DESCRIPTION: The intent of this CMGC Project is to form an integrated project team with the Department, the Department’s professional service
providers and/or other stakeholders, and the contractor with the goals of managing risk, improving the construction schedule, and developing a
project that adheres to the budget. An important role of the contractor is to evaluate the constructability of the design plans to reduce risk in all
phases with innovative approaches to meet budget goals. The contract shall be awarded in two (2) phases. The first (Pre-construction Services
Agreement) is for services during the design phase that may include life-cycle cost considerations, scheduling, cost estimating, constructability,
alternative construction options, and sequencing of work. Once the plans have been sufficiently developed, the contractor and the Department
enter into an exclusive bidding process to determine the price for the construction contract. If a bid price within a certain range is achieved, the
Department will award a construction contract to the CMGC firm. This project is located on SH-45 at milepost 10.428 in Canyon County. The
existing structure is structurally deficient and the substructure is noted to be in critical condition, primarily because of scour issues. The proposed
project is intended to place a concrete overlay, replace the abutment and pier expansion joints, apply silane to the traffic faces of the concrete
parapets, provide scour mitigation, and repair pier wall concrete spalls/delaminations
