 Scottish Educational Research Association Annual Conference & World Educational Research Association Focal Meeting 19th – 21st November 2014 “From Widening Horizons to a Worldview” University of Edinburgh Welcome from the SERA President On behalf of the SERA Executive and the Conference Committee, I am pleased to welcome you all to our conference which is being held at the University of Edinburgh. This year the Scottish Educational Research Association celebrates its 40th Anniversary. More than ever before the challenges education has to face have become difficult to understand and to tackle from one single perspective. Issues of environmental instability, political engagement (or disengagement), poverty and social inclusion, to name but a few, are global, transnational and are shaping the future of human life -­‐ and other living forms -­‐ on the Earth. This year the SERA Conference welcomes the opportunity to host the World Educational Research Association Focal Meeting. We are delighted to be able to meet in Edinburgh to discuss and to interact with colleagues from far afield on matters of common interest and concern. The theme of the conference this year is: From Widening Horizons to a Worldview. I look forward to welcoming you at our first keynote lecture on the morning of Wednesday 19th. Our keynote then will be given by Professor Michael Keating, Chair of Scottish Politics at the University of Aberdeen. Our keynotes on Thursday are by Professor Manuela Mesa, Director of the Centro de Educación e Investigación para la Paz, CEIPAZ, in Madrid, Spain (morning); and Professor Lani Florian, Bell Chair of Education at the University of Edinburgh (afternoon). Friday’s WERA-­‐SERA keynote will bring the global and international sphere of education debates into view. Professor Ingrid Gogolin, Professor of Education at the University of Hamburg will address the conference. In addition to our world-­‐renowned and academically leading speakers, the conference offers high quality parallel sessions presented by delegates. This year, we have a range of exciting symposia, workshops, paper and poster presentations drawn from a wide range of fields and expertise, across both the SERA Conference and the WERA Focal Meeting, all of which are open to registered delegates. SERA is known for being a small and friendly conference which provides excellent networking opportunities and I look forward to meeting you there. Welcome from the WERA President On behalf of the World Education Research Association (WERA), I want to add my welcome to all presenters and other attendees at the annual conference of the Scottish Educational Research Association (SERA) and the WERA Focal Meeting. We congratulate SERA on this its 40th anniversary and extend our heartfelt thanks for partnering with us this year. The 2014 SERA conference theme—From Widening Horizons to a Worldview—captures the mission and purpose of WERA. WERA was founded in 2009 as an association of research associations to advance and stimulate education research worldwide and to build capacity across countries, cultures, and continents. WERA aims to engage scholars and students in undertaking work from a global, comparative, or international perspective. We encourage you to affiliate with WERA and join us in this enterprise. The WERA Focal Meeting captures this ambition. Each year, WERA convenes a Focal Meeting as an integral part of the conference of a WERA member association. We are so pleased to be doing so with SERA in 2014 in this wonderful city of Edinburgh. Opening Lecture – Wednesday 19th November 2014, 1100 Room: Pentland, JM Centre Chair: Laura Colucci Gray, SERA President Professor Michael Keating Michael Keating graduated from the University of Oxford in Philosophy, Politics and Economics in 1971 and in 1975 was the first PhD graduate from what is now Glasgow Caledonian University. He is a Fellow of the Royal Society of Edinburgh; of the British Academy; of the Academia Europea; and of the Academy of Social Sciences. He has worked at the University of Essex, North Staffordshire Polytechnic and the University of Strathclyde. From 1988 until 1999 he was Professor of Political Science at the University of Western Ontario. From 2000 until 2010 he was Professor of Political and Social Sciences at the European University Institute, Florence and was head of department between 2004 and 2007. He has held visiting positions at the Institut d'Etudes Politques de Paris; University of Santiago de Compostela; University of the Basque Country; Virginia Polytechnic Institute and State University; the Norwegian Nobel Institute; Nuffield College, Oxford; University of Grenoble and the Autonomous University of Barcelona. He is part-­‐time professor at the University of Edinburgh and director of the ESRC Centre for Constitutional Change, a consortium of teams from five institutions to examine the issues arising from the Scottish constitutional debate. Among his recent books are The Independence of Scotland (Oxford University Press, 2009); Rescaling the European State (Oxford University Press, 2013); and Small Nations in a Big World. What Scotland Can Learn (Luath, 2014). Scotland. A Small Nation in a Big World Everywhere in Europe and beyond, the state is in crisis, faced with intractable problems and losing power upwards to global forces, outwards to markets and downwards to smaller units. There is a public disenchantment and a turning away from conventional politics. This was the context for the Scottish referendum of 2014. The campaign was marked by high levels of public engagement and a serious discussion, not so much about constitutional issues as about the future of the nation. Scotland was reaffirmed as a political community, not isolated from the world but with its place in the European and global order. The danger now is of dashed expectations and disillusion. We know that small nations can succeed in global markets but only if they are organized properly. This does not necessarily require independence but it does need the right institutions and the right ways of making policy. We will look at Scotland and compare its experience with that of other small democracies to see what can be learnt. 7
