Information and Registration
The Registration and Information Desk will be situated in The Howard Plaza Hotel
Taipei on the fourth floor, and will be open at the following times:

Saturday, November 22, 2014 (08:15-16:30)
Parallel Sessions
Parallel Sessions will run on November 21 and 22. Sessions are usually 90 minutes in
length.
Presentations and Equipment
All presentation rooms are equipped with a screen, an LCD projector, and a laptop
computer installed with PowerPoint software. You will be able to insert your USB flash
drive into the computer and double click on your presentation to open it in PowerPoint.
We recommend that you bring two copies of your presentation in case of one fails. You
may also link your own laptop computer to the projector cable, however if you use your
own Mac please ensure you have the requisite connector.
A Polite Request to All Participants
Participants are requested to arrive in a timely fashion for all addresses, whether to their
own, or to those of other presenters. Presenters are reminded that the time slots
should be divided fairly and equally between the number of presentations, and that they
should not overrun. The session chair is asked to assume this timekeeping role.

 Topic: No Way Out – The Tragic Transnational Sexual
Exploitation of the Philippines
ABSTRACT
Throughout the 20th Century and into the new Millennium the East/Southeast Asia region
has been confronted with the phenomena of virtually millions of military Amerasians so-called Pan Amerasians - abandoned, estranged or orphaned by their United States military
and private corporate defense contractor fathers. These unwitting progeny of military
personnel and Asian national mothers are misfortunate detritus of overwhelming geopolitical
forces and national war policies of their time. The condition is especially acute in the
Philippines, a former U.S. commonwealth and a strategic Southeast Asian defense ally. Often
stigmatized, deeply impoverished and marginalized, Filipino Amerasians today number
250,000+ if all ages and if 2nd generation are included. Such numbers alone qualify them for
diaspora status. Indeed, experts on the subject estimated that by 1980 - 35 years ago - more
than two million Amerasians were born in various countries as diverse as mainland China,
Taiwan, Thailand and Vietnam. These progeny were conceived either during or following
World War II and into the Cold War eras. Today, enclaves of Amerasians reside in Japan,
Okinawa, South Korea and the Mariana Islands (Guam) - where U.S. permanent bases
remain. Unsupported or neglected infants continue to be born there, and in the Philippines,

though in sharply diminished numbers. This discussion and an allied paper presented here
examine this human tragedy in a new modern day permutation. Our research and analysis sees
an uncanny resemblance, adaptation and continuum vis-a-vis the formation of additional
biracial, poverty-stricken diasporas in the Philippines. These are sired by Japanese, South
Korean, and more recently Hong Kong and mainland Chinese male tourists, businessmen and
temporary visitors. Uplifted by the post-World War II and Korean War prosperity and the
booming late 20th Century East Asian economic "miracle," new highly mobile and upwardly
driven business, commercial and tourist classes, created the need for heightened sexual
release and recreation virtually in their own neighborhood. Hence, in a trajectory forged by
the U.S. military, left behind are new clusters of “Japino,” “Kopino” and “Chipino” or
"Sinopino" offspring. Unofficial estimates claim as many as 50,000 to 100,000 Filipino
Japanese and from 10,000 to 20,000 Filipino Korean progeny, many abandoned or estranged,
reside in the Philippines today. Similar to Filipino Amerasians, such populations have been
scantily researched, and little truly reliable demographic data is known to exist. Even less is
known about the reported influx of mainland Chinese male tourists, businessmen and
itinerants in the past decade. Or, for that matter, what the future impact may portend for
unattached Chinese males seeking female mates or companionship in the Philippines. Reliable
research has confirmed there is a significant imbalance of more males to females on the
mainland as a direct result of PRC-China's "One Child Policy," implemented in 1979 and
theoretically still in effect today. In summary, these current conditions appear to reflect a
portrait of the Philippines as a destitute, exploited and impotent nation-state, either unable,
unwilling or incapable of halting a destructive trend and the steady furtherance of
transnational victimization at the unrelenting hands of its Pacific neighbors and allies

Though the circumstances and variables have changed, we detect a contemporary human
pattern portending uncanny resemblances to the Amerasian tragedy.

Kyushu Institute of Technology, Japan
Hyoungseop Kim received his B.A. degree in electrical
engineering from Kyushu Institute of Technology in 1994,
the Masters and Ph.D. degree from Kyushu Institute of
Technology in 1996 and 2001, respectively. He is a professor
in the department of control engineering at Kyushu
Institute of Technology. His research interests are focused
on medical application of image analysis. He is currently working on automatic
segmentation of multi-organ of abdominal CT image, non-rigid image registration for
head CT and MRI, and temporal subtraction of thoracic MDCT image sets.

Topic: Temporal Subtraction Technique for Detection of
Lung Nodules in CT images
ABSTRACT
Lung cancer has become the primary cause of cancer related deaths in the world, and its early
diagnosis and detection are important for improving the chances of survival. In order to detect
the lung cancer a temporal subtraction technique has been introduced in the medical field. The
temporal subtraction image is obtained by subtraction of a previous image from a current one.
It can be used for enhancing the interval changes such as formation of new lesions and
changes in existing abnormalities on medical images by removing most of the normal
structures. Moreover, some CAD systems based on 2D technique with temporal subtraction of
time series in chest radiographs have been developed. Despite of these efforts, subtraction
artifacts are still remains on the temporal subtraction images. To achieve a temporal
subtraction image with high accuracy, we propose a new image registration method based on
3D non-rigid image registration. In this lecture, we introduce temporal subtraction technique
to detect lung nodules on thoracic MDCT images which is obtained previous images and
current one.
