Terms of reference
Consultant on Harmful Practices
Duration: 9 months

Contributes to the finalization of the joint program on ending child marriage and
harmful practices in line with UNFPA’s strategic plan and global program approaches
on preventing and ending harmful practices.

Develops work plans, reports analyzing progress towards achievement of program
results

Building on existing partnerships, support the scaling up of the interventions and the
identification of potential partners for programme implementation

Provides technical and management support to implementing partners (IPs) to
expedite the implementation of Work Plan (WP) activities/ contracts etc; contribute to
the planning and review of WP implementation, progress, challenges;

Analyzes and interprets the political, social and economic environment relevant to
gender and harmful practices, and identifies opportunities for UNFPA assistance and
intervention.

Keeps abreast of new policy developments and strategies analyzing policy papers,
strategy documents, national plans and development frameworks, and prepares briefs
and inputs for policy dialogue, technical assistance coordination, and development
frameworks.

Expedites and coordinates project implementation establishing collaborative
relationships with implementing partners, experts, government counterparts and other
UN agencies facilitating timely and efficient delivery of project inputs and addressing
training needs of project personnel.

Helps create and document knowledge about current and emerging gender/harmful
practices issues, by analyzing programme, projects, strategies, approaches and
ongoing experience for lessons learned, good practices, and shares with management
for use in knowledge sharing and planning future strategies.

Assists advocacy and resource mobilization efforts of Country Office by preparing
relevant documentation, i.e. project summaries, conference papers, speeches, donor
profiles, and participating in donor meetings and public information events. Follow
up with IPs for the preparation and submission of relevant requests and reports.

Provide inputs and prepares progress Reports, donor reports and other documentation
relevant to interventions on Harmful Practices.

Job Requirements
Education:
Advanced degree in gender, law, international relations, international law, human rights
or related field.
Knowledge and Experience:



At least five years professional experience in the field of gender, human rights
and development.
Proven report writing skills with sound knowledge of programme design and
management
Strong teamwork skills and ability to operate under strict deadlines
