Work is progressing on the downtown Paseo Santa Fe Improvement Project along S. Santa Fe Avenue. The reconfiguration from four lanes into two lanes with a traffic circle installed at Eucalyptus Avenue and the construction of the small linear park will take place in 2015. The 69-unit Paseo Pointe workforce housing project (photo), located on the west side of S. Santa Fe Avenue between Eucalyptus Avenue and Oceanview Drive, is scheduled for completion in the summer, 2015. That’s why the five cities of Carlsbad, Escondido, Oceanside, San Marcos, and Vista are making history with the launch of a regional branding effort. For more than two years, the five neighboring communities have been working together as an informal regional group to support economic development along the 78 Corridor. The development of the new regional brand and strategic plan will support business retention and business attraction efforts in North County. The cities will act as a region first, and individual cities second, as one of the best incentives that can be offered to businesses to keep them within the corridor. The regional roll-out is planned in early, 2015. Santa Fe Avenue, opened its doors recently to the surrounding neighborhood children and families. A $5 million dollar state grant was awarded to the City to fund the project. The center bears the name of Linda Rhoades, a longtime Vista resident who spent 12 years on the school district board, and served as the president of the Vista American Little League and as a City of Vista Parks and Recreation commissioner. Rhoades, who passed away in 2012, was instrumental in promoting recreational opportunities and in establishing the Vista Academy as a performing arts magnet school. cityofvista.com 06 New Downtown Art Several new pieces created by local artists have been added to the public art in the downtown area. The sculpture “Alley Art Man” was designed by Rick and Jaydon Sterling Randall and is located on S. Indiana between Main and Broadway. The recently painted murals “Boogie Birds”, located on the back wall of Curbside Café was created by Chor Boogie and Sarah Spink’s “Space Coyote” is on the back of the AVO Playhouse adjacent to Curbside. Maintaining the Infrastructure Below the Surface The City maintains over 290 miles of sewer lines. Since the Sewer Improvement Projects began three years ago, the City has funded $18 million in rehabilitation projects and anticipates spending $63.44 million in 2014/15. The project is at the half-way point with almost 50 percent of the rehabilitation completed. Replacing the aging pipes is greatly reducing the possibility of leaks or costly emergency repairs in the future. Proactively restoring or replacing the infrastructure will minimize and /or eliminate the need for costly emergency repairs and will prevent sewer leakages or spills. With limited federal and state assistance, the burden of operating and maintaining wastewater infrastructure now falls on the local governments and districts. The City of Vista and Buena Sanitation District have been fortunate to have secured over $26 million in state and federal stimulus funding to help pay for the Capitol Improvement Projects. Creating Safe Routes to Schools In October, Bobier and Maryland Elementary schools celebrated “Walk to School Day”. The event’s goal is to bring grandparents/seniors together with the community to increase walking and biking to school. The County’s regional government, called SANDAG (San Diego Association of Governments) is working with communities to make walking and bicycling to school safer and more attractive travel choices for families throughout the region. The City obtained a grant from SANDAG to develop a Safe Routes to School Strategic plan. If you see graffiti in your neighborhood, don’t expect that someone else has reported it, please call the Public Works hotline. Once launched, the new website will include a mobile-friendly platform and an easier to use navigation system, designed to make it more efficient for the public to access city information and services when and where it’s most convenient. Some new features of the site include an online zoning map and a “responsive design” which automatically resizes and reorganizes the site for viewing on mobile devices and online. About 38 percent of the city’s website visits come from mobile devices, and that number is expected to rise. The updated website is expected to be launched in early 2015. The automated green-waste collection is a simple way for residents to collect grass, leaves, twigs, and brush from yards for collection day. At no additional cost, residents can request up to two additional green-waste carts. The green waste is used in a variety of diversion programs, including, but not limited to, land application and composting.
