“From Peer Pressure to Biased Norms: Formation and Collapse”, with Moti Michaeli
This paper studies the emergence of social norms, i.e., shared public preferences, when individuals have
heterogeneous private preferences and pressure each other while declaring a stance in public. It
analyzes the conditions under which a social norm can (and cannot) arise. Further, it shows that peer
pressure may lead to a norm which is biased with respect to private preferences in society, yet is
endogenously upheld by the population. Strikingly, a biased norm will often be more sustainable than a
representative norm, which may explain the bias of various social and religious norms. The model is
further applied to political settings, where our analysis of norm stability has implications for
revolutionary movements, by predicting which events may initiate a revolution against a political regime
and whether it will start with fierce opposition or with mild reform suggestions. We relate these
predictions to contemporary revolutions and mass protests.
