Mr. Feinberg's office on Monday also updated its list of claims submitted, saying it has approved compensation for the families of 33 victims killed in GM cars with faulty ignition switches. Notice of the deadline extension was sent to about four and a half million current and previous owners of eligible vehicles, Mr. Feinberg said in a statement. An extension of a further month was being implemented "out of an abundance of caution," he said. GM said it agreed with the extension of the deadline. "Our goal with the program has been to reach every eligible person impacted," the company said in a statement. The program, GM Ignition Compensation Claims Resolution Facility, began accepting claims Aug. 1 and had received 2,105 claims for deaths and serious injuries linked to the switch as of Nov. 14. © 2014 Postmedia Network Inc. The automaker, a division of General Motors, said it has bought more than 39,000 metric tons of carbon credits from North Dakota ranchers in the prairie pothole region, a broad expanse of grasslands and wetlands reaching across the northern Great Plains and parts of Canada. "The amount of carbon dioxide removed from our atmosphere by Chevrolet's purchase of carbon credits equals the amount that would be reduced by taking 5,000 cars off the road," U.S. Agriculture Secretary Tom Vilsack said. Grasslands store huge volumes of carbon dioxide, one of the gases most responsible for climate change. Tilling the soil for agriculture releases the gases into the atmosphere. Preserving grasslands keeps carbon bottled up and preserves habitat for waterfowl and other wildlife. "The opportunity here is to create an incentive for real greenhouse gas reductions and good environmental stewardship while supporting agriculture at the same time," said Robert Bonnie, U.S. agriculture undersecretary for natural resources and the environment. The program was established amid concern about rapid conversion of the region's grasslands for corn and soybeans, a trend fueled by rising commodity prices for use as biofuels, said Paul Schmidt, chief conservation officer with Ducks Unlimited. His group and several partners used a $161,000 USDA grant to develop a system for measuring how much carbon remains underground when grasslands aren't developed. The methodology, verified by a non-profit organization that oversees carbon offset projects, is used to establish credits that landowners can sell, making up some of the money they could have made by switching to row crop cultivation. Participating ranchers place their property in conservation easements that guarantee it will permanently remain grassland, although they can continue grazing livestock and growing hay, which can be planted without tilling the soil. Chevrolet purchased its credits as part of a 2010 commitment to invest up to $40 million in carbon reduction programs with a goal of keeping 8 million metric tons out of the atmosphere, spokeswoman Sharon Basel said. The credits Chevy bought in North Dakota will preserve 5,000 to 6,000 acres of grasslands. Output at manufacturing plants rose 0.2 per cent in October, the Federal Reserve said Monday. Gains came from the rising demand for machinery, plastics, clothing and furniture. Factory output has risen 3.4 per cent over the past 12 months. But in October, the automotive sector tapped the brakes for the third straight month. Auto production fell 1.2 per cent in October, after declines of 1.9 per cent in September and 7.2 per cent in August. Despite the slowdown, motor vehicle sales were strong last month. Total industrial production dipped 0.1 per cent last month, due to a sharp decline in output from mines and utilities. Manufacturing has steadily helped fuel economic growth for much of 2014. Employers have added more than 2.2 million jobs so far this year and the unemployment rate has plunged to a six-year-plus low of 5.8 per cent. Stocks have rebounded in the past month to record highs after having slipped in the middle of October. Demand for home electronics, appliances, furniture and carpeting have all perked up. That growth faces new challenges because of a broadening slowdown in Europe, China and Japan. On Monday, Japan unexpectedly slid back into recession, sending global markets downward. As economies overseas have struggled, the demand for American-made goods has waned. So far, greater domestic demand has more than offset the declines from abroad. Strong factory production over the past 12 months has trickled into hiring and new paychecks that have bolstered growth in the broader economy. Factories added 170,000 jobs during that period that pay on average more than $19 an hour, according to the Labor Department. But other manufacturing indicators have been uneven in recent months. Manufacturing firms are increasingly confident, according to the Institute for Supply Management, a trade group of purchasing managers. The organization's manufacturing index rebounded to 59 last month from 56.6 in September. Any reading above 50 signals expansion. The result matched a three-year high reached in August and reversed a September drop, all of which suggests that factory output will continue to drive growth. Out of 18 sectors in the index, only petroleum and coal reported that activity had decreased. Manufacturing exports grew last month but at a slower pace than September. At the same time, more Americans are buying autos despite the slowdown in motor vehicle production last month. Sales rose 6 per cent in October from a year ago, according to Autodata Corp. Helped by lower gas prices, more buyers decided to buy vehicles from GM, Toyota, Chrysler, Nissan, Volkswagen and Honda last month. Other indicators show, however, that manufacturers are pulling back. Orders to U.S. factories have fallen in September and August, the Commerce Department reported earlier this month. Those declines largely came from a drop-off in demand for aircraft, an extremely volatile category month-tomonth. Excluding the volatile transportation sector, factory orders have been flat for the past two months.
