Health Care Service Corporation (HCSC) is the largest customer-owned health insurance
company in the United States. HCSC offers a wide variety of health and life insurance
products through its operating divisions and subsidiaries including Blue Cross and Blue
Shield of Illinois, Montana, New Mexico, Oklahoma and Texas along with Dearborn
National. The company employs more than 21,000 people and serves nearly
14 million members.
Business Challenge
The HR team at HCSC processed on average 25,000 applications and background
checks annually, all on a manual basis. The average time-to-fill for positions was well
over 100 days, which was slowing down the company’s ability to react to the
ever-changing, competitive talent market. The team recognized that as HCSC
continued to grow, the manual process currently used would no longer scale to meet
their needs.
“We were a totally paper driven organization,” said Mike Jarvis, Senior Director of

complete and every requisition required the completion of a one-page paper form.
