MANDATORY ADMINISTRATION CRITERIA Bids that do not meet any one of the following criteria (Valid proof/certification must be provided) will be disqualified and will not be evaluated further: • Bidders must have a minimum of 3 years’ proven relevant pavement rehabilitation experience. Relevant experience includes asphalt and concrete rehabilitation projects on airports/major highways. • Bidders acceptance of terms and conditions of bid. • Bidders must submit proof of membership of CESA or similar recognised professional association of civil engineers. • Bidders must submit proof of professional registration with ECSA. • South African companies should submit a valid and original Tax Clearance Certificate. The lack of an original SARS tax clearance certificate with no explanation/application will result in disqualification. NB: No Bid will be awarded to any South African company whose tax matters have not been declared in order by South African Revenue Services. EVALUATION Bidders need to comply first with Mandatory Administration Criteria. Only bidders that comply will be evaluated further. Proposals will be evaluated on a 3 tier basis. Phase one – Functionality Functionality is a hurdle phase which will disqualify bidders not meeting the minimum requirements. Phase two - Price and BBBEE Only bidders who have achieved a minimum requirement of points in the functionality criteria will be considered for this phase. This phase is based on a 90:10 preferential formula with 90 points reflecting Price and 10 points reflecting B-BBEE recognition. Airports Company South Africa SOC Ltd shall only accept DTI criteria as proof of B-BBEE status. Phase three – Objective Criteria Bidders will be evaluated based on objective criteria as indicated in the RFP document.
