Welcome to the City of West Torrens
The History of West Torrens
1853:
• District Council of West Torrens proclaimed. It was the 7th District
Council to be formed in the colony.
1883:
• Thebarton separated from West Torrens to become the Corporation
of the Town of Thebarton.
1950:
• West Torrens was proclaimed as a City.
1997:
• Thebarton and West Torrens amalgamated after more than 100
years of separation to become “The City of West Torrens” .
The first meeting
of the Council was
held in the Hilton
Hotel in July 1853.

The Role of Council
Role of Elected Members
The Mayor is the Principal Member of the Council (Section 58 of the Local
Government Act 1999)
• The role of the Mayor is to :
•preside at meetings of the Council
•act as the principal spokesperson of the Council
•carry out the civic and ceremonial duties of the office of the
Principal Member.
•provide advice to the CEO if requested between Council
meetings on the implementation of a decision of Council.
Role of Elected Members -continued
• The roles of Elected Members including the Mayor are to
(s59 of the Local Government Act 1999):
• Participate in the deliberations and civic activities of the
Council;
• Keep the Council’s objectives and policies under review to
ensure that they are appropriate and effective;
• Keep the Council’s resource allocation, expenditure and
activities and the efficiency and effectiveness of its service
delivery, under review;
• Represent the interests of residents and ratepayers, provide
community leadership and guidance and facilitate
communication between the community and Council
Current Meetings of Council
• Council is legally required to meet once per month (s81(2) of the Local
Government Act 1999)
• Ordinary Council Meetings currently take place on the first and
third Tuesday of each month (Tuesday)

Committees will be re-established at the first meeting of the new Council
Allowances
• Elected Members are entitled to an annual
allowance and reimbursement of expenses.
• Levels of allowances are determined by the
Remuneration Tribunal every fours years and
apply from the first meeting of a new Council
with annual CPI adjustments.
