hospitals.
Hospitals should coordinate with their state public health departments if there is a need to request PPE
supplies from CDC to care for an Ebola patient. The state health department will follow the established
protocol for submitting this request to CDC. The latest CDC PPE guidance is available at www.cdc.gov/
vhf/ebola/hcp/procedures-for-ppe.html.

Member News: Neufelder Named President/CEO of Ministry Health Care
The Wisconsin Health Ministries of Ascension Health named Daniel E. Neufelder
Ministry Health Care President and CEO, effective December 1, 2014. Neufelder
succeeds Nick Desien, who has been in the role since 1999. Desien will continue in his
position of Ascension Ministry Market Leader for Wisconsin, Kansas and Oklahoma. In
this role, Desien is accountable for providing leadership, support and direction related
to the strategic positioning and operational performance of both Ministry Health Care
and Columbia-St. Mary’s in Wisconsin, as well as the health ministries in Kansas and
Oklahoma.

“Dan has demonstrated a strong dedication to our promise of delivering person-centered care, while
keeping our organization focused on operational and performance excellence every day,” said Desien.
“Dan’s expertise will strengthen our capabilities as a value-based provider in the new health care
marketplace and support Ministry and Ascension’s culture of high reliability in both quality and safety.”
Neufelder has served as senior vice president – chief operating officer for Ministry Health Care the past
two years. Prior to that appointment, since 2006, he was president and chief executive officer of Affinity
Health System, a part of Ministry Health Care. He is a past chair of WHA’s Board of Directors, has
chaired the WHA Advocacy Committee and Nominating Awards and Bylaw Committee, and has served
on the WHA Council on Public Policy and Wisconsin Hospitals Issue Advocacy Council.
Ascension Health Wisconsin includes Ministry Health Care and Columbia St. Mary’s, both based in
Milwaukee. The Wisconsin Health Ministries of Ascension Health are part of Ascension.
Member News: St. Mary’s Hospital President Byrne Announces Retirement Plans
Frank Byrne, MD, announced he plans to retire as president of St. Mary’s Hospital
January 30, 2015. However, he will remain a member of the board of directors of St.
Mary’s Hospital Foundation.
“I want to thank Frank personally for his leadership, both in the hospital and in the
community. He is certainly irreplaceable and we wish him, his wife Cindy and their
family the very best,” said Damond Boatwright, president of hospital operations for
SSM Health Care of Wisconsin.
While Byrne’s work inside the hospital is impressive, equally as important is the impact
he’s made on the Madison area. Byrne currently serves on the boards of the Madison
Community Foundation, the Greater Madison Chamber of Commerce, the Urban League of Greater
Madison, the Wisconsin Hospital Association and the Wisconsin Medical Society.

Byrne has been active in a number of professional organizations over the years, which included
serving on the Board of Governors of the American College of Healthcare Executives (ACHE) and the
board of the American College of Physician Executives (now the American Association for Physician
Leadership), which inducted him as a Distinguished Fellow. He also received an ACHE Senior Executive
Regents Award. He currently serves on WHA’s Board of Directors and has served on WHA’s Advocacy
Committee (2008-2014) and Public Policy Council (2005-2008).
Prior to coming to St. Mary’s in 2004, Byrne held a variety of clinical, administrative and governance
leadership roles at Parkview Health in Fort Wayne, Indiana. Early in his career, he practiced pulmonary
and critical care medicine in Fort Wayne.
“I may be retiring but I won’t be slowing down,” Byrne said. “I look forward to more time to focus on my
other passions including music, in addition to continuing to take advantage of all the Madison area has to
offer.”

Fast Facts from the WHA Information Center
November is National Lung Cancer Awareness Month
Lung cancer is the leading cause of cancer death and the
second most diagnosed cancer in both men and women in the
United States, according to the Center for Disease Control.
In 2011, 14 percent of all cancer diagnoses and 27 percent of all cancer deaths were due to lung
cancer. After increasing for decades, lung cancer rates are decreasing nationally, as fewer people
smoke cigarettes.
Data from the WHA Information Center found there were 1,920 inpatient admissions and 33,579
outpatient visits in Wisconsin hospitals for the primary treatment or evaluation of lung cancer from
July 2013 through June 2014.

appoint committee chairs, appoint committee members and decide whether or not a piece of legislation
will be voted on by the full Senate or full Assembly. There are four caucuses in the Legislature, which
correspond to the lawmaker’s political party and the chamber they were elected to (e.g. Senate
Republican Caucus, Assembly Democratic Caucus, etc).
The retirement of Sen. Mike Ellis (R-Neenah) left an opening for the president of the Senate. This post is
in the powerful position to refer bills to specific committees, which can provide a bill with a breath of life
or give it the kiss of death. Three Senators competed for this position and, ultimately, Sen. Mary Lazich
(R-New Berlin) was able to garner the most votes from her colleagues. She will be able to serve in that
position until, at least, the end of this upcoming session.
In the Assembly, where former Majority Leader Pat Strachota (R-West Bend) retired from the Legislature,
Rep. Jim Steineke (R-Kaukauna) was selected to be the next Majority Leader of that chamber. The
Majority Leader is charged with leading debate on the Assembly Floor for the Assembly Republicans
and works with the Speaker to set the calendar for each day when the entire Assembly is in session.
Steineke previously served as the Assistant Majority Leader in the Assembly.
On the Democratic side, incumbent Assembly Minority Leader Peter Barca (D-Kenosha) faced a challenge
from State Rep. Evan Goyke (D-Milwaukee), a freshman lawmaker. In the end, Barca garnered enough
votes to be re-elected Assembly Minority Leader for the 2015-16 session. The Minority Leader sets the
agenda, in this instance, for the Assembly Democratic Caucus.
In the Senate, current Minority Leader Chris Larson (D-Milwaukee) bowed out of his re-election bid to
serve as leader in the next session after an announcement by Sen. Jennifer Shilling (D-La Crosse) that
she was considering challenging him for that position. Shilling was elected to the position November 12.
The issues that impact Wisconsin hospitals have always crossed party lines. In the last legislative
session, nearly all of WHA’s priority agenda items received broad and bipartisan support from the
Assembly and Senate. The Wisconsin Hospital Association Government Relations team congratulates
those Wisconsin lawmakers who were elected or re-elected to their leadership posts and looks forward to
continuing our successful partnership in the upcoming session.