Nisbet Lecture – Thursday 20th November 2014, 1100 Room: Pentland, JM Centre Chair: Zoe Robertson, General Teaching Council for Scotland The Nisbet Lecture is sponsored by the General Teaching Council for Scotland (www.gtcs.org.uk) Dr Manuela Mesa Manuela Mesa is Director of CEIPAZ (Centre of Education and Peace Research) www.ceipaz.org and has been an advisor for national government and regional government, particularly the Foreign Affair Ministry and Education Ministry in the elaboration of National Strategies on Development Education and Regional Strategies on Development Education. She is a regular professor on Development Education in some Universities in Spain, a trainer in NGOs and Teacher Training College and is currently involved in research on communication, gender and development education and in global citizenship movements. The Center has different programmes on Development Education, such as TICAMBIA (www.ticambia.org) that combines learning on Global topics with the uses of Information and communication technologies (ICT). The 1325 women weaving peace programme promotes learning about women, peace and development through life stories (narratives), graphic designs and arts (www.1325mujerestejiendolapaz.org). Globalization and inequality: new challenges for Development Education Education should be connected with the current reality, with the main problems and debates that affect humanity. In a context of globalization and increasing inequality in the distribution of wealth and power, what is needed are educational approaches that provide ways of understanding what is happening and what can be done from a solidarity perspective. Development Education, Global Education and Peace Education are educational approaches that are based on local and global topics and that are sustained with values of social justice, solidarity and peace. Teachers, professors and facilitators could focus on the limitations of the current situation, or alternatively on the opportunities for learning new knowledge and initiatives from global and local perspectives. In this presentation, we will explore some initiatives from the social movements that could be a source of learning and inspiration for building a better world that include all people, their needs and their rights. 8
SERA Lecture – Thursday 20th November 2014, 1500 Room: Pentland, JM Centre Chair: Aline-­‐Wendy Dunlop, SERA Vice President Professor Lani Florian Lani Florian is Bell Chair of Education at the University of Edinburgh and Fellow of the Academy of Social Sciences (FAcSS). Her influential research on inclusive education has led to numerous invitations to speak, conduct workshops and provide technical assistance on inclusive education projects in many countries and to international agencies including UNICEF, OECD, and the Council of Europe. She is editor of the Sage Handbook of Special Education, now in its second edition, and co-­‐author of Achievement and Inclusion in Schools, winner of the 2008 NASEN/TES academic book award. Inclusive Pedagogy: a transformative approach to individual differences – but can it help reduce educational inequalities? This presentation introduces the concept of inclusive pedagogy as an alternative approach to individual differences. It raises questions about its transformative potential to address some longstanding educational inequalities such as the chronic underachievement of particular groups. By focusing on what is to be learned by the community of learners in a classroom, the inclusive pedagogical approach avoids the problems and stigma associated with marking some learners as different. Specific examples of inclusive pedagogy based on research that demonstrates how teachers can respect and respond to human differences in ways that include learners in, rather than exclude them from, what is ordinarily available in the daily life of the classroom are presented. 9
WERA-­‐SERA Plenary Lecture – Friday 21st November 2014, 1100 Room: Pentland, JM Centre Chair: Sari Lindblom-­‐Ylänne, WERA President Professor Ingrid Gogolin Ingrid Gogolin, Dr. phil., Dr. phil. h.c., is professor of international comparative and intercultural education research at the University of Hamburg. Her research is focused on problems of migration and linguistic diversity in education. She was coordinator of the European Educational Research Quality Indicators (EERQI) project, a three-­‐year effort to develop new indicators and methodologies on publication quality. She served as the initial president of the World Education Research Association from 2009-­‐2010, and is a past president of the European Educational Research Association (EERA). Dr. Gogolin’s publications include the book series, ‘Hamburg Studies on Linguistic Diversity’ (2013ff, ed. with Peter Siemund, Amsterdam: John Benjamins); The Bilingualism Controversy (ed. with Ursula Neumann). Wiesbaden: Springer VS 2009; Migration, gesellschaftliche Differenzierung und Bildung (ed. with Bernhard Nauck). Opladen: Leske + Budrich 2000; and Der monolinguale Habitus der multilingualen Schule. How can Education Research support the Development of Skills for the 21st Century? Individual mobility, globalization, new modalities and media of communication are formative and irreversible features of today's societies. The ability to communicate in super-­‐diverse constellations which may change rapidly and may cause uncertainty is thus a requirement that the children and youth of today will have to master. But what are the appropriate communicative skills in this situation? A commonplace answer to this question is the use of English. But can the requirements of global communication actually be met by 'englishing' around the world, or would other solutions be more appropriate for the communication of the future? This Lecture will address the efforts of education research to reach a deeper understanding of the requirements of global communication and sketch a transnational research agenda that could contribute to the development of concepts which are likely to meet the needs of acquiring communicative skills for the 21st Century.
